What comments do you have about STRs or an STR ordinance for Fremont? It would be good to partner with Airbnb, VRBO and similar STR companies to adopt friendly practices (10pm-7am quiet hours which are standard policy). Make Fremont more business friendly - California gets a bad rep compared to other states for being non-business friendly.

What are your thoughts regarding short-term rentals and/or a short- term rental ordinance for Fremont?
Yes, home owners should be allowed to rent out their houses to make money. Would pr efer restrictions that limit the ability of corporations to buy up too much housing so we c an protect home ownership for families in Fremont.
Thanks for the feedback! I work for the City and will share your comments with the man ager for this project, David Wage. All the comments we receive will help us in the devel opment of our new ordinance.
Property owners should be able to rent out their properties so long as it is within the ori ginally intended zoned uses. While I support short term rental of single family or multi-f amily properties, there should be clear rules and enforcements around the responsibilit ies of the landlord to the existing neighborhood in terms of safety and comfort. For exa mple, reported disturbance and violations should be the liability of the landlord whom is renting out such properties even if said disturbances or violations were caused by short term tenants.More importantly, breaking up individual zoned single family homes into in dividual rooms for short term rent should definitely not be allowed. That is no different t han running a hotel and must not be allowed in a SFR zoned property as it introduces notable safety and comfort issues in residential neighborhoods.
It would be great for City of Fremont to state it’s principle and goals around short-term r ental. STR, by its very nature, reduces the housing stock from the for-sale and long-ter m rental markets, both of which have been in severe short supply. In short, what probl ems are the city intending to solve or which benefits are the city intending to provide by allowing for STR? Given the critically tight housing stock, the prudent step should be to prevent STR to avoid creating more strain to the market.Hawaii does a very comprehe nsive STR ordinance to which should be a very good model for Fremont to follow.

What are your thoughts regarding short-term rentals and/or a short- term rental ordinance for Fremont?
Thanks for your comments!
I shared them with the manager for this project, David Wag e. Here's some additional information.Short-term rentals (STRs) are currently operatin g in Fremont's residentially zoned districts, which allow lodging and boarding for up to t wo persons. The existing lodging and boarding provisions were developed prior to the growth of the STR market.
The proposed STR ordinance would develop specific operat ing standards for STRs. Property owners are considered the “responsible party” pursu ant to the existing Neighborhood Preservation Ordinance and are held accountable for any code violations or nuisance activity that occurs on their property related to a STR. I f a tenant or property manager is operating a STR, the City is also able to hold them ac countable as a responsible party. This is not expected to change dramatically with the adoption of a new ordinance; however, it is likely the ordinance would include improved tools to address problematic STR operators.
The City expects that a STR ordinance w
ould include provisions that require STR operators to obtain a license from the City.
Thi
s would allow the City to better track where STRs are operating and who is operating t he STR. If a particular STR had repeated issues, the ordinance could include provision s to revoke their STR license.
Thanks for your comments! I shared them with the manager for this project, David Wag e. Here's some additional information. In keeping with the City’s goals and policies, the purpose of the short-term rental (STR) ordinance would include: 1) prevent conversion of long-term rentals to STRs, 2) protect neighborhood character and address adverse i mpacts of STRs, 3) generate revenue through collection of the transient occupancy tax, and 4) allow for alternative forms of lodging.
As homeowners, we have the right to use our property as we see fit without interferenc e from the city. Please do not add regulations or additional taxes. Any existing issues w ith STR is not going to be solved with more regulations. It will be solved by the market and if the local area does not support STR, it will likely not be successful.
Property valu
es have 3x in the last 10 years and property tax rates have gone up, enough is enough .
I’d like to know what problems the city is trying to solve and why. If the goal is to reduce housing cost, that won’t work and is a waste of the cities time. If the goal is to de-incenti vize homeowners who want to build ADU’s and rent them out on a short term basis to make some extra cash…not cool. If the goal is to stop all the large condo complexes fr om being built…please do!What exactly are the cities goals? My suggestions:- Strict parking limits including guest parking limits and guest parking hours should be enforced on short-term rentals - Parking space in the driveway should remain available for parking food and grocery delivery cars as STR tenants are more li kely to order food and groceries online more frequently- Short-term rentals should not be allowed within 250 meter radius of schools to ensure students' safety- Individual zon ed single family homes should not be split into individual rooms and rented separately t o multiple tenants- Fremont city should have a phone number and/or online reporting s ystem to report disturbances and violations caused by STR residents Page

1. Notify adjacent Properties on issuing a license for STR.2. Publish data on Tax reven ue collected at the property level.
3. Parking needs of the Guest should not require stre
et parking.

