SUBCONTRACTORS
As Earth Systems is a full-service geotechnical and materials testing/special inspection firm, subcontractors are typically used only to provide support or specialty services, such as drilling services, traffic control services, or soil/groundwater corrosivity testing. The subcontractor selected for a specific assignment would depend upon the nature of the work, the project schedule, and availability. When retaining subcontractors, we ensure that their qualifications meet the requirements of the client as well as our own quality expectations, including applicable certifications as appropriate.

A) COVER LETTER
Geocon Proposal No. 2023-490
December 18, 2023
Candace Sunds
City of Hemet
Purchasing Department
445 East Florida Ave,
Hemet, CA 92543
SUBJECT: REQUEST FOR PROPOSAL FOR ON-CALL PROFESSIONAL GEOTECHNICAL ENGINEERING AND

MATERIALS TESTING SERVICES
Dear Ms. Sunds,
Geocon West, Inc. (Geocon) welcomes the opportunity to submit this proposal to the City of Hemet (City) in reference to the RFP for On-Call Professional Geotechnical Engineering and Materials Testing Services. We have the demonstrated technical expertise, project management approach, integrity, and responsiveness that will enable the successful delivery of projects for this contract. Geocon has over 52 years of experience performing geotechnical engineering services for public agencies and municipalities right here in Southern California.

Our local office and certified laboratory in Murrieta will manage this contract and partner with the City to provide geotechnical engineering services, which will include, but are not limited to, geotechnical investigation and design services, pavement evaluation and design, and geotechnical observation and testing, materials testing and special inspection.

We have performed the same services for similar projects for numerous public agencies across our 52-year history, including the Cities of Menifee, Temecula, Indio, Wildomar, and Chino as some examples.

Beyond our extensive experience and demonstrated service to the City, what sets Geocon apart?  We bring innovation and problem-solving to all of our projects – big or small. Our goal on every project is to develop creative, cost-effective, and practical geotechnical and environmental solutions. Problemsolving early in project phasing is key. We pride ourselves on adding genuine value to every aspect of a project to enable the project to successfully move across phases.  Transparency is key to our project management approach. We are committed to keeping cost, schedule, quality, safety, and importantly, transparency, top of mind while we deliver our Task Orders. We maintain strict burn-rate reports internally so that we stay on budget and transparently communicate our project milestone tracking to clients. Drawing from our extensive experience, we understand the need for rapid response times, communication and coordination with the project team, while maintaining excellent standards and providing quality deliverables.
 Our principals are working principals. Senior engineers and principals, like myself, will service your Task Orders. You will find a highly experienced leadership team at your disposal. Additionally, our principals play a direct role in oversight of the team and take every opportunity to streamline costs. For example, our principals bill at senior rates to control costs. We also have many multi-certified inspectors, and it is always our goal to have one inspector cover multiple tasks rather than having two or more inspectors onsite simultaneously; this minimizes the assignment of multiple field staff, all per the direction of working principals.

 Our team is local, experienced, and available. Geocon’s fully operational office and comprehensive testing laboratory are located in the City of Murrieta and offer an experienced, local team you can trust for this on-call contract. Many of Geocon’s employees live in the City, therefore we know the City well and are available to meet the City’s needs with short-term requests. As an extension of the City’s staff, we are always available to be contacted for questions or geotechnical input with a moment’s notice. We do not utilize pay-when-paid clauses, so we receive priority scheduling from our subcontractors to expedite your projects. Our staff of engineers, geologists, technicians, and inspectors stand ready to serve the City.
 We perform our soils and materials testing in our in-house laboratories. We perform our services inhouse, manage our own laboratories and maintain strict oversight of standards within our laboratories.

We are consistently rated by CCRL and other certifying bodies with top performance for overall organization and accuracy of testing. Our laboratories are certified by DSA, AASHTO/AMRL, Caltrans, and CCRL and can provide both soil and materials testing services 24 hours a day, 7 days a week. With staggered lab staff schedules, we are able to complete critical path testing much quicker than a typical lab.

CITY OF MURRIETA GEOTECHNICAL CONSULTING,MATERIALS TESTING,AND PEER REVIEW SERVICES

MURRIETA, CALIFORNIA
Geocon has been providing geotechnical consultation, materials testing, and peer review services to the city of Murrieta since 2012. We have worked with the City staff to provide services needed effectively and on schedule, so design and construction delays are not incurred.

