Although information concerning tenant improvements/alterations and other miscellaneous modifications for the existing development was located during the research, this data did not contain information relevant to this Assessment. In addition, no other past demolition or underground storage tank (UST) documentation for the subject property was located as a resu It of th is search.
In a fUliher effort to evaluate the development history of the subject property, PEl reviewed Los Angeles County Assessor's (LACA) information obtained from the LACA's website (http://maps.assessoLlacounty.gov). Review of this information indicated the Assessor's Parcel Number for the subject property is 5602-007-020; the parcel consists of approximately
0.8 acres; the subject property is cuo'ently improved with an approximate 10,900 square foot structure built in 1967-68 and an approximate 1,200 square foot structure also built in 1967 68; and the Property Type is identified as CommerciallIndustrial. No other information significant to this report was obtained from the Assessor's data.
C. SANBORN FIRE INSURANCE MAP REVIEW
PEl attempted to review Sanborn Fire Insurance Maps for the area of the subject property as provided by EDIt Sanborn Maps are detailed drawings that show the location and use of structures on a given property during specific years. These maps were originally utilized by insurance companies to assess fire risk, but are now utilized as a valuable source of historical and environmental-risk information. However, according to EDR, no maps were available for the subject property.
D. CITY STREET DIRECTORY REVIEW
PEl reviewed available historical city street directories at the Sherman Library in Corona Del Mar, California and the Haines Library in Fullerton, California in an effort to evaluate the prior uses and occupancies of the subject property address initially provided to PEl by the Client at the st3l1 of the project. City street directories list property occupants by address, allowing an historical search of tenants on the subject property. That review revealed the following information:

Other than Palace Cleaners, no current or former occupants were observed that appeared to handle significant (if any) quantities of hazardous materials.
E. HISTOIUCAL TOPOGRAPHIC MAP REVIEW
Based upon the other significant historical sources available, historical topographic maps were not reviewed for the subject property.
F. INTERVIEWS
As specified in ASTM E 1527-2005, interviews will be conducted with parties including present land owners and occupants, past land owners and occupants, and adjoining property owners, as appropriate and as available. PEl interviewed the following parties during the course at" this Assessment:
PEl interviewed Mr. Brian George, manager of Bershon Realty Co. LP, the owner of the subject property, via the Key Site Manager Questionnaire, in an effort to obtain information regarding the current and former uses of the subject property. 1\1r. George Pinnacle Environmental. Inc.

stated that the subject property was acquired by the current owner in approximately 1963. Mr. George reported that the subject property was undevcloped land prior to construction of the current structures in 1967 (main retail) and 1990 (Pizza Hut). Mr.
George was unaware of any hazardous material contamination from the current operations or from past subject propcIiy usage.
G. RECORDED LAND TITLE RECORDS
As specified in ASTM EI527-2005, recorded land titles are records usually maintained by the municipal or county recorder of deeds which detail ownership fces, leases, land contracts, easements, and othcr cncumbrances attached to or recorded against the subject property. Due to state land trust regulations and laws, land-title records typically only provide trust names, owner's names, or easement holders, and not information concerning previous uses or occupants of the subject propeliy. Therefore, this Assessment has relied upon other standard historical information sources which are typically more informative than recorded land titles.
The Client has not provided recorded historical land title records or an environmental liens search for PEl's review or requested that such a search be performed.
The Client provided PEl with a Preliminary Title Report dated April 15, 2008 for the subject property issued by North American Title Company. Such a repOIi typically does not list all documents related to the subject propeliy, simply those that the title insurer wants to exclude from coverage andlor that are of potential interest to the transaction. Preliminary title reports are also one method to generally fulfill the environmental liens search required by the ASTM E1527-2005 standard. The title report included the following items of potential note:
Schedule B/ltem #5: March 6, 1963 Ground Lease between Schroer, et al and Texaco, Inc.
This purpose of the lease was not stated in this document. In reviewing the building permits from the city of Glendale, Texaco received a building permit to construct a gas station on the southeastern adjoining property, 3411 Foothill Boulevard, on August 27, 1963. It is likely the leased area for the gas station was part of a larger parcel which now includes the subject property. The gas station currently occupies a parcel with the APN # 5602-007-021 which is apparently not included as part of the current subject property (APN # 5602-007-020).
Additional information regarding the historical ownership relationship between the subject property and the southeastern adjoining parcel was not conducted as part of this assessment.
A review of the historical ownership of the two parcels and potential environmental liability related to the former gas station operated by Texaco but ground-leased from an apparent subject property owner is a legal question. If additional information/research related to this issue is needed, PEl recommends the Client seek appropriate legal counsel.
No other obvious issues that would significantly environmentally impact the subject property \vcre noted from this review. In addition, neither environmental liens, environmental deed restrictions. nor activity or use limitations related to environmental issues were reported. did not review the title report for potential non-environmental issues that may affect the property, and is 110t providing a legal opinion as to the contents of the report.
H. DATAGAPS
As specified in ASTM E1527-2005, data gaps are defined as "a lack or inability to obtain information required by the standards and practices listed in the regulation despite good faith efforts by the Environmental Professional or prospective landowner to gather such information". Data failure occurs when historical research does not identify standard historical sources that are "reasonably ascertainable" and "likely to provide useful information to identify prior uses of the property". Per ASTM EI527-05, the assessment must document data failure and give reasons why historical sources were not available or excluded (if applicable).
