CALIFORNIA, CALLING A SPECIAL ELECTION FOR A COMMUNITY FACILITIES DISTRICT
CITY OF EASTVALE
COMMUNITY FACILITIES DISTRICT NO. 2024-02
(CITYWIDE MAINTENANCE AND SERVICES)
AND FUTURE ANNEXATION AREA
WHEREAS, this City Council (the “City Council”) of the City of Eastvale (the “City”) adopted a resolution entitled “A Resolution of the City Council of the City of Eastvale, State of California, Establishing the Formation of a Community Facilities District and Future Annexation Area” (the “Resolution of Formation”), ordering the formation of the City of Eastvale, Community Facilities District No. 2024-02 (Citywide Maintenance and Services) (the “District”) and the City of Eastvale, Community Facilities District No. 2024-02 (Citywide Maintenance and Services) Future Annexation Area (the “Future Annexation Area”), defining the public services (the “Services”) to be provided by the District and Future Annexation Area, authorizing the levy of a special tax on property within the District and preliminarily establishing an appropriations limit for the District and Future Annexation Area, all pursuant to the Mello-Roos Community Facilities Act of 1982 (Sections 53311 and following, California Government Code; hereafter referred to as the “Act”); and
WHEREAS, pursuant to the provisions of the Resolution of Formation, the propositions of the levy of the special tax and the establishment of the appropriations limit shall be submitted to the qualified electors of the District as required by the provisions of the Act.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Eastvale, as follows:
SECTION 1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
SECTION 2. Pursuant to the Act, the issues of the levy of the special tax and the establishment of the appropriations limit shall be submitted to the qualified electors (as defined below) of the District at a special election called therefor as provided below.
SECTION 3. This City Council hereby finds that fewer than 12 persons have been registered to vote within the territory of the District for each of the ninety (90) days preceding the close of the public hearing heretofore conducted and concluded by this City Council for the purposes of these proceedings.
Accordingly, and pursuant to Section 53326 of the Act, this City Council finds that, for these proceedings, the qualified electors are the landowners within the District and that the vote shall be by such landowners or their authorized representatives, each having one vote for each acre or portion thereof such landowner owns in the District as of the close of the public hearing.
SECTION 4. This City Council hereby calls a special election to consider the issues described in Section 2, above, which special election shall be held on July 24, 2024, and the results thereof canvassed at the meeting of this City Council on July 24, 2024. The City Clerk is hereby designated as the official to conduct the special election and to receive all ballots until the close of business on the special election date. It is hereby acknowledged that the City Clerk has on file the Resolution of Formation, a map of the 524
boundaries of the District and Future Annexation Area, and a sufficient description to allow the City Clerk to determine the electors of the District. The special election shall be conducted by messenger or mail-delivered ballot in accordance with the Act.
SECTION 5. As authorized by Section 53353.5 of the Act, the issues described in Section 2 above shall be combined into a single ballot measure, the form of which is attached hereto as Exhibit A is hereby approved. The City Clerk is hereby authorized and directed to cause a ballot, in substantially the form of Exhibit A, to be delivered to each of the qualified electors of the District. Each ballot shall indicate the number of votes to be voted by the respective landowner to which the ballot pertains. Each ballot shall be accompanied by all supplies and written instructions necessary for the use and return of the ballot.
The envelope to be used to return the ballot shall be enclosed with the ballot, have the return postage prepaid, and contain the following: (a) the name and address of the landowner, (b) a declaration, under penalty of perjury, stating that the voter is the owner of record or authorized representative of the landowner entitled to vote and is the person whose name appears on the envelope, (c) the printed name, signature and address of the voter, (d) the date of signing and place of execution of the declaration pursuant to clause (b) above, and (e) a notice that the envelope contains an official ballot.
