· To preserve the local environment for generations to come and to create a healthy economic and environmental future by adopting policies that promote compact and efficient development in new and existing communities.
DISCUSSION:
The City Council will consider a one year extension of Urgency Ordinance No. 1924, which placed an additional ten (10) month and fifteen (15) day moratorium on the City’sissuance and approval of any building permit, occupancy permit, conditional use permit, variance, subdivision map or other land use entitlement or permit; regulatory license or permit required to comply with the provisions of the City’sMunicipal Code or a Specific Plan for any “Service based, Non Entertainment Uses” in the primary corridors of Sierra Avenue (from the I-10 Freeway and Arrow Boulevard, and between City of Fontana Printed on 7/18/2024Page 1 of 3

primary corridors of Sierra Avenue (from the I-10 Freeway and Arrow Boulevard, and between Foothill Boulevard and the I-210 Freeway), and Foothill Boulevard (from Cherry Avenue to Maple Avenue), to allow the City to study its General Plan, Municipal Code, or other amendments to local regulations.
On November 13, 2018, the City adopted its most recent General Plan which detailed the goals and objectives for the City over the next twenty (20) years. In Chapter 14 -Downtown- the City set forth its intention to create a regional hub of the downtown area for dining, shopping, and entertainment purposes to attract local and regional visitors, that would drive economic growth for the City as a whole. As the main thoroughfares to downtown, the Sierra Avenue corridor and Foothill Boulevard corridor funnel these visitors to the area and promote economic growth to the downtown area and the City in general.
Government Code Section 65858 permits a city to adopt an interim urgency ordinance to protect the public safety, health and welfare and to prohibit uses which may be in conflict with a contemplated General Plan or zoning proposal which the city is considering, studying or intends to study within a reasonable time. In light of the above-referenced potential for conflicting uses, on July 25, 2023, the City Council enacted Ordinance No. 1922, an Ordinance temporarily prohibiting the issuance or approval of any building permit, occupancy permit, conditional use permit, variance, subdivision map, design review, administrative site plan review or other land use entitlement or permit or regulatory license or permit required to comply with the provisions of the City’sMunicipal Code or a Specific Plan for any “Service based, Non-Entertainment uses.”
Pursuant to Government Code Section 65858, Ordinance No. 1922 remained in effect for forty-five (45) days and could be extended by the City Council for an additional ten (10) months and fifteen (15) days. Thereafter, on September 5, 2023, the City Council of the City of Fontana enacted Ordinance No. 1924, a ten (10) month and fifteen (15) day extension of the initial moratorium, which went into effect on September 8, 2023 and expires on July 23, 2024.
On November 15, 2023, the City entered into a contract with a third-party consultant, Kosmont Companies (“Kosmont”),to assist with research into comprehensive zoning regulations for the Sierra Avenue and Foothill Boulevard corridors that align with the City’sDowntown Plan, including to attract high value and mixed-use development. City staff continues to research examples of compatible dining, shopping and entertainment land uses that align with the goals and objectives of the General Plan to prepare potential zoning code amendments.
If the current moratorium were to expire without an extension, permits or other land use entitlements could be issued and may result in uses that could potentially conflict with zoning changes that City staff are studying. As a result, the same current, immediate threat to the public safety, health and welfare that caused the City Council to adopt the prior ordinances remains.
Pursuant to Government Code Section 65858, the second extension of this moratorium ordinance, Urgency Ordinance No. 1924, continues the prior ten (10) month and fifteen (15) day moratorium placed on service based, non-entertainment uses for the two economic corridors by a period of one year. If adopted, this moratorium extension will continue to pause any approval of service based, non -entertainment uses for the two corridors to allow the City additional time to study and consider potential amendments to the General Plan or Municipal Code to address the standards, processes, City of Fontana Printed on 7/18/2024Page 2 of 3