Some of the projects we’ve provided services for include:

GUAVA AVENUE IMPROVEMENTS, MURRIETA, CALIFORNIA
Geocon provided geotechnical services during design of the project and construction of improvements along Guava Avenue from east of Jefferson to Murrieta Creek and north along Adams Street. Improvements included remedial grading and placement of roadway fill to reach finish grades within this commonly flooded area, relocation of Edison power poles, and construction of a cast-in-place triple box storm drain tunnel located within the roadway until it exits south of Guava Avenue at Murrieta Creek. Project challenges included alluvial soils, high groundwater, and continuous stream flow. Geocon provided cost-effective design options and worked with the contractor and the City of Murrieta to construct the project in accordance with the project plans and specifications while maintaining the construction schedule. Geocon came in under budget at the end of the project and has earned praise from the City Inspector and Contractor regarding our responsiveness and ability to provide effective solutions to project challenges.

MURRIETA HOT SPRINGS ROAD PAVEMENT INVESTIGATION, MURRIETA, CALIFORNIA Geocon performed a pavement investigation along Murrieta Hot Springs Road in Murrieta, California. Murrieta Hot Springs Road between Margarita and Winchester Roads was widened from 4 to 6 lanes to accommodate higher traffic demands, and the distressed area west of Alta Murrieta Road was repaired. The original County road present in the #1 lanes (inside lanes) was expected to have a different pavement section than the #2 lanes (outside lanes) between Margarita and Winchester Roads, therefore Geocon took cores in both lanes to provide measurements of both pavements.

General Project Approach
Guidelines
• Participate actively in all required meetings.
• Establish contacts for proper project coordination.
• Continuous team interaction during construction.
• Promptly notify and discuss (via project manager) any unusual or unanticipated conditions encountered, and provide onsite appropriate recommendations followed by a formal written report. • Coordinate with agencies, and inspectors.
• Coordinate with utility companies, if required.
• Provide appropriate recommendations during backfill and prepare interim reports as necessary. • Maintain all scheduled construction activities including deadlines and milestone reports. • To allow for monitoring of field testing during site visits, daily reports will be prepared at the end of each site visit to include a summary of the test results. Our field technician will be onsite with the mobile laboratory to promptly determine and report the moisture, density/optimum moisture, and relative compaction in the field. • Compaction testing will be conducted at regular intervals. Soil densities will be determined by the Nuclear Gage (ASTM D2922) Test Method. Pavement compaction will be determined by asphalt nuclear gage “Short Gage” and or by obtaining cores from pavement and determine pavement compacted density. • The laboratory will perform assigned tests in accordance with applicable procedures in a timely manner and report test results. Our field technician will inform project contact promptly of compaction deficiencies. A 24- hour notice is anticipated for scheduling field technicians.

Performing Sampling/Testing:

Sampler is to obtain representative samples and tester is to provide accurate test results. Both the sampling and testing of materials or products and the quality of work must be performed strictly in accordance with authorized procedures. Our technicians are thoroughly trained in public works requirements with respect to materials handling and processing methods. Our technicians are safety and health conscious. For soil testing, our technicians will follow the progressive steps used in the standard of care. The technician will designate the test area, select test sites within test area, conduct the physical measurements, determine the maximum value for comparison with the in-place density, and finally evaluate the test results. The test results will be available in time so that the contractor will have an opportunity to rework a failing test area. Size of test areas may be increased or decreased based on the consistency of test results. Samples should be representative of the materials being used. Samples will be tagged with sample number, date, time, structure, description, location, station, or mix number. Measure of compaction will be conducted as necessary for control. Test results will be transmitted to the agency project manager the same day.

Data Gathering, Input, And Handling
Most common procedure to maintain data is the electronic procedure. Electronic documentation of data and results are required for sound quality control plan. Appropriate procedures are used to minimize errors in data collection.

Secured spreadsheet features are used to minimize errors.

Data Documentation
Documentation is sufficiently detailed and clear as to allow independent but knowledgeable analysts to obtain and review the work procedures.

