SUBJECT: Request from the Capital Campaign Committee and the Guadalupe Community Action Coalition to Establish an Oversight Committee for the Royal Theater Renovation Project
RECOMMENDATION:

Staff were asked by the Capital Campaign Committee (CCC) and the Guadalupe Community Action Coalition (GCAC) for the City Council to consider the creation of a Royal Theater Renovation Oversight Committee to provide structured oversight and guidance to the Project Manager overseeing the renovation of the Royal Theater.

BACKGROUND:

The Royal Theater Renovation Project is a cornerstone of the City’s cultural revitalization initiative and is being funded through a combination of public funds and private contributions raised through the Capital Campaign Committee. To the City’s knowledge, the campaign has not secured any pledges and donations.

At their July 10, 2025, GCAC meeting, the CCC was asked to join the meeting and both recognized the complexity, scale, and visibility of the project, the CCC and GCAC have proposed the formation of a dedicated Oversight Committee to ensure transparency, accountability, and alignment with community and donor expectations.

Note: The City Administrator and the Finance Director are members of the GCAC and recused themselves from the committee(s) request to avoid any conflict of interest.

DISCUSSION:

The proposed Oversight Committee would serve as an advisory and monitoring body, working collaboratively with the Project Manager and reporting to both the City Council, the CCC and the GCAC. Responsibilities would include:
• Reviewing project timelines, budgets, and scope changes • Ensuring alignment with fundraising objectives and donor intentions • Advising on design, construction, and operational milestones • Facilitating communication between stakeholders and City staff • Proposed Composition of the Oversight Committee may include:
o 1 representative from the Capital Campaign Committee
o 1 representative from the Guadalupe Community Action Coalition o 1 City Council Member (appointed by the Mayor)
o 1 community member with experience in construction or capital projects o 1 representative from the Arts and/or Cultural Community o 1 City staff liaison (non-voting)
Meetings would be held monthly or as needed, and minutes would be shared publicly to ensure transparency.

FISCAL IMPACT:

There is no direct financial impact anticipated with the formation of the Oversight Committee.

As always, City staff, and consultants continue to work with the Project Manager.

ALTERNATIVES:

CONCLUSION:

The Royal Theater Renovation is a major investment in the City's cultural infrastructure.
