LSA’s Relevant Project-Specific Experience
LSA’s Fountain Valley Experience. As a mostly built-out city, Fountain Valley has very little land available for new development, with the exception of several agricultural properties along Euclid Street in the eastern half of the City. Consequently, any new development is anticipated to occur in these areas of the City or involve
11 | Page
redevelopment. LSA is also familiar with the Fountain Valley Crossings Specific Plan due to its experience working on the Orange County Sanitation District Headquarters Project, which is currently under construction within the Crossings Specific Plan area. In addition, given that the City Council’s goals include attracting new hotels to the City and modernizing its infrastructure to support growth and future needs, LSA’s substantial experience with hotel and transportation/utility infrastructure projects throughout Southern California should prove invaluable during the 5-year term of the on-call contract. This experience has given LSA valuable local knowledge that will be instrumental for consultants providing services for this as-needed contract.
We have also prepared hundreds of environmental documents for both public agencies and private applicants for similar projects that are anticipated under this on-call contract. We have highlighted a few of those contracts/projects below. Most of the projects below are within either Orange County or Los Angeles County.

3. Understanding of and Proposed Approach to the RFQ
Scope of Work
LSA’s Understanding of the City’s Objectives
LSA proposes to provide the City with CEQA document preparation and review services on an as-needed basis for a 5-year period. We understand that expected services include the preparation of projectrelated CEQA documents, including technical analyses, conducting peer reviews of CEQA documents prepared by project applicants, and required consultations. We have the ability to prepare CEQA documentation in support of City- or privately initiated development applications or projects. We also have the expertise to provide a full spectrum of services necessary to prepare and review CEQA documentation, including but not limited to NDs, MNDs, MMRPs, EIRs, EISs, EAs, Notices of Exemption, Notices of Intent to Adopt, etc. In addition, we provide studies related to traffic, air quality/GHG and energy, biological resources, cultural resources, and noise and vibration. Furthermore, LSA also has expertise in reviewing CEQA materials associated with projects being considered by other jurisdictions (e.g., Caltrans, other cities, and the County of Orange) and preparing comments on behalf of a municipal agency.
As outlined in this proposal, LSA has the technical expertise and familiarity with CEQA processes, procedures, and technical requirements to provide the City with CEQA documentation and review services. This expertise includes coordinating with local, State, federal, and other governmental agencies; preparing and processing environmental documents and technical studies; managing public participation programs; issuing necessary legal notices; and incorporating each document into the relevant planning process. We are also familiar with State and County noticing requirements such as posting to CEQAnet and filing documents with the County Clerk-Recorder’s Office. Additionally, LSA’s team has extensive experience with conducting scoping meetings and participating in public hearings.
LSA’s staff also has the availability to complete environmental documentation for the City and has the capacity to complete projects within expedited schedules, if requested. LSA’s senior management team members (Principal in Charge, Ryan Bensley, AICP; Primary Project Manager, Laurel Frakes; and Alternate Project Manager, Dionisios Glentis) are able to direct the appropriate staff resources to ensure that the City’s goals and objectives are met while delivering high-quality service.
LSA has completed a range of projects throughout Southern California, especially throughout Orange County and Los Angeles County. This extensive experience working as an as-needed environmental services consultant for hundreds of public and private entities has brought a comprehensive understanding of what skills are needed to manage an on-call contract and multiple concurrent task orders.
LSA’s Innovative Approach to As-Needed Services Contracts We understand that an as-needed assignment requires an “as-needed” obligation. The team must anticipate tasks, be responsive, be knowledgeable, and be solution oriented. LSA’s experience has led the firm to one common denominator when working under an as-needed services contract: constant, clear, productive communication. LSA’s existing knowledge of the City’s needs, combined with our CEQA experience, minimizes the time and costs associated with mobilization. Since this assignment is for task order services to be performed on an as-needed basis, we understand a specific work plan is not required at this time. This section presents LSA’s
16 | Page
general approach to this contract. A clear understanding between City staff and the LSA team regarding each assignment’s goals and objectives is essential. A well-defined communication and reporting protocol will be established. LSA’s basic management plan for each task order is to provide a clear budget, schedule, scope of work, staffing, progress reporting, and quality control procedures based on LSA’s Quality Control Plan. This work plan will ensure that a proactive approach to project management is provided to City staff. LSA’s goal is to function as an extension of City staff throughout the duration of the contract.