and potential impacts of such uses.
During the moratorium extension, the City will not approve or issue any permit, variance, subdivision map, design review, administrative site plan review, business license, or other applicable entitlements for any service based, non-entertainment uses and activities. However, the moratorium does not prevent the City from taking steps to process permits up to the point at which the City can approve such a permit or entitlement.
The moratorium extension requires a four-fifths vote of the City Council to pass. If adopted, the moratorium will take effect on July 23, 2024 and extend to July 23, 2025. No further extensions are allowed by statute.
During the one-year extension of the moratorium, the City will continue to analyze potential amendments to the General Plan, any specific plan, the Fontana Municipal Code, and/or any other governing document(s) or policy(ies) related to service-based, non-entertainment uses and activity.
Pursuant to the Urgency Ordinance, a 10-day report has been prepared and made available for public inspection.
FISCAL IMPACT:
Speculative loss of land use application, and permit and license issuance, fees and revenues by the City; and speculative loss of sales and property tax revenue due to any delay in development or improvement of property related to the moratorium.
ENVIRONMENTAL ANALYSIS
An extension of the Urgency Ordinance qualifies for a categorical exemption pursuant to the California Environmental Quality Act (CEQA) Guidelines Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060 (c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly; and it prevents changes in the environment pending the completion of zoning code revisions and related impact studies.
MOTION:
Approve staff’s recommendation.

