Together, these updates provide a consistent, transparent, and fiscally responsible approach to fleet management.
FISCAL IMPACT/FINANCING
Adoption of the updated policy does not create an immediate fiscal impact. Future vehicle replacement costs will be evaluated through the annual budget process. The policy anticipates establishing a Fleet Replacement Reserve to stabilize long-term funding needs.

City of Huntington Park
Vehicle Replacement Policy (2026 Update – Draft)
1. Purpose
The purpose of this policy is to establish clear, consistent standards for the replacement of City-owned vehicles and equipment. The policy ensures that replacement decisions are based on lifecycle cost efficiency, operational reliability, safety, and alignment with the City’s long-term fleet management and sustainability goals.
This policy assumes that each department maintains an appropriate preventive maintenance program in coordination with the Public Works Vehicle Maintenance (VM) Division.
2. Guiding Principles
Vehicle replacement decisions shall be based on the following principles:
A. Lifecycle Cost Analysis
Departments shall evaluate lifecycle costs for each vehicle class and for individual units. The analysis shall be used to:
1. Establish replacement expectations before vehicles enter service.
2. Assess whether vehicles should remain in service for an additional year.
3. Evaluate the cost-effectiveness of major component rebuilds for heavy equipment.
Lifecycle cost analysis shall consider:
• Acquisition cost
• Estimated salvage value
• Cost of capital
• Maintenance and repair costs
• Fuel or energy costs
• Operational costs
• Age and mileage
• Downtime and reliability impacts
• Obsolescence and safety considerations
3. Replacement Criteria (Age, Mileage, and Battery Health Thresholds) A vehicle becomes eligible for replacement when it meets any of the following:
• The age threshold,
• The mileage threshold, or
• For electric vehicles (EVs), the battery State of Health (SOH) or operational range threshold.
Eligibility does not guarantee replacement; VM must validate condition, maintenance history, and operational suitability.
Replacement Thresholds by Vehicle Type:
Vehicle Type Age Mileage EV Battery / Range
Standard
Police Patrol Vehicles 4-5 years 150,000 miles N/A
Police Support
Vehicles 10 years 150,000 miles N/A
Police Motorcycles 5 years 125,000 miles N/A
Passenger Cars / Vans 10-12 years 150,000 miles

SOH < 70%, or range no
longer meets duty cycle
Non-Passenger Vans 10 years 150,000 miles If EV: Same as above Light Trucks 10 years 150,000 miles
If EV: Replace when battery
SOH < 70% or range
insufficient
Heavy Trucks 10-12 years 200,000 miles
If EV: Replace when battery

replacement is not
cost-effective
All Electric Vehicles
(General Standard) 8–12 years Not mileage-based
Battery SOH < 70%, range no

