Fire - 2301 1 720106 1 AIR FILL MACHINE 131,109 $
Fire dept is responsible for maintaining the operational readiness of our appatatus and equipment, ensuring that we can respond promptly and effectively to emergencies.

A critical component of our operations is the Self-Contained Breathing Apparatus (SCBA) system, which provides firefighters with the air necessary to work safely in hazardous enviroments. To ensure that these SCBA system cylindres are always ready to use, they must be regulary refilled after every training session or emergency incident.

The two existing air fill machines, with the newer purchased in 2010, require frecuent and improvised repairs to remain operational. The Acquisition of a updated machine will ensure reliable and consistent refilling of SCBA's, minimizing downtime and ongoing repair costs.
2 720111 4 REPLACE FAILING FIRE STATION ALERTING SYSTEM 414,136 $ El Cento Fire Dept. is proposing an upgrade/replacement to our emergency alerting infrastructure at all fire stations; station 1 & 2 are over 30 years old and station 3 over 13 years old. Station 1 & 2 had significant unresolved issues which have caused personnel not to be alerted to 911 distpached incidents several times throughout the year. All three systems fall short in speed, reliability, and the capability to quickly convey detailed incident information. With technological advancements in radio communication in the Imperial Valley made over20 years ago via RCS and IVECA, the fire department moved away from VHFradio system to digital 800MHz radio system as primary use.. Unfortunately, the fire stattion alertingsystems were never upgraded to a system using the 800MHz radio paltaform, thus limiting our capabilities for technological improvments as they became available. Upgrading our alerting system is a criticalstep forward enhahcing the effectivess of our emergency response operations. This investment will not only meet current safety standards but also promote the well-being of our personnel and the efficiency of our service to the community. We strongly recommend the approval of the proposed Capital Outlay expenditure for the adquisition of the Westnet First-In Station Alerting System.

Westnet contract through Sourcewell, a sole source.
3 720111 40 RADIO COMMUNICATIONS UPGRADE TO BKR9000 RADIOS 221,000 $ The department was recently forced to rerired 50 Motorola XTS single bankd 800 MHz radios due tounreliability, unrepairable issues, and onsolescense of this radio model.

This retirement has significantly impacted our ability to assign radios individually to personnel, which allows for enhanced operational safety for personnel in case of emergency allowing distpatch to identify personnel by radio trans, ossion identification Currently the department has only 8 BK VHF radios. Which is insufficient for operational redundancy and inadeqaute for wildland fire deployment scenarios, which in the last year has seen 8 personnel deployed at once. Procuring 40 BKR9000 radios and essential accessories addresses theshortage caused by the retirement of outdated Motorola XTS radios This Procurement would meet the need for local daily operational communications on the 800 MHz system, as well as the VHF frequency band for wildland 9Strike team) deployment, or in the case of a 800 MHz system failure, as a reliable backup communication system in each portable radio instead of having to switch to another device in order to use VHF radio frequencies.

Fire - 2301, cont. 4 720102 1 UNIMAC STRUCTURAL GEAR WASHER 13,601 $ The El Centro Fire Department is seeking Capital Outlay funds for the purchase of a UniMac structural firefighting PPE extractor/washer for fire station no. 2. NFPA 1851, recomends that all contaminated protective gear be isolated and cleaned prior to reuse.

The addition of a uniMac extractor/washer at station 2, we will be able to require all firefithing personnel to wash their structure gear after each exposure, regardless of station assigments. According to the Centers for Disease Control and Prevention, cancer is the leading cause of death amongst firefigthers. This is due to toxin exposure that firefighters encounter regulary when responding to indicents involving fires and/or chemicals.
5 720102 1 NEW ROOF TOP AIR CONDITIONER FOR FIRE STATION NO 3 SOUTH AREA 10,500 $ The A/C on the far south side of station no. 3 has been out for 3+ years. This A/C cools and heats several areas which includes our lockers for our personal protective equipment, a decontamination room with washers and dryers, a SCBA maintenance room, a restroom, and our shop. We habe attempted to manage our building maintenance budget during these 3 years to allow for repalcement; howhever, it has not been possible due to other needs.

Vital task take place in these areas such as tool maintenance and repair, SCBA testing and desinfecting personnel protective equipment storage cleaning and inspections. Our department is requsting capital outlay funds to complete this needed replacement as we will not be able to do so with our existing building maintenance budget 6 720111 1 FIRST ARRIVING DIGITAL DASHBOARD, PORTAL LICENSE, TV AND 26,500 $

