Packet Pg. 244 Attachment: G: Laura Fish Somersal Park Schematic Design Cost Estimate (4722 : Laura Fish Somersal Park Phase 1 Schematic Design Qualifications & Assumptions
Laura Fish Somersal Park
Basis of the Estimate:

This estimate is based on "90% Schematic Design" prepared by Fletcher Studio dated March 5, 2025 The estimate specifically excludes the following items:
1) Utility Connection Fees
2) Furniture Fitting and Equipment (FFE)
3) Engineering and Architectural or any other Design Fees 4) Land Cost, Financing Cost and Legal Fees
5) Permit & Plan Check Fees
6) Testing and Inspection Cost
7) Quality Control Costs
8) Owner's Project Administration, Management and Supervision 9) Cost of Change Orders during Construction
10) Cost of Escalation Beyond the Assumed Construction Schedule Allowances
No Allowance is included for Hazmat or CONTAMINATED Soil if any.

Project Delivery Method
The estimate reflects our Opinion of Probable Construction Costs obtainable in the project locality on the date of this estimate under competitive bidding for a lump sum (Design-Bid-Build) contract with A minimum of 3 bids.

Basis of Quantities
Wherever possible, this estimate has been based upon the actual measurement of different items of work. For the remaining items, parametric measurements were used in conjunction with references from other projects of a similar nature.

Direct Cost
1) The unit prices used in the direct cost estimate section are composite unit prices which include costs for material, labor, equipment and subcontractor's/supplier's mark-ups and sales tax.
2) Subcontractor’s overhead and profit is included in each line item unit cost. 3) Labor costs are based on Prevailing wages for Bay Area focusing in Sonoma county.

Indirect Cost
Markups are added in the Summary to cover the following needed costs:
a) General Contractor's general conditions and general requirements b) General contractor's overhead and profit, bonds and insurance c) Design phase contingency
d) Cost escalation beyond the assumed construction mid-point e) Other indirect costs which may be needed to complete the project.

Items Impacting Costs
The following is a list of items that may affect the cost estimate:
a) Modifications to the scope of work or assumptions included in this estimate b) Unforeseen sub-surface conditions such rock and hazardous material c) Special phasing requirements
d) Restrictive technical specifications or excessive contract conditions e) Any specified item of equipment, material, or product that cannot be obtained from at least three different sources f) Any other non-competitive bid situations.
g) Any cost of handling, removal, treatment and transportation of hazardous Waste Material is Excluded.

This estimate represents MicroEstimating' s opinion of probable construction costs based on professional experience and qualifications. Since we have no control over the cost of labor, materials or equipment, services furnished by others, contractor’s method of pricing and carrying out of work, design work still to be completed, competitive bidding, or market conditions, we cannot guarantee that bid or final construction costs will not vary from our opinion of probable costs. These opinions of cost are based on current market conditions with a relatively low level of participation from General Contractors and Subcontractors on public works and private projects.

Bid Conditions
Experience shows fewer bidders may result in higher bids, and conversely more bidders may result in lower bids. Therefore, it is important to obtain as many bids as possible.

The following table provides a general guideline for probable impacts due to number of bids:
1 bid +25% to +50%
2-3 bids +10% to +25%
4-5 bids 0% to +10%
6-7 bids 0% to -10%
8 or more bids -10% to -20%
Due to the high number of construction projects currently underway in Bay Area there is a shortage or lack of participation in some special trades, as well as shortages of labor and skilled workers that may impact the cost of construction projects. These conditions may continue for a few years before construction slows. For this reason we suggest that the owner carry an additional 10% above and beyond this construction cost. This 10% is not considered to be a contingency of escalation factor, but is only to account for market volatility.

CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: May 19, 2025
SUBJECT: Selection of an Official City Flower/Plant and/or Tree PREPARED BY: Mark Themig, Community Services Director
STRATEGIC INITIATIVE(S):

Pursue Initiatives that Promote Environmental Stewardship RECOMMENDED ACTION(S):

Discuss recommendations from the Healdsburg Garden Club on options for an official City Flower/ Plant, and/or Tree, and by motion direct staff to develop a resolution naming the official City Flower/Plant and/or Tree for adoption at a subsequent City Council meeting.

COMMUNITY ENGAGEMENT/OUTREACH:

Staff worked with a committee from the Healdsburg Garden Club to develop recommendations for an official City Flower/Plant and/or Tree.

BACKGROUND:

At the suggestion of members of the Healdsburg Garden Club, City Council included “Select a City Flower/Plant and/or Tree” in its Fiscal Year 2024-25 Goals. Following adoption of the goal, staff asked the Healdsburg Garden Club if the Club would be interested in providing recommendation(s) for an official flower/plan and/or tree for City Council’s consideration, and the Club agreed. Theresa Wistrom from the Club offered to work on the initiative, and Ms.

Wistrom asked Wendy Smit, a past president of the Milo Baker Chapter of the Native Plant Society (NPS), to participate as a committee.

Staff worked with Ms. Wistrom and Ms. Smit over the past few months as the committee developed options. The following are considerations for their recommendations:

1. The flower/plant and/or tree should be native to Healdsburg and should still be present and relatively common in Healdsburg today.

The committee found that some worthwhile native species that were prevalent in the past are not as common today within Healdsburg’s developed footprint, but could be found nearby.

We expanded the eligibility area to include Fitch Mountain Park and Open Space Preserve

9.A
Packet Pg. 247
and Healdsburg Ridge Open Space Preserve, both properties outside of the City Limits but owned by the City.

2. The flower/plant and/or tree should have value. This value could be expressed in any number of ways:
• Natural beauty
• Pollinator and/or protector for other animal and/or plant species • Enhances the environment
• Used by indigenous people and/or recent generations
• Historically, economically or socially important
• Potentially threatened or endangered
The State of California and many cities throughout California have named official plants, flowers, and/or trees. Here are a few examples:

Organization Flower/Plant Tree
State of California Golden Poppy California Redwood, both the coast redwood the giant sequoia
San Francisco Dahlia Monterey Cypress
Los Angeles Bird of Paradise* Coral Tree*
San Diego Blue-eyed Grass Jacaranda*
Sacramento Camellia Blue Oak
Rancho Cordova Baby Blue Eyes
Santa Rosa Santa Rosa Plum Tree
Davis Golden Lupine
*Not native to the area
The committee has prepared their recommendations for City Council’s consideration and will present the recommendations at the May 19 City Council meeting.

DISCUSSION/ANALYSIS:

The Healdsburg Garden Club’s committee is pleased to provide the following suggestions for an official City Flower/Plant and/or Tree for City Council’s consideration:

Native Iris - Iris Douglasiana (Douglas Iris) and Iris Macrosiphon (Bowl-tubed Iris) The Douglas iris is found on grassy hillsides and is common along the coast. The Bowl-tubed is usually found further inland and in open to partly shaded spots. Bowl-tubed iris is similar to the Douglas iris but is generally shorter with a longer abruptly inflated floral tube and bowl-like structure on the top. Iris hybrids are common. Locally the plants bloom from March though May.

Sizes range from 6 to 18 inches, and the Douglas iris can be found on Healdsburg Ridge Open Space Preserve.

These California natives hold cultural significance for Native American tribes, particularly for their fibrous leaves used in crafting rope, baskets, fishing nets, and other essential items, as well as used for medicinal purposes and divine connection. In various cultures, it symbolizes hope, faith, wisdom, and courage. Coast Miwok dried the roots and made them into tea that was used medicinally. Pomo women scraped the fibers and twisted the threads to make long ropes for

9.A
Packet Pg. 248
catching deer. Its name, “Iris” is derived from the Greek word for rainbow. Ecologically, the native iris serve as a water source for native bees, attract pollinators, and support wildlife, including various insects and hummingbirds.

