Due to the close proximity of the intersection to the I-405 Harbor on-ramp, there were extremely high turn movements both eastbound on Gisler Avenue turning left onto Harbor Boulevard as well as southbound on Harbor.
As a result, this created heavy congestion during peak traffic hours. In order to alleviate the congestion, phase I of the project included only eastbound improvements; converting the eastbound optional through-right lane to an optional through-left lane, and adding an eastbound right-turn lane. Phase II entailed a conceptual feasibility study and right-of-way acquisition requirements for both north and southbound improvements, including the addition of a southbound right-turn lane, and the extension of the northbound optional through-right lane. The scope of work also included installing an overhead freeway sign, which required working with SoCal Gas to relocate a gas line in conflict with footings for the overhead sign. A detailed field analysis, specifications, and plans were provided, including measurements and exhibits, in conformance with MUTCD, Caltrans, and City standards. Additionally, coordination with SAF-r-DIG and utility companies was essential to perform potholing and identify utility obstructions.

Approval of New Purchase Agreement for Goods for Traffic and Street Signs and Materials
Prepared By:
Jimmy Chung, Public Works Director/City Engineer
Recommended Action(s)
Staff recommends that the City Council:
1 .
Rescind the previous City Council ac$on taken on February 26, 2025, which approved the award of a Purchase Agreement for Goods with Safety Network Traffic Signs, Inc. for as- needed traffic and street signs and materials; and
2 .
Approve a Purchase Agreement for Goods with Athaco, Inc. for the as-needed purchase of traffic and street signs and materials, for an ini$al term of thirteen months (May 15, 2025, to June 30, 2026), with up to four one-year renewal op$ons. This agreement, in conjunc$on with the exis$ng agreement with Safety Sign Company, maintains the originally approved combined not-to-exceed amount of $120,000 for the ini$al term. For each subsequent contract year, the combined not-to-exceed amount for both agreements will be $90,000 per fiscal year; and
3 .
Authorize the City Manager to execute the agreement with Athaco Inc.
Summary
The City of Eastvale previously awarded two contracts for the procurement of traffic and street signs to support the ongoing replacement and maintenance of the City’s 8,209 traffic control signs. These signs are essen$al for roadway safety and require rou$ne replacement due to weathering, vandalism, and engineering safety improvements.

The City had issued an Invita$on for Bids (IFB) No. 25-100EG on January 2, 2025, and contracts were awarded to the two lowest responsive and responsible bidders—Safety Network Traffic Signs and Safety Sign Company. Since the award, Safety Network Traffic Signs has no$fied the City that they are unable to fulfill the agreement due to material cost increases caused by tariffs and staffing shortages.
To reduce the risk of service disrup$ons and protect the City from future price fluctua$ons, staff recommends rescinding the contract with Safety Network Traffic Signs and awarding a new contract to the next lowest responsive bidder, Athaco Inc., while maintaining the exis$ng agreement with Safety Sign Company. This approach aligns with Eastvale Municipal Code Sec$on 4.06.080(i), which permits an exemp$on from the bidding requirements if the Council finds it is in the best interests of the City. In this circumstance, it is advantageous to the City to have two contracts in place so that the City has options to ensure signs can be procured promptly.
Although Athaco Inc.’s original bid was higher, staff finds their pricing to be compe$$ve, fair and reasonable, and believes the added vendor ensures greater service reliability and protects the City from future pricing vola$lity as this vendor has agreed to honor bid pricing and hold pricing throughout the ini$al contract term as required by IFB 25-100EG. Athaco Inc., based in Ontario, CA, brings over 25 years of industry experience in manufacturing durable, compliant traffic control signs —further supporting the City’s efforts to maintain reliable signage citywide.
The proposed agreement with Athaco Inc. will have an ini$al term of approximately thirteen months, with up to four one-year renewal op$ons. The combined not-to-exceed amount for Athaco Inc. and Safeway Sign Company is $120,000 for the initial term and $90,000 annually thereafter.
Background
The Public Works Department is responsible for maintaining a crucial network of traffic control signs throughout Eastvale to ensure roadways remain navigable and safe for drivers. The City owns and maintains approximately 8,209 traffic signs, which provide essen$al regulatory, warning, and guidance information to motorists.
Traffic signs oIen need replacement due to factors such as fading, vandalism, weathering, or as part of engineering safety improvements. One cri$cal compliance measure is retroreflec$vity, a standard introduced by the Federal Highway Administra$on (FHWA) in December 2007 as part of the Manual on Uniform Traffic Control Devices (MUTCD). This standard was established to improve nighLme driving safety. Although only 25% of travel occurs at night, nearly 50% of crashes happen during nighttime hours, making adherence to retroreflectivity standards essential.
Currently, requests for the replacement of damaged, faded, or downed signs are received via the ci$zen repor$ng app, Gogov. The Public Works Street Maintenance Division crew responds promptly to these requests, as these issues can pose significant hazards. However, this process is primarily reac$ve. The department’s goal is to implement a system that allows for more proac$ve sign replacement, improving public safety. The execu$on of a contract will support these efforts, ensuring that Eastvale’s traffic signage remains safe, compliant, and effective in guiding drivers.
Before issuing this IFB, the City u$lized a free equipment rental program from the California Local Technical Assistance Program (CALTAP) to scan and measure the retroreflec$vity of signs. Through 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752

