CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: November 6, 2023
SUBJECT: Community Services FY23-24 Deferred Maintenance Plan PREPARED BY: Tom Campbell, Project Manager
STRATEGIC INITIATIVE(S):

Maintain and Improve Infrastructure and Facilities
Provide Resident-Driven Community Services
RECOMMENDED ACTION(S):

Adopt a Resolution approving the project list for the Fiscal Year 23-24 budget allocation for deferred maintenance in parks and recreation facilities.

COMMUNITY ENGAGEMENT/OUTREACH:

The deferred maintenance plan and preliminary list of project recommendations for the FY23-24 budget allocation reflect several years of community engagement and outreach. The City hosted a series of community stakeholder meetings to inform the Accessibility Evaluation and the Facilities Condition Assessment that served as a foundation for the deferred maintenance plan and were used to help establish a project list and framework for prioritizing projects for funding with the FY23-24 budget allocation. The Parks and Recreation Commission’s Deferred Maintenance Ad Hoc Committee met in June 2023 and the Recreation Park user groups met in July 2023 to review and refine the list. The Parks and Recreation Commission reviewed deferred maintenance plan and preliminary list of project recommendations on October 11, 2023, and expressed its support.

BACKGROUND:

Like many local government organizations, the City of Healdsburg has struggled with deferred maintenance of our parks and recreation facilities. Deferred maintenance is preventative maintenance that is required to keep a facility in an acceptable and operable condition, and that is intended to maintain or extend its useful life. Replacing old equipment, repainting, reroofing, repairing wiring and plumbing, resurfacing walkways, and replacing lighting are all examples of preventative maintenance. In contrast, capital outlay is the creation of new facilities, additions to and modifications of existing facilities, and projects that generally expand the capacity or change the function of a facility. Like maintenance projects, capital outlay can also be deferred due to funding and staff capacity.

9.A
Packet Pg. 168
To address this, the Community Services Department commissioned two studies – a Facilities Condition Assessment and an Accessibility Evaluation – to identify needs and begin planning for corrective actions and future projects. Completed in 2017, the Accessibility Evaluation determined where physical barriers exist to participation in Community Services programs and services. The assessment reviewed existing park sites and facilities, identified issues of noncompliance, and created a priority list with recommendations for corrective action. The Accessibility Evaluation is available on the City’s website at https://healdsburg.gov/833/Accessibility-Evaluation.

The Facilities Condition Assessment launched in 2018 with a series of community stakeholder meetings to provide background information and record user-identified deficiencies and opportunities at each facility. A series of site visits and a thorough evaluation of 16 different facilities followed. The Parks and Recreation Commission reviewed the final report in 2020. The Facilities Assessment is available on the City’s website at https://healdsburg.gov/839/Facilities-Assessment.

The City's Fiscal Year 2023-2024 budget allocates $475,000 to begin addressing deferred maintenance and essential improvement projects throughout the City's parks, open space, and recreation facilities system. Staff used the results of the Accessibility Evaluation and the Facilities Condition Assessment reports to establish a project list and framework for prioritizing projects for funding. Staff and community members identified various deferred maintenance needs and improvement project suggestions in the three years since these reports were drafted, and these additional projects are included in the framework as well.

In addition, several projects completed, underway, or planned address many of the items included in the Accessibility Evaluation and the Facilities Condition Assessment:
• The Senior Center Entrance Improvement Project installed ADA compliant entrances and addressed potential slipping issues.
• The Fitch Mountain Access Improvement Project is addressing deferred maintenance and ADA corrections for the dog park, along with installing an ADA experience for Fitch Mountain.
• The Hilltop Fire Road Repair Project is repairing significant erosion issues on the ~1 mile segment of the gravel roadway and installing measures to reduce future erosion. • The Swim Center Light Replacement Project is installing new underwater LED lighting in a cost-share arrangement with Healdsburg School District. • The Preschool Room Renovation Project is bringing these rooms up to the current code for ADA and Fire, along with renovating the spaces.
• The planned Badger Park Redevelopment will redevelop the park, removing outdated amenities, addressing accessibility issues, and creating ADA access to the Russian River.