Project Files
The project manager maintains a completely separate project file for each client. Repeat clients have several project files, one for each project. The intent is that project files should include all the material that is needed to develop the inventory of the project. Project files are maintained in a transparent manner. A project file is maintained for the current inventory and includes all relevant information. The file contains a list of the names and locations of all working personnel. Spreadsheets, and hard/electronic copies.

Internal Audit
Internal audits using internal personnel excluding the analyst involved are done periodically. Several activities are conducted during the audit, including duplicating the QC procedures, checking the qualification of staff involved, and checking procedures for project file maintenance.

Progress Reports:

Project manager will prepare and maintain reports of completed work and ensure that results comply with specifications.

The records (for which he is responsible) will be complete and concise.

Project Records:

All records will be on appropriate forms. This office will reproduce the necessary copies required for the project.

Embankment records will include relative compaction sheets. Structure backfill record will include laboratory and relative compaction records. Aggregate Subbase/Base will include relative compaction, moisture, sieve analysis, sand equivalent, and depth if required. Asphalt Concrete records will include grading, R-value, extraction, moisture, etc.

PCC records will include sand equivalent, cleanness value, sieve analysis, and slump values. A copy of all reports made out for this project will be provided to the agency project manager.

Batch Plant Records:

Plant records will be documented on AC or PCC Daily Plant Record. AC and PCC field records will include delivery tickets, description of operation, results of slump values, temperature, air content, molded specimen, bulk samples, compaction results, etc. Sample and test locations will be timed, dated and recorded by station and structure.

Certificate of Compliance will also be obtained when and where needed.

We note the aggregate storage to ensure that the material remain dry and separated by size. Samplers must produce manageable size samples. Keep adequate records of used materials. Determine whether the temperature of oil and aggregate are within specified range. Determine completed product temperature randomly from the back of trucks.

Scales will be checked periodically to be at zero. Truck beds will be examined periodically prior to loading to ensure that excessive amount of parting agents is not present. In the field we will obtain completed samples from paver hoppers. Type of mix, grade, source of asphalt, time, location, approximate area, and station will be recorded.

Frequencies of sampling and testing will be conducted in accordance with the project requirements.

The task of completing the scope of work within the limits of the project budget will be overseen by the project manager.

This work will include a daily review of work performed versus time expended. The project manager will ensure that daily field and laboratory program are performed within the required time frames.

Weekly labor and cost reports provide the GeoMat project manager with detailed cost information. Each report provides detailed information for each staff member and each task indicating actual dollar expended, budget, remaining budget, and percent of budget expended. These reports make tracking of labor and other costs very simple and provide needed visibility to coast data.

Response
GeoMat is fully capable of responding to any request for services in a timely manner. Our practical experience is to do whatever we can do to satisfy the client’s scheduling requirements, and we can easily respond in less than 24 hours’ notice. We will make every effort to respond to rush request for services. Having access to various resources, we are strongly positioned to provide same day rush services to the Agency, when needed. Daily field reports will be provided to the project manager immediately following completion of work. Test reports will be provided within three days from sample collection. The project manager will assure that service requests by the Agency are handled in a prompt and responsive manner.

Project Set-Up, Reporting And Invoicing
Individual project files will be established in order to separate project costs and reporting for various on call assignments. The Agency’s in-house project number will be included on all project correspondence including daily field reports, laboratory reports, and invoices. Daily field reports will be provided to the responsible Agency representative immediately following completion of the fieldwork. Our Project Manager will be working with the Agency to establish budgets for numerous projects that we provide the services for. With these budgets we will then incorporate our automated cost tracking systems to notify the Agency when contract values are at 50 and 75 percent of their assigned value. Our building and reporting program is capable of readily adapting to the requirements set forth by the Agency. A few highlights of this system include:
• E-mail capabilities for reports and invoices
• Customized daily field reports and log forms
• Ability to access progress-to-date information for reporting and billing • Comparison between budget and actual charges included on each invoice • Non-compliance item tracking and resolution progress
Safety and USA Clearance
GeoMat recognizes that safety is an important element in any successful project. We are committed to the safety of our team and the public. We will be conducting regular meetings with our assigned team members to discuss safety issues specific to the project. Prior to the start of subsurface work, GeoMat will contact USA for utility clearance.

GeoMat will meet with utility representatives to discuss project requirements. For projects not in public right-of-way, we will utilize Private Locators to clear onsite utilities, when necessary.
