Section 5 - Work Plan and Professional Services
Implementation Approach
At a high level there will be two phases:
i. Integration Phase
ii. Deployment Phase.
Based on preference by GTrans, MOEV will utilize a scope-wise implementation for first phase - Integration of MOEV.AI™ platform with the on-site hardware. That reduces operational risk and allows Gardena Transit staff to validate the solution using real facility, fleet, and energy data before go-live leading to the second phase - Deployment.
The integration phase is organized into four scopes, each delivered against a milestone- based payment model with GTrans review-and-approval gates, as summarized below. After conclusion of the 4 scopes would result in a full system deployment.
Project Scopes and Milestone Payment Model
Each project scope has an assigned total amount. Each scope is divided into sub-scopes or milestones, and each sub-scope is assigned a payment amount based on a defined fraction of the total scope amount. Payments are made as the corresponding sub-scopes are completed, allowing progress and payment status to be tracked clearly throughout the project. 4
There will be a single kick off meeting for all the Scopes (Scopes 1 through 4). Upon completion of the kickoff meeting addressed in Sub-scopes 1.i, 2.i, 3.i, and 4.i, MOEV may invoice for Sub-scopes 1.i, 2.i, 3.i, and 4.i - identified by an asterisk (*). For all remaining scopes and sub-scopes, MOEV may invoice only after the applicable KPIs have been developed and mutually agreed upon in accordance with Sub-scope 1.ii.
Each milestone shall be evaluated, accepted, and paid independently of all other milestones, whether within the same scope or another scope.
The Scopes and Sub-scopes/Milestones are as follows:
a. Scope 1: Microgrid Modeling & Forecasting
i. 20% upon successful completion of the kick-off meeting to start work on modeling and forecasting. *
ii. 15% upon MOEV’s completion of data collection and validation and submission of documentation identifying the modeling inputs, including mutual agreement and approval of a microgrid KPI performance matrix.
iii. 25% upon GTrans’ acceptance of microgrid and digital twin and forecasting report draft with review and approval of forecasting logic. iv. 30% upon GTrans’ acceptance of final microgrid and digital twin models with forecasting/planning report.

TO: THE HONORABLE MAYOR AND MEMBERS OF THE GARDENA CITY COUNCIL AGENDA TITLE: Approve Proposed Modification of GTrans Line 7X From All Sundays to Game Day Sundays Only COUNCIL ACTION REQUIRED:
Staff Recommendation: Approve Service Modification
RECOMMENDATION AND STAFF SUMMARY:
GTrans introduced Line 7X in 2021 as a pilot service in response to the continued development of Inglewood’s entertainment district and the growing demand for public transportation to destinations such as SoFi Stadium, the Intuit Dome, and the YouTube Theater. To comply with Federal Transit Administration (FTA) charter service regulations and accommodate anticipated growth in ridership, GTrans initially structured Line 7X as regularly scheduled Sunday service. In 2022, the City Council approved Line 7X as a permanent service.
Line 7X currently operates year-round on Sundays between the Harbor Gateway Transit Center and SoFi Stadium, generally from 8:30 a.m. to 8:07 p.m. Service is provided approximately every 30 minutes on non-game Sundays and increases to approximately every 10 minutes on NFL game-day Sundays. Line 7X is published, open to the general public, and operated in accordance with GTrans’ adopted fare structure of a $1 base fare plus a $1 zone fare, for a total one-way fare of $2. Roundtrip fares of $4 are collected upon boarding at the Harbor Gateway Transit Center.
Based on analysis and community input, staff determined that Line 7X demand is concentrated on NFL game days and that ridership on non-game Sundays does not support the cost of operating all-day service. Based on this evaluation, the proposed service change would align operations with demonstrated demand and improve the use of available resources.
Proposed Service Change
Beginning with the 2026–2027 NFL season, GTrans proposes to operate Line 7X exclusively on Sunday NFL game days at SoFi Stadium, generally from September through February, with service beginning approximately three hours before kickoff and continuing for 1.5 hours after each game.
Current Hours Proposed Hours
Start 8:30 AM 3 Hours Before Game
End 8:07 PM 1.5 Hours After Game
The route would remain published, open to the general public, and subject to GTrans’ adopted fare structure. In accordance with Title VI and public participation requirements, GTrans solicited public input from June 30 through July 27 through virtual and in-person meetings, formal public hearing, online and email comment opportunities, and notices published in local and multilingual newspapers with public comments reflecting an overall support for the proposal. The proposed Sunday game-day-only schedule would reduce annual vehicle service hours from 2,300 to 660 and annual operating costs from approximately $657,317 to $188,621 resulting in estimated annual savings of $468,695. Further details of the proposed service changes can be found in the staff report.
Conclusion
In conclusion, the proposed modification to discontinue non-game Sundays and operate only on game day Sundays would align Line 7X service more closely with its primary passenger market while improving operational and financial efficiency. Operating the line only on game day Sundays would allow GTrans to continue providing convenient public transportation to SoFi Stadium when demand is highest while avoiding the cost of operating underutilized service on non-game Sundays. Therefore, staff recommend that the City Council authorize GTrans to modify Line 7X to operate exclusively on Sunday NFL game days.
FISCAL IMPACT/COST:
The service as it is currently operated is included in the FY27 budget previously approved by City Council, and the proposed changes generate an annual savings of $468,695 in fiscal year 2027.

