FROM: Community Development DISTRICT(S): Citywide
SUBJECT: Second Reading and Adoption of an Ordinance amending Title 21 (Zoning) of the Glendora Municipal Code to update regulations governing Accessory Dwelling Units, Junior Accessory Dwelling Units, and SB 9 Units in compliance with State law (APLN26-0007)
RECOMMENDATION
That the City Council:
1. Waive full reading, read by title only, and adopt on second reading Ordinance No. 2099 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA AMENDING TITLE 21 (ZONING) OF
THE GLENDORA MUNICIPAL CODE TO UPDATE REGULATIONS GOVERNING ACCESSORY DWELLING UNITS, JUNIOR ACCESSORY DWELLING UNITS, AND SB 9 UNITS IN COMPLIANCE WITH STATE LAW”.
STRATEGIC FOCUS AREAS
Goal 1: SubURBAN Living
EXECUTIVE SUMMARY
The proposed Ordinance updates Section 21.04.040 of the Glendora Municipal Code governing Accessory Dwelling Units (ADUs), Junior Accessory Dwelling Units (JADUs), and SB 9 development to maintain consistency with current State law and address technical assistance provided by the California Department of Housing and Community Development (HCD). The amendments respond to HCD letters received in December 2025 and January 2026 and incorporate changes required by Senate Bill 1211 and subsequent amendments to State ADU and SB 9 law. Key revisions address SB 9 owner-occupancy requirements, JADU owner-occupancy, detached ADU allowances on multifamily properties, conversion of non-livable space, and clarification of the maximum number of units permitted on parcels created through an SB 9 urban lot split. Adoption on second reading will complete the City’s amendments to bring the applicable provisions of the Zoning Code into compliance with current State law and fulfill the City’s February 10, 2026 commitment to HCD.
LEGISLATIVE HISTORY / PREVIOUS ACTIONS
In December 2025 and January 2026, HCD transmitted two technical assistance letters identifying provisions of GMC Section 21.04.040 that required amendment to conform with State ADU, JADU, and SB 9 law. The City responded to HCD on February 10, 2026, committing to amend the applicable regulations and update internal processing procedures. The Planning Commission reviewed the proposed amendments at its July 7, 2026 public hearing and recommended approval. Following minor clarifications to the draft ordinance, the City Council introduced the Ordinance and conducted its first reading on August 25, 2026.
DISCUSSION
The Ordinance makes targeted amendments to the City’s existing ADU and SB 9 regulations to align local standards with State law and HCD direction. Key changes include revisions to SB 9 and JADU owner-occupancy requirements, updated limits for detached ADUs on multifamily properties, clarification of unit limits on SB 9 parcels and conversion ADUs in detached accessory structures, and reorganization of standards for converting non-livable space within existing multifamily buildings. No substantive changes have been made since the Ordinance was introduced and received its first reading on August 25, 2026.
FISCAL IMPACT
Staff time associated with the Ordinance is covered within the existing Community Development Department budget. No additional fiscal impact is anticipated.
ENVIRONMENTAL DETERMINATION
The Ordinance is not subject to, and/or is exempt from, the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.17, Government Code Sections 65852.21(k) and 66411.7(n), and CEQA Guidelines Section 15061(b)(3), because it implements State ADU, JADU, and SB 9 law and consists of amendments to development standards and administrative procedures required to conform the City’s regulations to State law.