Douglas Iris Bowl-tubed Iris
Calochortus luteus – Yellow Mariposa Lily
The bulbs of this plant were used as a staple food by Native Americans, including Pomo and Miwok, and can be eaten raw or cooked, similar to a potato. It is a host plant for various insects, animals, and other organisms adapted to their habitat. It is found in heavy soils, in grasslands, foothill woodlands, and mixed evergreen forests. The sunshine yellow cup-shaped flower is formed of three open wedged-shaped petals, each petal having a central red brown blotch with numerous brown freckles nearby. The leaves are less impressive, definitely upstaged by this showy flower. Bloom time is April to June. Size range is 8 to 18 inches.

Fritillaria Recurva – Scarlet Fritillary
Culturally this bulb-forming perennial in the Lily family symbolizes springtime and renewal. It is found throughout Sonoma County on dry hillsides, woods, or brush. On the top of the stem are 1 to 5 nodding bell-shaped, bright orange to red flowers with yellow spotting inside. The petals are recurved. Bloom time is March – June. Size range is 1 -3 feet. It is not edible. It is host plant for certain insects, and caterpillars feed on it.

9.A
Packet Pg. 249

Sisyrinchium Angustifolium – Blue-eyed grass
Despite its common name as a grass, this plant is a wildflower. Native Americans utilized the roots and leaves for medicinal purposes, including treating stomach aches and diarrhea. Spanish steelers in early California made a tea from the roots and used it to treat fevers. In folklore, its bloom symbolizes secrets and the quiet exchange of knowledge.

Vitus Californica – California Native Grape
Vitus californica grows throughout central and northern California and southern Oregon and occasionally in southern California. It is a deciduous vine which can grow to over 30 feet, climbing over other plants and covering the ground with twisted, woody ropes of vines covered in leaves. In the fall the leaves turn many shades of red, orange and yellow, and bunches of small and often sour but edible purple grapes hand from the vines.

The native California grape holds significant cultural importance for Indigenous people in California who used it for food, medicine, basketry, cordage, and structural building. It is also of great importance in the commercial wine industry: nearly all commercial wine grapes throughout the world are grafted onto rootstock of the California wild grape, and it is resistant to the grape phylloxera aphids which nearly wiped out the European grape vines.

It grows along streams and rivers and thrives in damp areas. Like most other native California plants, it can withstand periods of dry conditions. The grapes provide an important food source for a variety of wild animals, especially birds. Bees love the flowers, and it is one of the best plants for butterflies in the fall.

9.A
Packet Pg. 250

Oak Tree – Quercus Quercus Family (Valley Oaks, Coast Live Oaks, and Blue Oaks) In Healdsburg, members of the Quercus Family, namely Valley Oaks, Coast Live Oaks, and Blue Oaks, as well as many oak hybrids, are well represented. Walk down the Foss Creek Trail for Valley and Coastal Live Oaks, or on Healdsburg Ridge for Blue Oaks. One of the major trails on Healdsburg Ridge is named “The All Oaks Trail.” – that tells us something.

Oaks symbolize longevity, strength, stability, endurance, power, and justice. They served as a food source for Indigenous people, providing acorn bread, and acorn soup, for starters.

Environmentally, the value of oaks for supporting both vertebrate and invertebrate wildlife cannot be overstated. Acorns fill the bellies of deer, racoons, turkeys, and mice. Cavities that develop in living and dead oak giants supply vital nesting sites for dozens of species of birds.

No other plant supports more species of butterflies and moths.

Valley Oak Coast Live Oak Blue Oak
ENVIRONMENTAL STEWARDSHIP:

Staff encouraged the selection committee to consider flower/plant and/or tree species that have value. This value could be expressed in any number of ways:
• Natural beauty
• Pollinator and/or protector for other animal and/or plant species • Enhances the environment
• Used by indigenous people and/or recent generations
• Historically, economically or socially important
• Potentially threatened or endangered
ALTERNATIVES:

1. Direct staff to develop and solicit additional input on recommendations for an official City Flower/Plant and/or Tree. For example, City Council could consider additional outreach or engagement in the selection process.

