(a) The Unit Construction Cost is based on the May 2024 San Francisco Engineering News Record Construction Cost Index of 15418.02. (b) For condition and performance-related improvements, only 67 percent of the total cost is included, since that is the portion that would be paid for by Fairfield (the remainder would be paid for by Vacaville). For expansion-related improvements, only a 3 million gallon per day expansion is assumed, since that is the portion of the expansion that is needed to support Fairfield's future needs. In reality a larger expansion is anticipated, but the cost associated with the additional expansion would be paid for by Vacaville. (c) As explained in Chapter 9, the Total Capital Cost includes a 35 percent estimating and construction contingency. Once that is applied, an additional 30 percent mark-up is included for other project soft costs. The 30 percent markup includes: 10 percent for design; 10 percent for construction management and inspection; 5 percent for permitting, regulatory, and CEQA compliance; and 5 percent for City administration, public outreach, and legal. This results in an overall base construction cost markup of 75.5 percent for contingencies and soft costs.

DIS-NT-001 Bridle Ridge Drive Pressure Reducing Valve Relocation The lowest observed pressure in the City's distribution system occurs along Knoll Drive. It's recommended that the City consider moving the Bridle Ridge Drive PRV east to Suisun Valley Road, which would allow the Knoll Drive neighborhood to be served from Mangels (Zone 2) instead of Zone 1. If this change is implemented, pressures within the Knoll Drive neighborhood may increase to greater than 80 psi, so individual pressure regulators may be needed.

Total for Pump Stations Near-Term (2030) $1,673,351 $2,936,731 -- -- (a) The Unit Construction Cost is based on the May 2024 San Francisco Engineering News Record Construction Cost Index of 15418.02. (b) As explained in Chapter 9, the Total Capital Cost includes a 35 percent estimating and construction contingency. (c) Cost is zero because project is already accounted for in Table 1A or 1B. n-c-268-60-22-20-e-t7cip-cipappendix.xlsm Page 21 of 23 City of Fairfield