City of Gardena
City Council Meeting
Agenda Item No.: 19B
Department: Transportation
Meeting Date: August 25, 2026
AGENDA STAFF REPORT
AGENDA TITLE: APPROVE PROPOSED MODIFICATION TO GTRANS LINE 7X FROM ALL
SUNDAYS TO GAME DAY SUNDAYS ONLY
RECOMMENDATION:
Staff recommend that the City Council authorize GTrans to modify Line 7X service from regularly scheduled Sunday service to service operating only on game day Sundays at SoFi Stadium during the regular NFL season.
BACKGROUND:
Service is provided approximately every 30 minutes on non- game Sundays and increases to approximately every 10 minutes on NFL game-day Sundays.
Since 2021, GTrans Line 7X has served nearly 95,000 customers, averaging approximately 947 boardings per NFL game-day Sunday and consistently maintaining a customer satisfaction rating of 85 percent or higher. Line 7X serves a regional market, with customers traveling from across Southern California to access service to SoFi Stadium. The strongest concentration of riders comes from the South Bay and Harbor Area, including Gardena, Carson, Torrance, San Pedro, Wilmington, Harbor City, and surrounding communi ties. Additional demand originates from Orange County, the Inland Empire, San Diego County, central Los Angeles, and other parts of the region, demonstrating the service’s broad appeal as a transportation option for major stadium events. However, on Sunday s when there is no NFL game at SoFi Stadium, GTrans has experienced limited ridership on Line 7X. The low number of boardings results in relatively high
operating costs on a per -passenger basis and reduces the overall efficiency of providing all -day service.
Staff evaluated the current operating model and determined that demand for Line 7X is closely tied to NFL game activity at SoFi Stadium. On Sundays when no game is scheduled, passenger demand is significantly lower and does not warrant maintaining the same level of service throughout the day. Adjusting the Line 7X schedule on non- game Sundays would allow GTrans to better align service levels with demonstrated ridership demand and improve operational efficiency, reduce the use of resourc es on low -demand service, and allow GTrans to deploy available operating resources more effectively while continuing to support the public transit needs associated with NFL game days.
Proposed Service Change
Beginning with the 2026–2027 NFL season, GTrans proposes to operate Line 7X exclusively on Sundays when NFL games are scheduled at SoFi Stadium. The anticipated operating period would run from September through February and include applicable Sunday games during the regular season. Building upon the successful game-day operating model implemented during the 2026 FIFA World Cup and subsequent guidance from the Federal Transit Administration clarifying charter service regulations, GTrans proposes to restructure Line 7X service to better align resources with periods of highest demand. Under the proposed model, service would begin approximately three (3) hours before game time and continue for 1.5 hours after each game concludes, replacing the current fixed operating schedule of 8:30 a.m. to 8:07 p.m. Exact service hours may vary depending on game schedules, anticipated attendance, traffic conditions, and operational requirements.