needs, or battery
replacement cost exceeds
residual value
EV Replacement Standard (Policy Language)
Electric vehicles shall not be evaluated solely on mileage. EVs become eligible for replacement when:
1. Battery State of Health (SOH) falls below 70%,
2. Operational range no longer meets the department’s duty cycle,
3. Vehicle age reaches 8–12 years (light-duty) or 10–15 years (trucks),
4. Battery replacement cost exceeds 50% of the cost of a new vehicle, or
5. The vehicle becomes incompatible with the City’s charging infrastructure.
This standard aligns with current municipal fleet electrification practices and manufacturer battery warranty periods.
4. Electrification and Sustainability Considerations (New for 2026) When evaluating replacement options, departments shall consider:
• Battery-electric or hybrid alternatives
• Total cost of ownership compared to internal combustion vehicles • Charging infrastructure availability
• Grant funding or incentive eligibility
Departments must include an EV feasibility statement for each replacement request.
5. Vehicle Leasing as a Replacement Option (New for 2026) Leasing may be used as an alternative to purchasing when it provides operational, financial, or lifecycle advantages. Departments must evaluate leasing as part of the required lease-versus-buy analysis referenced in Section 5. Leasing is not automatically preferred but may be recommended when it is demonstrably cost-effective or operationally beneficial.
A. Purpose of Leasing
Leasing allows the City to:
• Reduce upfront capital expenditures
• Modernize fleet assets on a predictable cycle
• Align vehicle costs with annual operating budgets
• Access newer technology (including EVs) more frequently • Reduce major repair exposure for high-use vehicles
B. When Leasing May Be Considered
Leasing may be appropriate under the following conditions:
• High-turnover vehicles such as police patrol units or severe duty Public Works trucks
• Rapidly evolving technology, including EVs and hybrid platforms • Budget constraints that limit capital purchasing capacity • Short-term or program-specific needs
• Predictable maintenance requirements, especially when maintenance is included in the lease
C. Lease Types
The City may consider:
• Operating Leases: Lower monthly cost; vehicle returned at end of term • Capital Leases (Lease-to-Own): Ownership transfers at end of term • Full-Service Leases: Includes maintenance, repairs, and replacement services
VM shall evaluate the most cost-effective structure based on vehicle type, duty cycle, and lifecycle cost.
D. Evaluation Criteria
Before recommending a lease, VM and the requesting department shall analyze:
• Total cost of ownership (lease vs. purchase)
• Annual operating budget impact
• Mileage limits and overage fees
• Maintenance coverage and exclusions
• Early termination provisions
• Residual value considerations
• Suitability for operational needs
This analysis shall be included with the department’s replacement request, consistent with the requirement that:
E. Approval Requirements
All lease agreements require:
• VM recommendation
• Department operational justification
• Finance Director review
• City Manager approval
• City Council approval when required by purchasing policy F. End-of-Lease Procedures
At the end of a lease term, VM will determine whether to:
• Return the vehicle
• Extend the lease
• Purchase the vehicle (if applicable)
• Replace the vehicle with a new lease or purchase
This determination will be based on condition, operational need, lifecycle cost, and alignment with the City’s fleet plan.
6. Replacement Funding
The City intends to establish and maintain a Fleet Replacement Reserve to stabilize annual budget impacts. Until such a reserve is fully funded:
7. Annual Replacement Process
A. Inspection Window
Departments shall schedule VM inspections January through April each year.
B. VM Responsibilities
VM shall:
• Validate age/mileage eligibility
• Review maintenance history
• Assess safety and operational condition
• Recommend replacement or continued service
C. Department Responsibilities
Departments shall submit:
• VM inspection report
• Lifecycle cost analysis
• Lease-versus-buy analysis
• EV feasibility statement
• Operational justification
These materials must accompany the department’s capital budget request.
8. Emergency Replacement
A vehicle may be replaced outside the annual cycle when VM determines it is:
• Damaged beyond reasonable repair, or
• Unsafe for continued operation
With concurrence of the Finance Director and City Manager, the Department Head may request a budget amendment for City Council consideration.
9. Asset Retirement and Accounting
When the Fleet (Vehicle Maintenance) Division determines that a vehicle should be permanently retired from service based on condition, safety, lifecycle cost, or replacement eligibility:
1. Fleet shall formally designate the vehicle for retirement and notify the Department and Finance.
2. Finance will remove the asset from the City’s inventory before fiscal year end, based on Fleet’s retirement designation.
3. If the vehicle was grant-funded, Finance will coordinate with staff to notify the grantor agency of the retirement and disposition.
4. Proceeds from sale or auction must be returned to the fund that originally purchased the vehicle, unless otherwise required by grant conditions or City Council direction.
10. Policy Administration
The Public Works Director, Finance Director, and City Manager may issue administrative updates to:
• Replacement thresholds
• EV requirements
• Funding mechanisms
• Procedural forms
Substantive policy changes require City Council approval.
11. Effective Date
This policy becomes effective upon adoption and supersedes all prior versions of the Vehicle Replacement Policy.

