To Whom It May Concern,
I am writing to recommend Jayda Bass, who has worked as a server under my supervision at Wellquest of Menifee Lakes. As the Executive Chef, I am responsible not only for the kitchen, but for maintaining the overall standards of professionalism, teamwork, and discipline that make a restaurant succeed. Jayda has consistently met and exceeded those standards.

In a fast-paced, high-pressure environment, Jayda has shown maturity well beyond her years. She is reliable, attentive, and takes responsibility seriously. Whether handling a busy service, communicating clearly with the kitchen and front-of-house staff, or stepping in to help teammates without being asked, they approach their work with focus and respect for the people around them.

What stands out most to me is Jayda’s work ethic and attitude. She accepts feedback, learns quickly from mistakes, and applies what she has learned the next shift. These are qualities I value highly in this industry, and they are the same qualities that lead to success in higher education. They manage their time well, balance responsibilities effectively, and show genuine initiative in improving themselves.

I do not offer recommendations lightly. Based on my experience working closely with Jayda, I am confident she will be a strong addition to your academic community. She has earned my trust and respect, and I believe she will carry that same level of commitment and integrity into their college studies.

Please feel free to contact me if you require any additional information.

Sincerely,
Carlos Fernandez
Executive Chef

Questionnaire
Answer the following questions. It is not a requirement, but it will help during the review process.

1. Why are you applying for this position?
I am reapplying for this position because I truely believe that I got a glimpse at the start of a very beautiful idea that I think will grow to be something that can help connect this community even more, and I would like to be there to help do that.

2. Why do you feel you are qualified for the Youth Council? I am qualified to be apart of the Hemet youth council because of my ability of time management, skills under pressure, and my people skills.

3. What experience do you have that has prepared you for this position? I am the president in training for my schools helping hands club and have been in it for about a year or so now. I am also in my school's Skills USA program for my CTE pathway Digital media and that requires that I talk to administrators during career trips.

4. What does the definition of a leader mean to you?
A leader is someone who works for and with their community and group. I believe that a leader is someone who is there to uplift others and is willing to put others interests at heart, as well as being the face and action for a better cause.

To whom it may concern,

I would like to recommend Freya Ewalt for a position on the Hemet Youth Council. I believe that Freya is a student who exemplifies the qualities of a dedicated and conscientious leader, and she would serve as a model student to her peers and her community if appointed.

I have had the privilege of teaching Freya for three years now, both as an English teacher and her Digital Media teacher. Within that time, I have been able to see her grow from a studious and responsible freshman to an outgoing and expressive leader. Currently, she holds a leadership position in our school’s SkillsUSA program and represents her CTE Digital Media pathway. This position entails attendance at chapter meetings after school, help with recruiting new students to Digital Media, and meetings with Industry partners at large district and community events. Her work within the Digital Media class is exceptional and inspirational to her fellow students because it always displays a level of unique craftsmanship and professionalism far beyond her years.

Freya also acts as a leader in the Helping Hands Club on campus. This student organization designs and carries out community service projects throughout the city of Hemet.

These projects include local park rehabilitation and restoration, clothes drives, and food drives.

All of these projects require significant time and effort and truly highlight Freya’s willingness to develop her character outside of the classroom.

It is worth noting that none of these impressive accomplishments has come at the expense of her outstanding academic performance. Freya continues to challenge herself by pursuing Advanced Placement and International Baccalaureate courses. Outside of school, she has enrolled in and passed various courses through Mt. San Jacinto Community College. What this demonstrates is a profound talent for balancing one’s duties and priorities with one's personal endeavors.

Freya will be entering her senior year in a few months. Within her first three years of high school, she has achieved more than most students will throughout their entire academic career, and she does so with a quiet and confident grace. It is not surprising that students respect her and teachers look forward to learning from her. It is a common cliché that good leaders are those who lead by example, but I believe even clichés reveal truth.

Freya Ewalt leads by example. A position on the Hemet Youth Council will prove that.

If you need any further information, please do not hesitate to contact me.