LSA’s approach and methodology for conducting environmental analysis and preparing environmental documents involves organizing the project team and the tasks needed to achieve the following objectives:
Identify key environmental constraints early in the project development process.
Work with the City and the consulting team to minimize project environmental impacts to the maximum extent
practicable in project development.
Ensure that all procedural steps required by CEQA and other regulatory processes for environmental analyses are met. Incorporate early involvement of and coordination with State and federal regulatory and resource agencies to resolve issues and confirm assessment methodologies.
Maximize use of existing data, reports, and other relevant information to limit the need for new or supplemental
studies.
Maintain close coordination with the City and consulting team to work toward expediting the project schedule
through the environmental document review process(es).
Develop cost-effective and feasible avoidance, minimization, and mitigation measures based on implementation of relevant project field experience.
Once we are tasked with reviewing a project and/or conducting environmental review for a particular project, we will initiate the effort by gathering as much initial information as we can about the project from City staff, the project application, a site visit, etc. We will then prepare a detailed scope of work, a schedule, and a budget for the appropriate environmental document, which will be determined in consultation with City staff. Meeting the City’s schedule will be a primary focus. We seek to initiate the planning and review process with a clear understanding of the realistic dates for the receipt of analyses and the completion of technical studies that are key milestones on the critical path for completing the project. Conducting all steps necessary for creation and approval of the necessary environmental review requires not only strict adherence to established timelines and schedules of the project, but also close management of costs associated with the project. Operating within the budget and schedule constraints of the project enables LSA to deliver the highest-quality product within the agreed-upon timeline and financial limits.
City of Fountain Valley Focused Technical Approach
Due to the built-out nature of the City, future development in the City will likely involve redevelopment or infill development. LSA has prepared environmental analysis for infill development projects throughout California. In LSA’s experience, the environmental issues encountered when analyzing infill projects are typically very different from those related to new development on raw land near the edge of an urban area. •Close Coordination with

Proper CEQA analysis demands a solid understanding of the existing conditions on the project site and its vicinity.
This is especially true when working on infill development projects. Because infill development often involves the demolition or reuse of existing structures, additional consideration should be given to the background and history of the project site to determine whether historic resources and/or the potential for hazardous materials releases are present. LSA routinely conducts preliminary research to identify previous land uses and the age of existing structures on infill sites and uses the results of this research to develop the most appropriate scope of services.
Because many infill sites host existing land uses, LSA’s approach involves a careful examination of any current uses on the project site to establish an accurate baseline for the environmental impact analysis. In such instances, LSA quantifies the vehicle trips, noise, emissions, and demand for utilities and public services generated by the existing uses on the project site. The resulting data are subsequently incorporated into the environmental analysis.
LSA is well aware of both the intense controversy that often surrounds infill development projects due to their urban context and the high degree of public scrutiny that CEQA compliance documents prepared for such projects receive. LSA has a successful history of preparing legally defensible documents for high profile and controversial projects. The firm prides itself on preparing a high-quality analysis that reflects the wide array of unique circumstances associated with infill sites and is responsive to public comments submitted during the scoping process; however, in certain cases, LSA recommends the inclusion of a public outreach firm on the environmental team to assist with community meetings and the scoping process. LSA is also familiar with recent State legislation that grants exemptions or provides a streamlined environmental review process for infill development projects proposed on sites that meet certain conditions. LSA would be happy to discuss the applicability of these exemptions and the streamlining of review processes on potential infill projects within the City.