Based 011 PEl's research, no data gaps that are likely to prevent PEl from reaching a conclusion were identified.

AGENCY RECORDS REVIEW
In an effort to evaluate whether the subject property and/or nearby sites have reported USTs, hazardous waste generation, or hazardous material releases, regulatory information from the federal, state, and local agencies listed below were reviewed. The database report was compiled and provided by Environmental Oata Resources, Inc. (EOR) and is reportedly the most recent database information available from each agency. A copy of the EOR report is included in the appendix. According to EOR, their search of the various databases conforms to ASTM E1527-2005 Standards. However, EOR indicates the accuracy of the information provided by thc agencies is not without cnor or omission, and the information listed is limited to that which was reported to or gathered by that agency. A limited discussion of the number of sites identificd, and of their potential impact to the subject property, follows this page. In addition, PEl may request state and/or local regulatory agency information for the subjcet properly, targeting those agencies most likely to provide information useful for this Assessment. A. REVIEW OF FEDERALLY REPORTED ENVIRONMENTAL DATA
The review of the federal environmental databases listed below attcmpts to identify environmental problem sites, activities, and occurrences from the records of the U.S.
Environmental Protection Agency (USEPA). The detailed listing, and a map showing the location of the sites relative to the subject property, is included in the appendix.
Nationalllriorities List (NPL) of Superfund Sites:
The NPL is the USEPA's database of hazardous waste sites currently identified and targeted for priority cleanup action under the Superfund program. This search includes Proposed NPL sites, Delisted NPL sites, and NPL Recovery sites.
NPL sites may encompass relatively large areas. As such, EDR provides polygon coverage for the site boundaries (for a majority of the NPL sites), as produced by EPA's Environmental Photographic Interpretation Centcr (EPIC) and regional EPA offices. A search of the NPL database identified the following number of Superfund sites within the specified database search range:

Seven (7) None
Information from EDR indicates the nearest LUST site, Texaco Station at 341 I W. Foothill Blvd., is located immediately adjoining southeast of the subject propel1y. According to database information, a gasoline release was discovered at this site in December of 2005, the release is undefined, and the case status is "leak being confirmed." This site has not been tested for methyl tertiary-butyl ether (MTBE). PEl reviewed a report on this site prepared by SAIC for Chevron that was submitted to the LARWQCB on May 15, 2007. According to the report, four fuel USTs were removed in 1985, and a 550-gallon waste oil UST was removed in 2004. Other than sampling of soil beneath the fonner waste oil UST (which indicated low to moderate-level petroleum hydrocarbon impact), no records of soil or groundwater sampling were readily available for this property.
This site is apparently under investigation by the LARWQCB for potential contribution to area groundwater impacts, and it is possible additional investigation of the adjoining site will be requested by the LARWQCB. Given the proximity of this site, this is considered a potential REC. Although located immediately adjoining, based on the apparent down-gradient location of this site, it appears unlikely to have significantly environmentally impaired the subject property. However, if greater certainty is desired, a subsurface investigation could be performed on the subject property nearest the former gas station to confirm or deny this supposition.
The next closest site is Tosco 76 Station at 3402 W. Foothill Blvd. This site is located over 380 feet southeast of the subject property and is a closed case. The remaining sites are located over 1,065 feet from the subject property and have varying status. Based upon the distance from the subject property, regulatory status, and/or cross- to down-gradient location with respect to the inferred direction of groundwater flow (southerly), it appears unlikely these remaining listed LUST sites have significantly environmentally impaired the subject propel1y.

Foothill Blvd. is identified as a SUC site. SUC database information indicates there was a Volatile Organic Compound (YOC) release and the Facility Status is <Lcase open". with a file number of 116.0013. PEl's review of this file is discussed in Section Y-C below.
The nearest additional site, Superior Cleaners at 3448 W. Foothill Blvd., is located approximately 120 feet south (across Foothill) of the subject property.
SUC database information indicates there was a YOC release and the Facility Status is "reopen previously closed case."
The remaining sites are located over 680 feet from the subject property. Based upon the distance from the subject property, andior eross- to down-gradient location with respect to the inferred direction of groundwater now (southerly), it appears unlikely these remaining listed SUC sites have significantly environmentally impaired the subject property. However, some of these sites may have contributed to the regional groundwater impact discussed in the NPL section above.
Undcrground Storage Tanks (USTs)iAboveground Storagc Tanks (ASTs):
USTs arc regulated under Subtitle I of the RCRA (as well as various state regulations), and must be registered with the State Underground Storage Tank Program. These are registered USTs only, and identification on this list(s) does not necessarily indicate that the site has impacted the environmenl. This search includes review of the Active UST Facilities (UST) database, Facility Inventory Database (C/\ FID UST), Hazardous Substance Storage Container Databasc (HIST UST), and SWEEPS UST Listing database (SWEEPS liST). Also potentially im:luded in this section are sites identified on historic UST databases that arc no longer maintained. The AST database is the State Water Resources Control Board's Hazardous Substance Storage Container Database for registered ASTs. Information from EDR indicates the nearest site, ABC 2000 Corp Ogames Daviyan at 3411 FoothjJl13lvd., is located immediately southeast of the subject propel1y. This site is identified as a SWEEPS UST site (listed twice). This site is also identified as a LUST site (aka Texaco Station) and addressed in the LUST section above.
