Executive Summary: The purpose of this report is to facilitate the retention of specialized traffic data collection and counting services as needed to support the City’s transportation programs, projects, and studies.

BACKGROUND: On-Call consultant services agreements are used for services requiring expertise or equipment that City staff does not have and/or to supplement City staff during periods of peak work demand. The work performed under the Traffic Data Collection and Counting Services will include, but is not limited to, the collection of peak-hour traffic volume counts, 24-hour average daily traffic counts, speed surveys, vehicle classification counts, and bicycle/pedestrian counts. The City uses traffic count and speed data to conduct a wide range of traffic engineering analyses to guide the design of various roadway improvements, prepare traffic studies, develop traffic signal timing plans, and monitor overall travel patterns throughout the City. Bicycle and pedestrian count data are collected to inform the City about overall effectiveness and impact from the various completed City projects related to the City’s Mobility Action Plan goals.

DISCUSSION/ANALYSIS: In September 2024, the City solicited Proposals for On-Call Traffic Data Collection and Counting Services. The selected consultants will work under a five-year Master Services Agreement.

Three proposals were received from the following firms, listed alphabetically; All Traffic Data Services; Quality Counts, LLC; and Quality Traffic Data, LLC.

An evaluation panel comprised of City staff evaluated the three proposals for overall completeness of the proposal, the firm’s understanding of the project scope, the firm’s experience to perform the required services, and the firm’s staff billing rates.

Staff determined that all three firms possess the necessary experience and understanding of the services as defined in the RFP and are capable of executing the defined scope of work.

To allow for maximum flexibility for the City depending on future needs for traffic data collection, staff recommends authorizing the approval of on-call master service agreements with each of the three firms, for the not-to exceed amount of $250,000 each, for a period of five years.

FISCAL IMPACT: All task order work issued, and work performed by consultants under the on-call Master Service Agreements, will be funded by the various projects or programs which require traffic data collection and counting services.

ENVIRONMENTAL REVIEW: Environmental review is not required because award of this agreement is not a project within the meaning of California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15061 (b)(3) and 15378(b) as it can be seen with certainty that there is no possibility that award of the contract will have a significant effect on the environment and the award is an administrative activity that will not result in an effect on the physical environment. The underlying projects for which the consultants may provide services will undergo the appropriate environmental review.

ATTACHMENTS: None.

RECOMMENDATION: Find that the action is exempt from CEQA review and authorize the City Manager or her designee to execute a Master Service Agreement with the following consultants:

1. All Traffic Data Services for on-call traffic counting services for a total not-to-exceed compensation of $250,000 for five years.

2. Quality Counts, LLC for on-call traffic counting services for a total not-to-exceed compensation of $250,000 for five years.

3. Quality Traffic Data, LLC for on-call traffic counting services for a total not-to-exceed compensation of $250,000 for five years.