To Whom it May Concern,
It is my absolute joy to recommend Izabella Herritt for the Hemet City Youth Council. I have known Izabella for six years now as her youth pastor at Hope in the Valley Baptist church. As such I can speak very highly of both her character as well as her ability. It is rare to find someone such as Izabella who not only has demonstrated exceptional ability in whatever endeavor she puts her mind to, but exceptional character as well. It is on both merits that I can highly recommend her for a position among this council.

In reference of her character, I can say that it has been an absolute joy to have her in my youth group for the past six years. Over the course of my experience with Izabella, she has made every effort to be a presence that is warm, welcoming, and a friend to anyone who arrives at our church. Whenever there is a need she is always the first to volunteer, whether that need comes from me, a friend of hers, or a stranger. She goes above and beyond to make sure everyone she encounters is cared for to the absolute best of her ability. I have witnessed few people overcome greater difficulties than she has with such grace and strength of character and among them none as young as she.

In reference of her ability, I can say that there are few people as capable as Izabella. Not only does she have a natural ability to think critically and solve problems, but she is also one of the few who refuses to rest upon that natural ability and continues to work hard to excel in whatever task has been set before her. I have witnessed her excel where most would have given up, due to both her determination not to fail, and her ability to find solutions to whatever problems she may be facing at the time.

In conclusion, I am overjoyed to give Izabella Herritt my highest recommendation for your council. Whatever group she joins has only ever been made more excellent because of her presence. I can guarantee she will be a voice of great insight and be one who will do the work necessary to accomplish the goals of your council. If you have any further questions, I am more than happy to answer them so please do not hesitate to contact me.

Sincerely,
Pastor Miles Hansen

Assistant Pastor at Hope in the Valley Baptist Church

We customize learning to impact academic achievement, build healthy relationships, and connect with our community.

To the City of Hemet Youth Council Selection Committee, I am pleased to write this letter of recommendation for Hannah McKnight in support of her application to the City of Hemet Youth Council. As Hannah’s teacher, I have had the privilege of seeing firsthand the character, intelligence, and leadership qualities she could bring to this role.

Hannah is an exceptional student who is smart, thoughtful, and highly engaged in both her learning and her interactions with others. She approaches challenges with maturity and curiosity, and she consistently goes above and beyond in her efforts, not only academically but in the way she supports those around her.

What stands out most about Hannah is her kindness. She shows genuine care and respect for others, often lifting up her peers through encouragement, inclusion, and compassion. She has a natural ability to connect with people and contributes positively to any environment she is part of.

Beyond her strong character, Hannah possesses the responsibility, initiative, and leadership potential that would make her a valuable member of the Youth Council. I truly cannot imagine a position in which Hannah would not be an asset. She would represent the City of Hemet with integrity, enthusiasm, and a sincere desire to make a difference.

I give Hannah McKnight my highest recommendation and am confident she would make meaningful contributions to the City of Hemet Youth Council.

Sincerely,
Juliana Hoye

Questionnaire
Answer the following questions. It is not a requirement, but it will help during the review process.

1. Why are you applying for this position?
I'm applying to the Hemet Youth Council for a plethora of difference reasons, but the one that isolates itself the most, is simply the fact that I love this city and would love to be apart of making it a better place for all of those who call it home. I moved to this city when I was in middle school from Compton California, to my family Hemet was seen a place we could move to for an improved future, specifically for my mother, it was a place she could watch me grow without the worry of violence or other extreme predicaments that accrued often in my old city. I want to contribute to the continued creation of a safe and beautiful city where others just as safe and welcomed as I did when I moved here.

2. Why do you feel you are qualified for the Youth Council? I feel qualified for a position within Hemet's Youth City Council because I've had previous experience with serving people in my community and I find it blissful to be able to create an outgoing open environment for those around me! Regardless of the work or hurdles that come with this position, physical or social strain, I'm willing to dedicate myself the the betterment of this city and build the foundation for the place were my siblings and family will grow up!