The remaining sites are located over 380 feet from the subject property. The nature of the UST listings indicates a UST has been reported at the respective address; however, the nature of this listing does not indicate whether the presence of the UST(s) has resulted in an impact to the environment. UST sites with reported releases are typically identified on other EDR reported databases which indicate a reported release or environmental impact and are discussed accordingly. Based upon the distance from the subject property, regulatory status, and/or cross- to down-gradient location with respect to the inferred direction of groundwater flow (southerly), it appears unlikely the remaining listed UST sites have significantly environmentally impaired the subject property.

The remaining sites are located over 680 feet from the subject property. The nature of the WIP listing ind icates the respective site has been included in a well investigation program utilized to identify sources of contamination to public drinking water supply wells; however, identification as a WIP site does not necessariIy indicate a site has impacted the environment. Sites with reported releases are typically included on other EOR databases which indicate a reported release or environmental impact and are discussed accordingly.
State Response/EnviroStor Databases:
The Department of Toxic Substances Control's (OTSC) RESPONSE database identifies confirmed release sites where DTSC is involved in remediation, either in a lead or oversight capacity. These confirmed release sites are generally highpriority and high potential risk. The OTSC's Site Mitigation and Brownfields Reuse Program's (SMBRPs) EnviroStor database identifies sites that have reported contamination or sites for which there may be reason to investigate further. The database includes the following site types: Federal Superfund Sites (National Priorities List (NPL)); State Response, including Military Facilities and State Superfund; Voluntary Cleanup; and School sites. EnviroStor provides similar information to the information that was available in Cal-Sites, and provides additional site information, including, but not limited to, identification of formerly-contaminated properties that have been released for reuse, properties where environmental deed restrictions have been recorded to prevent inappropriate land uses, and risk characterization information that is used to assess potential impacts to public health and the environment at contaminated sites. "Orphan" sites are those which could not be plotted by EDR using conventional geo-coding methods, typically because the information provided in the original government database was unclear, incorrect or missing. A listing of orphan sites (if any) appears at the end of the EDR database, immediately after the last plottable site description.
PEl reviewed the orphan list for sites with the same name as the subject property (if applicable) and/or the same or similar property address. This review is inherently limited by the incomplete and/or possibly incorrect data reported in the orphan listings. For orphans apparently not related to the subject property, only those obviously located adjoining or within a shon distance that may affect the property are discussed. Orphan sites which are also listed in the plotted section are not re-discussed.
PEI's review of the orphan list revealed no obvious sites of concern listed at or adjoining the subject property.
C. LOCAL AGENCY RECORDS SEARCH
The following is a discussion of the results of PEI's written records requests, online regulatory database review, and/or personal/telephone contacts (as applicable) made to state and/or local government agencies in an eff0l1 to obtain potential information relevant to the subject propelty:
Los Angeles Regional Water Quality Control Board (LARWQCB):
PEl contacted the LARWQCB in an effort to evaluate whether hazardous material incidents, USTs, and/or LUSTs have been rep0l1ed at the subject property addresses. The LARWQCB informed PEl that no hazardous material incident, UST, or LUST information is on file for the subject propeny addresses.
However, the LARWQCB informed PEl that a WIP/SUC file does exist for the subject property (Palace Cleaners at 3423 Foothill Blvd.). PEl reviewed Phas(' I Environmental Site Ass('sSmenl Pinnacle Environmenlal, Inc. ::;~21·3437 \\' Foothill Boulevard; Glendale, CA Page 36 5151 of 5188 information on file for the above subject property address. The following is a brief summary of information on file with the LARWQCB \vhich is most significant to this [SA. Copies of selected records are included in the appendix.
On November 19, 1999, the subject property was issued a "Mandatory Chemical Storage and Use Questionnaire" by the LARWQCB. The questionnaire was completed and returned by Mr. Ki M. Kim the owner of Palace Cleaner on November 27, 1999. Two prior owners were noted on the questionnaire in including Mr. Byung Ha Min (9/1987 to 10/1992) and Mr. Hwang Rae Cho (10/1992 to 6/1999). The date operations began was reported as "7-1-97". The sewer system was reported as "municipal" with no di1Terent system used in the past. The questionnaire indicated that 50 gallons of perchloroethylene (PCE) was stored on-site in an aboveground storage tank. Mr. Kim provided hazardous waste manifest/l nvoices from Technichem dated 511999, 12/1998 and 9/1998. ]n addition, Mr. Kim provided a copy of his South Coast Air Quality Management District annual operating permit fees for facility 10 # 117154. There is no information in the file reviev·,ed indicating that a release has occurred at the subject property. ]n addition, there is no infonnation indicating that previous environmental assessments/investigations have been requested or conducted at the subject propel1y. However, Palace Cleaners was included on the W]P/SLlC databases due to an on-going investigation into potential contributors to area-wide groundwater impacts; so it is possible that other actions may be taken by the LARWQCB in the future to investigate the subject dry cleaning facility. PEl recommends a subsurface investigation of the on-site dry cleaner to evaluate its potcntial to have impacted the subject property.
Los Angdes County Department of Public Health Investigation (LACDPHI):
PEl contacted the LACDPH] in an effort to evaluate whether hazardous material incidents, USTs, and/or LUSTs have been reported at the subject property addresses. The LACDPHI informed PEl that the Glendale Fire Department (GFD) is the lead agency for the subject property and such requests should be directed to the GFD.