10-DAY REPORT OF THE CITY COUNCIL OF THE CITY OF FONTANA ON URGENCY ORDINANCE NO. 1924 PROHIBITING THE APPROVAL OF ANY
BUILDING PERMIT, OCCUPANCY PERMIT, CONDITIONAL USE PERMIT,
VARIANCE, SUBDIVISION MAP, DESIGN REVIEW, ADMINISTRATIVE SITE
PLAN REVIEW OR OTHER LAND USE ENTITLEMENT OR PERMIT, OR
REGULATORY LICENSE OR PERMIT REQUIRED TO COMPLY WITH THE
PROVISIONS OF THE MUNICIPAL CODE OR SPECIFIC PLAN FOR SERVICE
BASED, NON-ENTERTAINMENT USES
I. Introduction
On July 25, 2023, the City Council of the City of Fontana enacted Ordinance No. 1922, an Ordinance temporarily prohibiting the issuance or approval of any building permit, occupancy permit, conditional use permit, variance, subdivision map, design review, administrative site plan review or other land use entitlement or permit or regulatory license or permit required to comply with the provisions of the municipal code or specific plan for “Service based, Non-Entertainment uses.” Pursuant to Government Code Section 65858, the Ordinance remained in effect for forty-five (45) days, and was able to be extended by the City Council for an additional ten (10) months and fifteen (15) days.
Thereafter, on September 5, 2023, the City Council of the City of Fontana enacted Ordinance No. 1924, a ten (10) month and fifteen (15) day extension of the initial moratorium, which went into effect on September 8, 2023 and expires on July 23, 2024.
In accordance with the provisions of Government Code Section 65858(d), ten (10) days prior to the expiration of the operative Ordinance, the City Council must issue a written report describing the measures taken to alleviate the condition which led to the adoption of the ordinance.
II. Background on the Adoption of the Ordinance
In support of the Ordinance, the City Council made the following findings:
1. The City of Fontana, California (“City”) is a municipal corporation, duly organized under the constitution and laws of the State of California.
2. Government Code Section 65300, et seq. allows a city to adopt a General Plan to designate its long-term goals and policies related to its respective community and future development of the city.
3. On November 13, 2018, the City adopted its most recent General Plan, detailing the City’s goals and objectives over the next twenty (20) years. The General Plan generally emphasizes the City’s desire to encourage economic growth.
4. Chapter 14 of the General Plan establishes the City’s intent to make its downtown a local and regional destination hub for dining, shopping and entertainment.
1249
5. The City has identified Foothill Boulevard and Sierra Avenue to be primary corridors that funnel local and regional visitors to its downtown, thereby promoting the economic growth of the City.
6. The City observes that the Sierra Avenue corridor extends from the I- 10 Freeway and Arrow Boulevard, and between Foothill Boulevard and the I-210 Freeway and the Foothill Boulevard corridor extends from the Cherry Avenue to Maple Avenue.
7. The City desires to create a balanced environment within its corridors to foster a similar vision to that of the downtown area.
8. To the extent that the land in the Sierra Avenue and Fontana Boulevard corridors are underutilized, underperforming, or inconsistent with the development goals of the City’s General Plan, the City has a responsibility to continue studying potential zoning and use changes in the downtown area necessary to further General Plan policies related to the development of the economic corridors in order to maintain the City’s vibrancy and drive economic growth, particularly in the City’s downtown area.
9. Without the enactment of the original ordinance (Ordinance No. 1922), multiple applicants could have quickly received entitlements that would have allowed for uses contrary to the City’s General Plan, subjecting the City to potential effects and impacts of uncoordinated and conflicting uses, impacts on parking availability in the downtown area of the City, aesthetic impacts to the City, and other similar or related effects on property values and the quality of life in the City’s neighborhoods and effectively creating a current and immediate threat to the public health, safety, and welfare, and the enactment of the second ordinance (Ordinance No. 1924) and this Ordinance will continue to be necessary to avoid the aforementioned imminent threats to the public safety, health and welfare.
10. The City has, and will continue to, study zone changes prohibiting certain service-related uses along two of its main thoroughfares, including in the downtown area, in an effort to maximize economic development, sales tax generation and encourage entertainment-related development along those corridors.
11. Government Code Section 65858 authorizes the City to adopt an interim urgency ordinance to protect the public safety, health and welfare and to prohibit uses which may be in conflict with a contemplated General Plan or zoning proposal which the city is considering, studying or intends to study within a reasonable time.
III. Measures Taken Since the Adoption of the Ordinance and the 10 Month 15 Day Extension
1250
As the City Council’s findings demonstrate, the Ordinance was enacted in response to the City’s desire to promote the General Plan policies and create an environment within the Sierra Avenue and Foothill Boulevard corridors that is balanced with the City’s downtown area plan to make the downtown a local and regional destination hub for dining, shopping, and entertainment.
To alleviate the condition that led to the adoption of the Ordinance, the City has taken the following steps:
1. City staff has engaged a third-party consultant, Kosmont Companies (“Kosmont”), to assist with research into comprehensive zoning regulations for the Sierra Avenue and Foothill Boulevard corridors that align with the City’s downtown area plan, including to attract high value commercial and mixed-use development.
2. In conjunction with engaging Kosmont, City staff has and continues to research examples of compatible dining, shopping and entertainment land uses that align with the goals and objectives of the General Plan to prepare zoning code amendments to meet the same.
3. City staff continues to research particular zoning regulations regarding service based, non-entertainment uses to implement at the conclusion of the Ordinance.
On June 18, 2024, at a special meeting of the City Council, Kosmont held a Workshop presentation of its economic analysis of the Foothill Boulevard and Sierra Avenue Corridors, including areas in the City’s downtown currently subject to the mortarium on the issuance of entitlements and approvals. While the study identified revenue, demographic and corridors challenges, among other things, neither Kosmont nor City staff have concluded their research regarding potential zoning regulation changes (which include potential changes in permitted uses in the City’s downtown) and, thus, have not yet made any final recommendations regarding the zoning and regulatory standards for the Sierra Avenue and Foothill Boulevard corridors as related to the City’s downtown plan. For this reason, the current, immediate threat to the public safety, health and welfare that caused the City Council to adopt the prior ordinances remains, and it is appropriate for the City Council to extend the Ordinance for an additional period of one year as authorized by Government Code Section 65858, to permit City staff to complete its research, make recommendations, and allow the City Council to consider and adopt such regulations as it deems appropriate.