All three submitted proposals that were complete.
BACKGROUND & ANALYSIS
At the May 12th, 2026, Council meeting, City Council expressed an interest in providing additional offerings such as an evening or weekend Farmers Market to provide more healthy shopping opportunities to residents. The city currently has a certified Farmers Market every Wednesday, from 8am-1pm at Salt Lake Park. Vendors at the weekly market are verified growers of their own produce and are regulated by the California Department of Food and Agriculture (CDFA). Huntington Park is one of only three

One organization did not attend its assigned appointment and was therefore not included in the organization selection interviews.
Through this RFP process, the city has selected Farm Habit, an organization that the city believes has a proven history in providing farmers market services that are customer-service focused, modern, family friendly and efficient. Farm Habit has a standing network of more than 350 farmer and vendor partners, trained market staff, and established systems for everything from booth checks to EBT processing. Their services support Huntington Park’s commitment to increasing residents’ access to healthier food options. Reference checks were completed by staff, and they were very highly recommended regarding their overall operations, reliable communication, professionalism and quality produce.
Farm Habit was selected as the most qualified and responsive organization. Farm Habit has been in existence for over seventeen years and has a total of twelve farmers market locations in Los Angeles County and Orange County. In addition, they are available on Thursdays from 3pm-7pm, every week, rain or shine. They have a staff size of up to sixteen, that is contingent on the markets size but will never fall below five.
They include entertainment and family friendly activities such as cooking programs by their sister organization, contests for children, kid zones, coloring stations, compost hubs and gratitude stations. In addition, they will have their own social media account, monthly newsletter and marketing team dedicated solely to the city’s evening farmers

market. Their approach is direct community outreach to build attendance and sustain it with a rewards system and free monthly produce raffles.
Tours of potential site locations were also completed at: two Salt Lake Park parking lots, City Hall parking lot, and the Rita Parking lot. Salt Lake Park was identified as the favored location due to visibility by the traffic on Florence, parking availability and proximity to sports events and spectators in the evening at the park fields. The additional proposed weekly certified Farmer’s Market will be located at the parking lot immediately west of the Main Recreation Center at 3401 E. Florence Avenue, every Thursday from 3:00 pm to 8:00 pm, slated to start in Spring of 2027.
The recommended Agreement is for an initial term of one year with an option to extend up to two years.
FISCAL IMPACT/FINANCING
If approved, the agreement will require Farm Habit to pay to the city a monthly fee that must meet or exceed $1,000 and is negotiable based on market performance. The City will reserve the right to revisit fees in the future.
All revenue will be entered into Rent & Concessions account # 111-0000-362.10-00.

Ms. Cynthia Norzagaray & City of Huntington Park Selection Committee City of Huntington Park
6550 Miles Avenue, Huntington Park, CA 90255
Dear Ms. Norzagaray and Selection Committee,
SDHUPAR INC is pleased to submit this proposal to operate and manage a Certified Farmers Market for the City of Huntington Park. We appreciate the City's commitment to creating a community-focused market that prioritizes certified agricultural producers, food access, vendor coordination, and a high-quality visitor experience.
SDHUPAR INC is a nonprofit organization with direct hands-on experience managing Certified Farmers Markets, hospital farmers markets, college farmers markets, night markets, shopping center markets, and community markets throughout Southern California. Our team has years of demonstrated experience with certified producer recruitment, vendor management, permit compliance, market layout, on-site operations, public agency coordination, marketing, and community outreach.
We understand that the City is seeking a professional operator capable of obtaining and maintaining Certified Farmers Market status under CDFA requirements, recruiting and managing vendors, coordinating with City staff, creating a safe and organized market environment, and operating the market in a financially sustainable manner.
SDHUPAR INC is prepared to manage the full operation of the Huntington Park Certified Farmers Market — including vendor recruitment, vendor compliance, market staffing, marketing, setup and breakdown coordination, incident reporting, insurance coordination, and ongoing communication with the City.
Our proposed schedule is a weekly Friday market from 3:00 PM to 8:00 PM, designed to serve Huntington Park residents after school, after work, and before the weekend. We believe this schedule will support strong community attendance, provide fresh food access, and create an active family-friendly weekly destination for the City.
SDHUPAR INC proposes to pay the City of Huntington Park a fixed monthly fee of $1,250 for the right to operate the market, payable monthly pursuant to the final agreement and regardless of market performance. This offer exceeds the City's minimum monthly fee requirement while allowing the market to remain financially sustainable during launch and long-term growth.
This proposal shall remain valid for 60 days from the proposal submission date. Shivam Dhupar is the authorized signer for SDHUPAR INC and will serve as the primary contact throughout this process.
We respectfully request the opportunity to partner with the City of Huntington Park to create a professional, reliable, and community-centered Certified Farmers Market that benefits residents, families, certified California farmers, local entrepreneurs, and the City as a whole.
Sincerely,

