STAFF REPORT
TO THE CITY COUNCIL
MEETING DATE: December 12, 2023
FROM: Joseph Hughes, City Manager
REVIEWED BY: Carlos Zamano, Public Works Director/ City Engineer & Z PREPARED BY: Jim Richardson, Public Works Manager
SUBJECT: Contract Renewal - 2020- 08 " City -Wide Concrete Maintenance" RECOMMENDATION: It is recommended that the City Council ( 1) extend the City -Wide Concrete Maintenance Contract with Above All Names Construction Services, Inc. for oneyear, and ( 2) approve a 3% increase to the contract unit prices.
FISCAL IMPACT: All work is to be paid from current budgets.
PUBLIC NOTICE: There was no need to advertise the contract for public bids. The City is simply exercising the option specified in the existing contract at this time. Notices of the City Council agenda were posted at the three locations per Resolution No. 2011- 047 and on the City' s website.
BACKGROUND: The City currently has a contract with Above All Names. This is an on -call concrete maintenance contract based on pre -established tasks in the bid documents and unit prices from the contractor' s bid proposal. The actual amount of the annual contract will vary based on available budgets and the City' s concrete maintenance needs. The contract documents establish guidelines for a potential contract increase at the time of the contract renewal based on the Construction Cost index published in the March issue of Engineering News Record. This year the publication shows a 3% increase from last year and the contractor has requested this increase to offset cost increases. The services provided by the contractor have been satisfactory. The contract documents provide the City the option of five one- year contract extensions, and this will be the third one- year contract extension.

STAFF REPORT
TO THE CITY COUNCIL
MEETING DATE: December 12, 2023
FROM: Joseph Hughes, City Manager
REVIEWED BY: Carlos Zamano, Public Works Director/ City Engineer C7i PREPARED BY: Jim Richardson, Public Works Manager
SUBJECT: Contract Renewal - 2020- 09 "City -Wide Traffic Striping and Pavement Marking Maintenance Contract"
RECOMMENDATION: It is recommended that the City Council ( 1) extend the City -Wide Traffic Striping and Pavement Marking Maintenance Contract with Interstate Striping & Signs, Inc. for one-year, and ( 2) approve a 11. 15% increase to the contract unit prices.
BACKGROUND: The City currently has a contract with Interstate Striping & Signs, Inc. This is an on -call striping & pavement marking maintenance contract based on pre -established tasks in the bid documents and unit prices from the contractor' s bid proposal. The actual amount of the annual contract will vary based on available budgets and the City' s striping & signage maintenance needs. The contract documents establish guidelines for a contract increase at the time of the contract renewal based on the average of Skilled Labor and Materials cost indexes published in the November issue of Engineering News Record. This year the publication average shows a 11. 15% increase from last year. The services provided by the contractor have been satisfactory. The contract documents provide the City the option of five one-year contract extensions, and this will be the third one-year contract extension.

REVIEWED BY: el"Carlos Zamano, Public Works Director/ City Engineer PREPARED BY: Sonja Flynn, Engineering Technician II
SUBJECT: IDC Consulting Engineers, Inc. Contract Amendment for the Orange Street Bridge at Plunge Creek Overflow Project ( Project No. brg12001) RECOMMENDATION: It is recommended that the City Council approve a contract amendment to the Professional Services Agreement with IDC Consulting Engineers, Inc. ( IDC) to extend the term of the contract until the Orange Street Bridge at Plunge Creek Overflow Project is completed.
FISCAL IMPACT: There is no fiscal impact associated with this contract amendment.
PUBLIC NOTICE: Notices of Council Meeting agenda were posted at the three locations required by resolution.
BACKGROUND: The existing Orange Street Bridge, located at approximately 2, 000 feet south of Greenspot Road over the Plunge Creek overflow channel, is a 2- lane, 28. 5'- wide, 83'- long steel -beam bridge. This project will construct a new 200'- long, 4-lane bridge on Orange Street at Plunge Creek.
On March 28, 2017, the City Council approved a Professional Services Agreement with IDC to provide environmental and engineering services for the Orange Street Bridge at Plunge Creek Overflow Project. Because this project is taking longer than anticipated, it is necessary to extend the term of the contract until the project is completed. All other terms, conditions and provisions of the original contract will remain in full force and effect.