9.A
Packet Pg. 251

2. Propose a flower/plant and/or tree that is not on the list and direct staff to develop a resolution establishing as the official City Flower/Plant and/or Tree.

3. Do not establish an official City Flower/Plant and/or Tree.

FISCAL IMPACT:

Selecting the official City Flower/Plant and/or Tree’s fiscal impact includes staff time and resources to prepare reports and resolutions and present at meetings.

Staff anticipates that City Council will want to announce and celebrate the selection. Examples of this recognition could include:
• Announcing the selection on the City’s website and social media platforms • Giving away seeds or seedlings of the selected flower/plant and/or tree to residents to plant in their yards
• Enhanced stewardship of the selected flower/plant and/or tree in the location where it is found
City Council’s desired approach and outcome will dictate the fiscal impact.

ENVIRONMENTAL ANALYSIS:

Pursuant to Title 14, the California Code of Regulations, Section 15378(b)(4)(5) of the California Environmental Quality Act (“CEQA”) guidelines, selecting an official City Flower/Plant and/or Tree is an administrative activity of the City that will not result in direct or indirect physical changes to the environment; and therefore, is not a project for purposes of CEQA.

CITY OF HEALDSBURG

CITY COUNCIL AGENDA STAFF REPORT
MEETING DATE: May 19, 2025
SUBJECT: Sonoma County Transportation and Climate Authority Project Priority List
PREPARED BY: Larry Zimmer, Public Works Director
STRATEGIC INITIATIVE(S):

Maintain and Improve Infrastructure and Facilities
RECOMMENDED ACTION(S):

Provide direction to staff on the five priority projects to submit to Sonoma County Transportation and Climate Authority for the upcoming Cycle 2 Funding Program.

COMMUNITY ENGAGEMENT/OUTREACH:

There will be public comments at tonight’s meeting. Additional project specific public engagement will occur as individual projects move forward.

BACKGROUND:

In June 2021, the Sonoma County Transportation Authority (SCTA, now known as SCTCA) issued a call for projects for the Cycle 1 SCTA Funding Program. The then new program combined grant funding sources from federal, state, and county resources to ensure a wellcoordinated approach that would direct funds to the highest priority projects. The funds were not combined into a single grant but coordinated into a single call for projects for SCTA to coordinate and assist to more efficiently and equitably deliver funding throughout the County.

Each of the agencies in Sonoma County were required to submit five project priorities, followed by grant applications for each. The City of Healdsburg submitted the following Cycle 1 projects:
• Grove Street Neighborhood Plan Implementation
• SR 101 and Dry Creek Interchange Improvements
• March Avenue Pavement Rehabilitation
• Mill Street Complete Streets Project (from Roundabout to SR 101) • Ward Street Neighborhood Revitalization
Initially the Grove Street Neighborhood Plan Implementation Project received $2.5 million, and

9.B
Packet Pg. 253
the Ward Street Neighborhood Revitalization received $1.2 million. Later, there was additional funding made available, referred to as Cycle 1 augmentation. Staff was allowed to revisit the prior priorities before resubmitting project scopes to SCTA. The City’s March Avenue Pavement project did not score very well, so it was repackaged to show that the pavement portion was fully funded from another source and our grant request was specifically for pedestrian improvement, and the Dry Creek Project request was clarified that the project could be done in phases, with the first phase to complete a Project Initiation Document (PID). Both projects received a portion of the Cycle 1 augmentation funds; $700,000 for March Avenue and $500,000 for Dry Creek PID.

DISCUSSION/ANALYSIS:

SCTCA is expecting to release a Cycle 2 call for projects in June 2025 with no more than five applications due in August. Approximately $100 million in local, state, and federal funds are anticipated to be available, with the majority in FY 27/28-30/31.