ORDINANCE NO. 2099
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA AMENDING TITLE 21 (ZONING) OF THE GLENDORA MUNICIPAL CODE TO
UPDATE REGULATIONS GOVERNING ACCESSORY DWELLING UNITS,
JUNIOR ACCESSORY DWELLING UNITS, AND SB 9 UNITS IN COMPLIANCE
WITH STATE LAW
WHEREAS, the City of Glendora (City) has adopted the Glendora Community Plan (General Plan), including the Land Use Element, which establishes the City's long-term framework for the distribution, type, intensity, and location of residential land uses, including housing of varied types and densities; and
WHEREAS, the State of California has declared a statewide housing crisis and has enacted a series of laws to require local governments to affirmatively facilitate the development of housing, including accessory dwelling units (ADUs), junior accessory dwelling units (JADUs), and urban infill housing; and
WHEREAS, Government Code Sections 66310 through 66342 (as reorganized by Senate Bill 477, effective March 26, 2024) govern the creation of ADUs and JADUs, and require local agencies to ministerially approve qualifying ADU and JADU applications, establish maximum development standards local agencies may impose, and specify circumstances under which local ordinances are preempted by state law; and
WHEREAS, Senate Bill 1211, effective January 1, 2025, amended Government Code Sections 66313, 66314, and 66323 to, among other things, increase the number of detached ADUs permitted on lots with an existing multifamily dwelling from two to up to eight, prohibit local agencies from requiring replacement of uncovered parking spaces demolished in connection with ADU construction, and clarify that no local standards other than those specified in state law may be applied to ADUs approved under Government Code Section 66323; and WHEREAS, Senate Bill 9 (Chapter 162, Statutes of 2021), codified at Government Code Sections 65852.21 and 66411.7, requires local agencies to ministerially approve qualifying twounit housing developments and urban lot splits on parcels zoned for single-family residential use, and the City's existing regulations governing SB 9 units require updating to reflect subsequent statutory amendments and to address implementation experience; and WHEREAS, the California Department of Housing and Community Development (HCD) is authorized to review local zoning ordinances for consistency with state housing law and to require corrective action where local regulations do not comply, and the City has received technical assistance identifying provisions of Title 21 requiring amendment to achieve compliance; and

FROM: Public Works DISTRICT(S): Citywide
SUBJECT: Resolution Authorizing the Submittal of an Application to CalRecycle’s Beverage Container Recycling Grant Program (RBC38 and RBC39) for Fiscal Years 2026-27 and 2027-28
RECOMMENDATION
That the City Council:
1. Adopt a City Council Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GLENDORA, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN INDIVIDUAL GRANT APPLICATION TO
THE CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY FOR THE BEVERAGE CONTAINER RECYCLING GRANT PROGRAM, RBC38 (FISCAL YEAR 2026-27) AND RBC39 (FISCAL YEAR 2027-28)"; and
2. Authorize the City Manager, or his designee, to execute all grant-related documents necessary to secure grant funds and implement the approved grant project.
STRATEGIC FOCUS AREAS
Goal 4 - Sustainable Infrastructure
EXECUTIVE SUMMARY
CalRecycle administers the Beverage Container Recycling Grant Program to support projects which increase beverage container recycling and reduce beverage container litter in the waste stream.
The City submitted one application under the RBC38 (Fiscal Year 2026-27) and RBC39 (Fiscal Year 2027-28) grant cycle requesting approximately $251,000 for the City's proposed Glendora Beverage Container Recovery Initiative.
The proposed project would purchase and install approximately 80 dual recycling and trash stations at parks and exterior City facilities. The project is intended to expand convenient public access to California Redemption Value (CRV) beverage container recycling and reduce beverage containers disposed of as trash.
LEGISLATIVE HISTORY / PREVIOUS ACTIONS
The City annually applies for and receives approximately $12,000 to $13,000 through CalRecycle's City/County Payment Program to support beverage container recycling and litter reduction activities. These funds have historically been used for eligible recycling-related activities, including the purchase and installation of water refill stations at City facilities and parks.
This Beverage Container Recycling Grant Program is a competitive grant opportunity, separate from the annual program above, that would provide additional funding to expand the City's beverage container recycling infrastructure.
DISCUSSION
CalRecycle requires applicants that are subject to a governing body to submit an adopted Resolution authorizing the grant application. The Resolution must authorize submittal of the application, identify the job title of the Signature Authority authorized to execute grant-related documents, establish the period during which the authorization is valid, and be certified by the governing body.
The proposed Resolution authorizes the City of Glendora to submit an Individual Grant application for the Beverage Container Recycling Grant Program for RBC38 (Fiscal Year 2026-27) and RBC39 (Fiscal Year 2027-28) grant cycle. It also designates the City Manager, or their designee, as the Signature Authority to execute grant documents, including applications, agreements, amendments, and requests for payment necessary to secure grant funds and implement the approved project.