To Whom it May Concern:
The Redlands Bicycle Classic Organizing Committee has been in communication with Brightwater Senior Living in preparation for this year' s bicycle race, which is slated to occur in Highland on April 10, 2024. The Classic has requested permission to utilize the front parking lot of our community to stage some of the logistical components of the race. This location works well for our community.
We recognize that there will be some disruption to inbound and outbound traffic access to our community, however, we are confident that we have implemented sufficient steps to ensure it will be as minimal as possible. The organizing committee will ensure that our employees and guests are able to reach the community, although it might take a couple of extra minutes. Lastly, Brightwater Senior living is comfortable with the emergency medical staffing that is planned for the day of the race.
During the planning and execution of the last Redlands Bicycle Classic Highland stage, Brightwater enjoyed an excellent working relationship with the Redlands Bicycle Classic organizing committee. We appreciate the opportunity to support this race once again and will continue to work closely with the event organizers to ensure a successful event in 2024.
Sincerely,
Da*,. i.e,(. 1, Z FLo-vet

Dear Highland Neighbor:
The 2024 Redlands Bicycle Classic is excited to announce that the initial stage ofthis year' s race will occur on Wednesday, April 10, 2024, in the City of Highland. We would like to thank all of the residents and businesses along the course for their assistance and patience, as we bring you one of the premier cycling events in the country.
The Highland Stage is a " circuit" race, which means the cyclists will be completing numerous laps around the course. This will give you an opportunity to see them up close and cheer them on as they pass by your location.
Spectators may walk along the outside of the course, however, please be sure to stay offthe course itself. The riders will be exceeding 50 MPH at times, and we want to ensure your safety, as well as the safety of the riders.
With safety as our top primary concern, there will be some local street closures in place throughout the day. 6: 00am- 4: 00pm Eastbound Base Line Road between Yarnell Road and Church Street will be closed Traffic will be diverted to Yarnell Road and detoured to Highland Avenue or Browning Road Westbound Base Line Road will be reduced to one lane between Yarnell Road and Church Street Immanuel Baptist Church access will be via the Streater Avenue driveway only. Ifcoming from the north, use Browning Road to Streater Avenue)
Greenspot Road and Highland Avenue are the best alternate routes 8: 00am- 3: 00pm Jack Rabbit Lane between Church Street and Foxtail Way Foxtail Way between Jack Rabbit Lane and Glenheather Drive Glenheather Drive between Foxtail Way and Tonner Drive
Tonner Drive between Glenheather Drive and Orange Street Orange Street between Tonner Drive and Sycamore Drive
Sycamore Drive between Orange Street and Webster Street Webster Street between Sycamore Drive and Baseline Street 8: 05am- 2: 00pm Church Street between Base Line Road and Greenspot Road will be closed in both directions Arroyo Verde traffic (including Kindergarten pickup/dropoff) should access the lower parking lot using northbound Church Street from Greenspot Road. Church Street will reopen as soon as the race ends to facilitate end -of -school dismissal.
Traffic will be impacted in the area ofHighland Grove Elementary and Beattie Middle School. Use Orange Street via Greenspot Road and Webster Street via Boulder Avenue to access these schools. As race day approaches, individual schools will provide detailed instructions through recorded messages. Please drive cautiously! If you anticipate leaving your business or residence during race time, please understand that there may be a delay, as our marshals must wait until there are no cyclists approaching before they allow you on the course. At that time, you will be allowed onto the course, but only in the direction of the race, and you will be required to exit the course at the next opportunity. Refer to the attached map to determine the direction the race will be traveling. If you are having difficulty getting to a specific location, contact one of our marshals or a law enforcement official.
Our marshals will be strategically placed throughout the course to assist you in getting where you need to go. Ifyou need to leave a residence on the course while the race is in progress, it is imperative that you seek assistance from a marshal before exiting. If possible, please park your vehicle on a street off of the course ahead of time.
For those who live on the course, temporary no parking signs will be posted several days prior to the race. For your convenience, a map of this year' s course is included. The streets in bold will have parking restrictions. Vehicles must be removed from the course by 11: 59 pm on Tuesday, April 91' ( eight hours before the race begins). Any vehicles remaining on the course are subject to removal. Towed vehicles will be taken to the southwest parking lot of Immanuel Baptist Church. Finally, loose dogs present a significant hazard to cyclists traveling at high speeds.
Please ensure that your pet is secured during the event.
For additional information about the Classic, please visit our website at www. redlandsclassic. com.
Thank you in advance for your cooperation,