Los Angdes County Department of Public Works (LACDPW):
PEr contacted the LACDPW in an effort to evaluate whether industrial waste generation, USTs, and/or LUSTs have been reported at the subject property addresses. The LACDPW informed PEl that no industrial waste generation, UST, or LUST information is on file for the subject property addresses.
City of Glendale Fire Department (GFD):
PEl contacted the GFD in an elrort to evaluate whether hazardous material incidents, USTs and/or LUSTs have been repOlted at thc subject property addresses. The GFD responded that files existed on the Palace Cleaners tenant at Phase I Environmental Sile Assessmcllt Pinnacle Environmental. 1nco 3421-3437 W Foothill Boulevard; Glendale, CA Page 37 5152 of 5188 the subject property. The file was reviewed by PEl at GFD's offices and portions are included in the appendix for review. The earliest information included an application for an "lndustrial Waste Permit" completed by Mr. Ki M. Kim. The permit indicates the following (directly excerpted):

Subsequent inspections and facility information did not find significant changes or violation notices.
South Coast Air Quality Management District (SCAQMD):
PEI reviewed the SCAQMD's online database (www.aqmd.gov) in an effort to evaluate whether hazardous material-related emissions records were available for the subject property. That search revealed four records listed for the 3423 W.
Foothill (Palace Cleaners) subject property address.

PEl interviewed Ms. Maria Vibal of SCAQMD (909/396-2422) regarding the subject property. Ms. Vibal stated that the subject property is in compliance with a dry cleaning machine that has the appropriate primary and secondary controls.
Ms. Vibal further stated that in exchange for continued use of PCE, the owner/operator agreed to a lower annual use of PCE solvent.
California EPA - Department of Toxic Substances Control (DTSC):
PEr also reviewed CaIEPA-DTSC's Hazardous Waste Tracking System (HWTS) online database (http://hwts.dtsc.ca.gov) in an effort to identify potential hazardous waste generation/disposal activities associated with the subject property addresses. Information [rom DISC's HWTS indicated three listings for Pha.'\e I Envlronmental Site AssesslT1enl Pinnacle Environmental. Inc, 3421-3·137 W FOalhiJl Floulevard. Glendale. • A hazardous ,vaste generator identification number (ID# CAD982355463) was issued to Palace Cleaners in June of 1988, and this number was reportedly inactivated in June of 200 1. Three manifests for halogenated solvents and were reported under this generator identification number in 1995, 1996 and solids with halogenated organic compounds in 1999. No significant additional information was reported. • A hazardous waste generator identification number (lDH CAL000027983) was issued to Palace Cleaners in May of 1990, and this number was reportedly inactivated in July of 1995. Manifests have not been recorded under this generator identification number. No significant additional information was reported.
• A hazardous waste generator identification number (ID# CAL0002 I2678) was issued to Palace Cleaners in July of 2000, and this number is reportedly active. Four manifests for liquids with halogenated organic compounds were reported under this generator identification number in 2004, 2005, 2006 and 2007. No significant additional information was reported.
California Department of Consen'ation, Division of Oil, Gas and Geothermal Resources (DOGGR) Maps:
PEl reviewed DOGGR maps in an effort to identify whether oil or gas wells have been reported in the vicinity of the subject property. According to the maps reviewed on the DOGGR website (Regional Wildcat Map #W 1-2, with no Field Maps covering the property area), no oil or gas wells are reported in the subject property area (within If.t-mile).
D. TRIBAL RECORDS SEARCH
According ASTM E1527-2005, records for local and tribal records shall be checked to satisfy all appropriatc inquiry for this assessment. The following is a discussion of the results of PEl's written records requests, online regulatory database review, and/or personal/telephone contacts (as applicable) made to tribal governmental agencies in an effort to obtain potential information relevant to the subject property:

SITE VISIT OBSERVATIONS
A. SURFACE CHARACTERISTICS
At the time of the May 6, 2008 site visit, the subject property consisted of an approximate O.8-acre parcel of land, occupied by two (2) single-story retail buildings. The subject buildings comprised a total of approximately 10,900 and 1,200 square feet respectively and housed 7 tenant spaces, utilized by typical retail and service businesses (e.g., laundry, cleaners, barber, health store, market & restaurant). The structures appeared adequately maintained at the time of the site visit. The structures occupied approximately 40 percent of the subject property. The remaining 60 percent consisted of paved parking and driveway areas, sidewalks, and landscaped areas. The landscaping appeared to be in good condition with no signs of unnatural or chemically induced stress. Minor surface staining was observed on the parking areas, and was likely the result of leaking vehicles. No pits, ponds, lagoons, swales, or surfac.e impoundments potentially containing hazardous materials were observed on the subject property. Weather conditions at the time of the site visit consisted of cloudy skies, with temperatures in the 60s. The soils of the subject property were wet from recent landscapc sprinkler watering.
During the site visit, a masonry walled structure was noted between the Trader Joe's Market (3433) and Pizza Hut (3437) buildings. The structure was gated and inaccessible to PEl at the time of the site visit due to stored items from Trader Joe's and appeared to enclosed electrical equipment. A sign on the fence gate indicated "Danger High Voltage - Admittance to Qualified Persons Only - City of Glendale Public Service Department", This structure may have been related to surface and subterranean structures noted on the northern adjoining propel1y which were similarly labeled as being owned by the City of Glendale Public Service Department.