Section 8 — Other Information
Why SDHUPAR INC is the Right Partner for Huntington Park SDHUPAR INC brings a combination of operational experience, existing vendor infrastructure, and genuine community focus that distinguishes us from other operators. We are not a startup — we are an active organization currently operating 11 markets across Southern California, including hospital markets, college markets, night markets, and community markets. That means our vendor network, compliance systems, and operational playbooks are already in place and ready to deploy for Huntington Park.
Community-First Philosophy
SDHUPAR INC's mission is to improve food access, support certified California farmers, and create public gathering spaces for families and communities. Huntington Park's demographics — a working-class, predominantly Latino community with strong family values and a tradition of outdoor markets — are exactly the community we are built to serve. Our Friday evening schedule is designed specifically to serve residents after work and school, when they are most likely to shop, eat, and spend time with family.
Commitment to the City
• SDHUPAR INC will treat the Huntington Park Farmers Market as a flagship community market, not a secondary location.
• We will attend all required City meetings, provide regular operational updates, and maintain open communication with City staff at all times.
• We will prioritize certified California agricultural producers in the vendor mix to ensure the market meets its CDFA mission.
• We will create a market that Huntington Park residents are proud of and return to every week. • SDHUPAR INC is committed to a long-term partnership with the City and views this market as a multi-year relationship, not a short-term contract.
Additional Operational Capabilities
• SDHUPAR INC has experience managing both daytime and evening market formats, which allows us to adapt the Huntington Park market schedule if the City's needs change over time. • We have experience coordinating with city departments, property managers, hospital administrators, and university staff — public agency coordination is a core part of our operational model. • SDHUPAR INC maintains active vendor relationships with certified producers, hot food operators, packaged food vendors, and artisans throughout Southern California, which allows us to quickly build a strong and diverse vendor roster for Huntington Park.
• We are prepared to work collaboratively with City staff on marketing, event programming, and community engagement initiatives to ensure the market serves as a true public amenity.

• The Compliance Lead will conduct regular documentation audits to ensure all vendor permits and certificates remain current and valid.
CDFA Certified Farmers Market Certification

• All certified farmers and agricultural producers brought into the Huntington Park market will be required to present a valid, current Certified Producer Certificate (CPC) issued by CDFA before participating. • CPC compliance will be verified by the Compliance Lead at every market. • The Huntington Park Certified Farmers Market will obtain and maintain all applicable market-level health permits required by LA County Environmental Health.
• All food vendors — including hot food vendors, packaged food vendors, baked goods vendors, juice vendors, and any other vendor handling food — will be required to maintain a valid LA County Environmental Health permit before selling at the market. • Food vendor health permits will be collected and verified by the Compliance Lead before vendor participation.

Incident Reporting
• Any incident occurring at the market — including injuries, accidents, property damage, health concerns, vendor disputes, or safety hazards — will be immediately reported to the on-site market manager. • All incidents will be documented in writing on the day of the incident, including date, time, nature of the incident, persons involved, and any actions taken.
• Written incident reports will be maintained on file by market management. • Serious incidents involving injury, property damage, or public safety will be communicated to the appropriate City contact as soon as possible and no later than 24 hours after the incident. • SDHUPAR INC will cooperate fully with any City, County, or regulatory investigation arising from a market incident.

SDHUPAR INC will design a layout that supports safety, customer flow, vendor access, emergency access, and a clean market environment.
Safety and Access
• Vendor load-in and load-out plan will be established before launch. • Emergency access lanes and fire lanes will remain clear at all times. • ADA access and customer pathways will be incorporated into all layout designs. • No vehicle movement will be allowed inside the active market area during public market hours. • Canopy weights will be required for all vendors regardless of weather conditions.

