1. The following revisions are made to the Public Works Agreement:
a. Replace Item III of Exhibit “A” Scope of Work with the following:
III. In addition to the requirements of Section 6.2, Contractor shall facilitate a biweekly meeting (every 2 weeks) to deliver and discuss the following items:
A. Existing conditions report and status of overall work schedule B. Progress reports of work completed over the past two (2) weeks C. Report of work to be completed over the next two (2) weeks D. Report on pending request for information (RFIs)
2. The following revisions are made to the special provisions:
a. GENERAL:
i. Replace the last sentence with the following:
Any changed to the plans or clarification of the plans and specs must be submitted through an RFI. Clarifications of plans and specs shall be submitted through a request for information (RFI). Contractor must receive written approval from the engineer on record (EOR) or his designee prior to deviating from the design plans and specs.
b. BID ITEM NO. 2 – TRAFFIC CONTROL:
i. Replace the fourth paragraph with the following:

3 Contractor shall provide traffic control per the Work Area Traffic Control Handbook (WATCH). Prior to commencing construction within intersections, Contractor shall submit a drawing showing type and locations of traffic control devices and locations of flaggers.
ii. Remove the first three paragraphs under subsection “PROJECT ADVISORY SIGN.”
c. BID ITEM NO. 5 – INSTALL 8” PVC, C-909, PC 235 WATER MAIN:
i. Replace subsection “PVC PIPE” with the following:
PVC PIPE
Polyvinyl Chloride pipe shall conform to the requirements of AWWA Standard C909, PC 235 “Molecularly Oriented Polyvinyl Chlorine (PVCO) Pressure Pipe”, Pressure Class 305. Unless otherwise specified, PVC or PVCO pipe shall only be used for pipe sizes 4 inch through 12 inch. PVC or PVCO pipe for pipes larger than twelve-inch (12”) shall not be allowed. All pipes shall be colored blue or white. Tracer wire and warning tape are required on all PVC and PVCO installations. The use of Polyvinyl Chloride pipe requires approval by the Utility.
ii. Replace subsection “PIPE JOINTS” with the following:
PIPE JOINTS
PVC or PVCO pipe shall be furnished in twenty-foot (20’) nominal laying lengths and have bell-end push-on joints. All pipe joints shall be restrained within 60’ from any fitting, unless otherwise noted on the project plans. iii. Remove subsection “SELF-RESTRAINING TYPE for PVC and PVCO Pipe.”
d. BID ITEM NO. 10, 11, and 12 – INSTALL MJxMJ BEND/REDUCER:

Q1. Are the connections at Calmgrove Ave included? Please confirm whether Items 22 and 23 are included in the bid list.
A1. Yes, the connections at the intersection of Carter Dr and Calmgrove Ave are included to tie back into the existing system.
Q2. In regards to the C909 pvc pipe. The plans and bid schedule call for PC235 C909 pipe but the project spec in the special conditions it calls for both PC235 and pressure class 305 see below in the screenshot. Please clarify which of the two it needs to be? A2. PC 235.
Q3. Will the Contractor be expected to perform temporary “highlining” to maintain water service during construction of this project, or is it more likely that the project can be constructed without the use of temporary highlines?
A3. Existing water main will remain in service until new water main is hydro and bacterial tested and passed. Existing water main will be abandoned in place after switching to the new water main. No highlining is required.
Q4. Could you please let me know if the native material at this project will be acceptable for trench zone backfill? If not, will crushed miscellaneous base (CMB) be acceptable for trench zone backfill? The detail on sheet 2 of the plans calls out crushed aggregate base (CAB).
A4. Per SD&S 1.09, crushed miscellaneous base (CMB) is acceptable. Native material is not acceptable for trench backfill.
Q5. Are Stainless Steel Harness to be used to restrain the pipe to pipe joint for the C-909 pipe? (if the C-909 pipe is to be fully restrained?) per job spec “Pipe Joints“ Sheet # 99.

Q6. Clarify exactly what type of Ductile fittings are to be used for the C-909 waterline. The plans, job specs and payment specs conflict.

8 RECOMMENDATIONS
1. Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations;
2. Approve the Plans and Specifications, including Addenda No 1, 2, and 3 for CDBG Bender Avenue, Carter Dr, Santa Fe Ave, and Newburg St Area Water and Street Improvement Project, Plan No. 1327 in District No 1;
3. Award the contract to Dominguez General Engineering, Inc for CDBG Bender Avenue, Carter Dr, Santa Fe Ave, and Newburg St Area Water and Street Improvement Project, Plan No. 1327 in the amount of $2,346,900 with a 10% contingency in the amount of $234,690 for a total amount of $2,581,590;