During the site visit, the exterior of the subject property (with the exception of the roofs), and severa \ representative tenant spaces were inspected including the coin-op laundry (3421), Palace Cleaners (3423), The [-lair & Now (3427), and Trader Joe's (3433). Areas not inspected and/or where observations were limited included: The remaining tenant spaces, interior surface areas covered by furniture and stored items (approximately 60 percent of interior areas), and exterior surface areas covered by parked vehicles (approximately 40 percent of exterior areas).
B. WASTEWATER AND STORMWATER MANAGEMENT
Wastcwater at the site is limited to effluent from the tenant space restrooms, and various floor drains within the tenant spaces. This material flows into the city-operated sewer system.
None of the interior floor drains appeared to be significantly stained.
Exterior surface run-off from the subject property is expected to flow into several observed stormwater drains located at various points on the subject property, as well as directly onto the adjoining roadways. These stormwater drains apparently flow to the municipal I'hase I Environmental Site Assessment Pinnacle Environmemal. Inc. 3421-3'!}7 W Footlllil 13oulevard; Glendale. CA Page 40 5155 of 5188 stormwater system. The storm drains were inspected and appeared to be in good visible condition, with no significant staining observed around their perimeters.
C. POTABLE WATER SUPPLY AND SEWER SERVICE:
The subject property ulilizes water and sewer service supplied by the city of Glendale.
During the course of the site visit, no obvious evidence of active or abandoned water supply wells or septic systems was observed.
According to building permits at the city of Glendale, the subject property was initially constructed utilizing a septic system in 1968. A review of correspondence indicates that two main sewer tie connections were initially constructed for the eventual construction of a main sewer line by the city of Glendale. The city of Glendale then requested three connections (one for each building). According to building permits, the property was connected to the city sewer in April 1970 and the corresponding septic system was abandoned. There was not indication of the location of the former septic systems in documentation reviewed by PEl.
Septic systems are generally not considered a significant environmental threat to the environment; however, it appears the Palace Cleaners tenant at 3423 Foothill Boulevard, may have initially been connected to a septic system from its initial operation in approximately June 1968 until connection to the sewer in April 1970. The potential for release of dry cleaning solvent (PCE) to the septic system and on-site leach field is a potential recognized environmental condition. A subsurface investigation is recommended to evaluate the potential for environmental impact to the subsurface soils at the subject property from these former operations.
D. STRUCTURE CONSTRUCTION
The subject property is developed with two single-story buildings totaling approximately 10,900 and] ,200 square feel each. These structures consisted of wood-framed exterior walls covered with stucco, set on poured concrete slabs. The flat roofs were apparently constructed of wooden trusses and decking, and likely covered with asphalt composition materials.
Interior areas were primarily finished with painted drywall, suspended acoustic ceilings and vinyl floor coverings, as well as carpeting. Standard commercial windows were built into the front exposures of the structures. Electric, forced-air units provided heating and air conditioning.
E. BUSINESS OPERATIONS DESCRIPTION
According to the Glendale Planning Department, the subject property was zoned for Commercial Service uses (zone C-3), which includes primarily retail and service businesses.
At the time of the site visit, the subject property was occupied by various retail and service businesses. One tenant (Palace Cleaners at 3423 Foothill Blvd) handles hazardous materials and/or generates hazardous wastes above de minimus quantities. PEl's research indicates no military bases, industrial facilities, or major manufacturing operations have occupied the subject property.
Phase I Environmental Site Assessmcnt Pinnacle Environmental, In~. 3421-34.17 W. Foothill Boulcvard; Glendale, CA Page 41 5156 of 5188 The subject has been occupied by a dry cleaner, Palace Cleaners at 3423 Foothill Boulevard, conducting dry cleaning operations on-site since approximately June of 1968. It appears that the subject propcI1y may have been initially connected to an on-site septic system until being connected to the city municipal sewer in April 1970. This presents an increased potential for impact of subsurface soils from dry cleaning solvents. The subject property is also listed in regulatory databases a Well Investigation Program (WIP) database and the Spills, Leaks, Investigations, and Cleanup (SUC) Cost Recovery Listing database and is located upgradient to the San fernando Valley Area 3 Superfund site. While there arc not reported releases on the subject property, the listing of the subject property on these databases provides an opportunity for increased future regulatory scrutiny due to the presence of the on-site dry cleaner for the past 40 years. Dry cleaners present an increased risk of environmental impairment due to possible improper hazardous material and/or waste handling and disposal practices, particularly prior to passage of the Resource Conservation and Recovery Act in 1976 and its implementation several years later. Although the current tenant appears to be handling and disposing of the dl)' cleaning chemicals in a proper manner, it is unknown how such activities were handled in the past under different owners. However, due to the nature of the chemicals used in the drycleaning industry and unknown historical materials handling practices, identification of this historic drycleaning business represents a Recognized Environmental Condition as defined by the ASTM E-1527 standard. Therefore, PEl recommends a subsurface investigation in an effort to evaluate whether the subject property has been impacted by dry cleaning solvents.