3. What experience do you have that has prepared you for this position? Over the years I believe Iv'e acquired sufficient exsperiance that has prepared me for this position. On campus alone iv'e had the pleasure of holding the roles sophomore class president and currently junior class president, during this very week I'm campaigning on campus to hold both ASB and Senior class president positions. These roles have called me to hold strenuous and well planned out events such as prom, School wide trip events and even go to state leadership conferences. Having those positions and still being involved in sports, as well as holding ranking seats in clubs has led me to learn how to balance and truly see a bigger picture in how using these different positions can lead me to help others around me. I hope to use this skills for the betterment of our community of I am granted a seat in Hemet Youth City Council

4. What does the definition of a leader mean to you?
What a leader means to me is one of the most important questions someone can ask.The title of being a leader can vary drastically from person to person; To me a leader isn't just someone who can proclaim themselves as one, without a shadow of a doubt a leader is a person who can take action for the convictions they hold, they're someone who can be not only a voice for their own beliefs but a voice for all, including every single person they are supposed to represent. Beyond that, a leader is someone who also has no problem putting thereselvs in an uncomfortable situations if it means those around them will feel more at ease now that they see another is doing it. These qualities of being a voice for all, having the conviction to execute the wants of the people while simultaneously putting yourself on the line of the assured benefit of those around you is what it means to be a leader to me. Above all else though, a true leader must know that they can always improve.

This event made me feel more proud and connected to my city. Also, the opportunities to volunteer at Cawston Elementary by planning Red Ribbon week with my mom Mrs. Sandoval, the counselor for Cawston. To Whom It May Concern,

It is truly my pleasure to recommend Aiva Sandoval to be a part of the City of Hemet Youth Council. Aiva is a remarkable young woman. I have had the honor of working with Aiva as her choir teacher this year. As a freshman, Aiva was fast-tracked into the advanced ensemble due to her amazing attitude and incredible vocal abilities. She has led out in the alto section in Chambers Singers and become a real asset to the team. Her dependability, great attitude, rapport with others and willingness to work hard have set Aiva apart. Aiva shines on our campus as she leads out not only in choir but in ASB. While working with our ASB team, she has led her fellow students while acting as historian. She and her team also regularly plan school activities such as pep rallies, blood drives, and prom. She also assists in the ASB store, and will be leading out more next year in the Tahquitz Choral Program.

In addition to Aiva’s beautiful heart and strong leadership qualities, she has also jumped at the opportunity to love on her community by singing the National Anthem for Veterans Day for the City of Hemet at Gibbel Park, as well as perform at the Golden Era Golf Club in San Jacinto for community fundraisers that included doctors, educators, and other prominent members of the community. Aiva also furthered her love for singing by participating in a Rotary Music Competition, at which she took 2nd place in January. She was also recently accepted into a rigorous singing ensemble that will be rehearsing over the summer and performing at the prestigious Disney Concert Hall in Los Angeles.

Truly, I can’t say enough good things about Aiva. She has an incredible attitude, is very dependable, is a great friend and support system to her fellow students, and is a pleasure to work with. I have no doubt Aiva will be an incredible asset to your team!

Please feel free to reach out with any questions you might have. It would be my honor to gush about Aiva.

Sincerely,

Christyl Thiessen
Tahquitz High Choral Director

Page 1011 of 1086 ends

For Fiscal Year 2026–2027, CAL FIRE revised the agreement to provide protection for 1,015 acres within the City's LRA. The agreement reflects the inclusion of the Tres Cerritos shown in Attachment 3, Four Seasons shown in Attachment 4, and McSweeny shown in Attachment 5. The proposed annual cost is based on a rate of $47.55 per acre plus a 12.10% administrative fee, resulting in a total agreement amount of $54,103.10.

Approval of the proposed resolution will authorize the City Manager to execute the agreement and any related documents necessary to implement the agreement for the July 1, 2026, through June 30, 2027, term.

DISCUSSION:

Entering into this agreement ensures reliable wildland fire protection for areas within the city that are at risk of wildfire. Partnering with CAL FIRE provides access to specialized resources, personnel, and expertise that would otherwise be cost-prohibitive for the city to maintain independently.

This agreement supports regional coordination and enhances emergency response capabilities, particularly during periods of elevated fire danger. It also aligns with best practices for interagency cooperation in wildland fire management.

An overview presentation is included with this report as Attachment 6.

PREVIOUS COUNCIL ACTION:

On May 26, 2026, the Council approved a Wildland Protection Agreement (WPA) that included only the Tres Cerritos area.