CONNECTIONS TO ESO OR TABLET COMMAND
The El Centro Fire Department operates on a rotating 24-hour shift schedule, with personnel working 48 hours on-duty followed by 96 hours off-duty across three different shifts (A, Band C). Our recent fire department strategic planning retreats highlighted communication of vital information as a consitent challenge across all ranks, exacerbated by the scheduling structure . The first Arriving Digital Dashboards provide a robust solution by integrating seamlessly like Sun Ridge Systems' RIMS. ESO, and Tablet Command. These integrations delivered real-time dispatch notifications, incident details, and essential operational data through high- visibility digital displays located in strategic areas of all fire stations. This dashboard application will give our department the ability to take care critical data and push that information out to the entire department which will enhance our situational awareness and strengthen our overall delivery of emergency and non-emergency service to the City of El Centro.
7 710106 1 FIRE STATION NO.2 SHED/FITNESS ROOM CONVERSION 18,050 $ Currently, Fire Station 2 lacks a designated area for firefighter fitness and wellness. Gym equipment is stored outdoors on the apparatus bay floor, which exposes it to the weather and limits its functionality . The conversion of the existing shed into a fitness room at station 2 is cost-effective solution to address the lack of an appropriate exercise area. The existing shed is primarily empty and can be repurposed with minimal costs by utilizing facility maintenace personnel to handle the conversation. The result will be a gym that enhances the health and wellness of firefighthers while allowing for the gym equipment to be kept indoors, out ef the elements. This facility conversion will improve health and readiness, benefiting both the firefighters and the community they serve.

Fire - 2301, cont. 8 720102 1 TURNOUT GEAR LOCKERS - STATION 1 10,152 $ The El Centro Fire Department requires new turnout gear lockers at fire station 1 to replace wooden cubbies, currently in service. The current cubby system fails to provide firefighters with adequate space, security, or the ability to properly clean, hang dry, and organize their turnout gear which are critical for maintaining safety and efficiency. This capital outlay request addresses these urgent needs by ensuring compliance with National Fire Protection Association (NFPA) standards for gear storage, enhancing firefighter safety and readiness, and extending the lifespan of critical firefighting equipment. Investing in these upgrades improve the organization, cleanliness and functionality of station 1 while reducing long-term maintenance and repacement costs.
9 720106 2 HOSE CART 5,074 $
The fire department requires two new hose carts to ensure efficient organization, as the are deteriorating and no longer provide reliable support. These carts will enhance operational readiness and improve safety by securely storing hoses while minimizing wear and tear Proper storage of the hoses is not only essential for operational readiness, but also mandated by the National Fire Protection Association (NFPA) standards. 10 720102 3 TRUE APEX TREADMILL 26,157 $
This request seeks approval for the purchase of three new treadmills, one for each station, to enhance the physical fitness of personnel during their shifts and to replace aging equipment. The purchase of these treadmills is essential to ensure that our personnel have access to reliable and efficient fitness equipment to support their physical wellness and meet health and fitness requirements
11 720102 9 FIRE STATION RECLINER CHAIRS 10,242 $
Capital Outlay Request for Recliner Chairs at Fire Stations 1 & 2 The new recliner chairs will help reduce muscle strain, improve sleep quality, and enhance recovery time; ultimately contributing to better job performance, morale, and safety.

Firefigthers will be able to rest effectively, reducing the risk of injuries caused by fatigue.

The current chairs at fire stations 1 and 2 show excessive signs of wear and damage. 12 720109 1 WORKSTATION COMPUTER 2,500 $
Miguel Felix, I.T Department, recommends the fire department to replace the Captain's 6 years old computer at fire station no. 3 for this upcoming budget FY 2026. 13 720106 1 HOSE CLEANING RACK 13,000 $
The request for this hose cleaning rack is to replace and begin to acquire hose racks for each of our stations. The El Centro Fire Department uses its fire hose for structure, rubbish, vehicle and wildland fires. The department has been without a hose rack for over 10 years and is currently being washed on a cement pad where it cannot be properly washed. In order to properly wash our fire hose, it should be rolled out flat on a hose rack where the contents that are being washed off can cfall to the ground and the clean hose remains on the elevated rack that is on a slight decline. This would leave a clean/safer hose and longer life expentancy. This rack would be delivered and installed at fire station 1.

CITY MANAGER'S RECOMMENDATION:

Adopt Resolution No.25- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

EL CENTRO REGARDING AN EXTENSION OF THE CR&R FRANCHISE AGREEMENT

FOR SOLID WASTE HANDLING AND DISPOSAL AND NOTICE TO THE CONTRACTOR THEREOF.

FISCAL IMPACT:

NA. This is a current contract.

BACKGROUND:

The following report provides the history of the existing Agreement and modifications that have occurred since the contract was originally approved.

