federal obligation requirement. As a result, the City may not modify the list of obligated projects or alter their scopes of work.

However, the U.S. Treasury’s SLFRF Final Rule FAQ 17.24 clarifies that after the December 31, 2024 obligation deadline, recipients may reclassify SLFRF funds from one reported activity to another as long as the receiving project is eligible and was obligated by the deadline. This allows cities to realign funding to meet operational needs, address cost escalations, and ensure successful project delivery.

The Emergency Operations Center (EOC) project requires additional funding due to increased material costs, unknown conditions and schedule impacts. Reallocating eligible Revenue Loss funds will ensure the project remains fully funded and aligned with the City’s emergency preparedness goals.

The proposed reallocation does not alter the scope of any obligated project. Instead, it adjusts the internal distribution of Revenue Loss funds to better support City priorities and maintain compliance with Treasury guidance.

The Rehabilitation and Modernization of the Salt Lake Park Municipal Building project requires a revised scope due to restrictions that prevent any ground-disturbing or structural work within the park. These limitations remove several major components originally included in the design. There is not enough time to complete a full redesign or implement alternative improvements before the expenditure deadline.

Recommended Reallocation of Revenue Loss Funds

1. Emergency Operation Center - $1,333,333.00
a. Securing matching funds for the Emergency Operations Center enhancing the City’s preparedness and response capabilities during unforeseen events.

2. Rehabilitation and Modernization of City Hall Council Chambers – $1,000,000.00 a. Upgrading audio and visual equipment for public meetings to improve communication, transparency, and engagement with the community.

3. Rehabilitation and Modernization of City Hall - $1,804,940.00 a. Renovating City Hall to improve overall functionality, efficiency, and accessibility for residents and city staff.

4. Rehabilitation and Modernization of Salt Lake Park Municipal Building - $1,211,667.00
a. Enhancing Salt Lake Park Municipal Building to serve the community better and provide improved recreational activities and events facilities.

There is no anticipated negative financial impact on the City’s general fund or CIP budget.

The reallocation of ARPA Revenue Loss Funds will only require updates to reports sent to the Treasury Department and will allow for the City to better utilize available funds.

CONCLUSION
This proposal aligns with the ARPA's objectives, focusing on crucial capital improvements that enhance the City's infrastructure and public services. We recommend the City Council's approval of the interagency agreement.

Respectfully submitted,

City Council Agenda Report

April 14, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Dear Mayor and Members of the City Council:

CONSIDERATION AND AUTHORIZE CITY MANAGER TO EXECUTE THE

MAINTENANCE AND OPERATIONS MEMORANDUM OF UNDERSTANDING FOR

THE JOHN ANSON FORD PARK INFILTRATION CISTERN PROJECT

RECOMMENDATION

1. Approve the Memorandum of Understanding (MOU) between the Cities of Bell, Bell Gardens, Commerce, Cudahy, Huntington Park, Maywood, and Vernon for the maintenance and operations of the John Anson Ford Park Infiltration Cistern Project; and

2. Authorize the City Manager to execute the MOU and any related documents.

PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
The purpose of this item is to obtain City Council approval of a multi-agency Memorandum of Understanding (MOU) that establishes the long-term maintenance and operations framework for the John Anson Ford Park Infiltration Cistern Project (JAF Park Project).

The Cities within the Los Angeles River Upper Reach 2 Watershed Management Area (LAR UR2 WMA)—Bell, Bell Gardens, Commerce, Cudahy, Huntington Park, Maywood, and Vernon—jointly developed a Watershed Management Plan (WMP) and Coordinated Integrated Monitoring Program (CIMP) to comply with the Los Angeles County MS4 Permit. The WMP identifies the JAF Park Project as the highest-priority regional Best Management Practice (BMP) for achieving pollutant load reductions required under the MS4 Permit.

