Asdescribedintheirapplication, theSeniorCenterprovidesa multitudeofactivities; physical fitness classes, activity, meals, and social activity for thousands of older adults. It is a designated " Cooling Center" but has been unable to fulfill this roll due to the unreliable nature of its 23-year old HVACsystem. As notedinthe application, " so many of the clients we ( the Center) serve, meet the low, very low or extremely low income and this is a place they can receive many services and sources. The center provides a location for" grab- and- go" meals and commodities so that seniors can limit their exposure to large groups at grocery stores and restaurants. They can participate in programs that recognize the appropriate social distancing and/or masks. The project will upgrade the HVAC to make the center a comfortable place for all of these activities." If this activity is currently funded with CDBG or CDBG- CV funds, please explain how why additional funding is required to support this activity. Also brieflydescribeyour record keeping methodsfor this activity.

The HighlandSenior Center is a facility that has a multitudeof activities; physicalfitness classes, activity, meals and social activity. The center is now celebratingit's 45th year and is a continuosly offering new and improved programs for older adults. Because the center is so activeand centrally located, we have been designatedas a "Cooling Center" for the County for the surrounding cites. However, in the past 2 years, we have not been able to fulfill this wish, as our HVAC system is over 23 years old and is regularly broken down including durning the summer months. Because of high costs, the center has not been able to replace the system and relies heavily on fans during the summer and floor heaters during the winter months. Average temperatures in July, August and September exceed 90 degrees and November through March see lows in the 40s.

The center, regularly has 300 - 500 seniors participating in the scheduled daily actvitites and on Mondays & Friday serves approximately 75 - 100 community members with free food commodities programs as well. The center is also used by various community groups such as the Highland Area Historical Society, the Stamp & Coin groups and others as a community meeting place. Each day and each activity, participants are required to sign in on the providedactivity sign in sheet allowing us to accountfor the numberof peopleserved daily/ monthly/ annually. Describe how this project meets the priority population and COVID- 19 related activities selected.

Becausethe senior center serves so many peoplewithin our Countyand within the surrounding areas, we like to encourage them to come and participate in our low to no cost activity that benefits them with quality of life programs. Ranging from meals, commodities, exercise, classes, sociallization or just getting in out of the rain or heat to a place they can relax and watch TV. Duringthe summermonthsthe senior center has historically participated as a "Cooling Center".

Explain why this project is a COVID- 19 related need and provide evidence to substantiate the need.

So manyof the clientswe serve, meetthe low, very low or extremely low incomeand this is a place they can receive many services and sources. The center provides a location for " grab-and-go" meals and commoditiesso that seniorscan limit their exposureto largegroups at grocery stores and restaurants. They can participate in programs that recognize the appropriate social distancing and/or masks. The project will upgrade the HVAC to make the center a comfortable place for all of these activities.

As it relatesto COVID-19, describethe servicegapsfilled by this proposedactivity. Note: Substitution of CDBG funds for private, State or other Federal funds is not allowed.

Duringthe COVID-19years, the center had not beenable to raise alot of funding to help off-site additonalcost to maintaincritical needs and the HVAC system is in disarrayand could benefit the community as a whole.

What are the critical factors for the success of your project (include both financial and human resources)? For instance, is this the only funding for this project? What happens if funding decreases? Does this project rely on only one source of leveraging? Is there adequate staff involved with the project if there is project turnover? Please address any factor that is critical to project success.

This is a one- time funded project. For the past 2 years, the HVAC systemhas been up and downdueto theagingof theequipment. Thissystemwasinstallednewover24 yearsago and is now almost to the point of its demise. For the past many years, we have always been a cooling center for the County in this area and have not been able to fulfil this task due to the decline of our HVAC system. Fundingis the only obstaclekeeping us from replacingthis equipment. The Senior Centerwill be able to maintainthe unit includingannual maintenance and repairsas necessary. Maintenanceof the facility is included in the Center's annual budget.

Re: SEP 24-002 Immanuel Baptist Church 4" of July Fireworks Show Immanuel Baptist' s annual 4' of July fireworks show has become one of the most popular displaysin the San Bernardinovalley, attractingthousandsof visitorsto the City of Highland.

When combinedwith the City's annual4mof July paradethat occurs in the morning, staffing levels at the Sheriff' s Department are extremely strained that day. In order to manage both events, and ensure publicsafety, the Sheriff's Departmenthas to bring in and pay overtimeto personnel who are either off duty or from other stations.

Immanuel Baptist' s event is officially held from 6:00 pm until 10 pm, although traffic starts to increase early in the afternoon and affects may of the surrounding neighborhoods as spectators stake claim to good parking and other viewing locations.

Immanuel Baptist provides private security inside the venue and last year there were no major issues reported. Sheriffs Department personnel are assigned to support security inside the venue during the show and take control in the event of a criminal act. Sheriff' s Personnel also provide public safety for the immediate surrounding neighborhoods and traffic control with egress as spectators leave the city after the show ends. Many spectators choose to park and watch the show from outside of the venue.

Because of the mass exodus all at the same time after the show, it usually takes upwards of one to two hours for the arterial roadways to resume normal traffic flow.

This year' s event will be staffed with the following personnel, each working a 6-hour shift from 5:00 pm to 11:00 pm. This will allow Sheriff' s personnel to be in place as the event starts, and provides enough time to manage traffic afterwards. Of course, as in all other cases, should traffic clear out before 11:00 pm, the on- scene supervisor will send employees home as appropriate.

If these costs are not collected from the event organizer, the Highland Sheriff' s Station will be required to cover the costs from the allotted yearly overtime budget.

The event is officially held from 8:00 am until 11:00 am, although traffic closures start well beforethe race and affect many of the surroundingneighborhoodsand businesses.

Thisyear's eventwillbestaffedwiththefollowingpersonnel, eachworkinga 6-hourshiftfrom 6:00 am to noon. This will allow Sheriff's personnelto be in placeas the event starts, and provides enough time to manage traffic afterwards. Of course, as in all other cases, should traffic clear out before noon, the on-scene supervisor will send employees home as appropriate.

However, HighlandSheriff's Station only has one remainingReserveDeputyand he is not always available. Shouldany DepartmentReserveschooseto work the event, they wouldtake the place of a Deputy Sheriff at a lower cost.

WHAT IS STORMWATER POLLUTION?
Stormwater pollution is created when bacteria, organic matter, disinfectants, and suspended solids are transported by water or wind into the catch basinsand storm drain system. The untreated urban runoff then flows directly into our lakes and rivers contaminating our communities with high levels of bacteria, posing a threat to public health and wildlife.
