Proposed Approach
Understanding the Assignment
The City of Exeter operates a drinking water system serving roughly 3,500 residential and 272 commercial connections through six active groundwater wells, about 47 miles of distribution pipeline, one elevated storage tank, and multiple pressure zones, classified as a D3 distribution system. The City's wastewater system carries an average of about 800,000 gallons per day through a collection system, lift stations, and a Level 3 treatment facility. The City contracts portions of its utility operations today and seeks a certified Chief Operator to hold both systems to State Water Resources Control Board standards while keeping service steady for residents.

Ralph Gutierrez Water Service understands these systems firsthand, from prior operation of Exeter and from current operation of comparable systems across Tulare County. 3,500

Regulatory Compliance and Reporting
Ralph Gutierrez Water Service, through its designated Acting Chief Operator, will prepare, maintain, certify, and submit the routine operational, monitoring, and compliance reports required by the State Water Resources Control Board, the Division of Drinking Water, the Regional Water Quality Control Board, and other applicable agencies. The firm compiles operational and laboratory data, maintains the required operating records, coordinates with State-certified laboratories, and keeps a compliance calendar so that every monitoring, reporting, and certification deadline is met.

As the City's designated Acting Chief Operator and authorized representative, the firm may sign and submit routine operational and compliance reports on the City's behalf where permitted by regulation and authorized by the City. It will prepare draft Consumer Confidence Reports, public notifications, and water quality notices; the City remains responsible for distributing these notices to customers, posting required public notices, and maintaining proof of distribution. Permit applications, enforcement responses, permit amendments, compliance orders, and other documents requiring execution by the City as permit holder will be reviewed and executed by the City unless authority is specifically delegated. A detailed breakdown of these reporting and recordkeeping responsibilities appears on the following page. QK supports this work with compliance reporting and engineering review.

Daily Operations and Monitoring
Ralph will direct day-to-day operation of both systems so that production, treatment, and distribution meet State requirements. For the drinking water system this includes daily well checks, chlorine residual testing, confirmation that oil drippers function correctly, and collection of well production readings. He will perform the weekly water system visits the contract calls for, plus additional visits when sampling or operations require. For the wastewater system he will direct the operational control testing the State requires and keep treatment within permit limits. Daily well checks, chlorine residual sampling, and well production readings will continue on weekends and holidays as the scope specifies.

Weekend, Holiday, and Continuity Coverage
Ralph Gutierrez and Robert Ivan Gutierrez, Assistant Water Operator, share weekend and holiday coverage. For each given weekend or holiday, the two designate one of them to perform the required daily well checks, chlorine residual sampling, and well production readings. This arrangement keeps coverage continuous and gives the City a second qualified operator who knows the systems, so service never depends on a single person being available.

Sampling and Laboratory Coordination
Ralph performs the sampling labor and laboratory coordination directly. He arranges the collection of all required samples and their submission to a State certified laboratory for analysis, and he holds and orders the chlorine the potable water system needs.

Emergency Response and Communication
Ralph will keep an open line to the City and to regulatory agencies for both routine and emergency operational issues. He commits to being on site within a maximum of two hours of an emergency call, and maintains roundthe-clock availability for the City. He will respond to State requests for information, site visits, and data, and he will issue required notices to the State Water Resources Control Board regional office and to the local and county public health departments in coordination with City staff.

Recordkeeping and Retention
QK maintains and files the required monitoring reports for five years, including annual water reports, discharge monitoring reports, and monthly operating reports, and keeps copies of pertinent reports and records at the treatment plant or another on-site facility, available to the City and to regulators on request. Ralph keeps proper records of all specified site visits and provides the operational data QK compiles.

Materials and Inventory
QK maintains the spare parts inventory for the systems. Ralph orders the chlorine the potable water system needs. Chemicals, fees, and repairs are handled as set out under Additional Services and Exclusions in the Cost Proposal: Ralph Gutierrez Water Service places orders and obtains quotes, and the City pays these bills directly or, by agreement, they are billed as a pass-through. Printing, mailing, and postage for City-wide notices and CCR distribution are likewise billed as a pass-through where the City does not pay the vendor directly.

Transition
Because Ralph already operated Exeter's systems and currently runs comparable systems nearby, the City avoids the cost and risk of a long handoff. He can take on Chief Operator duties on the City's schedule and step into the reporting cycle at its current point without a gap.

Support from QK
QK's subconsultant scope will not exceed 49 percent of the contract, keeping the engagement within the contract's 50 percent subcontracting limit, with engineering and specialized reporting treated as specialized services.
