Executive Summary: The purpose of this report is to facilitate a service agreement for on-call water well services with Eaton Pumps Sales & Services.
BACKGROUND: On October 9, 2025, the City issued a Request for Proposals for On-Call Water Well Maintenance Services. The selected contractor will work under a seven-year Service Agreement. The work performed under the agreement will provide water well evaluations, maintenance, repairs, and design services for existing and new City wells, pumps, electric motor assemblies, and mechanical equipment on an as-needed basis.
DISCUSSION/ANALYSIS: Three proposals were received from the following companies:
Maggiora Bros Drilling, Eaton Pumps Sales & Services, and Zim industries, Inc. An evaluation panel comprised of City staff evaluated the proposals based on qualifications, feasibility, billing rates, responsiveness, and service agreement terms.
Based on the evaluation results, staff recommends approval of a service agreement with Eaton Pumps Sales & Services to provide the services outlined in the RFP, as they have been identified as the most qualified bidder with the lowest rates. The service agreement will be awarded for a seven-year term. The total amount to be paid under the agreement is not to exceed $2,100,000.
FISCAL IMPACT: All work performed by the contractor under the on-call Service Agreement will be restricted to the funds appropriated and available for the specific project for which the work is required.
ENVIRONMENTAL REVIEW: The award of a service agreement constitutes an administrative activity that does not result in any physical changes to the environment and therefore is not a project subject to the California Environmental Quality Act (CEQA), as defined in CEQA Guidelines Section 15378(b)(2). City will conduct appropriate environmental review of any project that includes improvement to public structures that may result in significant changes to the environment in conformance with CEQA.
