EXPERIENCE
Our 60 years of experience with educational facilities
enables us to make empirical judgments regarding
the cost of various designs, construction materials and methods.
INTERNAL COST DATA SYSTEM
We maintain complete and accurate information
concerning costs for materials, labor, and building
systems, specifically for facilities of this type. We have access to a large database resulting from numerous bid
results. Our information is updated with each project
and adjusted periodically to changes in the marketplace.
We also use the following cost estimating resource
computer publications: Current Construction Costs
published by Saylor Publications, Inc., and Means Cost
Works published by RS Means.
IN-HOUSE COST ESTIMATORS
With our in-house, full-time Construction Cost
Estimators/Schedulers, Patrick Bares & Ron Ewy, we have the capability to develop or evaluate project estimates and schedules. Pat and Ron have a combined 61 years of
Industry experience.
Darden Architects has maintained a track record of bringing complex projects under budget with a minimum of contract change orders, we expect the same to be true for the City of Hanford’s projects.
Darden Architects works hard to prevent change orders. We are proud of our strong record, completing projects on time and within budget with exceptionally low percentages of change orders. We achieve this through:
Preparing complete, concise, well-coordinated
documents, and checking them thoroughly
The efforts of architectural staff experienced with the requirement for educational facilities
Strong presence on-site and timely attention to
Contractor requests
Looking ahead during construction and making our
expectations clear to the Contractor
This proactive approach is effective at recognizing issues before they can develop. When problems do arise, we act quickly and document thoroughly to minimize any financial or schedule impacts. Just as it has for our other school district clients, our exceptional results will reflect well on the efforts of the City’s facilities committee.
CHANGE ORDERS
CONSTRUCTION COST ESTIMATING
At the beginning of each project, a project estimate model is developed. This model lists and estimates the cost of each key component of the project. As the program is refined and design begins, we constantly refer to the model for changes.
Monitoring the project budget throughout the course of the work keeps all parties to the contract appraised of how their work stands with the project budget. Cost estimates are prepared for the client’s approval at the end of the Schematic Design, Design Development, and Construction Documents phases. Success with project cost control stems from our approach and from having accurate information on which to base our estimates of cost. Cost information comes from three primary sources:

A creative force, Jim McClaren co-founded McClaren Wilson and Lawrie, Inc. in 1995 to emphasize design excellence in architecture for law enforcement and the forensic sciences.
Jim has pioneered modern designs that mitigate bio -safety and promote humane environments for victims, while incorporating discrete hardening for security and natural disasters. His sustainability credits include the first police headquarters to achieve LEED certification. In 2014, the Salt Lake City police headquarters became the first police headquarters to achieve both net-zero and LEED Platinum®.
Jim has authored and contributed to articles in The Police Chief and The Journal of Emergency Dispatch magazines and The Dallas Morning News. The first joint session on Forensic Laboratory Facility Standards invited Jim to serve as the chair of the design committee. In 2013 he returned to update the most recent edition. Jim co- authored The Chief’s Desk Reference: Design of Law Enforcement Faci lities (NIJ/IACP) and the facilities chapter of Local Government Police Management (ICMA).
In 1986 Mr. McClaren was recruited by the IACP to revamp its Planning Design and Construction of Police Facilities Class. In that capacity, while serving as the only licensed architect on the adjunct faculty of the IACP for three decades, he shepherded the program presenting it to members of over 1,400 police organizations worldwide. He remains the only practicing North American architect to have received the IACP’s Distinguished Faculty Award.
Since 2018 Jim and MWL have dramatically updated the course to reflect the new realities of law enforcement facility design. We offer classes independently from the IACP as a two-or-three day session in both online and on-site presentation formats. Our program is presented four times a year throughout North America at the request of State Chief’s of Police and various police departments who request to host it.
Jim’s portfolio includes many of North America’s largest police headquarters (Dallas, Seattle, Salt Lake City, Honolulu, Minneapolis) to the world’s two largest crime labs (FBI and FSCC). His work also includes campus and village police stations in nearly every state. Jim promises creativity, security and practicality to first responder projects of every size.

Project Description
Darden Architects retained McClaren,
Wilson and Lawrie, Inc. (MWL) as part of a
team along with associated architect LPA
Architects, to complete a detailed space
needs and site feasibility assessment for
the City of Visalia’s Public Safety Office
Buildings and City Council Chamber. Soon
after completion, the City determined it
would upgrade the macro study to a full
space needs study of the public safety
facility to discern what, if any, efficiencies
could be derived by combining the two
buildings. The City of Visalia ultimately
elected to construct their new public
safety/civic center complex in phases.

the state-of-the-art Visalia Emergency
Communications Center. Two stories and
designed in a distinctly modern style, the
Emergency Communications Center houses
the City’s 911 dispatch team. These hard-

in the basement of the police station. The
new building is bathed in natural light and