STRATEGIC PLAN INTEGRATION:

GOAL ONE: QUALITY OF LIFE:

Objective 4: Increase employee retention by training and creating a positive workplace.

OPERATING PLAN

1. OVERVIEW

This Operating Plan, hereinafter referred to as PLAN, is between the California Department of Forestry & Fire Protection, Riverside Unit, hereinafter referred to as CAL FIRE and the City of Hemet Fire Department, hereinafter referred to as CITY. It has been developed to specifically address the Agreement for Protection of Wildlands within a Local Agency, hereinafter referred to as AGREEMENT, between CAL FIRE and CITY for wildland fire protection within the city limits.

2. AUTHORITY

The PLAN is required of both CAL FIRE and CITY as part of the AGREEMENT dated July 1, 2026.

3. PURPOSE

This PLAN will provide the Unit Chief of CAL FIRE and the Fire Chief of CITY a means for executing the AGREEMENT and is hereby attached as Exhibit B with appendices B-1 and B-2 to that AGREEMENT.

4. DEFINITIONS AND RESTRICTIONS

See AGREEMENT for definitions and descriptions of general terms. This PLAN does not allow either agency to operate outside the limitations in the AGREEMENT.

5. PROCEDURES

A. Fire Reporting/Reports-When CITY receives a report of a wildfire within the area of the AGREEMENT, it shall promptly notify the Riverside Unit Emergency Command Center (ECC). Each agency will process their appropriate reports and make the information available, upon request of the other agency, in no more than 60 days.

B. Incident Management-The Incident Command System (ICS) will be used to manage wildfires within the area of the AGREEMENT. Unified Command will be implemented with a CAL FIRE representative and a CITY representative.

C. Fires within the area of the AGREEMENT-Each agency will maintain a preplanned initial attack response (PIAR) for fires within the area of the AGREEMENT. See Appendices B-1 and B-2. Immediate cooperation between agency dispatch centers will occur to ensure prompt response of appropriate resources into the area of the fire. CAL FIRE resources will be ordered according to the terms of the AGREEMENT through the ECC. Any augmentation of the preplanned CAL FIRE response, with CAL FIRE resources, shall be authorized by a CAL FIRE Incident Commander or Agency Representative. Augmentation of the preplanned response may require a post incident audit. The audit will seek to demonstrate that adjacent CAL FIRE Direct Protection Areas (DPA’s) were threatened, or that the augmentation was justified on a cost efficiency basis. Local government and private resources will be ordered through the CITY dispatch center (DISPATCH) to ensure proper utilization of the Master Mutual Aid Agreement.

D. Mutual Aid-All initial attack resources will be considered mutual aid for the purpose of this AGREEMENT.

E. Initial Attack-Initial attack resources will always be based on the closest resources concept identified in the PIAR. See Appendices B-1 and B-2.

F. Move-Up & Cover-Station coverage will be exchanged between both agencies when appropriate. To prevent long-term coverage problems to either agency, the covering agency’s engines will be replaced with the covered agency’s resources as soon as it is practical to do so.

G. Fire Information: Unified Command-

1. Both agencies will enter into a unified command structure to manage the incident by establishing a common set of incident objectives and strategies.

This will be accomplished without losing or abdicating agency authority, responsibility or accountability. A Unified Ordering Point will be identified and established.

2. Representatives of both agencies will meet as needed to discuss procedures governing and locations of potential Information Centers. Both agencies will strive to maintain a roster of certified Public Information Officers for use during emergencies.

3. The Unified Command will determine which agency will provide the Lead Information Officer. Normally, it will be the agency with the greatest commitment of resources on the incident.

H. Representatives of CAL FIRE and CITY, of the rank of Battalion Chief or higher, may order resources directly from the ECC or DISPATCH when an immediate need arises.

These resources may include engines, fire crews and bulldozers in accordance with the AGREEMENT. Resources sent in response to these requests will conform to the closet resources concept.

6. ADMINISTRATION

The CAL FIRE Unit Chief and the CITY Fire Chief, or their designees, along with representatives from the CAL FIRE ECC and CITY DISPATCH will meet annually to discuss, review, and update the following items; procedures for reporting fires, procedures to dispatch resources to fires within the area of the AGREEMENT, procedures to dispatch resources to fires along the boundaries of the area of the AGREEMENT, and exchange general or specific information which would might affect the other agency.