Section 12 — Financial Proposal
Proposed Monthly Fee to the City
SDHUPAR INC proposes to pay the City of Huntington Park $1,250 per month for the right to operate the Certified Farmers Market. This payment will be made monthly regardless of market performance and exceeds the City's minimum monthly fee requirement of $1,000.
Basis for the Proposed Fee
The proposed monthly fee of $1,250 is based on the following assumptions and revenue projections:
• Vendor count: 25–35 vendors at launch, growing to 35–45+ vendors in the stabilized phase. • Vendor fee mix: Certified producers at $25 minimum, packaged food vendors at $55 minimum, hot food vendors at $70 minimum, and artisans at $35–$50 flat fee. • Estimated weekly gross vendor revenue: $1,225–$2,700 per market day, generating $4,900–$10,800 per month.
• Operating costs: Market staffing, insurance, permits, marketing, setup/breakdown, and compliance administration are absorbed by SDHUPAR INC from vendor revenue. • The $1,250 monthly City fee represents a sustainable allocation that does not jeopardize market viability during the launch phase while providing the City a reliable, guaranteed monthly return regardless of performance.
• SDHUPAR INC's existing vendor network across 11 active markets reduces vendor recruitment costs and accelerates revenue stability compared to a first-time operator.
Proposed Escalation Schedule
Contract Year Monthly Fee Annual Fee to City

Total Estimate 25–40 vendors Mixed fee model $1,225–$2,700/week Financial Sustainability
The proposed $1,250 monthly City payment is financially sustainable because the market will be supported by vendor fees, consistent vendor recruitment, controlled operating costs, weekly marketing, and scalable growth.
Vendor revenue will support:
• Monthly City fee payment
• Market staffing and on-site management
• Marketing and community promotion
• Insurance, permits, and compliance administration
• Setup and breakdown coordination
• Long-term market growth and vendor development
SDHUPAR INC's existing vendor relationships and operational infrastructure across 11 active markets reduce startup costs significantly and allow the Huntington Park market to launch efficiently and reach financial stability faster than a first-time operator.
SDHUPAR INC respectfully requests the opportunity to partner with the City of Huntington Park to launch and operate a successful Certified Farmers Market that benefits residents, local families, small businesses, certified California farmers, and the City as a whole. We are confident that our market experience, vendor network, and community-focused approach will deliver a strong, sustainable, and professionally managed Huntington Park Farmers Market.

RE: RFP City of Huntington Park Farmers Market Management & Operations ATTN: Cynthia Norzagaray
Hello and thank you for the opportunity to BID on a new Certified Farmers Market in your city. This BID/Cover Letter submission will be valid for 60 days and I am the contact person for this proposal.
My event management company, California Curated, currently manages the largest afternoon/evening weekly Certified Farmers Market in Southern California. In addition to being a Certified Farmers Market we also have crafters, live music, a kids fun zone and a small section of business services. The City Christmas Tree lighting is held during the event and I also accommodate the City with space in the event footprint for Public Works Day and Fire Prevention Week. The market takes place on 3 city blocks with 90 vendor stalls that require a road closure. We utilize a licensed company for water barricades, signage and traffic control and a separate professional business for trash can placement and refuse disposal. Visitor attendance is approximately 3-5k each week.
I also manage and operate an annual 6 week long Christmas Market on private property with 40 vendors with approximately 1k visitors each day and a monthly weekend craft/vintage pop up on the Historical Los Rios Street in San Juan Capistrano with approximately 100-300 visitors each day.
Along with these locations, I also operate a Non Profit organization, Preservation Society of Huntington Dog Beach that covers one and half miles of beach that allows dogs. The organization holds 10+ beach cleanups as well as corporate beach cleanups.
I have past events that vary from Art Walks, Red Carpet, Key Note Speakers and more. Throughout my event experience, I have learned I would like to primarily focus on Certified Farmers Markets moving forward. I enjoy the relationships with the regular vendors, city staff and being a staple in the community.
Sincerely,
Susanna Smith
CEO, California Curated
Scope of Work/Schedule
I would like to bring a 4 hour afternoon/evening (Thursday, Friday or Saturday) weekly or bi-weekly Certified Farmers Market that in addition to Certified Farmers would add a few local crafters, kids area with a small bounce house & face painting, local business participation, local non-profit participation and a limited amount of hot food vendors and seasonal activities such as an Easter Bunny & Santa photos. This would create a small town feel with all age accessibility to enjoy a welcoming community event on a regular basis.
I work closely with local health departments & California Department of Agriculture to ensure all vendor regulations are met. All State & County food access programs would be implemented.
Location to be determined with the city guidance, non-street closure preferred but could be considered. I propose $1,000.00 per month fee the first year with increase negotiation the following years. The fee will be dependent on the size of the market and stalls available.
Project Team
To be determined. I currently have a team of 4 staff and myself. I would be onsite with an assistant the first 90 days to establish the market. Once the market is running smoothly I will assign key personnel.
Company Qualifications
Noted in cover letter. There will be no sub-consultants. I am a certified producer with the California Department of Agriculture as well as a California S Corporation.