Original Contract:
• In 2006, HF&H was hired to assist City staff in the RFP Process for a new Waste Disposal Contract. HF&H (Hilton Farnkopf & Hobson) is a Consulting Firm that specializes in recycling and solid waste.
• On March 20, 2007, the City entered into a Franchise Agreement for Integrated Solid Waste Management Services with CR&R. These services include, but are not limited to, residential automated curbside collection, multi-family and commercial refuse and recycling bin collection and roll-off refuse and recyclable material processing and collection. CR&R commenced services to the City on July 1, 2007. • Various amendments and annual rate increases occurred between 2007 and 2021 in response to new State requirements and modified services. • On April 5, 2022, through Resolution 22-33, Council approved an amended and restated agreement with CR&R that consolidated all prior contract amendments and enabled implementation of programs to achieve compliance with AB 1826 and SB 1383. The amended contract commenced on May 1, 2022 and expires on June 30, 2027.
• On June 21, 2022, through Resolution 22-59, Council declared the results of the

Page 320 of 356 ends

property owner protest ballot proceeding (Prop 218) conducted for the increase of residential and commercial/multifamily solid waste rates, commencing in fiscal year 2022/2023 and the subsequent four fiscal years, making findings and approving such rates and certain related actions. The process further authorizes City Council to adjust customer rates starting July 1, 2023 through June 30, 2027. The rates may be adjusted by employing the rate adjustment methodology specified in Article 6 of the Agreement for each respective rate year up to a maximum of 4% per year.

Highlights of the current Amended and Restated Agreement with CR&R include the following:
• 10% franchise fee remained unchanged.
• 4% annual rate increase ceiling.
• CR&R provides a Sharps Collection Program: Upon request, CR&R will provide to customers, at no additional charge postage-paid mail-back container to collect sharps.
• CR&R provides a Paper Shredding Service event two times per year. • CR&R provides a Residential Food Waste Diversion Program. • CR&R provides a Commercial and Multi-Family Organic Material Collection Program, including food waste collection. This includes meeting with business owners and providing appropriate service with bins or carts that meet State regulations.
• CR&R provides Food Recovery Assistance by identifying Tier 1 and Tier 2 generators and annually provide generators information about the program. • CR&R works with the City to conduct compliance inspections to Tier 1 and 2 generators.
• CR&R assists the City with large venue and event assistance for event recycling by providing carts and bins.
• CR&R assists the City in procuring recovered organic waste products to meet the City's procurement targets under SB1383, such as compost. • CR&R performs ongoing, but no less than twice a year, cart contamination inspections. Noticing will be provided on cart or bin found to be contaminated with unacceptable waste. Non-compliance will be forwarded to the City for enforcement. CR&R provides city reports on its contamination monitoring efforts. • CR&R reviews de minimis waivers and provides recommendations to the city. • CR&R includes an outreach and technical assistance plan that includes a CR&R representative to visit generators and assess waste stream, provide education to generators such as signage requirements. The Site Visits and Waste Assessments also determine the required level of service to commercial generators.
• CR&R performs annual compliance reviews of commercial generators and food recovery compliance and provides reports to the City.
• CR&R reimburses the city $50,000 annually to refund city expenses including, but not limited to, staffing costs related to City programs, education and outreach campaigns and consultant costs related to the implementation of AB939/SB1383 programs.

DISCUSSION:

Page 321 of 356 ends

The current agreement with CR&R will end on June 30, 2027. However, there is an option to extend the agreement in 5-year intervals. The City can ask for an extension by December 30, 2025, and CR&R has 30 days to accept or decline the request.

On October 15, 2024, the City Council approved a plan that allows CR&R to build a new Waste Transfer Facility. The approval included General Plan Amendment 22-03 and Mitigated Negative Declaration 22-03. In addition, the City has already approved most of the required permits, and the facility's site plan is included in the report.

On January 14, 2025, CR&R asked for a 10-year extension to the agreement, moving the end date to June 30, 2037. This request is part of CR&R’s effort to secure financing for the new facility in El Centro. All other terms of the agreement are proposed to remain unchanged.

In 2024, the City hired HF&H consultants to review contract compliance by CR&R. The review, completed in January 2025, checked whether CR&R was meeting all requirements, including waste management, fees, and reporting. The review found only minor issues, which have been fixed, and CR&R is performing well.

Because CR&R has met its obligations, staff recommend approving the first 5-year contract extension, which would last until June 30, 2032. The second 5-year extension, from July 1, 2032, to June 30, 2037, could be approved if CR&R continues to perform well and completes the transfer facility by December 31, 2028. If the facility is not finished by then, the City can choose not to approve the second extension.

CONCLUSION:

Adopt Resolution No.25- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

EL CENTRO REGARDING AN EXTENSION OF THE CR&R FRANCHISE AGREEMENT

BACKGROUND:

The Change Makers is a local grassroot organization focused on community empowerment through educational, creative, and safe athletic activities for youth. They are committed in creating a brighter future for the youth in our community. They envision a community where young individuals are empowered to lead, innovate, and contribute positively to society. Through this program, they aim to transform lives of the youths, and in turn, the communities they inhabit.

Change Makers organize a variety of activities, which include the 3on3 basketball tournaments, movie nights, and field trips outside the community. These activities provide opportunities for youth to socialize, build teamwork skills, and explore new environments.

DISCUSSION:

The second annual 3on3 Basketball Tournament will be held on May 31, 2025, at the El Centro Community Center. Proceeds from the tournament will fund an all-expense-paid excursion to an amusement park for disadvantaged children in Imperial Valley. Exploring new environments is important for youth development as it fosters emotional, social skills, and cultivates a sense of wonder and appreciation for culture, as well as stimulates creativity.