DISCUSSION/ANALYSIS:

In June 2023, staff met the Parks and Recreation Commission’s Deferred Maintenance Ad Hoc Committee to share this framework and request their input. The Ad Hoc Committee recommended that the current budget allocation should focus on the City’s core responsibilities,

9.A
Packet Pg. 169
which they defined as caring for existing facilities and making progress on corrective actions to increase accessibility. The Committee suggested that the City could collaborate with user groups on fundraising for projects that benefit one specific group as opposed to projects that would benefit all groups.

With that goal, staff organized a meeting with the user groups of Recreation Park in July 2023.

Recreation Park is used by several groups including the Future Farmers County Fair, Little League, the Prune Packers, Healdsburg High School, and Youth Soccer. The park has a history of community-led improvement projects, and all user groups in attendance expressed interest in leading future projects in partnership with the City through fundraising and/or completing work through ground leases and volunteer work. The group also identified and prioritized projects that should be considered for funding with the current deferred maintenance budget.

The attached project list and deferred maintenance plan reflects input from the Parks and Recreation Commission’s Deferred Maintenance Ad Hoc Committee and from the Recreation Park user groups. Two of the recommended projects in Recreation Park would leverage partnerships with community groups:
• Repairs and improvements to the football concession stand would be completed in partnership with the Healdsburg High Boosters, with the City completing the installation of a new roof and painting and the Boosters completing interior repair work. • Replacement of the football goal posts and relocation of the flagpole would be completed in partnership with the Prune Packers, with the City purchasing materials and the Prune Packers funding demolition and installation.

Staff used the Facilities Condition Assessment, Accessibility Evaluation, and input from user groups to develop the following recommendations for use of the $475,000 deferred maintenance budget. These recommendations are also included in the attached project list and deferred maintenance plan. Please note that these recommendations include rough cost estimates that will be further refined. The project list includes reserve funding to address the possibility of cost increases or unforeseen items that could arise during project refinement. Staff will present additional information on each recommended project during the presentation for this agenda item.

On October 11, 2023, the Parks and Recreation Commission reviewed these recommendations for funding as well as the overall project list which will be used to assist staff with long-range planning for future projects and improvements. The Commission expressed its full support for the priority projects recommended for use of the FY23-24 budget allocation.

Also in October, staff solicited bids to repair the leaking roof at the Healdsburg Community Center. Per Section 3.28.020 of the Healdsburg Municipal Code, staff entered into a contract with Citadel Roofing to complete a thermoplastic overlay roofing solution which will address the leaks before the imminent change in seasons. The thermoplastic overlay roofing solution will extend the life of the roof by 10-20 years and prevent damage to the newly renovated preschool classrooms, which received $492,455 in improvements over the past year that make it eligible for licensing. Staff has allocated $75,000 from the deferred maintenance budget allocation to cover any related costs associated with the Community Center roof repair project including permit and inspection costs.

ENVIRONMENTAL STEWARDSHIP:

Not applicable.

ALTERNATIVES:

City Council could amend the list of deferred maintenance projects that will use the $475,000 deferred maintenance budget.

9.A
Packet Pg. 171
FISCAL IMPACT:

The FY 23-24 Adopted Budget allocates $475,000 for deferred maintenance projects. Due to the nature of these projects and deferred maintenance in general, most of the recommended projects are not capitalizable because they are not substantially changing the use of the facilities or extending the useful life of the entire facility, but rather prevent the untimely expiration of the facility’s current useful life. For this reason, staff will use operating and maintenance accounts for the projects.

ENVIRONMENTAL ANALYSIS:

Activities associated with the deferred maintenance projects are exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15302 (exemption for replacement or reconstruction) because deferred maintenance consists of repair and/or replacement of existing structures and facilities, any new structures will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