AGENDA
STAFF REPORT
MEETING DATE: 8/5/2025 AGENDA SECTION: GENERAL BUSINESS
SUBJECT:
Review and Discussion of Proposed Amendments to Feather Flag Provisions in the Sign Ordinance and Direction from Council as appropriate.
RECOMMENDATION:
Recommendation: Staff recommends that the City Council review the proposed regulatory framework for feather flag signage and provide direction on each of the outlined provisions and proposed ordinance language. Staff will incorporate the Council’s preferred approach into a draft ordinance for future consideration.
BACKGROUND:
Under the current Municipal Code, the City of Hanford prohibits the use of feather flags citywide. In response to Council direction, staff has evaluated alternative approaches that would allow feather flags under specified restrictions to balance business visibility needs with community aesthetics and safety.
This agenda item outlines a set of possible key provisions, modeled in part on ordinances in other jurisdictions. These provisions are intended to guide the structure of a revised ordinance. Staff is requesting Council feedback and policy direction on each element to finalize the draft amendment.
Feather Flag Proposed Key Provisions
A. Permitted Zones
• Feather banners would be permitted in non-residential zones (e.g., commercial, office, industrial).
• Council may consider limiting use to specific zoning districts or excluding zones such as MX-D (Mixed Use – Downtown).
• No permit would be required if the signage complies with established standards.
B. Sign Area & Height Limits
• Maximum height: 10 feet from ground level.
• Maximum sign area: 16 square feet per banner.
• Maximum quantity: 1 feather flag per 60 feet of street frontage.
C. Display Restrictions
• Allowed only during business operating hours, including 30 minutes before opening and 30 minutes after closing.
• Feather flags must be removed when the business is closed.
D. Placement Standards
• Must be located on the same lot or development site as the associated business.
May not be placed in:
• The public right-of-way (except with encroachment permit). • Parking drive aisles or stalls.
• Areas where they block pedestrian access or sight visibility.
Must maintain:
• A minimum 7-foot setback from curb or pavement edge.
• 4-foot pedestrian clear zone on sidewalks.
E. Construction & Materials
• Must be made of durable, weather-resistant materials (e.g., vinyl, polyester, durable fabric). • Must be professionally constructed and maintained.
• Poles must be sturdy (e.g., wood, plastic, or metal). • Must be secured to withstand wind or be removed during windy conditions.
F. Prohibited Locations
• Within 20 feet of a permanent freestanding sign.
• Within 20 feet of another portable sign or temporary freestanding sign, including another feather flag.
• Within 30 feet of street intersections or drive approach.
Proposed Draft Language
New Municipal Code Definitions:
"Temporary sign" means a sign or advertising display constructed of fabric, cardboard, plywood, or other light material, with or without a frame that is not designed for permanent display. Temporary signs do not include portable signs such as A-frame signs or feather flags that are required to be removed during non-business hours.
“Portable Sign” means a freestanding sign that is not permanently affixed, anchored or secured to either the ground or a structure on the property it occupies including A-frame signs and feather flags.
Municipal Code Changes:
17.56.150 Temporary sign standards.
A. Temporary freestanding signs in nonresidential zones shall not be located:
1. In any public right-of-way;
2. In parking lot driving lanes, aisles or spaces;
3. On multiuse trails or sidewalks if they would block a four-foot wide pedestrian path of travel;
4. At any location where they would block pedestrian access;
5. Within 100 feet on either side, or in front of a permanent freestanding sign;
6. Within 20 feet from any other temporary freestanding sign; or
7. Within 30 feet from a drive approach (driveway entrance) or intersection of two streets.
B. Temporary building signs shall be removed after a period of 30 days. After removal, no temporary building sign may be placed on the site for a period of 30 days.
C. Banners shall not be used as permanent signs.
D. Banners shall be constructed of durable, weather-resistant materials not subject to rapid deterioration or fading and shall be professional in appearance. Acceptable materials include but are not limited to vinyl, nylon reinforced vinyl, polyethylene or polyester-like materials, or durable fabric.
E. Temporary freestanding signs shall be affixed to supporting structures made of a durable, rigid material such as, without limitation, wood, plastic or metal. Feather banners must be secured and stabilized so as to withstand wind gusts, or be removed during windy conditions. Freestanding signs placed on sidewalks in conformance with this chapter are exempt from this subsection if they have a weight and mass that makes them not inadvertently movable.
17.56.155 Portable signs
A. Portable signs are subject to the following standards:
1. Portable signs shall be placed on private property on the same lot or development site as the establishment that qualifies for such sign.
2. The total sign area for a portable sign may not exceed 16 square feet.
3. Portable signs must not exceed a height of ten feet above the ground level.
4. Portable signs shall conform to the location standards for temporary freestanding signs under
17.56.150(A).
5. Portable signs must be a minimum of seven feet from the back of the curb, or edge of pavement where no curb exists.
6. Portable signs cannot be within 20 feet of any other portable sign, temporary freestanding sign, or permanent freestanding sign.
7. Portable signs cannot interfere with either pedestrian or vehicular sight distance, any view corridor or obstruct views to any existing business or existing permanent sign.
8. Portable signs shall be constructed of acceptable materials such as vinyl, nylon reinforced vinyl, polyethylene or polyester-like materials, durable fabric or similar materials.
9. A minimum of one portable sign shall be allowed per parcel.
10. The number of portable signs allowed on a site shall not exceed one (1) for every sixty (60)
lineal feet of frontage along the adjacent public street.
11. Portable signs are permitted during the hours a business is open for business and one-half hour before opening and one-half hour after closing. They must be removed during hours when the establishment is not open to the public
12. Feather flags are prohibited in the Mixed Use – Downtown (MX-D) zone.
13. Portable signs shall be constructed of durable materials, not subject to rapid deterioration or fading, and shall be professional in appearance. Signs must be maintained in good condition, free from damage, fading, or wear that impairs legibility or aesthetic quality.