SECTION 6. This City Council hereby further finds that the provisions of Section 53326 of the Act requiring a minimum of 90 days following the adoption of the Resolution of Formation to elapse before the special election are for the protection of the qualified electors of the District. There is on file with the City Clerk a written waiver executed by all of the qualified electors of the District allowing for a shortening of the time for the special election to expedite the process of formation of the District and waiving any requirement for notice, analysis, and arguments in connection with the special election.
Accordingly, this City Council finds and determines that the qualified electors have been fully apprised of and have agreed to the shortened time for the special election and waiver of analysis and arguments and have thereby been fully protected in these proceedings. This City Council also finds and determines that the City Clerk has concurred in the shortened time for the special election. Analysis and arguments with respect to the ballot measures are hereby waived, as provided in Section 53327 of the Act.
SECTION 7. If two-thirds (2/3) of the votes cast upon the question of levying such special tax and establishing the appropriations limit are cast in favor of the proposition after the canvass of the returns of such special election, the City Council may levy such special tax within the District under the Act in accordance with the approved rate and method of apportionment of special tax. Such special tax may be levied only at the rate and may be apportioned only in the manner specified in the Resolution of Formation, subject to the Act, except that the special tax may be levied at a rate lower than that specified herein and the maximum annual tax rate may be lowered.
A special tax shall be levied in the Future Annexation Area only with the Unanimous Approval of the owner or owners of each parcel or parcels at the time that parcel or those parcels are annexed, without any requirement for further public hearings or additional proceedings.
SECTION 8. Under Section 50075.1 of the Government Code, the following accountability provisions shall apply to the special taxes: (a) the construction and/or acquisition of the Services and the incidental costs thereof including any debt, all as defined in the Resolution of Formation, shall constitute the specific purpose; (b) the proceeds shall be applied only to the specific purposes identified in (a) above; (c) there shall be created special account(s) or funds(s) into which the proceeds shall be deposited; and 525
(d) there shall be caused to be prepared an annual report as required by Section 50075.3 of the Government Code.
SECTION 9. This Resolution shall take effect immediately upon its adoption.

City Council Meeting
CITY COUNCIL BUSINESS
Agenda Item No. 13.2
July 24, 2024
Quarterly Economic Development Updates
Prepared By:
Alexander Fung, Economic Development Manager
Recommended Action(s)
Staff recommends that the City Council receive and file the report.
Summary
The City of Eastvale’s Economic Development Division strives to elevate the quality of life in Eastvale through fostering economic growth, prosperity, and stability within the community. It is the Economic Development Team’s purpose to develop and implement innova%ve business and investment a&rac%on, workforce development, and community development programs and ini%a%ves. Addi%onally, the Division leads various special projects and programs that address the City’s emerging challenges and support Eastvale’s community growth.
Based on the goals and priori%es set by the City Council in the City’s Strategic Plan, staff aligns resources with opportuni%es to ensure that Eastvale’s economy remains strong, innova%ve, and vibrant. Staff desires to provide the City Council with updates regarding the City’s economic development efforts in the past three months.
Background
2024 Internal Strategic Planning Roadmap Implementation In January 2024, the Economic Development Team held an internal Strategic Planning Workshop to evaluate the Division’s ongoing projects, conduct SWOT analyses, identify gaps, and discuss potential 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

new projects that need to be implemented to further support the City’s Strategic Plan goals.
Specifically, staff evaluated Eastvale’s economic vitality, economic progress, assets, and demographics. A;er thoroughly reviewing and analyzing the 23 economic development-related goals in the City’s Strategic Plan, ten new addi%onal ini%a%ves were iden%fied to be implemented this year, including:
Broker Engagement Strategy;
Business First Branding;
Educational Institution Attraction Strategy;
Law Enforcement Business Attraction Involvement Strategy; Medical Institution Attraction Strategy;
Neighboring Cities’ Economic Landscape Evaluation;
Property Vacancy Outreach Strategy;
Public Safety Enhancement Strategy for Shopping Centers; Sales Tax Agreement Monitoring and Evaluation Strategy; and Top Sales Tax Generator Outreach Strategy
Work plans for each of these new ini%a%ves have all been developed in the past three months. Staff are in the process of launching these new projects and building new rela%onships with the relevant stakeholders.
