9 4.0 STUDY AREA SELECTION AND ANALYSIS METHODOLOGY
4.1 Study Area Selection
Effective evaluation of the traffic impacts associated with the proposed Project requires an understanding of the existing transportation system within the Project area.
The study area includes the following intersections and street segments:
INTERSECTIONS
1. N. Imperial Avenue / Pico Avenue
2. Pico Avenue / Project Driveway
3. Pico Avenue / N. 12th Street
4.2 Analysis Methodology
An LMA focuses on automobile delay and Level of Service (LOS). The LOS analysis was conducted to identify Project effects on the roadway operations in the Project study area and to recommend Project improvements to address any deficiencies. The required study scenarios and scope of the LMA varies depending on the type of project and the total number of daily trips the Project is anticipated to generate. Per the City’s LMA guidelines, the following scenarios were evaluated:
Existing
Opening Year without Project
Opening Year + Project
LOS is the term used to denote the different operating conditions which occur on a given roadway segment under various traffic volume loads. It is a qualitative measure used to describe a quantitative analysis taking into account factors such as roadway geometries, signal phasing, speed, travel delay, freedom to maneuver, and safety. LOS provides an index to the operational qualities of a roadway segment or an intersection. LOS designations range from A to F, with LOS A representing the best operating conditions and LOS F representing the worst operating conditions. LOS designation is reported differently for signalized and unsignalized intersections, as well as for roadway segments.
Appendix B contains the intersection analysis worksheets.

13 7.0 TRIP GENERATION/DISTRIBUTION/ASSIGNMENT
The following is a discussion of the Project trip generation calculations and the Project traffic distribution and assignment through the local network.
7.1 Project Trip Generation
As described in Section 2.0, the Project proposes to construct 56 multifamily apartments. Based on the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition, the trip rates used to calculate the traffic generated by the proposed Project is the multifamily housing (low rise) land use (land use code 220). Table 7–1 shows the Project trip generation. As shown in Table 7–1, the Project is calculated to generate 434 Average Daily Traffic (ADT), with 40 trips during the AM peak hour (10 inbound and 30 outbound), and 45 trips during the PM peak hour (28 inbound and 17 outbound).

16 8.0 CUMULATIVE TRAFFIC
Cumulative projects are other projects in the study area that will add traffic to the local circulation system in the near future. LLG was provided with a list of projects within a 1-mile radius of the project site by the City of El Centro staff which is shown in Table 8-1. These projects are located north of the site and upon review, LLG determined that it was most appropriate to account for future near-term traffic using a growth factor.
Appendix C contains a map of the cumulative project’s locations.
To forecast future traffic volume conditions, an interpolation was performed between the existing traffic volumes and Year 2040 traffic volumes from the City of El Centro Mobility Element (dated June 2021) to determine an appropriate growth rate. A growth rate of 2% per year for 3 years was applied to the Existing traffic volumes to obtain traffic volumes. The Year 2028 was chosen to be the Opening Year in order to be slightly conservative. Project traffic volumes were then added to obtain Opening Year (Year 2028) + Project traffic volumes.
Figure 8–1 shows the Cumulative Traffic Volumes.

22 10.0 SITE ACCESS DISCUSSION
Access to the Project site will be via one unsignalized driveway on Pico Avenue. As shown in Table 9-1, the Project Driveway / Pico Avenue intersection is calculated to operate at an acceptable LOS B or better during both peak hours under the Opening Year (Year 2028) without and with Project conditions. Therefore, the need for a left/right turn lane on Pico Avenue at the project driveway is not required.

N:\4026 - 1274 Pico Avenue\Report\LMA.4026.docx
23 11.0 N. 12TH STREET EXTENSION
N. 12th Street is not currently paved between Pico Avenue southward to Villa Avenue. The City proposes to build this portion of N. 12th Street to two (2) lane City standards. The plans are provided in Appendix D. The construction of N. 12th Street is expected to be done by the summer of 2026. For the purpose of this study, N. 12th Street is assumed to be completed before the project is built and therefore, project traffic was assumed to use N. 12th Street.

