SUBJECT
LETTER IN SUPPORT OF THE NORTH COUNTY TRANSIT DISTRICT APPLICATION TO THE FEDERAL TRANSIT ADMINISTRATION FISCAL YEAR 2026 GRANTS FOR BUSES AND BUS FACILITIES
DEPARTMENT
City Clerk’s Office
RECOMMENDATION
Request the City Council authorize the Mayor to execute a letter, on behalf of the City of Escondido, in support of the North County Transit District application to the Federal Transit Administration for funding under the Fiscal Year 2026 Grants for Buses and Bus Facilities Program for the Bus Secur ity Camera Modernization Project.
Staff Recommendation: None (City Clerk’s Office: Zack Beck, City Clerk) Presenter: Joe Garcia, Deputy Mayor
ESSENTIAL SERVICE— No
COUNCIL PRIORITY— Prioritize Public Safety
FISCAL ANALYSIS
There is no fiscal impact to the City of Escondido associated with the recommended action. Authorizing a letter of support does not obligate the City to provide any funding, matching contribution, or in -kind resources. The grant funds requested under the F iscal Year 2026 Grants for Buses and Bus Facilities Program, if awarded, would be provided by the Federal Transit Administration directly to the North County Transit District, which would be responsible for administering the project and satisfying all applicable program requirements.
PREVIOUS ACTION
On September 2, 2026, Deputy Mayor Garcia and Mayor Dane White requested that this item be placed on a Future City Council Agenda.

Item17.
BACKGROUND
The North County Transit District ( “NCTD”) provides public transportation services throughout northern San Diego County, including the BREEZE fixed -route bus system that serves the City of Escondido and neighboring communities. Deputy Mayor Joe Garcia serves as the City's representative on the NCTD Board of Directors.
The Federal Transit Administration (“FTA”), an agency of the United States Department of Transportation, administers the Grants for Buses and Bus Facilities Program pursuant to federal public transportation law (Title 49, United States Code, Section 5339).
The program provides competitive funding to states, designated recipients, and local governmental entities that operate fixed -route bus service for capital projects, including the replacement and rehabilitation of buses and related equipment and facilities. For Fiscal Year 2026, the FTA issued a Notice of Funding Opportunity, and complete applications must be submitted through the federal funding system, Grants.gov, by September 21, 2026.
NCTD intends to submit an application unde r the Fiscal Year 2026 program for its Bus Security Camera Modernization Project. Competitive grant applications of this type are strengthened by demonstrated support from the local jurisdictions served by the applicant. NCTD has requested that the City of Escondido provide a letter of support to accompany its application. Because the application deadline precedes the next regularly scheduled City Council meeting, this item is presented for consideration at the September 16, 2026 meeting.
The Bus Security C amera Modernization Project (“Project”) would replace obsolete network video recorder ( “NVR”) systems installed on the NCTD fleet of BREEZE transit buses. NVR systems receive, process, and store video footage captured by onboard security cameras. According to NCTD, the existing NVR systems are incompatible with current technology, which limits the ability of NCTD to make further improvements. The Project would replace the legacy systems with a modern video management platform that provides real-time monitoring, enhanced video quality, and broad compatibility with current security camera technology.
The proposed improvements are intended to advance several public safety and service objectives.
Modernized systems would strengthen passenger and operator safety, improve incident response and coordination with local law enforcement, and enhance the quality and accessibility of recorded video.
These capabilities would also help protect public access to employment, healthcare facilities, schools, recreation, and commercial activity throughout the NCTD service area.
NCTD serves a combination of urban, suburban, and rural communities, each with distinct mobility needs, and its service area includes two federally designated Opportunity Zones. The Project would improve the safety, security, and reliability of BREEZE service along routes that serve areas with high -density youth populations. For these reasons, the application is consistent with the stated goals of the Grants for Buses 349
Item17.
and Bus Facilities Program, which inclu de promoting safety and deploying innovative technology across the public transportation networks of the nation.
The attached letter expresses the support of the City of Escondido for the NCTD application and recommends that the Federal Transit Administration approve the funding request. The letter is limited to support for this specific application. It does not establish a City policy position beyond that support, and it does not commit the City to any funding obligation or future action. Providing letters of support for regional transit and infrastructure grant applications is a routine practice that allows the City to encourage investment in services that benefit Escondido residents at no cost to the City.

Re: Support for NCTD’s Application for the Fiscal Year 202 6 Grants for Buses and Bus Facilities Program
Dear Acting Deputy Administrator and Chief Counsel Cahill:
I write to express the City of Escondido’s support for the Bus Security Camer a Modernization Project (Project) submitted by North County Transit District, operating as North County Transit – San Diego Railroad (NCTD), to the Federal Transit Administration’s Fiscal Year 2026 Grants for Buses and Bus Facilities Program.
NCTD is requesting funding to replace obsolete network video recorder (NVR) systems on its fleet of BREEZE transit buses. NVR systems receive, process, and store video footage from security cameras. The existing NVR system is incompatible with modern technology, hindering NCTD’s ability to make improvements. The Project will replace legacy NVR systems with a modern video management platform that provides real -time monitoring, enhanced video quality, and broad compatibility with current security camera technology.
NCTD’s application aligns well with the goal of the Buses and Bus Facilities Program to promote safety and deploy innovative technology on public transportation networks throughout the nation.
New NVR systems will bolster passenger and operator safety, improve incident response and collaboration with local law enforcement, an d augment video quality and accessibility.
Furthermore, the Project will protect public access to jobs, healthcare facilities, schools, recreation, and commercial activities within NCTD’s service area.
The Project will enhance public transportation safety in two Opportunity Zones located in NCTD’s service area, facilitating safe public transit operations in these areas. Additionally, NCTD serves a mix of communities, including urban, suburban, and rural areas, each with distinct mobility needs. The Project will improve the public transportation experience for families by enhancing the safety, security, and reliability of NCTD’s BREEZE bus service along routes serving areas with high-density youth populations.
The City of Escondido recommends that the Federal Transit Administration approve NCTD’s funding request for the Fiscal Year 2026 Grants for Buses and Bus Facilities Program. Thank you for your consideration.
Sincerely,
Dane White
Mayor, City of Escondido