Re: Police Response to Event Application: Redlands Bicycle Classic 2024 ( SEP 23- 011) The Redlands Bicycle Classic has become a popular and well attended event in the San Bernardino valley, attracting thousands of visitors to the three participating cities and several unincorporated county areas.
According to their website; After more than 35 years, the Redlands Bicycle Classic ( RBC) continues to be the longest, continuously running invitational stage race in the country and is well- known throughout the world. The race has hosted riders who have gone on to compete in the Olympics, Tour de France and other world championships and has certainly earned the tag line, "Where Legends are Born".
Last year, the City of Highland hosted the "Highland Circuit Race", comprised of a repeating loop mostly along Baseline, Church, Webster and several smaller residential streets. The event was staffed by Sheriff' s Department personnel both from the Highland Station and from other Sheriff's Stations and Divisions throughout the county. The event lasted anywhere between 4- 6 hours depending on the specific location and/ or part of the event. For example, at the beginning of the race, additional streets are closed and at the end of the event, during the awards ceremony, only a small part of the course is used. Last year' s event impacted residents, businesses, schools, churches, trash pickup and even the mail service.
Sheriff' s personnel did a fantastic job of keeping cyclists, visitors and residents safe. In total, it cost approximately $ 21, 464. 28 in overtime positions, which normally comes out of the general police department overtime budget. This budget is used for patrol staffing, training, court and investigations. Approximately 1/ 2 of the personnel used in the event last year, were pulled from regular law enforcement duties or their shifts were adjusted; so, their cost did not come out of the overtime budget. However, they were not able to perform regular duties that day such as investigations, homeless outreach, patrol and/ or citywide traffic enforcement. So, although projected and budgeted for $21, 464. 28, by using on -duty personnel, that cost was reduced.
After the 2023 race, the Highland Sheriff's Station conducted a debrief and completed an after - action report. The report highlighted both areas of success and improvement, including minor staffing revisions. During and after the race, the Station received several complaints, mostly from residents of the neighborhoods directly involved in the race. Out of those complaints, the majority were about the closures and lack of immediate access in and out. None of the complaints involved Sheriff' s or city personnel conduct, but mostly about the RBC itself and the fact residential streets were closed, even if only for a few minutes at a time.

Police Response to Event Application: Redlands Bicycle Classic 2024 (SEP 23- 011)
For the 2024 event, the Highland Station has the following findings and recommendations.
For many years, events like these were handled with more volunteers than regular personnel.
That is no longer possible for a few reasons, including dwindling numbers of volunteers, fulltime personnel shortages and increased liability concerns. Because of these challenges, the Highland Sheriff' s Station recommends the following as condition of approval.
Recommended staffing for the event with associated overtime costs are listed below. The overtime costs are figured at the County' s 2023/ 2024 public gathering event fee schedule attached) and may be mitigated based on the on -duty personnel used. For this event, we are using the average of six hours per employee. It is hard to determine regular on -duty staffing costs, so the largest amount which is in overtime will be listed. Most cities and special districts use this amount to determine costs and then pass those costs along to the event holder.
In the past, Reserve Deputies were used for events like this at a lower cost. However, Highland Sheriff's Station only has one remaining Reserve Deputy and he is not always available.
Should he or a Reserve Deputy from another station chose to work the event, they would take the place of a Deputy Sheriff at a lower cost. Volunteers are also encouraged to work the event and a request for additional Sheriff' s Department volunteers will be sent out around the county.
Sheriff' s Volunteers " may" be used in the place of Deputies depending on the location and/ or assignment as decided by the event supervisor. It is NOT recommended the city utilize RBC Race Marshalls for any traffic control or street closures. RBC Race Marshalls are not officially trained in traffic control, nor equipped with appropriate safety equipment like vehicles, radios and recognizable uniforms. We encourage their participation on a limited basis and under the direct supervision of either Sheriff' s or City personnel, but cannot authorize their use to replace appropriate traffic control personnel at critical locations. An example of where it could be appropriate to use them is to help close a driveway or entrance to a business or residence.
As a way to reduce general and overtime costs, the Highland Station proposes city employees could also be used in place of Sheriff' s Department personnel or volunteers in some locations.
Examples could be Code Enforcement and Public Works personnel. Employees of these units typically have the aforementioned training, uniforms and safety equipment.
Recommended Staffing ( 6- hour average)
2) Sergeants ( Supervisors) 1, 972. 08
2) Corporal / Detectives 1, 664. 88
23) Deputy Sheriffs 17, 347. 98
3) Sheriff' s Service Specialist 479. 34
17) Citizen Volunteers / Explorer Scouts No Cost
Total Overtime Amount $ 21, 464. 28