Efforts to Achieve Client Satisfaction
LSA has a reputation for providing quality services and quickly responding to client requests. We maintain high quality throughout the life of each project, not merely at the end of the project. LSA’s overall goal is to improve quality on each subsequent project and ensure client satisfaction. This requires implementation of strategies to improve quality at the very beginning of each project and carrying those strategies throughout a project and beyond. LSA’s Quality Control Plan and Procedures include these specific management tasks with the overarching goal of client satisfaction:
Include Principal review of all work performed prior to submittal to the client. Principal review ensures that LSA’s study methodology, analysis, and conclusions are sound and that quality standards are met. Ensure that applicable agency standards, policies, and procedures are understood and adhered to by all project team members.
Ensure all documents are reviewed by LSA’s Document Management department prior to external release. Document Management staff provide a third-party review consisting of conformity to client requirements, readability/clarity, and overall document presentation. Review project status with the client at regular project intervals to ensure implementation of the original scope of work and harmonious functioning of all team members. Identify any potential conflicts with schedule or budget due to potential changes in scope or client direction. Review performance with the client on a regular basis to make any adjustments required for successful project completion and to determine improvements for future projects.
LSA’s Planning staff conducts
weekly,
monthly, and
quarterly
workload meetings for allocation of
resources to committed deadlines to
ensure that our client’s needs are met.

Subject: Statement of Qualifications for As-Needed CEQA Consulting Services (No. 23-012) Dear Amanda McCall:
Dudek is pleased to submit this Statement of Qualification to the City of Fountain Valley (City) to perform California Environmental Quality Act (CEQA) review services on an as-needed basis. Dudek has extensive experience providing similar on-call consulting services to major public agencies throughout Southern California. We will provide the City with a team of environmental specialists with years of experience working closely with municipalities. With experts across multiple disciplines, we have the technical knowledge and skills to support future projects throughout the City.
Dudek has a proven record of drafting legally defensible CEQA documents for public clients. Dudek has performed as-needed and extension-of-staff contracts for more than 180 public clients throughout California. Additionally, we have prepared more than 3,300 CEQA/National Environmental Policy Act (NEPA) documents, including documents for dozens of recent residential, commercial, industrial, and mixed-use projects.
As a medium-sized firm, we have all the technical specialties needed for CEQA compliance in house. Because of this, we serve as a one-stop shop for the City; our team can complete the tasks under this scope of work without outside subcontractors, resulting in project efficiency and saving the City time and money.
We appreciate the opportunity to provide professional services for the City. Rachel Struglia, PhD, AICP, will serve as the primary project contact from the bidding stage through contract completion. Should you have any questions regarding this statement of qualifications, please contact Dr. Struglia at 949.373.8318 or [email protected]. We look forward to working with the City.
Sincerely,

A Firm Overview
Dudek is a California-based, medium-sized engineering and environmental firm that employs over 800 employees in 18 offices across the nation and has projects spanning all 50 states. We have over 600 employees located in Southern California who are available to the City of Fountain Valley (City) at a moment’s notice. For more than 43 years, we have served Southern California agencies, cities, special districts, and private clients on a variety of projects, including planning, design, permitting, construction management, and regulatory compliance in the energy, transportation, municipal, education, and healthcare sectors.
Dudek is a 100% employee-owned corporation, with an internal staffing structure that includes 16 specialty divisions. Dudek’s organizational structure is designed to meet client needs. We place a dedicated project manager on each project with the capacity to handle both the initial project goals and additional items, should they arise. Project managers are well informed, practiced, and empowered to harness the full resources of our firm.
Dudek recognizes the challenge that California public agencies face delivering superior services while managing tighter budgets, fluctuating workloads, more regulations, and increasingly complex projects that require in depth technical specialization.
We will bring the following strengths to this contract with the City:
Responsive Leadership. The Dudek team is committed to providing high-quality environmental services. Our team will be led by Dr. Rachel Struglia, PhD, AICP, an environmental planner and project manager with 25 years’ experience providing technical oversight and project management for complex, large-scale, public- and private-sector clients. Dr. Struglia leads Dudek’s California Environmental Quality Act (CEQA) practice in Orange County and manages CEQA documents for large and small projects for cities, including large on-call contracts with multiple task orders, such as high-profile redevelopment projects, Specific Plan projects, commercial shopping centers, infill housing, and infrastructure projects. Dr. Struglia has led the Orange County CEQA practice since 2012.