City Council Agenda Report
October 13, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Dear Mayor and Members of the City Council:
CONSIDERATION AND APPROVAL TO AWARD FRANCHISE AGREEMENTS FOR
ROTATIONAL POLICE TOWING AND VEHICLE STORAGE SERVICES
IT IS RECOMMENDED THAT THE CITY COUNCIL:
1. Approve U.S. Tow, Seventh Street Garage, Inc., and Mr. C’s Towing for the City’s rotational Police Towing and Vehicle Storage Services program for three (3) years, with two (2) optional extensions of one (1) year each at the City’s discretion, subject to confirmation of eligibility, continued proposal validity, and satisfaction of RFP requirements before award, agreement execution, and commencement of services; and
2. Authorize the City Manager to finalize and execute a Franchise Agreement with each selected provider.
BACKGROUND
The Huntington Park Police Department relies on towing and secure vehicle storage services to clear traffic collisions and roadway hazards and store vehicles impounded or held as evidence. Any interruption in towing services would have a direct and immediate impact on public safety, enforcement capabilities, and traffic management within the City.
The City’s towing agreement with Mr. C’s Towing expired on July 1, 2026, following a single extension of three months. On April 14, 2026, the City issued a Request for Proposals (RFP) for Police Towing and Vehicle Storage Services through PlanetBids, with proposals due May 20, 2026. The RFP addressed the Department’s operational needs and contemplated awarding up to three (3) Franchise Agreements under a rotational dispatch program.
The City received timely proposals from Mr. C’s Towing, Seventh Street Garage, Inc., and U.S. Tow. All three (3) firms participated in the evaluation process, which included review of written proposals, oral interviews, and physical inspections of their proposed facilities.
CONSIDERATION AND APPROVAL TO AWARD FRANCHISE AGREEMENTS FOR
ROTATIONAL POLICE TOWING AND VEHICLE STORAGE SERVICES
October 13, 2026
DISCUSSION
Facility Inspections: Huntington Park Police Department Traffic Division personnel inspected each proposed facility’s size, storage capacity, location, accessibility, fencing, lighting, security, evidence storage areas, and general condition. Facilities were ranked from one (1) to three (3), with one (1) representing the highest ranking. These are comparative rankings rather than scores out of 100.
Company Facility Inspection Rank
Mr. C’s Towing 1
U.S. Tow 2
Seventh Street Garage, Inc. 3
Evaluation Process: The oral interview panel included the Assistant City Manager, Operations Lieutenant, Administrative Sergeant, and Public Works Director. Each evaluator scored the companies on a 100-point scale. A company’s final interview score is the average of the four evaluators’ scores.
Company Rater 1 Rater 2 Rater 3 Rater 4 Average /100 Rank U.S. Tow 82 73 77 78 77.50 1
Seventh Street
Garage, Inc. 77 71 73 72 73.25 2
Mr. C’s Towing 71 71 72 70 71.00 3
Evaluation and Award Recommendation: The RFP evaluates baseline requirements on a pass or fail basis and compares qualified providers using equipment, facilities, evidence safeguards, integrity, regulatory knowledge, customer service, financial capacity, prior performance, business plans, compliance, and response capability. It does not prescribe weights for combining interview scores and facility rankings; those results are presented separately.
Staff recommends selecting all three (3) companies based on the proposal review, oral interviews, and facility inspections, subject to confirmation of mandatory eligibility, continued proposal validity, and completion of outstanding requirements before agreement execution and commencement of services.
Proposed Rotational Program: A rotational program would provide additional resources for simultaneous calls, major incidents, and coverage when a provider is unavailable, reducing reliance on one company.
CONSIDERATION AND APPROVAL TO AWARD FRANCHISE AGREEMENTS FOR
ROTATIONAL POLICE TOWING AND VEHICLE STORAGE SERVICES
October 13, 2026
Dispatch would generally assign calls in sequence through a round robin system. The Department would record assignments and any deviations. Participation would not guarantee a number of tows or revenue.
The City may adjust the rotation or suspend or remove a provider as permitted by the RFP and agreements. Except in emergencies, these actions would follow reasonable notice and an opportunity to respond.
Vehicle Retrieval and Implementation: The Department would record each vehicle’s towing company and storage location. Dispatch and Records personnel would provide owners with the provider’s contact information and release instructions. Providers would promptly report changes in storage location.
Implementation would require executed agreements, provider acceptance of the terms, required approvals, and operational readiness. Staff would monitor response times, declined calls, complaints, record accuracy, and fee remittances.
The RFP permits the City Council to award agreements to one (1), two (2), or three (3) qualified companies.
FISCAL IMPACT/FINANCING
There is no negative impact to the fiscal year budget associated with awarding these agreements. Towing and storage charges will be paid by vehicle owners in accordance with the approved rates and agreement terms. Under the RFP, participating providers will remit a franchise fee equal to 14 percent of gross receipts, as defined and applied under the agreements.
CONCLUSION
Upon approval by the City Council, staff will proceed with actions as directed.
Respectfully submitted,
RICARDO REYES
City Manager