SUBJECT:
Adoption of Homeless Solutions Action Plan
RECOMMENDATION:
Adopt Resolution 2024-101, Homelessness Solutions Action Plan and direct staff to implement strategies laid out in plan.
COUNCIL GOALS:
· Concentrate on Inter-governmental relations by pursuing financial participation from county, state and federal governments.
· Create and maintain a dynamic team by promoting stability and predictability by providing consistent policy direction.
DISCUSSION:
In spite of the City’sefforts to reduce homelessness by providing additional housing options to the homeless population in 2023, the 2024 Department of Housing and Urban Development Point in Time Count (“PIT”) indicated an increase in the homeless population in the City. Of the 301 individuals identified as homeless in the City, a total 41 individuals were noted in the PIT as sheltered in 2024 versus 0 sheltered in 2023. Although significant steps are being taken, including the opening of the City’sfirst emergency temporary housing facility, there is much to be done and a framework to guide ongoing efforts is necessary. This Homeless Solutions Action Plan intends to serve as the guide for the City’s ongoing efforts.
Homelessness Solutions Action Plan
The 2024 Homeless Action Plan builds upon the successes and insights gained from prior initiatives by focusing on enhanced coordination efforts, expanding the City’sreach of homeless services, and fostering collaborative partnerships across the community. This four-year action plan aspires to increase affordable housing options in the City, while coordinating services to offer holistic support to the homeless community, including but not limited to mental health and substance-abuse treatment, job training, and healthcare.
Utilizing real time data to monitor progress and identify gaps in the current Plan, the City would adjust its strategies to insure effective resource allocation. Implementing an action plan aimed at preventing homelessness before it starts critical to reducing the homeless population in the city.
The Plan requires accountability and reporting structure to ensure resources are effective and appropriate for the task. The Plan's success will be measured by the reduction in the number of City of Fontana Printed on 7/18/2024Page 1 of 2

appropriate for the task. The Plan's success will be measured by the reduction in the number of homeless individuals and families, the efficiency of service delivery, and the ability to prevent future homelessness.
The three foundational elements of the Plan are: 1) Network Enhancements- which aim to increase the support network for the homeless community, and foster greater communication between service providers and recipients, 2) Critical Support Services and Safety- which will increase the City’s capacity for case management and care plans for recipients, and 3) Housing Capacity- which focuses on increasing the City’s supply of housing options, including permanent housing and workforce housing options.
The Plan provides a specific timeline for action. Staff will provide the City Council with updates, and any recommended changes to the Plan, on a semi-annual basis.
FISCAL IMPACT:
The proposed Homeless Solutions Action Plan aims to address and mitigate homelessness within the city through a series of targeted initiatives. The plan encompasses the development of affordable housing, enhanced support services, and coordinated efforts among various stakeholders. There is no direct or immediate fiscal impact associated with adopting this plan. However, the plan anticipates both short-term and long-term initiatives that will have specific financial impacts. Information on funding requirements and funding sources will be provided upon approval any such future initiatives.

to addressing the complex and multifaceted issue of homelessness within our community. Our city has made signi/f_icant strides in recent years, but there is still much work to be done. Homelessness affects not only those without a stable place to call home but also has direct and measurable impacts on our entire community.
By fostering collaboration among local organizations, regional partners, and our dedicated city departments, we can create a robust and compassionate response to homelessness. Our goal is to provide effective solutions that not only address immediate needs but also tackle the root causes of homelessness, ensuring a brighter future for all residents of Fontana.
The implementation of our comprehensive homeless housing action plan is essential for the City of Fontana. This plan is not just a response to an immediate crisis but a proactive and strategic approach to creating lasting change. With the recent acquisition of a hotel for emergency transitional housing, the success of Fontana Police Department sponsored initiatives like the C.O.A.S.T. program and formation of their Homeless Outreach Support Team, better known as HOST, along with the integration of the Water of Life’s CityLink services, we are building a strong foundation for our efforts.
The latest point-in-time count data highlights the urgent need for these services, and our action plan aims to reduce homelessness through prevention, rapid re-housing, and supportive services. By securing additional funding at the federal, state and local level for operational services, we will enhance our ability to provide real-time data and accountability, ensuring that our interventions are effective and sustainable.
One of my concerns about homelessness spending is the need to ensure we are making wise investments and holding ourselves as well as our agency and non-pro/f_it partners accountable for carrying out the strategy effectively. Accountability is crucial to guarantee that every dollar spent directly contributes to meaningful and measurable outcomes in reducing homelessness. Data-driven results are a must to ensure our efforts are effective and to continually improve our strategies based on solid evidence.
This action plan is crucial for making homelessness rare, brief, and non-recurring in Fontana, ultimately fostering a safer, healthier, and more inclusive community. I commend my colleagues on the City Council for their unwavering commitment to addressing homelessness and supporting these vital initiatives.