Diverse Technical Specialties. We have assembled a strong, multifaceted team to assist the City with CEQA needs. As a medium-sized firm, Dudek is small enough for project managers to make nimble decisions, quickly draw from our pool of technical resources, and stay engaged with you on multiyear projects from start to finish. We are also large enough that our diverse staff can tackle a spectrum of project challenges with constrained budgets and schedules. Team leaders can quickly mobilize the right technical experts for a project. Our deep bench of professionals is available for this contract; our analysts conduct research and other tasks supervised by senior staff, providing a cost-effective approach while maintaining high-quality products.
Extensive As-Needed Contract Experience. Dudek has a wealth of experience managing on-call and as-needed contracts for cities across the state. We understand that the City seeks a consultant with experience providing comprehensive environmental review under the direction of City staff. The Dudek team has been providing such services for more than 33 years. Currently, we manage asneeded contracts for the City of Irvine, City of Anaheim, City of Santa Ana, City of Laguna Hills, City of Costa Mesa, and City of Fullerton.
The Dudek team includes credentialed environmental engineers, geologists, planners, and many other technical specialists who have extensive knowledge and experience in their fields. We are ready and able to respond to any task order at a moment’s notice.
Statement of Qualifications for As-Needed CEQA Consulting Services 3 Proven Approach to As-Needed Contracts. Dudek has performed as-needed and extension-of-staff contracts for more than 180 cities, counties, state agencies, and special districts throughout California. Dudek’s environmental professionals have extensive experience managing and working under on-call contracts, giving us the knowledge and skills to balance multiple projects at once while remaining responsive and cost conscious.
We maintain a flat organizational structure that empowers project managers to be decision makers and entrepreneurs. Internal administrative processes are kept to a minimum to limit internal bureaucracy and to enable project managers to be flexible and responsive to meet client needs.
One-Stop Shop. Dudek has extensive technical specialties in house and will serve as a one-stop shop for the City’s environmental services. Having a wide variety of technical experts in house allows Dudek to better control costs, as we avoid any costs associated with management of large numbers of subcontractors; we can pass these cost savings on to the City. Dr. Struglia can draw on the resources of Dudek's skilled roster of environmental, urban design, planning, and engineering professionals to respond quickly and effectively as needs arise during any project. We will provide the City a highly qualified, locally knowledgeable team of professionals who regularly work together to effectively complete difficult environmental and regulatory projects throughout California. Our proposed team includes qualified in-house experts who will provide continuity over the contract term.

E Current Relevant Projects
The following is a sample of our experience providing on-call CEQA consulting services and delivering projects on time and within budget in Orange and Los Angeles Counties within the past seven years. These example projects demonstrate Dudek’s ability to provide the types of services listed in the City’s General Scope of Work. Our project managers are proud of the relationships they build with their clients. Please contact our references (F. References) for further information about our project-related abilities and accomplishments.
VILLAGE AT LAGUNA HILLS GENERAL PLAN ADDENDUM EIR
Client: Merlone Geier Management LLC
Dudek prepared the fifth Addendum to the City of Laguna Hills General Plan Environmental Impact Report (EIR) for the Village at Laguna Hills Project, which analyzed the changes in the project since the Five Lagunas Project approval.
The Addendum was prepared pursuant to CEQA Guidelines Section 15164.
The project is within the scope of the previously certified General Plan EIR, which adequately describes the proposed uses, activities, and development intensity/density for the purposes of CEQA. The project includes the redevelopment of the existing Laguna Hills Mall property through the demolition of approximately 562,653 square feet of the existing mall, construction of approximately 250,000 square feet of new commercial space, construction of 465,000 square feet of offices, construction of 512 additional multifamily dwelling units within five buildings for a total of 1,500 units, a new hotel with 100 to 150 rooms, and construction of ancillary infrastructure, parking, utility, and landscaping improvements. The project and Addendum were approved in March 2022.
VILLAGE AT BUENA PARK GENERAL PLAN ADDENDUM EIR
Client: Merlone Geier Management LLC
Dudek was contracted by Merlone Geier Management LLC in July 2021 to prepare an Addendum to the City of Buena Park 2035 General Plan EIR (SCH No. 2009111026). The project applicant, Merlone Geier Management, is planning to redevelop the Sears that closed in February 2020 at the Buena Park Mall located at 8150 La Palma Avenue in the City of Buena Park with 1,302 residential units, including 1,176 multifamily rental units and 126 townhomes; 39,000 square feet of amenity and lobby space; 149,000 square feet of open space; and 2,971 residential parking spaces. No less than 10% of the multifamily units would be affordable as stipulated in the project development agreement. The approximately 25-acre project site is bound by La Palma Avenue to the north, Stanton Avenue to the west, the Buena Park Mall property to the east, and single-family residential to the south. The project site includes the Sears building, auto center, and surrounding parking lots. Dudek prepared the Addendum and supporting technical studies, including Relevancy

The project went before the planning commission in May 2023 and is going to the city council in June 2023.
2022-2025 CONSULTANT TEAM PROGRAM: ENVIRONMENTAL IMPACT ANALYSIS Client: City of Irvine
Since May 2022, Dudek has served as an on-call environmental consultant for the City of Irvine for environmental impact analyses. To date, Dudek has completed one task order for an environmental document for a 172-room Home 2 Suites by Hilton Hotel Project in the Irvine Business Complex. Dudek prepared the air quality, GHG emissions, energy, and noise technical studies to support the findings of the Addendum to the Irvine Business Complex Vision Plan and MixedUse Overlay Zoning Code EIR within four months. The project was successfully completed and approved in November 2022.
The City has recently engaged Dudek for a proposal for a high-profile development project, including a new residential village, new parks, trails, and special use sites. The project has not yet kicked off but will require an EIR and numerous technical studies, including aesthetics, agricultural resources, air quality, GHG emission, energy, construction heath risk assessment, biological resources, cultural resources, geology and soils, paleontology, hazards and hazardous materials, hydrology and water quality, noise, fuel modification plan, wildfire evacuation plan, and transportation.
740-790 EAST GREEN STREET MIXED-USE PROJECT IS/MND
Client: City of Pasadena
Dudek successfully completed an IS/MND for the mixed-use residential/commercial project in the Central District Specific Plan area. The proposed project involves the demolition of five commercial buildings to accommodate the development of two new four- to five-story, mixed-use buildings and internal courtyard. The project includes 263 for-rent units (including 41 affordable housing units), 14,346 square feet of office use, a lobby area, leasing office, business center, fitness center and pool lounge, bicycle parking and mechanical equipment areas (within the parking garage), a two-level subterranean parking garage, and a 4,033- square-foot publicly accessible pocket park. Based on the inclusion of very low-income units, the State Density Bonus allows for additional density and the Affordable Housing Concession Permit would allow for increased building height. Dudek’s technical staff prepared technical studies to support the IS/MND, including Cultural Resources Technical Report; historic/built environment evaluation; noise and vibration analyses; and air quality/GHG and energy analyses. This project was approved in October 2023.

MIXED-USE OVERLAY DISTRICT AND EIR
Client: City of Rancho Palos Verdes
Dudek is currently assisting the City of Rancho Palos Verdes in developing a Mixed-Use Overlay Zone District for select parcels along Western Avenue and Silver Spur Road—the city’s two primary commercial corridors. An identified program of the City’s Housing Element update, the Mixed-Use Overlay Zone District will enable the City to accommodate its Regional Housing Needs Assessment requirement for the 2021–2029 cycle while providing current and future residents access to a diverse array of housing options and amenities.
Dudek is testing the physical feasibility of a variety of mixed-use building typologies while considering unique sightline and topographical constraints specific to the peninsula. The project provides new objective development standards and graphics for the overlay zone district to supersede the city’s outdated Western Avenue Specific Plan. Recognizing that housing is usually a contentious topic in community discussions, the project takes on an educational approach to outreach by focusing messaging around the social, economic, and environmental benefits of mixed-use and soliciting feedback on the various types of mixed-use amenities the public considers appropriate for the community. To broaden the reach, outreach is conducted both online (via a website, survey, and virtual open-house platform) and in-person (utilizing existing vacant retail spaces). In addition, Dudek is preparing the EIR and supporting technical studies for the overlay zone.
HOUSING INCENTIVE OVERLAY DISTRICT EIR
Client: City of Fullerton
To address housing affordability and scarcity, the City of Fullerton is utilizing California’s Senate Bill 2 grant funds to streamline housing production in the city.
Dudek is currently developing a housing incentive overlay zone (HIOZ) for select parcels with underlying commercial and industrial zoning designations. The HIOZ is one of multiple programs identified in the City of Fullerton’s Housing Element update and is intended to incentivize the development of additional housing, especially affordable housing, by expanding its allowability and reducing regulatory burdens. Dudek’s scope of work entails testing the physical and financial feasibility of housing on these parcels and is updating the city’s existing multifamily and mixed-use development standards to be objective and streamlined for both citywide and HIOZ use.
The overlay zone will rely on a hybridized approach to development standards by incorporating the easy-to-understand format of Euclidian zoning and layering in the design aspirations of a form-based code. Integral to this project is a capacity-building effort that aims to educate and inform a group of Fullerton stakeholders, the “Housing Champions,” of the economic and regulatory landscape of housing policy. In addition, Dudek is preparing the EIR and supporting technical studies for the overlay zone.

OLD TOWN NEWHALL SPECIFIC PLAN AND EIR AMENDMENT
Client: City of Santa Clarita
Dudek prepared an update to the Old Town Newhall Specific Plan originally adopted in 2005. Old Town Newhall is the historic core of the City of Santa Clarita and over the years has become a vibrant, pedestrian-friendly shopping and dining district. The Specific Plan had succeeded in revitalizing Old Town Newhall, but some aspects of the Specific Plan had not worked as intended. As a result, the City of Santa Clarita hired Dudek to update the Specific Plan so that it could provide clearer regulations addressing Old Town Newhall’s changing needs. The targeted plan update scope included testing new development types, simplifying the existing form-based code, and extending the usability and legibility of the regulatory document for the ongoing revitalization of Old Town Newhall over the next 20 years. Public participation included an online survey and two workshops, one structured as a walking tour and the other as an outdoor exhibit at a farmers’ market. The effort was funded via California’s Senate Bill 2 grant program and included the creation of objective development and design standards aligned with state requirements.
As part of the Specific Plan, Dudek also prepared an addendum to the certified 2005 EIR to evaluate changes to the Old Town Newhall Specific Plan above and beyond what was originally evaluated and approved. The Old Town Newhall Specific Plan Update was approved and adopted in early 2022.
DISNEYLAND FORWARD THIRD-PARTY REVIEW OF SUPPLEMENTAL EIR Client: City of Anaheim
Dudek was contracted in September 2021 to assist the City of Anaheim with third-party review of the Supplemental EIR and associated technical studies for the Disneyland Forward Project. Dudek is reviewing the following technical studies: air quality, GHG emissions, cultural resources, historical resources, sewer capacity, water supply analysis, traffic study, and noise on behalf of the City. The goal of Disneyland Forward is to allow continued, long-term growth of The Disneyland Resort, which would provide flexibility as to the location for permitted uses within the Disneyland Resort Specific Plan No. 92-1 area and at properties within the Anaheim Resort Specific Plan No. 92-2 area owned or leased by Disney or other subsidiaries of The Walt Disney Company. The project would not increase the amount of previously approved square footage of development or hotel rooms in the Disneyland Resort Specific Plan. The project would provide for future streamlined administrative review by the City of Anaheim of Disney’s development projects on Disney property. In summary, the project would modify the limits of internal district boundaries within the existing Disneyland Resort Specific Plan perimeter, rename districts within the Disneyland Resort Specific Plan, and establish Overlays for Disney’s Anaheim Resort Specific Plan Properties. The project also would facilitate the use of improved technologies, such as energy efficient lighting and small cellular sites, and more low water landscaping that would be applicable to the entire Anaheim Resort.