this program, the City has scanned approximately 2,160 signs, of which 821 failed to meet retroreflec$vity standards. The City’s priority is to replace these non-compliant signs while con$nuing to scan the remaining signage to complete the inventory. This contract, awarded through the IFB solicita$on process, will help maintain the approximately 8,209 traffic signs citywide, ensuring improved driver visibility, safety, and full compliance with current regulations.
Environmental
By the defini$on provided in the California Environmental Quality Act (CEQA) Guidelines Sec$on 15378, the award of this contract does not qualify as a “project” as defined by CEQA.
Strategic Plan Action - Priority Level: 2
| Target #: F
| Goal #: F
This ini$a$ve supports the City’s commitment to roadway safety and proac$ve infrastructure management.
Fiscal Impact
Approval of the new Purchase Agreement for Goods with Athaco Inc. will authorize the as-needed procurement of traffic and street signs and materials. The combined not-to-exceed amount for both Athaco Inc. and the exis$ng agreement with Safety Sign Company is $120,000 for the ini$al term ending June 30, 2026. For each subsequent contract year, up to four one-year renewal op$ons may be exercised, with a combined not-to-exceed amount of $90,000 per fiscal year. Funding for this project is included in the FY 2024-25 Public Works Department budget under Capital Improvement Project 92001 in Measure A Fund account number 210-510-6695-92001-0000. There are sufficient funds budgeted to cover the cost.
Prior City Council/Commission Action
On February 26, 2025, the City Council approved the award of two Purchase Agreements for Goods with Safety Network Traffic Signs, Inc. and Safety Sign Company to provide as-needed traffic and street signs and materials, in a total not-to-exceed amount of $120,000, and up to four one-year renewal op$ons thereaIer, with a not-to-exceed amount of $90,000 per fiscal year for subsequent contract years.

Waste Management Fiscal Year 2025-2026 Annual Rate
Adjustment Request
Prepared By:
Simone Blackwell, Environmental Compliance Analyst
Recommended Action(s)
Staff recommends that the City Council adopt a Resolu
on approving the Rate Adjustment Request
by USA Waste of California Incorporated, also known as Waste Management (WM), per sec on 4.03
of the Franchise Agreement.
Summary
Pursuant to Sec
on 4.03 of the franchise agreement with Waste Management, the waste hauler is eligible to request an annual rate adjustment based on changes to the Consumer Price Index (CPI) and other associated costs. The requested rate adjustment must be between 1-4%. Waste Management is requesting a 4% increase in service rates.
The rate adjustment would become effec
ve July 1, 2025. A typical Eastvale resident can expect a monthly service increase from $34.82 to $36.22.
Background
In June and August 2011, the City entered into franchise agreements with Waste Management and Burrtec Waste Industries to provide solid waste collec
on services. Prior to the agreement
expira
on, the City approved R3 Consul
ng Group to develop and facilitate a formal bid process for solid waste collec
on services. Waste Management and Burrtec each provided formal proposals for review and Waste Management was ultimately awarded the contract October 28, 2020.
On October 28, 2020, The City of Eastvale entered into an exclusive franchise agreement with Waste 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