Community Outreach
In May 2024, the Economic Development Team merged the “Eastvale Elevates” website with the City’s main website to reduce unnecessary expenses. As a result, all of the City’s business resources and economic development informa%on can now be found on the City’s website. This consolida%on yields over $37,000 in annual savings, as the City’s Economic Development website was previously managed and maintained by third-party consultants.
In partnership with the Communica%ons Division, the Economic Development Team ac%vely maintains and disseminates outreach content through the City’s website, social media accounts, and newsle&er. These channels allow staff to share the latest informa%on, available resources, and funding opportuni%es for Eastvale’s residents and businesses. The Economic Development Team also maintains a Business Resource Guide, which outlines various public, private, and nonprofit business resource partner agencies and informs the business community about resources, programs, and events. Addi%onally, the Economic Development Team began releasing quarterly storytelling videos to inform residents and businesses of economic development efforts, resources for businesses, and the importance of shopping locally. The first economic development storytelling video, which can be found at
https://www.youtube.com/watch?v=JvgrYMO7fzs
, was released
during the City’s Economic Development Week in May 2024.
The Economic Development Team also fosters and maintains a close partnership with neighboring ci%es’ economic development teams, key community organiza%ons such as the Eastvale Chamber of Commerce, and federal, state, and county economic development organizations and alliances. These rela%onships allow the City to expand its networks and inform partners of available retail and development opportunities in Eastvale.
Furthermore, the Economic Development Team strives to increase its presence in major city events such as the Lantern Fes%val, the Interna%onal Food Fes%val, and the Miracle at Citrus event, with 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

the goal of educa%ng residents, businesses, and visitors about Eastvale’s economic development programs and available development opportuni%es. Staff recently par%cipated in the 2024 Interna%onal Food Fes%val and spoke with par%cipa%ng business vendors at the event to build relationships.
To express sincere apprecia%on to the City’s Top 25 Sales Tax Generators, staff will be partnering with the Eastvale Chamber of Commerce to host a VIP Recep%on at the Chamber’s Annual Installa%on Dinner to recognize the contribu%ons of these businesses. The event will be held at the Eastvale Community Center on Thursday, July 25, 2024.
Grants and Funding Requests
To support the City’s community growth, the Economic Development Team ac%vely seeks funding opportuni%es to support the City’s projects. Throughout the past three months, staff submi&ed grant and funding request applica%ons at the federal level via Congress “earmarks” and the U.S.
Department of Energy (DOE).
Formerly known as “earmarks,” Congressionally Directed Spending (CDS) and Community Project Funding (CPF) requests are provisions inserted into a federal appropria%on or budget bill that directs funds to a specific recipient for a designated project. In the Senate, this process is known as the CDS procedure. In the House of Representa%ves, the process is known as the CPF procedure. Each Senator and Congressmember has a different request submission procedure for funding requests. Of the six CDS and CPF requests that were submi&ed by staff, four were recently chosen to proceed forward in Congress for additional review:

Congress is an%cipated to select and finalize the awarded projects before the end of this year.
Should the City’s projects be awarded funding, the City can choose to accept or reject the award offer.
Addi%onally, staff secured up to $123,670 from the DOE via the Energy Efficiency and Conserva%on Block Grant (EECBG) for the City to purchase one electric truck and three electric golf carts to support the Community Safety, Community Services, and Public Works Departments.
ICSC Real Estate Conferences

ICSC conferences is a productive and effective strategy to attract businesses’ interest in Eastvale.
Several members of the City Council and staff a&ended the 2024 ICSC Las Vegas Conference from May 19, 2024 to May 21, 2024. This annual event brings more than 30,000 individuals from the municipal and real estate industries to explore the latest trends and innova%ons shaping retail markets. Throughout the event, a&ending city councilmembers and staff engaged in high-level discussions, networked with poten%al partners, and obtained insights regarding upcoming trends in the real estate industry.
Staff is already in the process of preparing for the 2024 ICSC Western Conference, which will take place at the Palm Springs Convention Center from September 23, 2024 to September 25, 2024.
Incentive Programs
On June 26, 2024, the City Council awarded a forgivable loan of $100,000 to Georgia’s Restaurant from the Business Incen%ve Loan Program. The award will assist Georgia’s to cover equipment and wage expenses and serve as a business a&rac%on and reten%on tool. Georgia’s con%nues to effec%vely reduce the City’s sales tax leakage, generate addi%onal revenue for the City, and encourage additional foot traffic and social activity around the Eastvale Gateway Shopping Center.
Addi%onally, staff recently developed a proposal for a new incen%ve program that is catered to Eastvale’s shopping centers. The proposed program, known as the Shopping Center License Plate Reader (LPR) Camera Grant Program, was developed in consulta%on with the Business and Development Success Ad-Hoc Commi&ee. The program was structured with the goals of enhancing public safety and promo%ng economic growth in Eastvale. The City Council will have the opportunity to review this program in a separate agenda item at this meeting.
Monthly Business Walks
In addi%on to partnering with the City Council and the Eastvale Chamber of Commerce to conduct business walks and recognize the top 3 most visited businesses at each shopping center, the Economic Development Team’s monthly Council Business Walks will also recognize the youngest and longest-serving businesses in each of the shopping centers. With regards to the monthly Staff Business Walks, the Economic Development Team began involving Eastvale Volunteers, the Riverside County Workforce Development Board, and Riverside County Sheriff’s Office (RSO) to join the Economic Development Team and visit local businesses.
Site Selection Assistance
The Economic Development Team con%nues to pursue desired businesses by ac%vely reaching out to business managers, corporate representa%ves, brokers, and developers and inform them of Eastvale’s retail and development opportuni%es. For businesses that are interested in opening in Eastvale, staff provide one-on-one assistance during the businesses’ site selection process.
Tourism Partnerships
Eastvale is excited to welcome Staybridge Suites as its first hotel, which can generate addi%onal tax revenue for the City. In partnership with Discover Inland Empire, staff is in the process of iden%fying opportuni%es to encourage tour groups to u%lize and stay at Eastvale’s hotel. Benefits include 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752

Proposed Shopping Center License Plate Reader Camera Grant Program
Prepared By:
Alexander Fung, Economic Development Manager
Recommended Action(s)
Staff recommends that the City Council establish a Shopping Center License Plate Reader Camera Grant Program and adopt the associated Program Policy to enhance public safety and crime prevention efforts and support local businesses in Eastvale.
Summary
The City of Eastvale currently has a Business Incen(ve Loan Program that provides financial incen(ves for upscale, high-end, and premium casual dining restaurants. This program was created as a business a,rac(on and reten(on tool to reduce the City’s sales tax leakages and increase the number of visitors in Eastvale’s shopping centers. To further support Eastvale’s businesses, staff iden(fied opportuni(es to supplement and assist with enhancing public safety and crime preven(on efforts in local shopping centers. It is recommended that the City Council establish a Shopping Center License Plate Reader Camera Program to enhance safety, support businesses, and promote economic growth in Eastvale.
Background

eastvaleca.gov
555
In 2018, the City of Eastvale began u(lizing Automated License Plate Reader (APLR) technology to improve the efficiency and effec(veness of iden(fying stolen and wanted vehicles. With evolving technology, the ALPR cameras that were installed in 2018 were slowly becoming outdated, as they only captured the vehicles’ license plate numbers and not their respec(ve colors and vehicle types.