a complex and growing challenge that requires our collective action and commitment. I extend my heartfelt gratitude to Mayor Warren and the City Council for their leadership in addressing this issue. Our efforts aim to realize their compassionate vision, providing lasting solutions that restore dignity and hope to our homeless neighbors. I also commend San Bernardino County for adopting Laura’s Law, which can be a signi/f_icant resource in addressing homelessness if additional resources are provided, enabling the retention of additional judges and behavioral health specialists to implement this important legislative action.
This plan, although supportive of regional efforts, focuses primarily on Fontana community members in need. Our duty is to those the live and work in the City of Fontana and, although homelessness does not recognize borders, our priority will always be to serving those with direct ties to Fontana.
We are committed to enforcing regulations to improve the cleanliness and safety of Fontana neighborhoods. This includes keeping public spaces clean and free of encampments, enhancing the overall quality of life for all residents. Fontana is dedicated to creating a clean, safe, and compassionate community, with city staff proactively impacting legislation at all levels. Together, we can make a signi/f_icant difference, ensuring Fontana is a place where everyone has the opportunity to thrive.
Working together, we can serve those most in need while making Fontana safer place for all. 4 1259

INTRODUCTION
The 2024 Homeless Action Plan builds upon the successes and insights gained from prior initiatives, focusing on enhancing coordination, expanding the reach and impact of homeless services, and fostering collaborative partnerships across the community.
This four-year action plan, spanning from 2024 to 2028, emphasizes increasing availability of affordable and supportive housing options, enhancing the coordination of services to offer holistic support, including mental health and substance-abuse treatment, jobs training, and healthcare. It also incorporates working closely with a diverse array of partners, including nonpro/f_it organizations, faith base groups, healthcare providers, and local businesses.
Utilizing real time data to monitor progress, identify gaps, and adjust strategies insures effectiveness of interventions and resource allocation. Implementing programs aimed at preventing
homelessness before it starts speci/f_ically with youth, veterans, and individuals with disabilities and establishing navigational centers that provide comprehensive case management, wraparound
services, and other critical resources are key components of the plan.
Fontana's 2024 Homeless Action Plan is rooted in a solution-based approach, emphasizing the importance of addressing the underlying issues that lead to homelessness. The plan's success will be measured by the reduction in the number of homeless individuals and families, the efficiency of service delivery, and the ability to prevent future homelessness. Under the strategic direction of the Fontana Homeless Solutions System, this four-year action plan represents a commitment to making homelessness rare, brief, and non-recurring, thereby improving the quality of life for all residents in the City of Fontana. The City Council’s dedication to these actions and strategies is crucial to executing the aggressive plan towards ensuring a brighter future for our community.

BACKGROUND
Founded in 1913, Fontana is the second-largest city in San Bernardino County and the 19th largest in California. Initially an agricultural community, Fontana transformed into a thriving industrial town by 1942, largely due to Henry J. Kaiser’s steel mill operations established during World War II on the town's outskirts.
Kaiser Steel remained a signi/f_icant source of employment and revenue until its closure in 1984. Today, Fontana is home to Kaiser Permanente’s largest facility in California, making it the city’s number one employer.
Incorporated in 1952, Fontana and its sphere of in/f_luence cover over 52 square miles with a population of approximately 225,000. Today, Fontana boasts a low crime rate, affordable housing, diversity, and a below-average unemployment rate, making it one of California's fastest-growing cities and a trendsetter in San Bernardino County.
The city offers numerous cultural, sporting, and recreational opportunities through venues such as the Steelworkers' Auditorium, the Art Depot, 59 sports /f_ields, 50 parks, the Paci/f_ic Electric Trail, the state-of-the-art Lewis Library and Technology Center, and Stage Red- the Inland Empire’s premier live entertainment venue. Fontana is served by /f_ive school districts and Chaffey Community College, providing a variety of educational opportunities.
The issue of homelessness has not gone unaddressed in the City of Fontana. For the past 15 years, Fontana has worked with federal and state resources to address homelessness, focusing in areas of homeless prevention and rapid rehousing. The primary source of funding came from Housing and Urban Development (HUD) in the form of the Emergency Solutions Grant (ESG) program.
Additionally, the City of Fontana has funded the Community Assistance Program (Fontana CAP) since the early 2000s. Fontana CAP offers Fontana residents no cost or low-cost community services through the Community Assistance Program (CAP).
The Fontana CAP is able to provide direct services for Fontana residents as well as guest referrals through a unique relationship with the City of Fontana and Citylink. Since 2009 Water of Life Community Church has carried out its core value of CARING for the poor, the needy and the hurt, through its local outreach center CITYLINK, located in the downtown area of Fontana. For /f_ifteen (15) years CITYLINK has delivered reliable, high quality direct services to the poor, the homeless and the under-employed residents who come from not only the City of Fontana, but the entire region. Guests have access to services from our food warehouse, clothing store, mobile medical unit, support groups, housing and utility assistance, holiday outreaches, large community events and numerous enrichment and education classes designed to emphasize support of the family unit and its well-being. – (cont.)