Management for solid waste collec
on services. The agreement commenced on July 1, 2022 and concludes on June 30, 2042. Per the agreement, Waste Management services the en re City
boundary, including the portion of the City that was previously serviced by Burrtec.
Waste Management services include city-wide commercial and residen al collec
on of trash,
recycling, and organic waste. As of July 1, 2022, organic waste collec on includes the collec
on of
green waste, food scraps, and food soiled paper which ensures compliance with Senate Bill 1383 requirements. City-wide street-sweeping services are also managed and provided by Waste Management.
Waste Management also provides addi
onal residen
al collec
on services for bulky items, used
motor oil, used oil filters, baAeries, and sharps. Addi
onal commercial services include construc
on
and demoli
on recycling, bulky item collec
on, and temporary bin service. In partnership with the
City, Waste Management also hosts two Residen
al Clean-up and Paper Shredding Events annually.
The events include the collec
on of trash, green waste, recyclable materials, bulky items, household batteries, and appliances.
Pursuant to Sec
on 4.03 of the franchise agreement with Waste Management, the hauler may request an annual rate adjustment based on changes in the Consumer Price Index (CPI) and other associated costs. The agreement allows for an annual adjustment between 1% and 4%.
For the 2025/2026 fiscal year, Waste Management is proposing a 4% increase to the maximum service rates. This proposal is based on a 2.61% increase in the CPI and significant increases in disposal, recycling, and organics processing costs. The proposed adjustment falls within the standard limits and does not include an extraordinary rate adjustment.
Separately, in accordance with Sec
on 4.04 of the franchise agreement, Waste Management has formally requested to pursue an extraordinary rate adjustment for the 2026/2027 fiscal year due to increased opera
ng costs. Such adjustments may be requested only once per agreement year and must coincide with rate adjustments effective July 1, 2026, or later.
Extraordinary adjustments may only be considered under the following conditions:
A change in applicable laws
A federal, state, or locally declared emergency or disaster Increases in per-ton disposal, recyclables processing, or organics processing costs that, when combined with the service component, exceed the 4% annual cap Emergency or uncontrollable circumstances that result in a material increase in service costs
Waste Management has not yet submiAed a formal proposal for the extraordinary adjustment to service rates but has expressed interest in initiating discussions on the matter in the near future.

RE: Disposal Fee Increase - FY 23/24
The Riverside County Department of Waste Resources (Department) is responsible for assuring that there is, and will be in the future, sufficient and accessible landfill space to properly serve the population of the County in its disposal needs. To fulfill this mandate, the Department continually maintains and expands County landfill sites, and encourages, supports, and develops recycling programs that minimize the dependence on landfill disposal facilities.
Due to sustained increases in labor expenses, capital improvement costs, regulatory compliance costs and closed site maintenance, an increase in disposal rates is essential to allow for continued and improved services. This letter serves as a notice that subject to approval by the Riverside County Board of Supervisors, landfill disposal rates will increase in FY 23/24 by the Consumer Price Index (CPI), which is 7.33% for calendar year 2022. Additionally, per the Waste Delivery Agreement, the rate for the Moreno Valley Transfer Station will be adjusted by $1.00, resulting in a FY 23/24 rate of $42.55 per ton. The new rate will become effective for tonnage deliveries starting on July 1, 2023.
Thank you for your past cooperation and support.
Sincerely,
Hans W. Kernkamp

