WHO
San Diego County Water Authority
CAPACITY CHARGE
The San Diego County Water Authority (the "Authority") was organized on June 9, 1944 for the primary purpose of importing water from the Colorado River to San Diego to augment local water supplies. The Water Authority's service area encompasses 920,472 acres (1,438 square miles).
It consists of six cities, 16 special districts, one federal agency (Camp Pendleton Military Reservation), and a member of the County of San Diego Board of Supervisors also serves as a representative to the Water Authority Board of Directors. It is governed by a 34-member Water Authority Board of Directors representing the member agencies. The primary function of the Water Authority is to develop, store and transport water for use by its member agencies for delivery to each residence and business. The Water Authority supplies up to 90% of the water used within the County.
WHAT
On May 26, 2005, the Board of Directors of the Water Authority adopted Ordinance No. 2005-03.
This ordinance fixes Capacity Charges on all meters purchased on or after August 1, 2005, within the boundaries of the Water Authority.
The System Capacity Charge for a meter size of one ( 1) inch or greater shall be the basic charge of $3,985 multiplied by a Factor that is based upon additional meter capacity:
The System Capacity Charge is the cost for the conveyance and storage facilities necessary to operate the delivery system.
The Water Treatment Capacity Charge is the cost for the connection to the 50-mgd (million gallons per day) regional water treatment facility. The Water Treatment Capacity Charge is an additional charge of $153 for each new meter of a size less than one inch and a corresponding increase for larger meters. The Water Treatment Capacity Charge excludes customers from the City of Escondido, the member agency whose jurisdiction cannot be serviced by the 50- mgd regional water treatment facility.
The member agency shall determine the size of the water meter to serve any property within its jurisdiction.
In the event an agency calculates the water demand by the Equivalent Dwelling Unit ("EDU") method, the Water Authority's System Capacity Charge and Water Treatment Capacity Charge will be collected based on the size of meter actually installed to meet flow demand. -35-

• Expedited processing • Reduced Plan Check and/or Permit fees Community Energy Partnership Program (CEPP) projects requesting incentives from the City of Escondido shall submit information detailing how they meet the required criteria.
Building Division staff must be notified either prior to or at submittal for building permits if a project is requesting these incentives.
Once it is determined that the criteria are met, consideration may be given at the discretion of the Planning and Building Department/Building Division. No City Council action is required for individual projects.
For Commercial and Residential Projects:
Project owners or sponsors shall submit to the City building energy performance (Title 24) calculations completed and certified by a Certified Energy Analyst* using an acceptable computer model such as Energy Pro, MICROPAS, EQuest, DOE-2, Power DOE, HAP 3.22 etc. and present the summary data to the City with plans.
For Commercial Projects:
Projects shall exceed current California Title 24 Energy Standards by a minimum of 10%. Incentives are expedited processing and elimination of the Plan Check Fee Energy Surcharge.
For Residential Projects:
Multi-Family Projects shall exceed current California Title 24 (Residential) by a minimum of 10%.
Incentives are expedited processing and elimination of the Plan Check Fee Energy Surcharge.
Single Family Homes must be ENERGY STAR® compliant. Incentives are expedited processing and elimination of Plan Check and Building Permit Fee Energy Surcharges. Project developers must provide evidence that the homes built have been issued a Home Energy Ratings (HERS)** Report and Certificate meeting these requirements, prior to final inspection approval. *The Certified Energy Analyst Program is managed by the California Association of Building Energy Consultants (CABEC), a private, nonprofit organization that was founded in 1986 to foster the professional development of energy analysts who prepare compliance documentation for the California Code of Regulations, Title 24, Part 6. The Certified Energy Analyst (CEA) Program is officially recognized by the California Energy Commission (CEA) as the professional standard for energy compliance. **The Home Energy Rating System (HERS) Program was established by the California Energy Commission (CEC) as required by Public Resources Code Section 25942 to establish regulations to certify home energy rating services in California. These services include field verification and diagnostic testing available through Commission-certified providers and their raters. The goal of the program is to provide reliable information to differentiate the energy efficiency levels among California homes and to guide investment in cost-effective home energy efficiency measures. More information on the Home Energy Rating System (HERS) can be found at http://www.enerqy.ca.gov/HERS/index.html. More information on home energy rating and certification services can be found at http://www.cheers.org.

