of an Urban Growth Boundary proposal as a separate project would require the preparation of a separate scope of work, timeline, and budget.

For the four applications that have received authorization to initiate prezoning for annexation and/or general plan amendments as described in this report (GPA 2020 -1, PZ 2020-2; PZ 2020-1; GPA 2022-2, RZ 2022-1; and PZ 2019-2), costs associated with amendments to the project description and environmental analysis will be borne by each project applicant. However, it is noted that if a citywide General Plan Update is directed to proceed following any of these projects rather than proceed ahead of any of these projects, the City’s General Plan Update effort will be contingent upon these projects and additional costs associated with project changes or delays will have an effect and potential impact on costs for the City’s project.

The processing of any prezone or general plan amendment application following authorization of the initiation request would be borne by each project applicant.

RESOLUTION NO. 2025-XX

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOLLISTER DENYING THE INITIATION OF PREZONE 2023-2 TO EXPAND THE
SPHERE OF INFLUENCE TO INCLUDE 35.04 ACRES OF PROPERTY

LOCATED WEST OF SOUTHSIDE ROAD AND NORTH AND SOUTH OF
UNION ROAD (APN 020-280-040) AND PREZONING OF THE

PROPERTY TO A SPECIFIC PLAN DESIGNATION FOR FUTURE

ANNEXATION (JOE TONASCIA)

WHEREAS, under the provisions of Section 17.24.250 of the Zoning Ordinance, the City Council must authorize the Initiation of a Prezoning for future annexation before the prezoning may proceed; and

WHEREAS, the Applicant, Joe Tonascia, has submitted an application for the request to initiate prezoning (PZ 2023-2) to expand the Sphere of Influence to include 35.04 acres of property located west of Southside Road and north and south of Union Road (APN 020-280-040) and prezone the property to a Specific Plan Designation for future annexation; and

WHEREAS, the project site is located partially outside of the 2005-2023 City of Hollister General Plan Planning Area and outside of the Sphere of Influence, and the project proposes a Specific Plan designation, therefore the prezoning of the site will also require an amendment to the General Plan in order to proceed; and

WHEREAS, under the provisions of Section 17.24.290 of the Zoning Ordinance, the City Council of the City of Hollister must authorize the Initiation of a General Plan Amendment by four affirmative votes before the general plan amendment may proceed; and

WHEREAS, the City Council at its meeting of April 21, 2025 considered the applicant’s request, reviewed the staff report, and received written and oral testimony for and against the proposal; and

WHEREAS, the City Council deliberated and determined to deny the applicant’s request for the Initiation of Prezone 2023-2 in accordance with Section 17.24.290 and 17.24.250 of the Zoning Ordinance.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hollister does hereby deny the Initiation of Prezone 2023-2.

Basis of Bearings: the bearings shown on this map are based on the centerline of Southside Road as found monumented and recorded as North 2°10'01" East on the description of the project parcel contained within the current deed for the project parcel doc# 2017-0003217, San Benito County Records.

Benchmark: Elevations shown on this plan set are based on NGS B698, GU2622 - CGS disk stamped B698 Reset 1963" in the abutment at the northwest end of the 4th Street bridge, ELEVATION 267.21 (NAVD88)
Underground Utility Note: Observed surface evidence of utility lines including facilities, appurtenances, and markings where used in depicting the locations of underground utilities. However, lacking excavation, the exact location and depth of underground utility features cannot be accurately, completely and reliably depicted. Where additional or more detailed information is required, the client is advised that excavation may be necessary.

Flood Zone: portions of this project lie within Zone X, 0.2% annual chance flood hazard, areas of 1% annual chance flood with average depth less than one foot or with drainage areas less than one square mile per FEMA FIRM LOMR-APP Case No 17-09-1234P effective 1/8/2018 Panell 185 of 955 revision to FIRM Panel 06069C0185D per FEMA
Seismic Zone: Areas of this project site fall within a seismic special studies zone along a branch of the Caleveras Fault according to the State of California Special Studies Zone Map, Hollister Quadrangle Effective January 1, 1982. These areas are between the lines labeled as such on the map.

Boundary Note: The boundary and easement information shown is based on record information contained within the documents noted together with found physical monuments. All full boundary resolution and determination will accompany the subdivision mapping when appropriate.