In April 2023, the City Council approved the installa(on of Flock Safety Cameras at Eastvale’s major intersec(ons, given that Flock Safety Cameras could analyze vehicle license plates, colors, makes, and objects based on image analy(cs. These func(onali(es effec(vely protect against stolen or removed license plates. Flock’s so?ware can transmit alerts for hot plates and set up alerts based on vehicle description without requiring a license plate number.
To date, 69 Flock Safety Cameras have been installed throughout Eastvale. Of the 69 cameras, 61 were installed by the City at major intersec(ons, 4 were installed privately at the Homecoming Apartments, and 4 were installed privately at the Eastvale Gateway Shopping Center. Addi(onally, Riverside County Sheriff’s Office (RSO) has been u(lizing Flock Safety Cameras since 2021. Eastvale’s surrounding and nearby ci(es, such as the Ci(es of Beaumont, Canyon Lake, Cathedral City, Chino, Corona, Desert Hot Springs, Hemet, Jurupa Valley, Lake Elsinore, Menifee, Moreno Valley, Norco, Ontario, Palm Desert, Perris, San Jacinto, Temecula, and Wildomar, all u(lize Flock’s services. More than 200 ci(es and coun(es across California also subscribe to Flock’s services. Most law enforcement agencies in California share Flock data to provide a statewide network of cameras that capture information about wanted and stolen vehicles.
Recently, Eastvale shopping centers’ property managers have expressed interest in installing smart security cameras around their proper(es to deter the? and criminal ac(vi(es. While staff rarely receive complaints from businesses when conduc(ng business walks, public safety remains as a major concern for local businesses. From January 2024 to May 2024, the City’s Business and Development Success Ad-Hoc Commi,ee explored the possibility of providing assistance to local shopping centers and recommended that a
Shopping Center License Plate Reader (LPR) Camera
Program be structured as follows:
Proposed Eligibility Requirements
Recognizing the benefits of Flock Safety Cameras, the program will reimburse grantees for up to 25% of the first year’s costs incurred by the grantee for the purchase or lease of Flock Safety Cameras, provided that the cameras will be maintained by the grantee for at least three con(nuous years. Reimbursements will be paid in three annual installments, subject to verifica(on by the City that the cameras were in operation during the preceding 12 months.
Given that the focus is aimed at areas with the highest rates of law enforcement responses, the five retail shopping centers in Eastvale with the highest number of calls for police assistance during the previous fiscal year are eligible for grant funding under this program. The eligible shopping centers for FY 2024-2025 are:
Cloverdale Marketplace
Corona Valley Marketplace
Eastvale Gateway North
Eastvale Gateway South
The Station
The City will re-evaluate law enforcement call volumes annually and adjust the list of eligible 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

| Target #: B
| Goal #: A
The proposed
Shopping Center LPR Program directly supports the City’s business a,rac(on and reten(on efforts by boos(ng public safety and crime preven(on efforts in Eastvale’s shopping centers. The footage and data captured by Flock Safety Cameras can expedite law enforcement’s response and inves(ga(on, leading to quicker resolu(on of incidents and reducing nega(ve impacts on businesses. Shopping centers with advanced security systems generally are more a,rac(ve to tenants, brokers, and visitors. A safer shopping environment encourages local spending and supports Eastvale’s local economy.
Fiscal Impact
Establishing a
Shopping Center LPR Program will require a total of $70,000. Funds have been budgeted in the Economic Development Division’s Business Incen(ve Program account (100-302- 6423). Grants will be awarded on a first-come, first-served basis, and are subject to funding availability.
Prior City Council/Commission Action
The City Council previously approved an ALPR camera system contract with Vigilant on December 12, 2018. On April 26, 2023, the City Council authorized the City Manager to execute an agreement with Flock Safety to install Flock Safety Cameras throughout Eastvale star(ng in FY 2023-2024 and adopted RSO’s ALPR Policy 412 as the City’s ALPR Policy.