Item10.
BACKGROUND
Until January 2025, the City used an Enterprise Resource Planning (“ERP”) system called People Soft that was first implemented in 1996. ERP solutions integrate all of the core systems that support the entire City into a single system – accounting, human resources, benefits, payroll, procurement, capital assets, billing, budget, etc. Oracle, which acquired PeopleSoft in 2005, stopped developing upgrades for PeopleSoft and eventually the underlying technologies were unable to support the City’s modern operating systems. The Information Systems, Finance, and Human Resources departments were able to extend the life of PeopleSoft using internal staff resources and developing manual processes and workarounds for basic daily functions. The outdated software limited the City’s ability to improve and adapt to both business and technology needs that have changed since the City selected PeopleSoft in 1996, more than 26 years ago.
After an extensive search for new software that began in October 2021, staff selected Workday, Inc. as the software solution that would best meet the City’s goals of bringing broad -based functionality and modern tools that will enable greater efficiency and transparency for many years to come. On April 19, 2023, City Council approved the 15 -year agreement with Workday, Inc. and staff started the process of implementing the ERP software.
On January 1, 2025 , the City successfully went live with Workday, Inc. implementing the following functions and tools:
Human Capital Management Workday Prism Analytics Procurement Cloud Connect for Benefits Learning Grants Management Workday Payroll Core Financials Projects
Time Tracking Expenses
Since going live one year ago, the city has experienced a significant return on investment, through creation of efficiencies, and streamlining of several processes:
Paperless timecards
ACH payments to vendors
Online approvals of all business processes creating a clear audit trail Centralization of grant information
New hire benefits and open enrollment
Employee onboarding
Family status changes
Employee performance evaluations
Tuition reimbursements
Supervisor visibility to appropriate employee data
Tracking of employee work schedules/shifts/locations/workspace 351
Item10.
The first year of the Workday implementation was primarily focused on internal processes and converting the 29-year-old legacy system to the streamlined Workday software , with the goal and prio rity of continuing to improve and leverage the technology in the city to address City Council priorities and Citywide initiatives. With the success of the first year of implementation, staff have been discussing these initiatives with Workday staff to identify additional services that can be added on to the current software system to address those priorities.
The following is a description of the four additional services that will be added with this amendment, as well as the improvements that customers, staff, residents, and those that do business with the City of Escondido will experience after implementation.
Strategic Sourcing Expert. Workday Strategic Sourcing is focused on those that do business with the City of Escondido – suppliers, consultants, and vendors. The tool supports organizations in sourcing goods and services from suppliers. Workday Sourcing Expert includes a public facing vendor portal to register as interested vendor with the City. The to ol will collect vendor information and be able to report on that data, including identifying businesses that are located in Escondido. The tool also includes templatized intake requests, automated routing, bidirectional status updates to ensure vendors are informed timely, collaborative reporting, requirements gathering, supplier message center, sourcing events, supplier project management, supplier performance tracking, business reviews and development plans collaboration, and integration to select Workday contract management solutions.
Contract Lifecycle Management. Contract Lifecycle Management will enable the City to manage and track contracts from creation and ingestion through contract signature by providing templating, workflow management, authoring, redlining, and approval capabilities along with integrations to digital signing providers. This ensures the consi stency of the contracts issued by the City and will create efficiencies reducing the time it takes to complete a contract. Contract Lifecycle Management enables customers to extract data from created or ingested documents by providing a user interface, se arch capabilities, analytics, and custom AI models to assist with data extraction and analysis.
Accounting Center. Accounting Center brings in data from all of the City’s software systems to be able to centralize and organize the information in one location so that staff can monitor, analyze, and report on any set of data timely and efficiently. As examples, the number of building permits & building valuation from Cityworks compared to the revenue posted in Workday; number of meters billed during a timeframe in Customer Care and Billing compared to the revenue posted in Workday; number of recreation class reservations compared to the revenue posted in Workday. Having this data readily available in the Workday software will allow staff to actively monitor and identify anomalies or errors and address those issues much timelier than staff are able to do today.

Item10.
Extend Professional. Workday Extend is a technology tool needed to implement the services described above. Working within the Workday Extend Developer Program, this tool enables organizations to use existing, and create new custom, extensions and applications within Workday.

