In compliance with the City’s approved Citizen Participation Plan and implementing regulation 24 CFR 91.105, a public notice was published (see Appendix A) to solicit public comments from interested citizens regarding the draft 2024-2025 CAPER. The draft CAPER was made available to the general public for a period of 15 days in order to provide an opportunity for the public to review the document.
The public hearing to solicit public input and comment on the CAPER and the City’s performance during 2024-2025 PY was held at the Hesperia City Council Chambers at 9700 Seventh Avenue, Hesperia, California, on September 16, 2025.