MAINTENANCE AND OPERATIONS MEMORANDUM OF UNDERSTANDING FOR

THE JOHN ANSON FORD PARK INFILTRATION CISTERN PROJECT

The Cities previously entered into a Sub-recipient Agreement with the Los Angeles Gateway Regional Water Management Joint Powers Authority (GWMA) to secure State Water Resources Control Board grant funding for design and construction. Under that agreement, Bell Gardens is designated as the agency responsible for maintaining and operating the Project throughout its useful life, with all Cities sharing annual costs based on a combination of equal shares and proportional land area.

The proposed MOU formalizes the cost-sharing and administrative responsibilities for ongoing maintenance and operations, ensuring continued compliance with the MS4 Permit and the Reasonable Assurance Analysis (RAA) commitments.

FISCAL IMPACT/FINANCING
Under the MOU, each participating City is responsible for:

One-seventh (1/7th) of fifty percent (50%) of the annual maintenance and operations cost; and
A proportional share of the remaining fifty percent (50%) based on each City’s percentage of total land area within the LAR UR2 Watershed.

For Huntington Park, the land area share is 13.65%.

Bell Gardens will prepare an annual maintenance and operations budget and issue invoices to each City. Huntington Park will be required to remit payment within 60 days of invoice issuance.

Actual annual costs will vary depending on operational needs and system performance.

CONCLUSION
Upon Council approval, staff will proceed with the recommended actions.

Respectfully submitted,

RICARDO REYES
City Manager

Finance Department
City Council Agenda Report

April 14, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Dear Mayor and Members of the City Council:

CONSIDERATION AND APPROVAL AWARD CONTRACT TO DELL

TECHNOLOGIES FOR MICROSOFT OFFICE SUITE ACCESS AND SUPPORT, AND APPROVE A BUDGET APPROPRIATION OF $200,848
IT IS RECOMMENDED THAT THE CITY COUNCIL:

1. Authorize staff to award a Contract to Dell Technologies to provide full Microsoft Office Suite access and support; and

2. Authorize the City Manager to approve the Contract; and

3. Approve a budget appropriation of $200,848 to account 742-9010-419.74-09.

PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
The City of Huntington Park is currently undertaking an initiative to consolidate its information technology (IT) software services and replace its aging Sangoma phone system. Consolidating all Microsoft Office Suite licensing and access expenses under a single contract will enable the IT Department to more effectively track, manage, and administer these services, which are currently distributed across multiple agreements.

This consolidation is also expected to significantly reduce the amount of staff time dedicated to monitoring and maintaining Microsoft Office Suite services, resulting in improved operational efficiency.

In addition, the proposed contract will facilitate the replacement of the City’s existing Sangoma phone system with the Microsoft Office phone system. The current Sangoma system has exceeded its expected service life and is experiencing failures at an unacceptable rate, making replacement necessary to ensure reliable communication services.

The agreement also includes mobile device management (MDM) capabilities, which will enable the City to address existing security and compliance concerns related to Cityissued mobile devices, including cell phones, tablets and laptops. Currently, the City lacks the ability to remotely wipe sensitive data from lost or stolen devices, posing a significant security risk and resulting in noncompliance with applicable State regulations. The proposed contract will address these deficiencies and strengthen the City’s overall security posture.

At present, the City relies on its managed service provider (MSP), SDI, to procure Microsoft licenses. Transitioning to a contract with Dell Technologies will improve oversight, streamline administration, and enhance the City’s ability to effectively manage its Microsoft licensing agreements. Additionally, Dell Technologies will provide comprehensive technology support under the agreement. As the City’s primary hardware provider, Dell is uniquely positioned to efficiently diagnose and resolve both hardware and software issues, leveraging its expertise and industry knowledge.

FISCAL IMPACT/FINANCING
Microsoft has provided a quote in the amount of $200,848 annually. This additional investment will require a budget appropriation to account 742-9010-419.74-09. The proposed contract term is three (3) years, for a total contract amount of approximately $600,000.

These costs will largely replace existing expenditures currently paid to various vendors.

The primary cost increase is associated with the addition of mobile device management services, which is estimated to increase the IT budget by approximately $10,000 annually.

All other costs are expected to be net neutral.

CONCLUSION
Upon Council approval, staff will proceed with the recommended actions.

Respectfully submitted,

RICARDO REYES
City Manager
