ONLY APPLICANTS FOR THE OFFICE OF PLANNING COMMISSIONER NEED RESPOND You are requested to provide written answers in your own words to the following questions. Please use 8-1/2x11 inch standard size paper and write legibly or type. Thank you. 1. What do you feel are some of the factors which go into making a residential neighborhood a “good place to live?” What factors contribute to a good commercial or industrial area? What are some of the negative factors to the above? 2. What do you perceive to be the primary “planning” issues facing the community now and over the next three years? Have you any ideas of how the community should approach solutions to theses issues? 3. How do you perceive the correct role of the Planning Commission regarding site and architectural reviews of commercial and industrial buildings? Do you feel you can reflect the community’s “aesthetic” values in reviewing the design of a building? Why? What are the rights of the property owner/developer that the Commission should respect? 4. As land values continue to increase, so called “affordable housing” becomes more and more difficult to incorporate into the Planning concept. What are your thoughts on this aspect of future planning? 5. Planned Districts (PD’s) have been used extensively in Fremont to provide the City with a means to negotiate conditions with developers pertaining to their projects. Please state your views, “pro” or “con.” 6. What do you believe is the responsibility of a Planning Commissioner to the community? To the developer? To the City Council?
Benjamin Craig Planning Commission Application 8/15/2024 1. Having parks, groceries, schools, public transportation, and other amenities close to residential neighborhoods are physically make it a good place to live. Having engaged communities, activities, safety and recreation are important non physical pieces to a good residential neighborhood. Good commercial or industrial areas have great infrastructure like public transit, good access to highways, adequate power available, low crime, and affordable residential areas near by. Negative factors for business and residential are bad infrastructure(transport and power), crime, long commutes, and poor schools. 2. Fremont continues to shift from a suburban town to an urban city. Our buildings are going up, and becoming more dense. How do we continue to develop and have multiple modes of transportation to those developments. 3. The commissioners should be looking at how the development fits in the area. Does is move things forward in that area. As a resident of the city for 25 years and some one who has spent the same amount of time in construction, I have a good feel for the aesthetics of the community. The commission should respect owner/developer rights that match with the cities’ general plan. 4. Find religious non profits who are willing to convert their spare land to develop into housing. 5. Planned districts can help give each neighborhoods efficient land use for types of developments, infrastructure can be coordinated, done well it can lead to good economic development, make sure there are proper parks and transportation. 6. A planning commission can help the city council as an advisory role, review and have oversight on projects, and potentially resolve conflict between developers and neighbors. For the Developer the commission can give guidance and support, evaluate projects and hear from the public during meetings on projects.