7. FIRE PREVENTION

A. POLICY

All fire prevention activities conducted on lands within the area of the AGREEMENT will be consistent with both agencies guidelines. CAL FIRE and CITY will be expected to conduct a year-round, aggressive fire prevention program using guidelines within the CAL FIRE Handbook 9000 and CITY Fire Prevention Guidelines. This will include, but is not limited to, annual analysis and planning sessions to generate an active fire prevention plan.

1. Public Information Program-This will include all types of fire prevention news releases through the available media. Other methods will include public meetings, fairs, rodeos, parades, services clubs and a regular schedule of school programs for all grades.

2. Protection/Planning Issues-Although the responsibility for enforcing fire safe ordinances pertaining to improvements in wildland areas within the city limits is the responsibility of CITY, a CAL FIRE representative will be available upon request to comment on these issues and assist in the enforcement of related ordinances.

3. Hazard Reduction Inspections

a. Home Inspection – CAL FIRE will work directly with CITY to enforce Public Resources Code (PRC) Sections 4291, 4446, 4442, 4442, 4123, or the Uniform Fire Code sections when applicable.

b. Power line Inspections – CAL FIRE will work directly with CITY inspecting power lines over 750 volts, using PRC 4292 and 4293 as a guide.

B. RESPONSIBILITY

CAL FIRE and CITY personnel will, in the performance of their duties, give full consideration to the prevention of fires and public education. Both agencies will allow staff to establish attainable fire prevention goals.

C. EXISTING AND PROJECTED DEMAND

Fire Prevention and suppression are the primary roles for both agencies. If the Demand for services increases in the future, both agencies will develop more intensive programs. Fire protection and prevention will be influenced by the following factors:

1. Increased recreational use.

2. Increased residential and commercial development.

3. Increased utilization of vacation residences.

4. Industrial activity.

D. OBJECTIVES

The primary objective of the fire prevention plan is the reduction of fire suppression expenditures and damages from human-caused fires. The secondary objective is a current and comprehensive public education program for fire safety awareness and code enforcement.

E. RECOMMENDED ACTIONS

Both agencies will actively pursue public awareness programs through the following:

1. Public Education

a. School programs, ages K-12

b. Roadside sign program

c. Timely newspaper articles concerning fire awareness

d. Attendance at various local events which lend themselves to fire prevention displays.

2. Code Enforcement

a. Active PRC 4291 home inspection program in target areas.

b. Enforcement of the Fire Safe Ordinances as they apply to construction

in Fire Hazard Severity Zones (FHSZ). CAL FIRE will take and advisory role with the CITY Fire Marshal within the areas of the AGREEMENT.

F. FUEL MODIFICATION

Both agencies will continue to encourage individual property owners and property Owner associations to establish and maintain a healthy fuel complex through the following:

1. Prescribed burning through available programs.

2. Forest practice inspections.

3. Fuel modification using mechanized systems, fire crews, and local resources

4. Biomass programs to control stems per acre, and remove dead and down materials.

G. BURNING PERMITS

Burning permits are to be required in the city limits and will be consistent with those guidelines established in adjacent areas. This will provide consistency in the burn hours and any controls needed for the overall program.

1. Burning Permit Issuance

The CITY has the responsibility of issuing burn permits within the city limits and the area of the AGREEMENT. Both agencies will agree to and establish burn permit guidelines by April 1 of each year. The guidelines will follow those established by CAL FIRE to ensure consistency in the burn programs in both the city and areas adjacent to
CAL FIRE.

2. Suspension of Permit Procedures

The suspension of burning permits in the area of the AGREEMENT will be directly related to the burning permit suspension procedures outside the area of the AGREEMENT to ensure area-wide consistency. Suspensions will be based on input from CAL FIRE and CITY.