The proposed modification would not change the public nature of the service, and the route would remain published, open to the general public, and operated under GTrans’ adopted fare structure.
Service information for each game day would be made available through GTrans schedules, website, social media, customer information channels, and other applicable public notices.
Public Outreach/Public Comment
In accordance with GTrans’ adopted Title VI and public participation policies, staff solicited public input between June 30 and July 27 through a series of virtual and in-person community meetings held at various day and times, as well as a formal public hearing in the Nakaoka Community Center and an opportunity to submit comments through the GTrans website at www.ridegtrans.com or through [email protected]. In addition to the GTrans website, meeting dates and times were published in the Gardena Valley News, Daily Breeze, Korea Times and La Opinion.
Public comments generally supported transitioning Line 7X from year-round Sunday service to an event-based operating model, recognizing that service on non-event Sundays may not represent
the most efficient use of agency resources. One commenter recommended operating nonstop between the Harbor Gateway Transit Center and SoFi Stadium to reduce travel time. Another comment expressed concern that reducing the pre- event service window could aff ect accessibility, passenger convenience, and crowd distribution. Commenters also requested consideration of service for Monday and Thursday NFL games, as well as concerts and other major events at the Inglewood Entertainment District.
After further review of the service and consideration of public comments, staff determined that weekday game-day service will not be included in the proposed service change. Unfortunately, weekday games would coincide with GTrans’ peak service periods, which include school-related service during the regular season. Given existing staffing constraints, operating additional Line 7X service during weekday periods would impact delivery of regularly scheduled service.
Financial Impact
The current year -round Line 7X service is estimated to cost approximately $657,317 annually, based on 2,300 annual vehicle service hours. Under the proposed game- day Sunday -only schedule, service would operate on approximately 12 Sunday NFL game days for an average of 55 vehicle service hours per day, reducing annual vehicle service hours to 660. The proposed service is estimated to cost $188,621 annually, or $15,718 per game day, resulting in estimated annual savings of $468,695, or approximately 71 percent.
Based on an average of 1,196 boardings and a $2, one way passenger fare, the proposed schedule is estimated to have an operating cost of $11.06 per passenger and a subsidy of $9.06 per passenger. By comparison, the current year-round Line 7X service has an estimated operating cost of $38.56 per passenger and a subsidy of $36.56 per passenger. The proposed subsidy is also comparable to Line 2, GTrans’ most cost -efficient fixed-route service, which operates at an estimated subsidy of $9.26 per passenger. Accordingly, the proposed schedule would bring Line 7X’s cost efficiency in line with the agency’s most efficient fixed-route service.
Line 7X Financial Impact Fixed Route Comparison