City staff recommends submitting the following five projects:

1. Dry Creek Interchange
A rough order of magnitude estimate of the project is $16 million for design and construction. The County of Sonoma Public Infrastructure has expressed a willingness to submit a joint application since highway 101 is the city limit line.

2. South Healdsburg Avenue Connectivity (Adeline Way to the Front Street) This project has $1.3 million budgeted from another funding source, and is included in the Active Transportation Plan, and will be included in the Safe Routes to School Plan.

The project would perform complete pavement rehabilitation by grinding and repaving the surface. Curb ramps, driveways and sidewalk would be installed and/or upgraded where currently lacking or not meeting current accessibility standards. An enhanced crossing (RRFB, or Rectangular Rapid Flashing Beacons) would be installed along with curb projections to reduce crossing distance and possible center median refuge. Drainage would be improved with new inlets along the northside of Healdsburg Avenue.

Additionally, signage and striping would be updated. If, and where possible, buffered bike lanes and green paint at bike lane conflict points would be installed. Streetlights would be installed along the corridor. Estimate: $3,000,000

3. Grove Street North (Dry Creek Ave to Healdsburg Ave) The currently funded project on Grove Street ends at Dry Creek Road. This potential project would perform localized pavement repairs, followed by street resurfacing.

Approximately 300 feet of roadway would be widened to accommodate bike lanes. Curb

9.B
Packet Pg. 254
ramps at Dry Creek and Grove would be upgraded along with other noncompliant curb ramps within the project limits. Painted bike lane buffers would be installed where feasible along with green paint at bike conflict locations and updating all signing and striping to meet current standards. Estimate: $850,000

4. Mill Street Complete Streets (Western City limits to roundabout) The Mill Street project originated from the Central Healdsburg Avenue Plan (CHAP) to make pedestrian, bicycle, and traffic operation improvements, though there has been little public engagement to date. This is the same project included in Cycle 1. The project is recommended in the CHAP and will improve bike and pedestrian safety to the county line. The County of Sonoma has plans for future bike improvement on Westside Road.

Estimated: $1,500,000

5. Pavement Preventive Maintenance
This project would perform localized pavement repairs followed by street resurfacing on multiple street segments throughout the City. Estimated cost is $2.4 million but the project is scalable by adding or subtracting segments.

Currently both March Avenue and Grove Street Projects are fully funded and in design and therefore should not be included in this call for projects. While Ward Street has received some funding, the work has not begun to develop a fully defined scope of work.

The anticipated scoring for the projects is as follows:

Projects considered but not recommended for submittal:
• Additional funding for Ward Street – initial scoping has not been completed, and scope and cost are too uncertain
• E-bike share – Uncertainty regarding community preference of type of future program. • Sherman Street Retaining Wall Replacement – unlikely to score well. • Sunset Drive Slope Stabilization and Pavement Repair – unlikely to score well.

9.B
Packet Pg. 255
• West Plaza Parking Lot – unlikely to score well.
• Railroad Avenue – A project to construct a street from Ward Street to Branch Street would likely score well. However, the scope of the project is unclear as is the location and timing of the future SMART platform which will create pedestrian connection across the tracks.

ENVIRONMENTAL STEWARDSHIP:

Recycling, reuse, and sustainability is a consideration for all projects.

ALTERNATIVES:

City Council may direct staff to include projects other than those recommended, though the projects must be included in the Comprehensive Transportation Plan (CTP), which is included as an attachment.

FISCAL IMPACT:

There is no direct fiscal impact from submitting a prioritized project list. There will be matches to any grants received and the cost to the City will be dependent on many factors. There will be future Council action to accept a grant and the associated financial commitment.

ENVIRONMENTAL ANALYSIS:

The recommended action does not constitute a “project” under CEQA, pursuant to Section 15378(b)(4)(5) of the California Environmental Quality Act (CEQA). The future construction project will be subject to environmental review and pending approval pursuant to CEQA guidelines at a future date.