H. MONITORING AND EVALUATION

Periodic monitoring and evaluation of the PLAN will provide the opportunity to make orderly and timely amendments and revisions of the PLAN. Monitoring will determine if the:

City of Hemet
City Council Meeting

STAFF REPORT

Meeting: City Council Meeting - Aug 11 2026
Department: Public Works
Submitted by: Noah Rau, Interim City Manager
Eric Bunge, Executive Analyst;

☐ Receive and File ☐ Consent Calendar ☒ Business Item ☐ Public Hearing

TITLE:

Discussion of the Potential Mesa Grande Conservation Acquisition Initiative and Pursuit of Grant Funding

RECOMMENDED ACTION:

It is respectfully recommended that the City Council take the following actions:

1) Provide direction to staff regarding the pursuit of grant funding for the potential acquisition and long-term conservation of the Mesa Grande property; and

2) Adopt the following Resolution (Attachment No. 1):

RESOLUTION NO. 2026-146 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

HEMET, OF SUBMITTAL AND GRANT THE AUTHORIZING CALIFORNIA, PURSUIT

APPLICATIONS FOR THE MESA GRANDE CONSERVATION ACQUISITION INITIATIVE AND

AUTHORIZING GRANT THE CITY MANAGER OR DESIGNEE TO EXECUTE NECESSARY

DOCUMENTS

EXECUTIVE SUMMARY:

The purpose of this item is to obtain City Council direction regarding whether the City should continue pursuing the Mesa Grande Conservation Acquisition Initiative. If the City Council determines that it wishes to move forward, staff recommends authorizing the City Manager, or designee, to pursue and submit grant applications, including the Outdoor Recreation Legacy Partnership (ORLP) Program and other applicable state, federal, and private funding opportunities, to support the potential acquisition, preservation, and long-term stewardship of the property.

BACKGROUND/ANALYSIS:

The Mesa Grande property encompasses approximately 468 acres immediately west of Simpson Park within unincorporated Riverside County. Although privately owned and located outside the City's

Page 1 of 18 ends

18.C.

Page 1049 of 1086 ends

jurisdiction, the property directly adjoins Simpson Park and occupies a prominent location within the Santa Rosa foothills.

The site has long been recognized for its scenic, environmental, and recreational value. Preservation of the property would protect natural open space, wildlife habitat, and important viewsheds while creating opportunities to strengthen regional trail connections between Simpson Park, surrounding conservation lands, the Western Riverside County Multiple Species Habitat Conservation Plan Preserve System, and the San Bernardino National Forest.

The property is currently designated Very Low Density Residential by Riverside County and is subject to Riverside County Specific Plan No. 212, which contemplates future residential development.

Acquisition of the property would instead preserve the land for long-term conservation and compatible passive recreation, consistent with the City's vision for the Santa Rosa foothills.

The proposed acquisition also supports numerous goals and policies contained within the City's 2030 General Plan related to open space preservation, habitat conservation, recreation, scenic resources, and regional trail connectivity.

DISCUSSION:

Staff has been working collaboratively with the California Land Conservancy (CLC) to evaluate opportunities to permanently conserve the Mesa Grande property should acquisition prove feasible.

While no acquisition has been negotiated or approved, staff has identified the California Department of Parks and Recreation's Office of Grants and Local Services (OGALS) Outdoor Recreation Legacy Partnership (ORLP) Program as a potential funding opportunity to support acquisition and eligible outdoor recreation improvements. If pursued, the grant application may also evaluate opportunities for compatible improvements that enhance public access, recreation, and visitor experience at Simpson Park and the surrounding open space areas.

The ORLP Program provides competitive grant funding for eligible outdoor recreation projects, including land acquisition and park development, with the goal of expanding access to outdoor recreation opportunities in underserved communities. Applications for Round 8 are due August 28, 2026. The program requires a 50 percent local match; however, the property owner has expressed a willingness to support this conservation efforts by offering the property at an estimated purchase price of approximately $8 million, compared to an appraised value of approximately $13 million. The difference between the appraised value and proposed purchase price may be considered a private contribution toward the required matching funds, subject to final grant requirements and eligibility review. In addition, the City's Park Development Impact Fee program may allow eligible funds to support acquisition activities consistent with applicable requirements.