The staff at CITYLINK have successfully administered and delivered homeless services to the community under several grants which includes HPRP , HEAP , HHAP-1, ESG, ESG-CV, EFSP and is currently delivering comprehensive homeless services under the HHAP-2, HOMEKEY 2, ESG-23, and the Family Homeless Challenge Grant. Through these grants and other investments, Water of Life Community Church has developed the Pathway to Housing program CityLink.
DESPITE THESE ASSETS AND EFFORTS
Fontana faces the growing issue of homelessness prevalent in California and San Bernardino County. Several factors contribute to this increase in homelessness, including:
• The city's reputation as a safe community attracts homeless individuals from across the region. • Local service providers offer resources to assist those experiencing homelessness. • Fontana's stop on the Metrolink rail system provides access from Los Angeles County. • The housing affordability that once characterized Fontana has diminished due to the statewide housing shortage, driving up housing costs signi/f_icantly. 8 1263
ACTION 1: NETWORK ENHANCEMENTS
Enhancing the homeless network involves a multifaceted approach aimed at improving the overall system. Central to this initiative is the reinforcement of collaboration and dialogue among various entities involved. Most important to addressing homelessness is the lack of emergency, transitional and long-term housing availability. To navigate individuals, it is necessary to implement a comprehensive Case Management Program that provides detailed information on every homeless individual within the City of Fontana, while coordinating with the countywide HMIS programming. This system will document every individual encounter, including resources utilized, organizations engaged with, observable needs, and goals for a path to permanent supportive housing. Fontana must prioritize its families and children, particularly those with deep roots in the community, by helping them secure emergency transitional housing to improve their quality of life before serving other cities in the region.

THE IMPACT
The implementation of this plan signals a strengthened period for Fontana's homeless services system at a time when bold action is more critical than ever. It demands expanded coordination, data-informed decision-making, and collective impact approaches. Tremendous effort, new partnerships, and innovative strategies involving the entire community will be essential. The unwavering commitment of partners and service providers to do "whatever it takes" will offer life-changing support that many individuals have never experienced. In the coming year, Fontana will seize numerous funding opportunities to address homelessness, as detailed in the appendix with additional data and funding strategies. By building on existing strengths, scaling successful programs, integrating services, and coordinating community efforts, we will reduce both the number of individuals and families experiencing homelessness and the duration of their homelessness. This comprehensive plan will signi/f_icantly enhance public safety and improve the quality of life for all residents, setting a precedent for neighboring cities. Through these concerted efforts, Fontana will foster a compassionate and proactive approach to housing and social services, ultimately contributing to the overall well-being and prosperity of the entire region.