The STR units on our block have started to become noticeable; not for good reasons. I t took awhile, but I began to notice increased garbage (cigarette butts, condoms, etc) lo cated under the large trees that line our street. Random, unlicensed cars parked wher e there was nothing there before. However, Cars, trucks, and SUV’s parked all over th e neighborhood without regard for the homeowners. Travel trailers parked facing the w rong way and left on the streets for days. Some of us already have Covenants Codes and Restrictions. I would think it logical to reinforce the laws already in force to deal wit h such indiscriminate conflict.

Thanks for the feedback. I will share your comments with the manager for this project, David Wage. All the comments we receive will help us in the development of our new o rdinance. One of our goals is to address the potential impacts of STRs on neighborhoo ds.
As I indicated in my survey, running a hotel in a residential area is against most neighb orhood CCRs. It does nothing to help relieve our housing shortage, creates parking pr oblems and ends up many time with hotel guests not respecting the neighborhood whe n it comes to noise, litter and respect for the neighbors.

STRs are a good way for people to supplement their income as long as thee STRs are operated in a responsible manner and are occupied by an owner. Having one or two g uests stay for less than 30 days should be allowed without requiring a license. This is si milar to having friends visit Imposing rules and licensing on these small STRs (owner occupied units accommodating fewer than 4 people) is counterproductive to helping pe ople add to their income and provide short term affordable housing. I support licensing for larger STRS or those that involve an entire house where no permanent owner lives.
Given the staffing issues that Fremont police has experienced for decades, we are not confident that if there are issues with noise or other disturbances from short term rente rs (via AirBNB, etc.) that we would get much support to resolve the associated issues o r noise, parking management, etc. We have no issues with homes/condos being rente d in a traditional manner via one year or multi year leases, but short term rentals often l ead to issues involving noise and upkeep.
Thanks for the feedback. I will share your comments with the manager for this project, David Wage. All the comments we receive will help us in the development of our new o rdinance.

What are your thoughts regarding short-term rentals and/or a short- term rental ordinance for Fremont?
Fremont residents like us are already stressed due to sky high property prices and tax es, inflation and crazy child care costs. Following are my thoughts: - STR has been sav ior for us to make ends meet as a family of four. We will consider moving out if this is ta ken away from us- Home owner should have ability to host free of burdensome restricti ons and limits and help us contribute to local economy- City trying to collect MORE TA X from already struggling home owners is not cool- Overall I don't see any positive imp act by adding new restrictions on STRs
Thanks for the feedback. I will share your comments with the manager for this project, David Wage. All the comments we receive will help us in the development of our new o rdinance.
The house next door to me was recently sold. It was immediately turned into an AirBnB . It went from a 3 bedroom house to a 5 bedroom. They made the family room and livin g room each bedrooms. I've lived in this quiet court for 50+ years now I have people c oming and going all day and night! There should be restrictions as to how many rooms can be rented. Also the neighbors should be notified. It's like having a motel next door!! I shared your feedback with the manager for this project, David Wage, and he asks tha t you please contact Code Enforcement to discuss the situation you're describing. Plea se contact Code Enforcement at 510-494-4430 or [email protected]. Thanks! in the last year we experienced STR across the street and negative effects that come with it : cars coming and going well after midnight while people getting in/out being lou d when neighborhood is asleep with windows open after a hot summer day, loud music in the same hours and too many cars, sometimes with trailers, parked on the street. Re sidents have expectations that the neighborhood character would be preserved, at leas t in a sense of trash and noise pollution.
Thanks for the feedback. I will share your comments with the manager for this project, David Wage. All the comments we receive will help us in the development of our new o rdinance. If the situation you're describing is ongoing, please contact Code Enforceme nt to discuss: 510-494-4430 or [email protected].
Given the current serious housing crisis in the Bay Area, including Fremont, I believe t hat we need rules to limit STR's, which effectively take homes and apartments out of th e housing market. I guess that San Francisco or Mountain View, which I understand re quire that the STR be the primary residence of the owner, or greatly limit how many day s a home / apartment can be used as STR, could be a good model.

I believe STR platforms are a way to boost the local tourism sector. Because of the pri ce advantage of those rentals, less popular tourist destinations become more attractive with the arrival of short-term rentals, they can provide a city with an additional income t hrough tax revenues. At the same time short-term vacation rental guests can benefit th e community as a whole in terms of economic benefit because guests will spend their money in other visitor related amenities such as restaurants, bars…etc.
Thanks for the feedback. I will share your comments with the manager for this project, David Wage. All the comments we receive will help us in the development of our new o rdinance.
Short-term rentals (STRs) should be prohibited in residential areas due to privacy conc erns and their negative impact on the community. For instance, my neighbor uses their house for Airbnb, which leads to unfamiliar individuals hosting parties, creating noise, a nd littering the streets. Additionally, parallel parking and arguments frequently occur in f ront of my house, causing considerable discomfort for residents.
I shared your feedback with the manager for this project, David Wage, and he asks tha t you please contact Code Enforcement to discuss the situation you're describing. Plea se contact Code Enforcement at 510-494-4430 or [email protected]. Thanks! Page