On July 21, 2026, the Planning Commission received a presentation regarding the proposed Mesa Grande Conservation Acquisition Project, provided comments, received public input, and received and filed the presentation. The Planning Commission expressed general support for exploring the conservation acquisition opportunity and recognized its consistency with the City's General Plan goals related to open space preservation, recreation, and protection of natural resources.

Planning Commission members highlighted several potential community benefits associated with the opportunity, passive of expansion viewsheds, recreational of preservation including scenic Valley opportunities, improved regional connectivity between Simpson Park, Diamond Lake Recreation Area, surrounding trail systems, and future recreation planning efforts. Commissioners

Page 2 of 18 ends

18.C.

also discussed the potential for exploring additional recreational amenities and partnerships, including opportunities such as disc golf, regional recreation coordination, and potential connections with surrounding communities.

The Planning Commission also identified several considerations for further evaluation, including the City's existing staffing capacity, available resources to support long-term maintenance responsibilities, the current condition and operational needs of Simpson Park facilities, and potential liability and wildfire risk associated with managing additional open space. These considerations will require further analysis should the City move forward with acquisition discussions or become successful in obtaining grant funding.

In addition to agency coordination, staff has worked collaboratively with community stakeholders, including the community group that has helped spearhead local preservation efforts, to engage residents and gather input regarding the future of the property. The City has taken a multi-channel approach to outreach, including community meetings, informational materials distributed to hillside residents, newsletter communications, engagement opportunities at events such as National Night Out, and an online community survey. To date, the survey has received more than 350 responses, with approximately 94 percent of respondents expressing support for preserving the Mesa Grande property as open space. Feedback received through these efforts will help inform future planning, potential grant applications, and any future decisions regarding conservation, recreation, and long- term property management.

Given the competitive nature of the ORLP Program and the limited application window, staff is seeking City Council direction regarding whether to pursue this funding opportunity. Adoption of the accompanying resolution would authorize the City Manager, or designee, to submit the grant application and execute documents necessary for the application process.

Approval of the resolution does not obligate the City to acquire the property, expend local funds, or construct improvements. Should the City be awarded funding or should future acquisition opportunities materialize, staff would return to the City Council for any additional approvals necessary to negotiate acquisition, accept grant funds, execute agreements, appropriate funding, and evaluate future planning, environmental review, and long-term maintenance considerations.

Page 1051 of 1086 ends

GOAL FOUR: PARTNERSHIP & COLLABORATION
To pursue partnerships that will increase the opportunities available to the community, including our businesses, unemployed, and youth populations.

Objective 1: Develop concepts and programs to increase opportunities for youth recreation.

Objective 2: Develop concepts and programs to enhance the quality of life services.

Objective 3: Develop programs to offer support to the community's businesses

FISCAL IMPACT:

Adoption of the proposed resolution has no immediate fiscal impact on the General Fund. The requested action authorizes staff to pursue grant funding for a potential conservation acquisition opportunity. Submission of a grant application does not obligate the City to acquire the property, expend general funds, or proceed with future improvements.

Depending on the grant program requirements and the scope of the proposed project, a local funding match may be necessary. Staff anticipates recommending the use of eligible Park Development Impact Fee revenues to satisfy all or a portion of any required local match. As part of the discussion of this item, the City Council may provide direction regarding the amount of Park Development Impact Fee funding, if any, to authorize for this purpose. Any future expenditures beyond the authorized amount, or any additional financial commitments associated with acquisition or project implementation, would be brought back to the City Council for consideration and approval.

Should grant funding be awarded and the City move forward with acquisition, there may be future fiscal impacts associated with property ownership, including ongoing maintenance, resource management, signage, fencing, public access improvements, and other operational responsibilities.

Staff would return to the City Council with additional analysis, funding recommendations, and any required budget appropriations prior to taking future actions that would create financial obligations for the City.

ALTERNATIVE(S):

1. Provide direction to pursue the grant application and adopt the accompanying resolution.

2. Decline to pursue the grant opportunity at this time, which would forgo the City's ability to compete for Round 8 ORLP funding for the Mesa Grande property.

