Executive Summary: Staff is recommending that the City Council approve plans and specifications, approve award of contract to Bear Electrical Solutions, Inc., and authorize the City Manager or her designee to execute a contract for the installation of WI-FI equipment for the Six Commercial Districts Wi-Fi Access Expansion Project in an amount not to exceed $357,995 (includes 15% Contingency).

BACKGROUND: On July 10, 2023, the State of California adopted legislation amending its budget for Fiscal Year 2023-2024 under Assembly Bill No. 102, Chapter 38 (AB 102). The State Budget included “earmark” allocations to specific projects and programs identified by State legislators. With support from State Senator Aisha Wahab and State representative Alex Lee, a budget was allocated to the Six Commercial Districts Wi-Fi Access Expansion Project in Fremont.

On December 6, 2023, the City received $1,500,000 in State funding to support the Commercial District Wi-Fi Access Expansion Project. (Note, the City was also awarded $1.5 million in Federal funding for this project through support from the office of Congressman Ro Khanna. This funding will be applied to future phases of the overall project.)

The project consists of the installation of Wi-Fi equipment in Centerville, Downtown City Center, Irvington, Niles, Mission San Jose, and Warm Springs commercial districts. The new Wi-Fi zones will help address the digital divide issues in these districts by allowing for equitable access among residents and small businesses who may otherwise not have access to high-speed Wi-Fi internet access.

On May 6, 2024, the City entered into an agreement with SmartWave Technologies, LLC, in the amount of $725,472.49, for the design, engineering specifications, and drawings and purchase of equipment for the project.

DISCUSSION/ANALYSIS: In partnership with SmartWave Technologies, LLC, Staff has completed the design and engineering drawings for the Six Commercial Districts Wi -Fi Access Expansion Project (PWC9108).