Proposed Five-Year Capital Improvement Plan (CIP) for Fiscal Years 2025/2026 through 2029/2030
Prepared By:
Jimmy Chung, Public Works Director/ City Engineer
Recommended Action(s)
Staff recommends that the the City Council review and provide recommenda!ons on the Proposed Five-Year Capital Improvement Plan (CIP) for Fiscal Years 2025/2026 through 2029/2030.
Summary
Each year, as part of the City's budget process, the City Council reviews and adopts a Five-Year Capital Improvement Plan (CIP) in accordance with California Government Code Sec!on 65403. The City of Eastvale’s Five-Year CIP serves as a strategic blueprint for infrastructure planning and investment. It includes detailed project descrip!ons, cost es!mates, project status, priori!za!on, and categoriza!on—all with the goal of improving quality of life and addressing the City's long-term infrastructure needs. This comprehensive planning tool ensures transparency, fiscal responsibility, and efficient alloca!on of resources, thereby suppor!ng the successful delivery of capital projects throughout the five-year planning period.
The CIP addresses a broad range of project types, including cri!cal, essen!al, and desirable improvements across categories such as transporta!on, parks and recrea!on, public safety, maintenance, u!li!es, accessibility enhancements, and public facili!es. Each project is assessed and categorized based on its urgency and anticipated community benefit.
Pursuant to California Government Code Sec!on 65090, the adop!on of the Five-Year CIP requires public hearings by both the Planning Commission and City Council, providing opportuni!es for community input prior to formal adoption through resolution. 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

At this mee!ng, the City Council will have the opportunity to review the proposed updates to the Five-Year CIP for Fiscal Years 2025/2026 through 2029/2030. Based on the Council’s feedback and direction, City staff will finalize the document and return at a future meeting for formal adoption.
Background
The Capital Improvement Plan (CIP) is overseen by the Public Works Department and serves as a strategic framework for the planning, design, and construc!on of various infrastructure projects throughout the City. These include improvements in transporta!on, drainage, public facili!es, and parks. Public Works staff are responsible for managing all phases of CIP projects—from ini!al planning and design to final construction and project closeout.
For Fiscal Years 2025/2026 through 2029/2030, staff has iden!fied a total of thirty-six (36) proposed capital improvement projects. These projects have been grouped into the following five categories:
1 .
Accessibility Improvements
2 .
Roadway Safety and Traffic Enhancements
3 .
Street Improvements
4 .
Citywide Maintenance
5 .
Land, Buildings, Facilities, and Equipment
Each project has also been assigned a priority level based on its urgency, funding availability, and alignment with community needs. The three priority levels are defined as follows:
Critical – Projects that are urgent and necessary for public safety or regulatory compliance Essential – Projects that significantly enhance operations or services Desirable – Projects that provide added value but are not immediately necessary
Staff respecFully recommends that the City Council review the proposed project list and priority designa!ons for the Five-Year CIP for Fiscal Years 2025/2026 through 2029/2030, and provide feedback and recommendations for finalization:

Among these, the Civic Center con!nues to be one of the City’s highest priority capital projects. This comprehensive development aims to establish a centralized civic campus that includes the construc!on of a new City Hall (Project No. 95011), public library (Project No. 95012), police sta!on (Project No. 95014), and associated site improvements (Project No. 95023), suppor!ng the City’s long-term vision for enhanced public service delivery.
Below is a brief summary of the new projects added to the Critical list:
Civic Center Parking Structure: this project will construct a new parking structure to serve the new Civic Center.
Beau!fica!on Project at Sumner Ave and Bellegrave Ave: this project will include installa!on of landscaping and/or hardscape to beau!fy the gap that exists at the southwest corner of Bellegrave Ave/Merrill Ave and Sumner Ave.
Citywide Branding: Entryway and Median Improvements: Although this project has been listed under the Essen!al category, staff has been iden!fying opportuni!es to implement it as part of other improvement projects, such as the median project at Cantu and River Rd. With the easement now secured at the corner of Sumner Ave and Bellegrave Ave/Merrill Ave, we are ready to proceed with the design and installation of the Entryway City Branding monument.
Citywide Traffic Signal Synchroniza!on – Phase 1 Arterials: Synchronizing major corridors in the City has been a high priority. WRCOG’s recent Nexus study highlighted and approved funding for Intelligent Transporta!on Systems (ITS) improvements along these project corridors. This ini!a!ve will greatly benefit the public by improving traffic flow and reducing travel time.