Line 2 Line 3 Line 5 Annual Operating Cost $657,317 $188,621 $468,695 Cost Per Passenger $38.56 $11.06 $27.50
Subsidy Per
Passenger $36.56 $9.06 $27.50 $9.26 $13.07 $15.85
Conclusion
In conclusion, the proposed modification of eliminating non-game Sundays and running game day Sundays only would align Line 7X service more closely with its primary passenger market while improving operational and financial efficiency. Operating the line only on game day Sundays
would allow GTrans to continue providing convenient public transportation to SoFi Stadium when demand is highest while avoiding the cost of operating underutilized service on non- game Sundays. Therefore, staff recommends that the City Council authorize GTr ans to proceed with adjusting Line 7X to operating service only on game day Sundays.
FISCAL IMPACT:
The current operated delivery of this service is included in the budget, and the proposed changes generate an annual savings of $468,695 in fiscal year 2027.

E
very year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Ta
king place on Friday, Sept. 25, 2026 the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To c
ast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
A
ction by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.
F
ollowing council action, please submit your city’s delegates through the online submission portal by Tuesday, Sept. 1, 2026. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.
S
ubmitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre-conference communications with voting delegates.
C
onference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration opens June 2.

alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.
Please view Cal Cities’ event and meeting policy in advance of the conference.
Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.
Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
The voting delegate desk, located in the conference registration area of the Anaheim Convention Center, will be open at the following times: Wednesday, Sept. 23, 8:00 a.m.-6:00 p.m. and Thursday, Sept. 24, 7:30 a.m.-4:00 p.m. On Friday, Sept. 25, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.

General Assembly Voting Guidelines
1. One City One Vote. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.
2. Designating a City Voting Representative. Prior to the Cal Cities Annual Conference and Expo, each city council may designate a voting delegate and up to two alternates; these individuals are identified on the voting delegate form provided to the Cal Cities Credentials Committee.
3. Registering with the Credentials Committee. The voting delegate, or alternates, may pick up the city's voting card at the voting delegate desk in the conference registration area. Voting delegates and alternates must sign in at the voting delegate desk. Here they will receive a special sticker on their name badge and thus be admitted to the voting area at the General Assembly.
4. Signing Initiated Resolution Petitions. Only those individuals who are voting delegates (or alternates), and who have picked up their city’s voting card by providing a signature to the credentials committee at the voting delegate desk, may sign petitions to initiate a resolution.
5. Voting. To cast the city's vote, a city official must have in their possession the city's voting card and voting tool; and be registered with the credentials committee. The voting card may be transferred freely between the voting delegate and alternates but may not be transferred to another city official who is neither a voting delegate nor alternate.
6. Voting Area at General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
7. Resolving Disputes. In case of dispute, the credentials committee will determine the validity of signatures on petitioned resolutions and the right of a city official to vote at the General Assembly.
Sixty days before the
Annual Conference
and Expo, Cal Cities
members may submit
policy proposals on
issues of importance
to cities. The resolution must
have the concurrence of at least
five additional member cities or
individual members.
How it works: Cal Cities
Resolutions and the General Assembly
General Assembly
General Resolutions Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities’ advocacy to promote local decision-making, and lobby against statewide policies that erode local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how resolutions and the General Assembly work.
The petitioned
resolution is an
alternate method
to introduce policy
proposals during
the annual conference. The
petition must be signed by
voting delegates from 10% of
member cities, and submitted to
the Cal Cities President at least
24 hours before the beginning
of the General Assembly.
Petitioned Resolutions
The Cal Cities
President assigns
general resolutions
to policy committees
where members
review, debate, and recommend
positions for each policy proposal.
Recommendations are forwarded
to the Resolutions Committee.
Who’s who
The Resolutions Committee
includes representatives
from each Cal Cities
diversity caucus, regional
division, municipal
department, and policy
committee, as well as
individuals appointed by
the Cal Cities president.
Voting delegates
are appointed by each
member city; every city
has one voting delegate.
The General Assembly is a
meeting of the collective
body of all voting
delegates —one from
every member city.
Seven policy committees
meet throughout the year
to review and recommend
positions to take on bills
and regulatory proposals.
Policy committees include
members from each Cal
Cities diversity caucus,
regional division, and
municipal department,
as well as individuals
appointed by the Cal
Cities president.
During the General Assembly, voting delegates
debate and consider general and petitioned
resolutions forwarded by the Resolutions
Committee. Potential Cal Cities bylaws
amendments are also considered at this meeting.
Cal Cities policy
development is a member-
informed process,
grounded in the voices and
experiences of city officials
throughout the state.

Resolutions Committee
The Resolutions
Committee considers
all resolutions. General
Resolutions approved1 by
either a policy committee
or the Resolutions Committee are next
considered by the General Assembly.
General resolutions not approved, or
referred for further study by both a
policy committee and the Resolutions
Committee do not go to the General
Assembly. All Petitioned Resolutions
are considered by the General
Assembly, unless disqualified.2
During the Annual Conference and Expo
1 The Resolution Committee can amend a general resolution prior to sending it to the General Assembly. 2 Petitioned Resolutions may be disqualified by the Resolutions Committee according to Cal Cities Bylaws Article VI. Sec. 5(f).