ADDRESSING RACIAL AND SOCIAL EQUITY
The City of Fontana has a growing population of nearly 225,000 residents, 73% of whom identify as Hispanic. 26% of the population is foreign born and 55% of households report that a language other than English is spoken at home. This is quite the departure from the segregated Fontana of the 1950s-70s. But that doesn’t necessarily mean that race is not a contributing factor to the challenge of homelessness.
Examining the Point-In-Time-Count statistics, three of the traits for homeless population that are inconsistent with census data in general were 1) History of Incarceration (30.5%), 2) History of Mental Health disability (21.3%), & 3) Foster Care (16.1%).
The racial inequities related to incarceration in California are signi/f_icant. According to the California Budget and Policy Center, Black individuals are incarcerated at race 3 to 4 times higher than wide individuals according to the California Budget and Policy Center. Despite various justice reforms, these disparities have persisted and even widened with Black and Latino individuals continuing to be incarcerated at proportionately higher rates. Although this issue is not unique to the City of Fontana, and its residence, the cities proximity to the W. Valley Detention Center in Rancho Cucamonga may result in a unique impact on our community, potentially increasing local visibility of these in equities and affecting social dynamics.
To properly address homelessness and its root causes, it is essential to recognize the impact of historical biases and inequities. These biases may contribute to homelessness in Fontana today. Discrimination is not always conscious, explicit, or readily visible, but it can result in adverse health consequences, mental health challenges, and unstable living conditions. These inequities frequently create a harmful scenario of providing too little support for some individuals while providing too much support for others, creating a dependency. .
Both scenarios result in further disenfranchising the individual, which has tremendous personal and societal cost. Providing the appropriate level of a social safety net can only be done through focused and unbiased attention to the individual, regardless of racial or ethnic background. Ending homelessness by creating a population dependent upon public services in perpetuity is not a sustainable model, for the individual experiencing homelessness, or for the agency providing the service.
This plan will include a racial equity approach, which recognizes that lower income groups and those without access to affordable homes are more often people of color. Through this action plan, we hope to speci/f_ically address the needs of the individual. This focused attention will allow all individuals affected by homelessness the opportunity to achieve similar outcomes, ultimately empowering them with the opportunity to live life independently when appropriate and possible.
TO ENSURE SOCIAL EQUITY, THE PLAN MUST:
ANALYZE THE SYSTEM DATA:
Examine selected homeless response system policies, procedures, and related data to identify areas to improve equitable access and use of homelessness assistance and to serve as a template for further community-wide conversations.
INCLUDE PEOPLE WITH LIVED HOMELESS EXPERIENCE IN A MEANINGFUL WAY:
Ensure that people that have experienced homelessness are included at all levels of system planning conversations.
EDUCATE:
A cultural humility approach can increase the ability to see from each other’s viewpoints, understand each other’s backgrounds, and ultimately work together more respectfully and collaboratively. By ensuring that case managers and caregivers understand racial and cultural inequities exist, the system can be restructured to ensure equal opportunities exist for positive life outcomes for all people in the City of Fontana. 24 1279
HOUSING FIRST
CONCLUSION
California's "Housing First" policies are designed to address homelessness by providing stable housing as a primary step. The key tenants of the Housing First initiative are to provide immediate access to housing by reducing the barriers to housing entry, providing emphasis on permanent housing options, and maintaining appropriate and customized services for those bene/f_itting from the housing programs. This action plan, while supportive of, and fully compliant with, California’s Housing First policy, attempts to /f_ill the gaps by implementing accountability standards for service providers and program participants.
Housing First policies focus on providing housing often without addressing underlying issues such as substance abuse, mental health problems, or unemployment. This plan recognizes that without tackling these root causes, individuals may not be able to maintain stable housing in the long term.
Housing First policies are sometimes seen as fostering dependency by providing housing without requiring individuals to take steps to improve their situation, such as seeking employment or treatment for substance abuse. This plan encourages personal responsibility and self-sufficiency, integrating mandatory participation in services as a condition for remaining in service programs. While Housing First policies offer a compassionate and potentially effective /f_irst step to addressing homelessness, this plan incorporates a balanced approach that considers the needs and circumstances of different homeless populations.
The actions and strategies outlined in this plan primarily target unsheltered homelessness but are foundational for addressing homelessness among all individuals that may experience homelessness in their lifetime, whether brief or chronic. This approach recognizes the interconnectedness of different forms of homelessness and the need for holistic solutions.
Rapid placement into permanent housing is a key strategy. This approach aims to provide individuals experiencing homelessness with stable housing as quickly as possible, recognizing that housing stability is foundational to addressing other needs and challenges.
Addressing supportive service based on the individual’s need may require permanent support to maintain housing stability. Individuals may require long-term case management to facilitate access to healthcare, employment assistance, mental health services, and substance abuse treatment.
Implementing the Homeless Action Plan will require unprecedented leadership, teamwork, and discipline on the part of the city. This underscores the importance of collaboration among various stakeholders, including government agencies, service providers, community organizations, and residents.
Funding availability and strategic allocation for prevention and homeless services are critical ingredients for developing a comprehensive approach to preventing and ending homelessness. Success of plan implementation will require allocation of resources efficiently and effectively to maximize impact and achieve desired outcomes. This program is not a handout but a hand-up for those seeking to improve their lives despite facing various challenges, including mental health issues and job loss. It will be strict on metrics and performance, holding service providers, and service recipients accountable.
The city is making signi/f_icant investments to ensure the success and integrity of this initiative.
The Homeless Action Plan for the City of Fontana emphasizes a comprehensive, coordinated, and community-wide approach to preventing and ending homelessness. By focusing on rapid housing placement, supportive services, targeted assistance, leadership, teamwork, funding availability, and equitable prevention efforts, the city aims to achieve better outcomes for all residents, especially those experiencing homelessness. 25 1280
ACKNOWLEDGEMENTS
The City of Fontana Homeless Strategic Action Plan was developed through a highly collaborative and comprehensive team effort. While many people participated in the process, a group of team members made signi/f_icant contributions to the plan and/or provided critical subject matter expertise and data.
This plan would not have been possible without the participation and testimonials of individuals effected by homelessness and front-line staff who work in Fontana’s homeless response system every day.