Staff has verified three references provided by the bidder, Shipley Construction and Plumbing and received positive reviews from all three references. References provided were the City of Needles, San Bernardino Housing Authority and Pac West Builders. State Contractor License is current and active. Contractor will obtain a city business license prior to project commencement.
BACKGROUND:
Frazier Field Park serves as the home of District 22 El Centro Little League and features four ball fields, a snack bar, restrooms, and a parking lot. Two fields are located at the front of the park along Sixth Street, while the remaining two are situated at the rear, adjacent to McKinley Elementary School. The facility is managed through a Joint Use Agreement between the City of El Centro and the El Centro Elementary School District. The front portion of the park is City-owned, while the rear portion is owned by the School District.
Over the years, only minor upgrades have been made to the facility, and many of the core features—including the ball fields, dugouts, backstops, lighting, and scoreboards—are in need of significant improvements. Additionally, the facility lacks an ADA-accessible walkway connecting to the rear fields, limiting accessibility for all residents.
Recently, some improvements have been completed, including renovations to the snack bar and restrooms. Upgrades to the snack bar include new doors, light fixtures, shelving, a new air conditioning unit, and updated service windows. Restroom enhancements included fresh paint, new light fixtures, and replacement doors.
With the current funding available, most of the park’s amenities will be upgraded, with the exception of field lighting. The estimated cost to install new LED lighting throughout the facility is approximately $1.4 million. Despite this limitation, the planned improvements will ensure that Frazier Field Park remains a valuable community asset for years to come.
DISCUSSION:
Frazier Field Park is in critical need of upgrades to better serve the community and the local Little League program, which relies heavily on the facility. The proposed scope of work for the Frazier Field Improvements Project includes several key enhancements aimed at improving accessibility, safety, and overall user experience.
The scope of work includes two new batting cages to be constructed in the central area between the four ball fields. To improve accessibility, a six-foot-wide ADA-compliant walkway will be installed, extending from the park’s front entrance to the two rear fields. On front fields #1 and #2, new scoreboards will be installed to replace the current nonfunctional units. The dugouts will also be renovated, and new picnic tables and benches will be added near the snack bar area to enhance spectator and participant comfort.
For the back fields (#3 and #4), the project includes the construction of new backstops and dugouts to ensure player safety and improve the facility's aesthetics. These improvements will significantly enhance the park’s functionality and ensure Frazier Field remains a valued recreational asset for the El Centro community.
A bid opening was held on July 30, 2025. The city received a total of five bids as follows:
Shipley Construction $375,509
So Coast Contracting $498,308
LZ Construction $410,000
HSCC Inc. $464,445
A&N Quality Builders $402,000
After reviewing all bids, staff found the bid from Shipley Construction and Plumbing to be the lowest and responsive bid.
CONCLUSION:
Staff is recommending the award of bid to Shipley Construction and Plumbing in the amount of $375,509 via approval of Resolution No. 25- , RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF EL CENTRO AWARDING THE BID AND AUTHORIZING
THE EXECUTION OF A CONTRACT FOR THE FRAZIER FIELD IMPROVEMENTS PROJECT.

BACKGROUND:
The City of El Centro Wastewater Treatment Facility treats and discharges the city’s wastewater into the Imperial Irrigation District’s (IID) drainage system, which ultimately flows into the Salton Sea. Ultraviolet (UV) disinfection is the final, State-mandated step in the treatment process prior to discharge.
The existing UV disinfection system is nearing the end of its useful life. The current UV lamps and associated components are now obsolete and will soon be unserviceable.
Failure to replace this system may result in the treatment plant falling out of compliance with regulatory requirements, potentially leading to State violations.
On December 7, 2021, City Public Works staff presented to Council a vendor agreement with Trojan Technologies Group for the purchase of the equipment necessary to replace
the UV disinfection units. The Council approved the equipment purchase under Resolution No. 21-95.
Subsequently, on November 5, 2024, City staff brought the project plans and specifications to Council for approval and authorization to solicit construction bids. A Notice Inviting Bids was published on November 15, 2024, and a Pre-Bid Meeting was held on December 3, 2024.
On February 18, 2025, the City Council awarded the construction contract to the lowest responsive bidder, Pacific Hydrotech Corp., in the amount of $1,162,300. Construction began on April 6, 2025, with a total approved project budget of $1,278,530. This budget includes a 10% construction contingency in the amount of $116,230.
DISCUSSION:
Initial construction activities for the project included field investigations and preparation of existing conduits and pull boxes intended for reuse in routing power and communication lines to the new UV disinfection units. During this phase, it was determined that the existing pull boxes were inadequate and required replacement. Additionally, the conduit route to the control building needed modification to include a separate conduit for the power cable.
This separate conduit is necessary to maintain proper separation between power and communication lines to prevent electrical interference.
This unforeseen condition was brought to the attention of the design consultant, NV5. In coordination with the Prime Contractor, a revised design was developed to provide a new dedicated power run to the UV disinfection units. To avoid project delays, a proposal was requested from Pacific Hydrotech Corp., who submitted the scope and cost, included as Item 2.2 of Change Order #2.
Due to the significance of this change, the proposed costs will significantly impact the project contingency early in the construction phase. As the project is still in its early stages, we anticipate minor changes and additions related to the installation, testing, and startup of the UV system. To accommodate these potential future changes, a contingency of $60,000 is proposed. This represents approximately 5% of the total construction cost and is intended to cover additional unforeseen field conditions.
Additionally, as part of the project support, NV5 will provide construction support services through the City's on-call consultant contracts. These services include the review of electrical component submittals and site inspections. The construction management costs for these services, approved under Amendment No. 2 to Task Order No. 3 of the NV5 oncall contract, total $128,677. The revised project budget presented in this report includes this amount.
CONCLUSION:
Authorize budget as requested and authorize Change Order No. 2 to Pacific Hydrotech Corp., as presented.