SUBJECT
CITYWIDE TRAFFIC SIGNAL SYSTEM COMMUNICATIONS UPDATE
DEPARTMENT
Development Services / Public Works
RECOMMENDATION
Request the City Council receive and file this report on the Traffic Signal Communications Upgrade project, including progress on equipment replacement and anticipated next steps.
Staff Recommendation: Receive and File (Public Works: Joseph Goulart, Director of Public Works) Presenter: Craig Williams, Project Manager
ESSENTIAL SERVICE – Yes, Public Works/Infrastructure
COUNCIL PRIORITY – Improve Public Safety
FISCAL ANALYSIS
Funding for these improvements were originally budgeted in FY21/22 from Public Facilities Funds (Fund 243) and Fund 206 which serves as the reimbursement account for the Caltrans Highway Safety Improvement Program (“HSIP”) grant.
PREVIOUS ACTION
City Council approved grant submittal initially in 2021. Traffic Safety workshops in 2021, 2022 and 2023 described these efforts.
BACKGROUND
Transportation Safety Workshop s with the City Council in 2021, 2022 and 2023, each discussed the challenges associated with the aging signal communications system.
Problems with the traffic signal control system include controllers that were at the end of their useful life, and a communication system that was based on utilizing AT&T phone lines as the direct conduit between the traffic signals and the traffic signal main server at City Hall. 362
Item11.
2 The controllers were aging out and could not be replaced (the manufacturer no longer made a direct replacement).
Leased telephone lines through AT&T were utilized for connections to City Hall. AT&T had informed the City several y ears prior that they would ultimately stop maintaining the existing copper phone line network. In the years prior to 2021, the City, by necessity, worked diligently with AT&T in order to identify and resolve ongoing connection failures.
These two primary factors prompted the City to take advantage of a Caltrans Highway Safety Improvement Program grant to perform an inventory on the City’s system and recommend a clear direction forward to rectify the eminent challenges ahead.
In 2021, the City was successful in receiving a grant award from Caltrans for $1.16 million, to be matched with $1.16 million City funds. The City selected a traffic consultant to inventory the system and recommend a direction forward. The consultant’s recommendation was to replace the remaining (Model 170) controllers with a newer version (Model 2070) and essentially bypass the AT&T network by installing cellular modems at the points of connection where the city currently connects to AT&T hubs. In total, the City will be purchasing 136 controllers and 66 cellular modems, as well as associated peripheral hardware.
The total cost of the equipment is estimated at $1.4 million.
The City directed the consultant to move forward with construction plans for these improvements. plans were completed in December 2025 and a request was submitted to Caltrans for authorization of construction funding, anticipated to be approved in late January or early February.
DISCUSSION AND PURPOSE
What are the primary advantages that this refreshed traffic signal communication system offer s to the City?
1) Most importantly, the system will provide a reliable connection between the City’s signals and City Hall. Signal outages will be reported on an immediate basis via the traffic control monitoring system – Transparity – for the City signal electricians to investigate and resolve. 2) Upgraded traffic signals will allow the City to restore the traffic signal coordination system on primary arterials, such as Bear Valley Parkway and Valley Parkway. This coordination was initially established around 2017 , but had experienced challenges as a result of the communication s breakdown.
3) As a result of the more sophisticated controllers that will be installed throughout the City, there are a variety of tools available to the city, such as leading pedestrian intervals that improve traffic safety for pedestrians.
363
Item11.
3 SCHEDULE
Caltrans authorization for construction funding is expected in early February. Staff will return to Council for approval in March to obligate the construction funds and purchase the traffic signal equipment. Staff will also advertise for a traffic signal contractor to install the equipment. Staff will return to Cou ncil for approval of the installation contract. Depending on lead time for receiving the signal equipment, construction could start in late Spring or early summer. Construction is expected to take around 2 -3 months.
As a parallel effort, staff will advertise for a traffic consultant to resurrect the previous signal coordination plans and update for current traffic volumes and new signal installations. The intent with this effort is that the plans will be complete and ready to implement by the time the signal equipment is installed and ready to go.
FUTURE SIGNAL COMMUNICATIONS PLANS
As Council is aware, the City is currently working with Si -Fi on the installation of a citywide fiber optic network. The City has been working diligently with the operator in order to provide fiber optic connections to each of the City’s traffic signals. When this work is complete in (estimated 2027), the City will switch communications to the direct fiber optic connection provided by Si -Fi. These connections are leased in the same way that the City’s agreement with AT&T worked. The City has negotiated an agreement with Si-Fi to maintain approximately the same cost for fiber optic as we were paying with AT&T.
When the Si -Fi network is activated, the cell modem communication network will be suspended, but remain in place as a redundant communication resource.

BACKGROUND
Fireworks activity, particularly surrounding major holidays, continues to be a recurring concern for residents, public safety personnel, and City leadership. Issues raised by the community include fire risk, injuries, property damage, noise impacts, air quality concerns, and quality of life considerations. Public safety agencies also experience increased call volume and resource demands during peak fireworks periods.
Recognizing the complexity of these issues and the need for a coordinated approach, on January 14, 2026 Mayor Dane White and Deputy Mayor Joe Garcia requested that the creation of an Ad-Hoc Subcommittee on Fireworks be placed on the City Council Future Agenda. The intent is to provide a structured forum for focused review and collaborative problem solving.
An Ad-Hoc Subcommittee on Fireworks would provide the City Council with a dedicated venue to examine the issue in greater depth. The subcommittee could engage with key stakeholders, including the Escondido Police Department, Escondido Fire Department, Code Compliance, City Attorney, and community representatives. Areas of review may include, but are not limited to:
