Executive Summary: The City issued a request for proposals (RFP) to conduct Firefighter Medical Examinations for the Fire Department. The purpose of this report is to facilitate the award of the contract and authorize the City Manager, or designee, to execute a five-year service agreement with Life Extension Clinics, Inc. dba Life Scan Wellness Centers in an amount not to exceed $750,000.
BACKGROUND: Firefighters encounter a range of hazards during their careers. The Fremont Fire Department realizes it’s essential to provide medical exams to protect our personnel from preventable and treatable major medical issues, in line with the recommendations of the National Fire Protection Association (NFPA).
Working in fire and emergency services inherently involves risks that can't be avoided.
Exposure to certain chemicals can increase the risk of specific cancers, the physiological strain of firefighting elevates the risk of cardiac events, and interruptions to circadian rhythms due to middle-of-the-night calls raise the risk of injury from physical exertion.
To comply with NFPA 1852 Standard on Comprehensive Occupational Medical Program for Fire Departments, the Department utilized grant funding from the Assistance to Firefighters Grant (AFG) 2021 Program to provide baseline and annual medical examinations, ensuri ng that our firefighters' health is protected and aligning with our commitment to their safety.
DISCUSSION/ANALYSIS: Medical examinations are crucial for identifying negative health trends in employees, preventing the transmission of communicable diseases, and recognizing potential medical issues early. Thanks to AFG 2021 funding, these tests have proven to be invaluable. They've enabled us to uncover previously undetected anomalies such as abnormal masses, precursors to strokes, aneurysm risks, and lumps. This early detection has led to diagnoses of serious conditions like cancer and aortic enlargement, resulting in prompt and necessary surgeries and treatments.
In our commitment to the health and safety of our staff, the Fire Department has initiated the process of selecting a vendor who will be responsible for conducting comprehensive annual medical examinations to ensure that our staff remain in the best possible health, fully capable of performing their vital roles within the department.