May 14, 2025
Introduction of Ordinance Designating Fire Hazard Severity Zones Prepared By:
Johnny Terfehr, Community Safety Director
Recommended Action(s)
Staff recommends that the City Council introduce, read by tle, and waive further reading of an ordinance entled: AN UNCODIFIED ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE,
CALIFORNIA, TO DESIGNATE FIRE HAZARD SEVERITY ZONES
Summary
The State Fire Marshal is mandated by Government Code (GC) 51178 to idenfy levels of fire hazard based on consistent statewide criteria and the expected severity of fire hazards. Government Code 51179 requires the State Fire Marshal to make recommendaons of fire hazard severity zones to local agencies, as defined per GC 51177(e), for their designation and adoption by ordinance.
Cal Fire has idenfied the City of Eastvale as having areas of moderate, high, and very high fire hazard and therefore must adopt an ordinance designang these zones. These zones are primarily used to inform building codes and wildfire mitigation strategies in high-risk areas.
Background
On March 24, 2025, the California Department of Forestry and Fire Protecon (CAL FIRE) released new Fire Hazard Severity Zone maps. These maps indicate where the State’s fire safety regulaons apply and define responsibilities for local and county fire departments in responding to fires.
A Fire Hazard Severity Zone (FHSZ) is a geographic area classified by the State as having a Moderate, High, or Very High risk of wildfire. These classificaons are based on factors like vegetaon, terrain, weather paBerns, and fire history, helping guide building codes and wildfire migaon strategies in 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

high-risk areas. The purpose of the map is to classify lands in accordance with whether a very high fire hazard is present so that public officials are able to idenfy measures that will reduce the rate of fire spread and the intensity of uncontrolled fire through vegetaon management and implementation of building standards developed to minimize loss of life, resources and property.
Properes and areas within designated fire severity zones must comply with a range of requirements. These include, but are not limited to, materials and construcon methods for exterior wildfire exposure; mandatory natural hazard disclosures in real estate transacons; defensible space clearances; property development standards concerning roads, water supply, and signage; and integration of wildfire risk considerations into the development of future General Plans.
In an effort to address statewide concerns about the impact of fire hazard severity maps on insurance rates, Insurance Commissioner Ricardo Lara has issued a fact sheet clarifying that Cal Fire maps do not influence insurance rates or availability.
To ensure compliance with Government Code 51179, The City of Eastvale is required to adopt an ordinance within 120 days to designate fire hazard severity zones.
Environmental
The proposed Ordinance is exempt from review under the California Environmental Quality Act (CEQA).
Strategic Plan Action - Priority Level: N/A
| Target #: A
| Goal #: F
Maintain fire response (Target A, Goal F).
Fiscal Impact
The proposed Ordinance will not result in a fiscal impact.
Prior City Council/Commission Action
On April 22, 2025 the Public Safety Commission reviewed and commented on the Ordinance designang fire hazard severity zones. The Commission has recommended that the City formally nofy residents who are located within designated Fire Hazard Severity Zones, in order to enhance public awareness and preparedness.