HAZARDOUS MATERIAL/WASTE OBSERVATIONS
A. HAZARDOUS MATERIALS HANDLING AND STORAGE
During the on-site visit, the following hazardous materials (and approximate quantities) were observed in the Palace Cleaners space (3423 Foothill Boulevard) at the subject property:
Perchloroethylene (PCE - approximately 50 gallons stored within the dry cleaning machine and a 5-gallon container stored on the floor), and various spot cleaners (several small containers). A metal secondary containment pan was noted around the perimeter of the dry cleaning machine. According to Mr. Kim, owner of Palace Cleaners, Material Safety Data Sheet (MSDS) and Hazardous Material Business Plan (HMBP) information were available for the materials used on-site.
Mr. Kim also maintains PCE waste disposal manifests, weekly visual inspection logs, workertraining records, and applicable regulatory permits readily available in folders ncar the drycleaning machine. Mr. Kim stated that the dry cleaning machine is a closed loop unit with secondary containment, and no external PCE storage is necessary (although this docs not explain the 5-gallon container of PCE observed). Mr. Kim indicated that an older dry cleaning unit (also reportedly closed loop) was replaced by the current unit in approximately 2004 and neither unit discharged PCE directly to the sewer system. Mr. Kim stated that no significant spillage of peE has occurred within the tenant space since his tenancy began in 1999.
One floor drain was observed within the tenant space, approximately 15 feet east of the drycleaning unit. The drain was utilized for excess water discharge from a hot-water heater and boiler, and 110 significant staining was observed within or around this drain. The floor surface in the vicinity of the dry-cleaning unit was unsealed concrete partially covered with older vinyl tile, and the hold-down bolts (which had been cut off level with the floor) from the former dry cleaning unit were observed adjoining the new machine. No significant staining or floor cracks were observed in the vicinity of the machine. The tenant space, including the area around the dry-cleaning unit, and the secondary containment for labeled and covered 30 and 55-gallon waste PCE filter and sludge drums, were generally in adequate condition.
Small quantities of typical cleaners and other maintenance materials were also likely stored in some of the remaining areas of the subject property. No significant staining or spillage was observed in any of the hazardous material storage areas inspected. With the exception of the above-mentioned materials, no other hazardous materials handling, storage, or disposal were observed on the subject property during the site visit.
B. WASTESTREAM GENERAnON, STORAGE AND DISPOSAL
Waste peE sludge and filters are stored in a 30- and 55-gallon steel drum, respectively.
These drums are stored on top of secondary containment. According to Mr. Kim. Safety Kleen, Inc., formerly removed the PCE sludge on an approximate quarterly basis. He indicated that he just reccntly changed to a new disposal company, Veolia Environmental Phase I Envirnnmenlal Site Assessment Pinnacle Environmental, Inr 3421-3437 W. foothill Boulevard; Glendale, CA 5158 of 5188 Page 43 Services as of January of 2008. Mr. Kim allowed the PEl Assessor to review several disposal manifests, which also indicated the used PCE is removed under USEPA generator J.D. fiCAD9823554G3. No significant spillage was observed ncar the PCE sludge containers or the dry cleaning plant. Palace Cleaners is listed on the RCRlS database (see the Records Review Section above) as a small-quantity generator of lIsed PCE and PCE sludge. The subject tenant was not listed as out of compliance with environmental regulations on the RCRIS database. In addition, copies of regulatory file information concerning Palace Cleaners are included in the appendix.
No evidence of improper hazardous waste disposal was observed on the subject property.
During the inspection, no stained or discolored sinks, drains, catch basins, drip pads, or sumps \vere observed. Additionally, there were no observed spills around surface drains, pipes, gutters, spouts, or tubes.
C. SOLID WASTE DISPOSAL
During the site visit, several municipal waste dumpsters were observed at the subject property. At the time of the inspection, the dumpsters did not appear to be utilized for improper hazardous waste disposal. Significant spills or staining were not observed on the ground surface areas around the dumpsters.
D. ABOVEGROUND STORAGE TANKS (ASTs)
With the exception of the PCE sludge containers and the dry-cleaning unit within the Palace Cleaners space, no ASTs were observed at the subject property. As discussed in the Hazardous Materials/Waste Sections above, no significant spillage or staining was observed in the vicinity of the ASTs obscrved in the tenant space.
E. UNDERGROUND STORAGE TANKS (USTs)
As discussed in the Section V (Agency Records Review) of this report, no USTs were reported at the subject property. ]n addition, no visual or physical evidence of current or past USTs was discovered during the site visit in the readily visible areas of the property. In particular, PEl searched for: fill pipes, vent pipes, manways, manholes, access covers, concrete pads not homogeneous with surrounding surfaces, concrete built-up areas potentially indicating pump islands, abandoned pumping equipment, or fuel pumps.

OTHER POTENTIAL lSSUES OF CONCERN
A. PCB-CONTAINING EXTERIOR ELECTRICAL TRANSFORMERS
Several pole-mounted electrical transformers were observed at the western border of the subject property. These transformers appeared to be in good condition, showing no signs of damage or past leakage, and they appeared to be owned by the local utility. Based upon the date of construction of the subject property development and the apparent age of the transformers (pre-I 977), it is possible the transformers contain poly-chlorinated biphenyls (PCBs). However, regardless of their PCB content, the maintenance, repair, or replacement of the transformers is the responsibility of the local utility, and therefore, no further investigation regarding the on-site transformers is recommended.