Statement of Qualifications for As-Needed CEQA Consulting Services 16
PROJECT MANAGEMENT TOOLS
The management team will work together to meet these communication goals and keep the project on schedule and within budget using the following tools:
▪ Project Kickoff Meeting. The management team will attend a project kickoff meeting with the key project team members. This meeting will be critical to the ultimate success of the project, as it provides an opportunity for all parties to discuss and review the scope of the project and formalize key project assumptions. This meeting will also offer an opportunity to confirm document format requirements, points of contact, status report details, and any other logistical, technical, or procedural concerns. We approach every project with the understanding that attention on the front end of a project can save substantial time and costs in the long run.
▪ Dedicated Lines of Communication. After the kickoff meeting, Dr. Struglia will distribute a key contact list to all team members, identifying the communication protocols and contact information for the team. ▪ Master Deliverables List. Dudek will prepare a master deliverables list with key document development milestones, such as draft deliverables for review, review periods, and possible meeting dates with the City to resolve comments, if needed. Dudek uses online meeting tools for collaborative document revisions with City staff and efficient resolution of comments, if needed.
Dudek will manage the master deliverables list, updating it as tasks are completed, and make it available to all team members for accurate status information communication. Using this tool, Dudek will provide the City project manager with up-to-date status reports either monthly or more frequently, as requested. ▪ Schedule and Budget Tracking. The management team will use a schedule-tracking tool to monitor important milestones for task orders issued under this contract. Dudek recommends a simple table format in Microsoft Word. Should the City project manager prefer an alternative method, this can be discussed and arranged, as necessary. Similarly, the management team will use Deltek Vision to create an Excel file showing all budget line items and a monthly balance for each. ▪ Progress Reports. Dr. Struglia will prepare regular progress reports that will include a list of tasks completed during the period, a list of tasks anticipated during the coming period, an update on the schedule, a summary of the project schedule, and any outstanding scope of work or information request issues.
VIRTUAL COLLABORATION

ACHIEVING CLIENT SATISFACTION
Dudek applies critical thinking and careful questions/discussion during kickoff meetings and initial materials review to consider possible risks and challenges. Frequent and ongoing communication is key to identifying problems as they arise. Dudek will work collaboratively to develop solutions, offering counsel on resolution of various technical issues and controlling document quality and schedule. Dr. Struglia will coordinate with the City via video conferences, phone, email, and in-person meetings, as needed.
Frequent communication helps both parties to identify potential revisions to the project at the earliest possible stage, allowing maximum time to adjust and refocus the project to maintain both cost and schedule.
Dudek evaluates a number of key performance indicators (KPIs) to manage contract performance, including actual vs. projected billings (monthly), variances from approved schedule (monthly), health and safety performance (ongoing), actual vs. projected disadvantage business goals (quarterly), results of quality assurance/quality control reviews (quarterly), and results of client satisfaction surveys (semi-annually).
Our uncompromising commitment to hiring high-quality employees is the first and most important step in achieving client satisfaction.
We have a strong commitment to the highest quality services and work products with our own in-house team of technical editors and desktop publishers and our robust quality assurance/quality control standards. As a result, we stand behind each document and work product we prepare.

Served as project manager for the fifth Addendum to the City of Laguna Hills General Plan EIR for the Village at Laguna Hills project, which analyzed the changes in the project since the Five Lagunas project approval.
Village at Buena Park Addendum to the City of Buena Park 2035 General Plan EIR, City of Buena Park, California. Served as project manager for the Addendum to the City of Buena Park 2035 General Plan Environmental Impact Report (SCH No. 2009111026) for the proposed project. The project applicant, Merlone Geier Management, LLC, is planning to redevelop the Sears that closed in February 2020 at the Buena Park Mall located at 8150 La Palma Avenue in the City of Buena Park with 1,302 residential units, including 1,176 multifamily rental units and 126 townhomes, 39,000 square feet of amenity and lobby space, 149,000 square feet of open space and 2,971 residential parking spaces. No less than 10 percent of the multifamily units would be affordable as stipulated in the project development agreement. The approximately 25-acre project site is bound by La Palma Avenue to north, Stanton Avenue to the west, the Buena Park Mall property to the east, and single-family residential to the south. The project site includes the Sears building, auto center, and surrounding parking lots.