This report includes requested departmental budget adjustments and preliminary year-to-date actuals through Fourth Quarter of Fiscal Year 2023-24, covering the period through June 30, 2024.

Fourth Quarter Budget Status Report – 2023/2024 City of Fontana July 23, 2024
Significant Economic Trends
Nationally:
• Growth in the US economy continues to come in above expectations, despite elevated interest rates, weakness in other major economies, and the drawdown of excess savings. Although real GDP growth slowed in the first quarter of this year, it is looking increasingly as though policymakers have managed to avoid a recession, all while bringing down inflation closer to the 2% target. Experts foresee that real GDP growth growing about
1.6% the remainder of 2024, and to 2.0% growth in 2025. • The U.S. economy outpaced expectations by adding around 190,000 jobs created in June 2024, down from the surprising 272,000 gain in May 2024.
Experts explain that “There are signs that suggest labor conditions are softening, including job openings falling to more than a three-year low, temporary employment declining 25 of the past 26 months, the unemployment rate rising to 4.0% from 3.4% in April, and growth in part-time employment continuing to outpace full-time employment.
The State of California:
• A forecast by UCLA concluded that the forces driving California’s robust economy remain in place. These forces saw the state grow at a 3.7% compound annual rate in 2023. However, in the remainder of 2024, the continued slowing of the national economy will affect the state’s economy.
Specific sectoral weaknesses in California, as evidenced by its high unemployment rate, will contribute to 2024’s being an atypical year of slower- than-U.S. growth for the state. The unemployment rate is expected to average around 5.2%, and the averages for 2024, 2025 and 2026 are expected to be 5.1%, 4.5% and 4.2%, respectively.
City of Fontana
• At the end of June 2024, 701 single family dwelling permits have been issued compared to with 876 permits for the prior fiscal year last year. • Fourth Quarter 23/24 sales were 20% lower than the same quarter one year ago. This is primarily due to the State being behind on sales tax processing.
• The Local Agency Investment Fund (LAIF) is currently paying 4.52% (daily rate) on City investments as of June 30, 2024, up from 3.26% for the same time last year. The 2-year treasury benchmark rate as of June 30, 2024, is 4.71% down from 4.87% last year.

Revenues continue to be monitored on a monthly basis. Staff recommends a net increase in revenues of $586,465 as part of the Fourth Quarter Budget Status Report. See page 23 for details of the revenue adjustments.
NOTE: Property Tax in-lieu of VLF collections are lagging due to the State’s distribution which provides for lump-sum payments in January and May.