In addition, a masonry walled structure containing electrical equipment was noted between the Trader Joe's Market (3433) and Pizza Hut (3437) buildings. A sign on the fence gate indicated "Danger High Voltage - Admittance to Qualified Persons Only - City of Glendale Public Service Department". This structure may have been related to surface and subterranean structures noted on the northern adjoining property which were similarly labeled as being O\vned by the City of Glendale Public Service Department. Based upon the date of construction of the subject property development and the apparent age of the transformers (pre-19Tl), it is possible the electrical equipment contain poly-chlorinated biphenyls (PCBs).
However, regardless of their PCB content, the maintenance, repair, or replacement of the transformers is the responsibility of the local utility (City of Glendale), and therefore, no further invcstigation regarding the on-site transformers is recommended.
B. OTHER PCB-CONTAINING INTERlOR OR EXTERlOR EQUIPMENT
Based upon the age of the subject development (pre-l 977), it is possible that potential ballasts inside 1luorescent light fixtures contain PCBs. If these ballasts are found to be leaking, require replacement, or are subject to disposal, it would be prudent to identify their chemical content. Additionally, during the on-site inspection, no evidence was observed of any other equipment likely containing PCB-contaminated fluid (e.g., interior electric transformers, hydraulic elevators, hydraulic hoists/lifts, hydraulic loading dock ramps, other fluid containing equipment, etc.).
C. SUSPECT ASBESTOS-CONTAINING MATERIALS (ACMs)
Based on the elate of construction of the subject structure(s) (circa 1967) and the apparent age or the construction materials (pre-1985), it is possible asbestos-containing materials (ACMs) were used in construction or the subject structure(s) andior added later. An asbestos survey completed by Environmental Monitoring Group (EMG) in April 2008, identifIed some or all of the vinyl 1looring and mastic, stucco, and plaster material at the subject buildings as Phase I Envlfonmenlal Site Assessment Pinnal'll' Environmental. Inc 3421-3437 W. Foothill BoulenlfJ, Glendale. CA 5160 of 5188 Page 45 containing asbestos. Refer to EMG's report in the appendix for specific findings and related recommendations. PEl generally concurs with EMG's recommendations.
During PEl's on-site observations suspect ACMs were identified, including, but not necessarily limited to: acoustic ceiling tiles, interior drywaWioint compound and texture systems, vinyl flooring and mastic, tile grout, exterior stucco, mortar, and roofing materials.
All observed materials appeared to be adequately maintained. Suspect ACM testing was not included in PEl's scope of work. However, as defined in NESHAPs Section 61.141, the observed materials may be classified as suspect regulated ACMs. Prior to any demolition, renovation, or any other activity that may disturb these materials, either an inspection should be performed by an accredited Building Inspector, or the affected materials should be handled as asbestos-containing. An approved Operations and Maintenance (0&1\1) Program is requircd to maintain the known ACMs and any untested materials in-place.
D. LEAD-BASED PANT (LBP)
PEl's scope of work did not include a lead-based paint (LBP) inspection, surveyor assessment. However, based upon the age of the subject building(s) (circa 1967), it is possible that lead-based paint (LSI') was used. Damaged, chipping, flaking, or peeling paint was not observed. In 1978, the federal government limited the use of LSI', particularly in residential applications. Although usage was allowed to continue in many commercial settings, use in general industry has decreased from that period of time to the present.
LSP presents a hazard primarily when lead dust or fumes are created. Renovation or repair activities and normal wear and tear are the primary causes of LBP dust and fume creation.
Effective in 1993, the Occupational Safety and Health Administration (OSHA) Lead in Construction Standard (29 CFR 1926.62), applies to sources or potential sources of lead exposure present in an "employment-related" context. The trigger for application of the standard is an activity that by its very nature may cause exposure to lead (i.e., sanding, scraping, demolition, etc.). Such work must also be performed by certified personnel that have received Lead In Construction training. Should future renovation, repair, or demolition disturb any suspect paint (all untested pain!), a LBP inspection and/or risk assessment should be conducted by a state or EPA certified LBP inspector/assessor to idcntify areas of potential worker exposure. Additionally, if in California, CCR Title 17 states that "lead hazards" (e.g. deteriorated LBP, lead-containing dust, disturbance of LBP without proper controls, etc.) are not allowed in any public (non-residential or industrial) building. Please consult with an appropriatc certified lead professional for further details regarding the above issues and their specific application to the subject property.
E. LEAD IN DRINKING WATER
Federal regulations limit lead in publicly supplied water to no more than 15 parts per billion (ppb), hcm:c:er, the mo~t common source of lead in tapwater is from interior plumbing systems (plpmg, connections, faucets, etc.). Children are the most susceptible to possible health effects from consuming lead-tainted drinking water. Based upon the age of the subject Phase I Envlronmenial Sue Assessment
Ptnnacle Environmental. Inc. },21-]'137 W F()CllhlllllClulevard. Glendale, CA 5161 of 5188 Page -16 development and on construction standards prior to 1987 (40 CFR 141.11), it is possible the interior plumbing systems contain lead. The presence or absence of elevated lead concentrations in thc water can only be confirmed through laboratory testing, and such analysis is beyond the scope of this Assessment.
F. AIR QUALITY
Unusual smells, noxious odors, or visual emissions were not observed during the inspection of the subject propcrty. Howcvcr, thcse observations arc general in nature and should not bc construed as an air quality assessmcnt.
