ENTER INTO AN AGREEMENT TO PURCHASE AN AERIAL LADDER FIRE TRUCK
APPARATUS WITH SOURCEWELL PURSUANT TO HOLLISTER MUNICIPAL CODE
COMPETITIVE BIDDING EXEMPTIONS-COOPERATIVE PURCHASING
BRIEF DESCRIPTION: This resolution will authorize the use of Sourcewell to purchase an aerial ladder fire truck apparatus using Sourcewell pursuant to Hollister Municipal Code competitive bidding exemptions cooperative purchasing.
RECOMMENDATION: Adopt a resolution authorizing the Hollister Fire Department to enter into a purchase agreement to purchase an aerial ladder fire truck apparatus with Sourcewell.
DEPARTMENT SUMMARY: On August 2, 2021, City Council approved and authorized Resolution No. 2021-148 for the Hollister Fire Department to purchase an aerial ladder fire truck apparatus with an elevating ladder, and to include complete compliment of firefighting equipment, and full emergency radio communications. The truck will be housed at Fire Department headquarters in downtown Hollister. Fire apparatus specifications of this vehicle have been drawn to department needs and specifications with Sourcewell, to also include well-appointed necessary key components of a fire truck and equipped with a hydraulically operated ladder or elevating platform for the purpose of placing personnel and/or water stream in elevated positions. The design is to maximize vertical reach for rapid response, ventilation, extinguishment , and rescue operations.
The ladder truck will respond to all structure fires, high life hazard alarms and technical rescue incidents within the city limits, as well as mutual aid requests from surrounding fire departments. In addition to providing the capability for rescues from heights unreachable by ground ladders and supplying elevated water streams at major fire incidents, the new aerial apparatus is designed with anchor devices which can be used for elevated rigging points when personnel are operating at high -angle rope rescue or below grade rescue incidents. This apparatus will also be used for automobile accidents, which at times can present hazards such as potential fire, ruptured fuel tanks, and/or the presence of hazardous materials. With a wheel base span not to exceed sixty (60) feet, the apparatus can secure the vehicle incident site from potential further hazards to the scene and can be used as a safety barrier for emergency responders. With a national standard for how fire departments respond to accidents, F.4
Packet Pg. 421
this apparatus will have the ability to respond and provide critical emergency care to the incident while keeping first responders safe.
This ladder truck will replace the 1997 Ferrara Tele-Squirt that was in service for 23 years and taken out of service with Resolution No. 2020-174.
A financing agreement will be identified by the Finance Department with annual payments for the vehicle not to exceed $300,000.00 ; a contract for a fixed rate of ten years will be established for the entire term.
Purchase of the vehicle will be processed with Sourcewell Cooperative Purchasing which provides competitive pricing for governmental agencies.
FINANCIAL IMPACT: Total cost of the purchase not to exceed $2,100,000, amortized over a period of ten years. Annual payments will be included as part of the Fire Department’s budget in the City’s budget process and presented to Council for review and approval each year. There are no impacts to the Fiscal Year 2023 -24 budget.
CEQA: Not a project.