The authorization will remain effective for five years from the date of adoption, consistent with CalRecycle's Individual Grant Resolution requirements.
The adopted Resolution must be submitted to CalRecycle by September 10, 2026, the secondary application deadline.
FISCAL IMPACT
There is no fiscal impact associated with adoption of the Resolution. If awarded, the City would receive approximately $251,000 in CalRecycle Beverage Container Recycling Grant funds to implement the proposed project. Any necessary budget appropriations associated with acceptance and expenditure of the grant funds will be addressed following notification of award.
ENVIRONMENTAL DETERMINATION

SUBJECT: Purchase Order to Loera Tile for City Hall Break Room Improvements
RECOMMENDATION
That the City Council:
1. Authorize a Purchase Order to Loera Tile for various improvements to City Hall, in an amount not to exceed $75,000.
STRATEGIC FOCUS AREAS
The City has previously undertaken various remodeling and facility improvement projects at City Hall to address building maintenance needs, improve functionality, and maintain consistency throughout the facility. No prior City Council action has been taken specifically regarding the City Hall break room improvements.
EXECUTIVE SUMMARY
Various locations in City Hall have required renovation to address outdated electrical infrastructure, structural concerns, undocumented capital projects, aging finishes, and functional deficiencies affecting daily use by City staff. The scope of work was identified by staff as part of ongoing efforts to maintain and improve City owned facilities.
Glendora City Hall is one of the community’s most recognizable civic buildings and is a designated City Historic Landmark. As improvements to City Hall are considered, particular attention is given to preserving those exterior features that contribute to the building’s historic character. Staff has been working with Loera Tile to complete small renovation projects, in this case, the break room on the second floor in City Hall. When demolition of existing walls and cabinets were completed, staff made changes to the room that required additional change orders increasing the original project cost by $45,000. Such change orders included replication of the original window of the building, removal of the drop ceiling and raising the height to expose the full window that was covered, and restoration of a door that was found to be covered by paneling. Restoration of the door was an effort to bring back aspects of the original City Hall design. As a result of the change orders, the project cost exceeded by $45,000 for a total of $75,000. Staff is recommending that the City Council approve a purchase order to Loera Tile for City Hall renovations in the amount of $75,000.
DISCUSSION
California Employment Law requires employers to provide a suitable separate place where employee can take rest breaks and eat meals. It has been decades since the break room was renovated. Staff wanted to update and clean up the break room in a way that would allow employees to eat and store their lunch. Finding contractors for small projects at the City has been difficult due to the City's strict insurance and prevailing wage requirements. In accordance with the City’s Municipal Code, staff selected Loera Tile to perform the work necessary to complete the City Hall break room improvements. The contractor has completed the work on a time-and-materials/invoiced basis. The scope of work included:
Removal of existing wall panels
Rewiring of electrical outlets and ceiling lights
Replacement of outlets and face plates
Installation of drywall at all walls, including texture and paint Demolition of the existing wood window (change order)
Installation of a new replica solid poplar wood window (change order) Demolition and replacement of the T-bar ceiling (change order) Removal and replacement of existing A/C ducts (change order) Removal of the attic access pull-down stairs (change order) Modification of drywall to open up access to the break room Installation of a new access door to the break room (change order) Installation of door moldings in solid poplar wood (change order) Refurbishing of baseboards, including a new top trim
All labor and materials associated with the above scope are included in the contractor's final invoice. Staff has reviewed the work performed and finds it consistent with the intended scope and quality expected for City facility improvements.
According to Glendora Municipal Code 2.40.150 Uniform Public Construction Cost Accounting Act, projects in the amount of $75,000 or less may be awarded by negotiated contract or by purchase order without competitive bidding. Loera Tile was selected based on their qualifications, experience with historical buildings and pricing of the work that needed to be completed.
Staff recommends that the City Council authorize a Purchase Order to Loera Tile in an amount not to exceed $75,000 to cover the full scope of the break room renovation.