Dudek prepared the Addendum and supporting technical studies including air quality, greenhouse gas emissions, energy, historical resources technical report, archaeological resources assessment, and noise modeling to support the findings in the Addendum. Public controversy surrounded the density and height of the proposed buildings. After two public hearings with hours of public testimony, the project was approved in June 2023.

2 Costco/Vineyard II Retail Development Project EIR, City of Murrieta, California. Served as project manager for a new retail center, with Costco Wholesale as the anchor, located at the intersection of I-215 and Clinton Keith Road. The 26.3-acre vacant site includes construction and operation of 225,362 square feet of new development, including a Costco Wholesale and gas station, and, in adjoining parcels, standalone retail, fitness center buildings and in-line stores, one casual dining restaurant with drive-through and window service, one drive-through fast-food restaurant, and 1,215 parking spaces. The project was approved by Planning Commission, appealed to and unanimously approved by City Council, then threatened with litigation that ultimately was not challenged. The EIR was certified in October 2020.
Fullerton College Master Plan Program EIR, North Orange County Community College District, Fullerton, California.
Served as project manager for the Facilities Master Plan Program EIR under Measure J. Fullerton College anticipated student growth over the 10-year planning horizon that would necessitate new instructional buildings and facilities and renovation of existing facilities. The PEIR included in-depth analysis of historic properties on and adjacent to campus, noise, traffic, and parking. The project was approved, and the EIR was certified by the Board of Trustees in December 2017.
Santa Monica City Yards Master Plan EIR, City of Santa Monica, California. Served as project manager for an EIR for the City of Santa Monica to evaluate the reconfiguration of a 14.7-acre parcel known as “City Yards,” with new buildings and streetscape and enhanced sustainability features. The project is located within an industrial use zone across from the Bergamot Arts Center. Historically, the project site was used for clay mining operations until the City of Santa Monica acquired the project site in 1947 for a new municipal landfill, which is resulting in subsidence. The same buildings constructed in the 1940s have continued to house the City’s maintenance operations, resulting in inefficient use of space and on-site circulation as more city operations functions were added over the years. The Master Plan seeks to reconstruct the City Yards with new buildings in a new configuration to meet the needs of the City, optimize onand off-site access through an improved streetscape, and enhance environmental sustainability. One of the challenges of the Master Plan was how to phase the project in order to keep operations of the City Yards ongoing during construction over a 10-year period. While the City initially only sought approval for Package A, which included the first three phases of construction, the comprehensive EIR assessed all 10 phases of construction. Impacts were assessed at a project level in order to minimize the need to do multiple CEQA documents for subsequent phases, and for defensibility of the analyses overall so that cumulative impacts were properly accounted for. The project was approved and the EIR for the proposed project was certified by the City’s Planning Commission in January 2019.
Facilities Master Plan PEIR, PS17-08, Orange County Sanitation District, Fountain Valley, California. Served as project manager. Dudek was contracted in March 2019 to prepare a Program EIR for the Sanitation District’s 2017 Facilities Master Plan. The analysis covers projects included in a 20-year Capital Improvement Program to ensure that the Sanitation District can sustain its infrastructure, meet future regulatory requirements, and continue to provide a reliable service to the public. It is composed of projects necessary to upgrade, replace, and rehabilitate aging facilities across the Sanitation District’s system in central and northern Orange County. These include facilities at Reclamation Plant No. 1 in Fountain Valley and Treatment Plant No. 2 in Huntington Beach, the sewer collection system, and improvements at various pump stations. The project area spans 15 cities, as well as jurisdictional areas, in the County of Orange. The EIR is a combined Program/Project EIR, including 30 projects that are assessed at the project level and 45 at the program level. An innovative aspect of the project is an interactive project map and a web-based approach to public scoping developed by Dudek. This EIR was certified in December 2020, and the first Notice of Determination under the Facilities Master Plan was filed in February 2021.