City of Hemet
City Council Meeting

STAFF REPORT

Meeting: City Council Meeting - Aug 11 2026
Department: Administration
Submitted by: Noah Rau, Interim City Manager
Noah Rau, Interim City Manager;

☐ Receive and File ☐ Consent Calendar ☒ Business Item ☐ Public Hearing

TITLE:

Consideration of the Purchase of New Holiday Decorations

RECOMMENDED ACTION:

It is respectfully recommended that the City Council:

Discuss the purchase of new holiday decorations and provide direction to the Interim City Manager regarding the acquisition of the decorations.

EXECUTIVE SUMMARY:

The City Council is asked to consider the purchase of new holiday decorations to enhance seasonal displays throughout the City of Hemet. The proposed purchase includes two custom over-street holiday skyline displays, one walk-through gift box display, and ten pole-mounted decorative displays for a total cost of $50,547, including shipping and sales tax. The proposed decorations are designed for repeated seasonal use and would complement the City's annual holiday programming and beautification efforts. This item is presented for Council discussion and direction regarding whether to proceed with the purchase.

The decorations under consideration are designed for repeated seasonal use and include installation guidance intended to facilitate annual installation and removal by City staff.

BACKGROUND/ANALYSIS:

The City of Hemet annually installs holiday decorations in various public locations to celebrate the holiday season and enhance the community's appearance. Existing decorations have been used for many years and are installed and removed by City staff each season.

As part of ongoing efforts to enhance community gathering spaces and create a welcoming atmosphere during the holiday season, the City has received a proposal for the purchase of new LED

Page 1067 of 1086 ends

holiday decorations that could be installed at key gateway locations, along major corridors, and within public gathering areas.

The taylored proposal from St. Nick's Christmas Lighting & Decor includes a variety of decorative displays intended to enhance holiday programming and improve the visual appearance of key public spaces throughout the community.

The proposed purchase consists of the following:

Item Quantity Total Cost
30-foot by 5-foot Over-Street
Skyline Holiday Tree Display 2 $21,948
12-foot Walk-Through Gift Box
Display 1 $13,562
6-foot Pole-Mounted Star
Displays 5 $4,735
6-foot Pole-Mounted Half Tree
Displays 5 $4,735
Subtotal $44,980
Shipping & Delivery $1,500
Sales Tax (8.75%) $4,067
Total Purchase Price $50,547

DISCUSSION:

The over-street skyline displays measure approximately 30 feet wide by 5 feet high and feature LED lighting with custom "Happy Holidays, City of Hemet" lettering and an illuminated holiday tree centerpiece. These displays are intended for installation across roadways at gateway locations using existing cable-span infrastructure.

The walk-through gift box display measures approximately 12 feet in height and is designed as an interactive holiday feature that may serve as a seasonal photo opportunity in a public plaza, park, or other community gathering location.

The pole-mounted star and half-tree displays are designed for installation on existing City streetlights and would provide additional holiday lighting along selected corridors.

According to the vendor, all decorations utilize energy-efficient LED lighting, are constructed with aluminum and steel framing for outdoor use, and are designed to be disassembled for off-season storage. Installation and removal guides are included to assist City staff during seasonal deployment.

PREVIOUS COUNCIL ACTION:

After not purchasing any new holiday decorations for over a decade, the City Council approved a purchase in September of 2025 for the following items:
 1 – 14-foot wreath walkthrough arch
 1 – 12-foot deconstructed ornament arch
 1 - 5FT Lighted Structure Bow Centerpiece

Clients such as the City of West Hollywood, The Pike Outlets, the City of Carson, and The Music Center in Downtown Los Angeles have trusted St. Nick's with their signature lighting projects — and we are proud to help Hemet build on its 2025 debut.

This year's plan leads with the 4 ft snowflakes you connected with at ICSC, distributed at varied heights to fill the park, and rounds out the vision with lighted pole displays, a custom over-street City of Hemet skyline, and signature walk-through centerpieces. Because the City is purchasing these elements, we have planned for ownership — clear product specifications, plus practical guidance for off-season storage and staff installation.

We appreciate the trust you place in St. Nick's. Our team includes structural engineers and seasoned installers who ensure our plans are implemented within your budget and timeline, using high-quality, energy-efficient LED products. We strive to make the process as easy as possible for your staff — and we look forward to helping Hemet shine, season after season.

Thank you!