G. RADON
According to the USEPA, the general area of the site has a predicted average indoor screening levcl of less than the EPA guideline action level of 4.0 picoCuries per liter of air (EPA Radon Zonc Level of 2, 3 or 4). Therefore, based upon the repoltcd subsurface characteristics of the area, the subject property exhibits a low to moderate potential for high-level radon exposure.
H. RAILROAD RIGHTS-OI<'-WAY
There are several potential environmental risks associated with railroad rights-of-way, including the usage of herbicides, pesticides, petroleum materials and related heavy metals (e.g. arsenic) to maintain the tracks, as well as the potential spillage of hazardous materials from railcars. During the site visit, railroad rights-of-way, spurs, or related features were not observed on or immediately adjoining the subject property.

ADJOINING PROPERTY OBSERVATIONS
Information from EDR indicates the nearest LUST site, Texaco Station at 3411 W. Foothill Blvd., is located immediately adjoining southeast of the subject property. According to database information, a gasoline release was discovered at this site in December of 2005, the release is undefined, and the case status is "leak being confirmed." This site has not been tested for methyl tertiary-butyl ether (MTBE). PEI reviewed a report on this site prepared by SA1C for Chevron that was submitted to the LARWQCB on May 15,2007.
As discussed below, based upon limited observations of the remaining adjoining properties from publicly accessible locations, as well as a review of federal, state, and local environmental databases, nonc of the adjoining properties appeared to have significantly environmentally impacted the subject propelty at this time.
A. ADJOINING PROPERTIES MATERIALS STORAGE
Visual observations of the portions of the adjoining properties visible from the subject property or public roadways did not indicate the exterior storage of hazardous materials or wastes. No indications of spillage or staining were observed in the observable exterior areas of these sites. Additionally, no obvious indications of improper hazardous material storage or unusual or suspicious materials handling or storage practices were observed.
B. ADJOINING PROPERTIES WASTESTREAM DISPOSAL
No unusual or suspicious wastestream disposal activities were observed on the portions of the adjoining properties visible from the su~ject property or public roadways. l'hase I Environmeillal Site Assessme;ll Pinnacle Environmelllal, Inc. 3421-3437 W. Key Experience/Key Projects -
Restaurant Property, Malibu, CA
• Mr. Winkler provided environmental consulting for the seller of a property that was developed as a restaurant, but historically was occupied by a gasoline service station. The gas station was closed in the 1960’s, prior to purchase by the property owner, and USTs were discovered and removed in 2004. Site
assessments indicated petroleum hydrocarbon impact to soil and groundwater. Furthermore, seepage pits for wastewater complicated contaminant transport in the subsurface. Mr.
Winkler assisted the property owner to identify the former UST owner/operator, who then agreed to assume Responsible Party status. Subsequently the property owner was able to complete the sale of the property.
Commercial Retail Center, Montebello, CA
• Mr. Winkler provided environmental consulting for a property owner seeking a refinance loan of a 7.56-acre multi-tenant retail shopping center. A Phase I ESA was conducted and an existing dry cleaner unit was determined to have operated for over 25 years, indicating a risk of a release of dry cleaning solvent. A Phase II assessment was conducted at areas of Haz Mat use.
Results indicated low levels of PCE in soil and soil vapor below the unit, with no threat to groundwater, but a risk for vapor intrusion. To mitigate the risk, Mr. Winkler managed the following: 1) improvement of secondary containment; 2)
improvement of engineered air flow; and, 3) installation of a vapor barrier. Based on the mitigation of the risk of vapor intrusion, the lender approved the loan.
.
Commercial Property, Pomona, CA
• Mr. Winkler provided environmental consulting for a property that was placed in receivership, partly to provide time to assess the environmental risks. A Phase I ESA was conducted and research indicated the site was developed in 1961, and USTs were installed on the property and subsequently removed, but closure was not documented. Additionally, data gaps on past site use existed. Site assessments indicated no significant impact from the fuel USTs; however, elevated concentrations of PCE in soil were detected. A nearby property had a catastrophic train derailment that released PCE to the subsurface and the elevated levels on the subject property were determined to have an off-site source. The UST case was successfully closed with the oversight agency.

Truck Stop; Phoenix, AZ.
Ms. Vickers performed a Phase I Environmental Site
Assessment for a truck stop and travel center which
included a convenience store, fast food restaurant, and a truck wash and repair facility. Over the course of 26
years, the property maintained a total of ten underground storage tanks with multiple releases reported for the tanks.
In addition, the property included eight drywells, multiple aboveground storage tanks, oil/water separators and
sumps.
Former Circuit Board Manufacturer; Tempe, AZ.
Ms. Vickers performed a Phase I Environmental Site
Assessment for a flex office/warehouse with a history of circuit board manufacturing. Ms. Vickers performed
lengthy file reviews and discovered past tenants illegally dumped hazardous waste into an on-site drywell. A
former tenant of this property was identified by the EPA as a responsible party for the South Indian Bend Wash
Superfund site, with a documented VOC plume located
beneath this property.
Gasoline Station Portfolio; Northern Arizona.
Ms. Vickers completed Phase I Environmental Site
Assessments for a mini-portfolio of gasoline stations
located throughout northern Arizona. The gasoline
stations either had multiple generations of underground storage tanks, documented releases, oil/water separators, car wash facilities, septic systems or on-site potable water wells etc.
