Master Facilities Plan — Project Detail
July 2023
Project Number ST- 13
Project Title 5th Street, Sterling to Victoria
Infrastructure Circulation ( Streets, Signals, Drainage and Bridges) System Submitting Department Development Services Department ( Engineering) Project Description
Widen and improve 1, 056 linear feet of 5th Street from Sterling to Victoria to meet the design standards of a Secondary Highway roadway. The project includes street light and median improvements and an amount for signal interconnection. There is $ 125, 000 for traffic signal improvements along this segment. This road segment improvement has been identified as a Measure I project. Per SBCTA studies, 23. 20% of these projects are required to support new development in Highland, thus will receive 23. 20% of the total project cost. Engineering plan check, inspection, materials/ soils testing and project administration costs have been included at 13% of construction costs.

Justification/ Consequences of Avoidance:

This section of" major" roadway ( arterial or collector) is required to complete the General Plan Circulation System and will assist in accommodating the 16. 75% increase in daily trip- miles at General Plan build- out resulting from new development. This segment of roadway will provide an alternative for drivers who have been displaced from roadway segments, unable to be widened, that they have previously been able to use but now find at maximum carrying capacity. The City can expect an increase in the number of daily trip- miles from the current 534, 703 daily trip- miles to roughly 624, 291 daily trip- miles, an increase of 89, 588 daily tripmiles. There are limits on how many additional lane miles can be constructed ( 48. 4 additional lane miles; thus, optimum lane mile configuration is absolutely necessary to complement the 136 lane miles of existing collectors/ arterials.
2022 Update:

RCS has used the Engineering News Record Construction Cost Index to update the original 2006 project cost by 172. 00%.

Reference Document: Staff cost estimates that are consistent with the City' s Circulation Element.

Project Title 9th Street, Del Rosa Drive to Golondrina Storm Drainage Segment Infrastructure Circulation ( Streets, Signals, Drainage and Bridges) System Submitting Department Development Services Department (Engineering) Project Description
Construct a 57" to 72" storm drainage line as part of the Measure I financed ( portion) project. This road segment improvement has been identified as a Measure I project. Per SBCTA studies, 23. 20% of these projects are required to support new development in Highland, thus would normally finance 23. 20% of the total project cost. However, storm drainage improvements are not included within Measure I financing.

There are limits on how many additional lane miles can be constructed ( 48.4 additional lane miles; thus, optimum lane mile configuration is absolutely necessary to complement the 136 lane miles of existing collectors/ arterials.
2022 Update:

RCS has used the Engineering News Record Construction Cost Index to update the original 2006 project cost by 172. 00%.

Reference Document: Staff cost estimates that are consistent with the City' s Circulation Element.

Master Facilities Plan — Project Detail
July 2023
Project Number ST- 42
Project Title Base Line, Boulder to Church Street
Infrastructure Circulation ( Streets, Signals, Drainage and Bridges) System Submitting Department Development Services Department ( Engineering) Project Description
Widen and improve 6, 600 linear feet of Base Line from Boulder to Church Street to meet the design standards of a Major Highway roadway. The project includes street light and median improvements and an amount for signal interconnection. There is $ 250, 000 for traffic signal improvements along this segment. This road segment improvement has been identified as a Measure I project. Per SBCTA studies, 23. 20% of these projects are required to support new development in Highland, thus will receive 23. 20% of the total project cost. Engineering plan check, inspection, materials/soils testing and project administration costs have been included at 13% of construction costs.

Infrastructure Circulation ( Streets, Signals, Drainage and Bridges) System Submitting Department Development Services Department ( Engineering) Project Descri tion
Construct a 63" storm drainage line as part of the Measure I financed ( portion) project. This road segment improvement has been identified as a Measure I project. Per SBCTA studies, 23.20% of these projects are required to support new development in Highland, thus would normally finance 23. 20% of the total project cost.

However, storm drainage improvements are not included within Measure I financing.

The City can expect an increase in the number of daily trip- miles from the current 534, 703 daily trip- miles to roughly 624,291 daily trip- miles, an increase of 89, 588 daily tripmiles. There are limits on how many additional lane miles can be constructed ( 48.4 additional lane miles; thus, optimum lane mile configuration is absolutely necessary to complement the 136 lane miles of existing collectors/arterials.

There are limits on how many additional lane miles can be constructed ( 48.4 additional lane miles; thus, optimum lane mile configuration is absolutely necessary to complement the 136 lane miles of existing collectors/arterials.
2022 Update:

RCS has used the Engineering News Record Construction Cost Index to update the original 2006 project cost by 172. 00%. Project cost updated to reflect partial completion of the project.