CAL FIRE hazard maps do not affect insurance rates or availability Insurance Commissioner Ricardo Lara issued a fact
sheet explaining that CAL FIRE hazard maps do not
affect insurance rates or availability. A Spanish-
language fact sheet is also available.
For many years, insurance companies have been
using wildfire risk models for determining where they
will write and renew policies, and how much premium
to charge a policyholder -- not the Fire Hazard
Severity Zone maps. CAL FIRE’s maps are required
by law and their purpose is to drive local planning
decisions, not insurance decisions.
Commissioner’s POV: “Let me be clear: The CAL
FIRE hazard maps are not used for insurance rates
or underwriting decisions. But they will empower
communities with more accurate information about
the very real hazards we face. The reality is we all
need to do more to protect our homes and communities from wildfires. When communities know and understand their risks, they can plan and prepare.”
Background: The Department of Insurance is implementing a Sustainable Insurance Strategy aimed at supporting safer communities. Based on feedback gathered from thousands of town halls and meetings with homeowners, businesses, and individual consumers, Commissioner Lara implemented an aggressive approach to modernize insurance regulations to address insurance accessibility challenges for consumers.
Commissioner Lara’s new Safer from Wildfires regulation clarifies what actions you should take to reduce wildfire risks and receive an insurance discount.
Insurance companies use computerized wildfire catastrophe models to determine which homes to write based on the risk of loss. Building on the Safer from Wildfires initiative — the nation’s first wildfire safety discount program — the strategy requires catastrophe models to account for mitigation efforts by homeowners, businesses, and communities, something not possible even a few months ago under outdated regulations.
Learn More: The Department of Insurance fact sheet is posted at CAL FIRE’s Fire Hazard Severity Zone web page where you can learn more about enhancing your property’s fire safety and view current versions of maps.

Q&A – Insurance and CAL FIRE Fire Hazard Severity Zone Maps
1. How will the updated CAL FIRE maps affect insurance availability and affordability? CAL FIRE’s maps are intended to drive local planning decisions, not insurance decisions. Under Commissioner Lara’s new regulation finalized in October 2022, insurance companies must provide discounts for wildfire safety actions such as community mitigation and home-hardening, which CAL FIRE’s maps do not assess. In addition, insurance companies are already using risk analysis tools and models that go beyond CAL FIRE’s proposed maps in determining what properties they will underwrite.
Commissioner Lara’s new wildfire safety regulation will help increase access to insurance by promoting wildfire safety across the state. Reducing wildfire risks throughout the state is the primary way we can make insurance more available and affordable, and our regulation is a major step towards that goal. CAL FIRE’s maps support that goal through improving public education about hazard and the need for safety preparation.
2. How will these maps benefit the public?
Public education about where current wildfire hazards exist is essential to reducing the threat to local communities and maintaining access to available and affordable insurance. When communities know and understand their risks, they can plan and prepare.
In addition, the Department’s first-ever report on climate insurance recommended updated wildfire hazard mapping to improve public safety.
3. If you are a homeowner and your zone changed from High Hazard to Very High Hazard, will this impact your insurance premiums or renewal ability? For many years, insurance companies have been using alternate wildfire risk tools for determining where they will write and renew policies, and how much premium to charge a policyholder, not the Fire Hazard Severity Zone maps. Therefore, a change in designation on the maps for a single homeowner is unlikely to affect their insurance. The reality is that more accurate risk information enables homeowners and communities to reduce their wildfire risks, and Commissioner Lara’s new wildfire mitigation regulation clarifies what actions you should take to reduce wildfire risks. Once that regulation is fully implemented, if a homeowner or business owner takes those risk mitigation actions, they will be able to see a discount in their insurance premium.

2 insurance.ca.gov │800-927-4357
4. How is the state addressing wildfire mitigation?
By design, CAL FIRE’s maps are focused on long-range wildfire hazard, which includes only certain variables, like wind, vegetation, ember production and movement, climate, topography, and fire history. CAL FIRE’s maps will give up to date information to communities about the level of wildfire hazard they face, which could help target resources at the state and local level. Expanded state grant programs and Commissioner Lara’s new wildfire safety regulation are aimed at reducing wildfire risks to communities through programs such as Firewise USA and the new Fire Risk Reduction Community designation from the California Board of Forestry and Fire Protection.