Master Facilities Plan — Project Detail
July 2023
Project Number ST- 100
Project Title Pacific Avenue, Palm to Church Avenue
Infrastructure Circulation ( Streets, Signals, Drainage and Bridges) System Submitting Department Development Services Department ( Engineering) Project Description
Widen and improve 1, 320 linear feet of Pacific Avenue from Palm to Church Avenue to meet the design standards of a Collector roadway. The project includes street light improvements. This project is considered a local" improvement and does not have any Measure I financing. Engineering plan check, inspection, materials/ soils testing and project administration costs have been included at 13% of construction costs.

Justification/ Consequences of Avoidance:

This section of" major" roadway (arterial or collector) is required to complete the General Plan Circulation System and will assist in accommodating the 16. 75% increase in daily trip- miles at General Plan build- out resulting from new development. This segment of roadway will provide an alternative for drivers who have been displaced from roadway segments, unable to be widened, that they have previously been able to use but now find at maximum carrying capacity. The City can expect an increase in the number of daily trip- miles from the current 534, 703 daily trip- miles to roughly 624, 291 daily trip-miles, an increase of 89,588 daily tripmiles. There are limits on how many additional lane miles can be constructed (48.4 additional lane miles; thus, optimum lane mile configuration is absolutely necessary to complement the 136 lane miles of existing collectors/ arterials.
2022 Update:

RCS has used the Engineering News Record Construction Cost Index to update the original 2006 project cost by 172. 00%.

Reference Document: Staff cost estimates that are consistent with the City' s Circulation Element.

There are limits on how many additional lane miles can be constructed ( 48.4 additional lane miles; thus, optimum lane mile configuration is absolutely necessary to complement the 136 lane miles of existing collectors/arterials.
2022 Update:

RCS has used the Engineering News Record Construction Cost Index to update the original 2006 project cost by 172. 00%.

Reference Document: Staff cost estimates that are consistent with the City' s Circulation Element.

Per SBCTA studies, 23. 20% of these projects are required to support new development in Highland, thus would normally finance 23. 20% of the total project cost.

However, storm drainage improvements are not included within Measure I financing.

The City can expect an increase in the number of daily trip- miles from the current 534,703 daily trip- miles to roughly 624, 291 daily trip-miles, an increase of 89,588 daily tripmiles. There are limits on how many additional lane miles can be constructed ( 48.4 additional lane miles; thus, optimum lane mile configuration is absolutely necessary to complement the 136 lane miles of existing collectors/ arterials.

Project Title Orange Street Bridge over Plunge Creek
Infrastructure Circulation ( Streets, Signals, Drainage and Bridges) System Submitting Department Development Services Department ( Engineering) Project Description
The existing Orange Street Bridge, located at approximately 2, 000 feet south of Greenspot Road over the Plunge Creek overflow channel, is a 2- lane, 28. 5'-wide, 83'- long steel- beam bridge. Constructed in 1916, the bridge currently has various deficiencies in the bridge substructures, deck and superstructures. In order to support new development and address the age, narrowness and physical conditions of the bridge, it is necessary to replace the existing 2- lane bridge with a new 4- lane bridge that is 200'- long and 83'- wide. The new bridge includes construction of concrete barriers and sidewalk on both sides of the bridge, along with raised bridge approaches.

Project Title Elder Creek, West of Boulder( SBCFCD)
Infrastructure Local and Regional Flood Control Facilities Submitting Department Public Works - Engineering
Project Description
Construct a rip-rap storm drainage channel along Elder Creek west of Boulder. The project will possibly be constructed along with circulation projects# ST- 45 through ST- 49 with the same name. Project Administration, consisting of engineering, project staking, soils and materials testing, inspection, construction management and contract administration has been added at 12%. Contingency is included at 8% of construction costs.

Justification/Consequences of Avoidance:

These improvements are needed to provide efficient removal of storm water collected from the Highland storm drainage system. Storm water will increase in amounts proportional to the amount of development which in turn decreases the amount of impervious surface reducing the capability of the ground to absorb storm water. Commercial properties tend to have up to 90% of the parcel covered with either roof, asphalt parking lot or concrete walkway forcing significant amounts of water to flow off of the property. Industrial developments are somewhat less, at about an 85% run- off. Single family homes have about a 50% or less run- off factor. However, the cumulative amount of commercial, industrial and residential development will create significant amounts of run- off that must be dealt with safely and quickly. 2022 Update:

RCS has used the Engineering News Record Construction Cost Index to update the original 2006 project cost by 172. 00%.

Project Title Sterling Avenue, 3rd to 7th Storm Drainage Segment Infrastructure Local and Regional Flood Control Facilities Submitting Department Public Works— Engineering
Project Description
Construct a 78" storm drainage pipe as part of the Measure I financed ( portion) project. This road segment improvement has been identified as a Measure I project. Per SANBAG studies, 54% of these projects are required to support new development in Highland, thus would normally finance 54% of the total project cost.

However, storm drainage improvements are not included within Measure I financing. Engineering plan check, inspection, materials/ soils testing and project administration costs have been included at 15% of construction costs and contingency has been included at 10% of construction costs.