The City of Huntington Park (“City”) is soliciting proposals from qualified towing companies to provide vehicle towing and secure storage services through a rotational tow service program consisting of up to three (3) providers. Selected companies will be placed on an official rotation list and dispatched accordingly. Rotation will generally follow a round robin system; however, the City may deviate from this order based on operational needs, emergency situations, or performance related considerations.
The City reserves the right to adjust, bypass, suspend, or remove any company from the rotation for reasons including, but not limited to, documented performance deficiencies, failure to meet response time requirements, substantiated complaints, violations of the Towing Services Agreement (TSA), public safety concerns, or other operational needs.
Except in emergency situations, such actions will be taken after providing reasonable notice and an opportunity to respond.
The City invites qualified towing and secure storage service providers to submit proposals for consideration. The City Council intends to award up to three (3) franchise agreements for these services, which will operate under the rotational dispatch system described herein.
Each agreement will have an initial term of three (3) years and may be extended for up to two (2) additional one (1) year terms at the sole discretion of the City, under the same terms and conditions.
The issuance of this Request for Proposals (RFP) does not obligate the City to award any contract. The City reserves the right to award one or more contracts, up to a maximum of three (3), based on what it determines to be in the best interest of the City. The City is under no obligation to extend any agreement beyond the initial term or any approved extension period.
A. BACKGROUND
The City is soliciting proposals from qualified towing companies to provide vehicle towing and secure storage services commencing on Monday, August 3, 2026.
Towing company awarded a contract by the City will be required to execute a TSA with the City in the substantive form of the TSA attached hereto as Attachment 1. City reserves the right to make modifying and/or clarifying edits and technical corrections to the form of the TSA prior to the award of any contract and/or as a condition to the award of any contract. By submitting a proposal, a towing company agrees to the terms of the TSA as set forth in Attachment 1, including but not limited to provisions relating to required insurance and indemnification, defaults and breaches of the agreement, maximum rate Police Towing and Vehicle Storage Services - RFP

charges to persons whose vehicles are towed and other performance standards set forth therein. If a towing company’s written proposal is premised and conditioned upon the City agreeing to modify, amend or strike any one or more of the terms of the template TSA, then the towing company shall clearly and expressly state in its proposal which provision it proposes to modify, amend or strike as part of its proposal and the proposal shall also explain why such changes are necessary and how the best interests of the City are furthered and/or safeguarded notwithstanding the towing company’s requested changes.
The failure to identify any provision as a provision the towing company wishes to modify, amend or strike as part of its proposal, shall mean that the towing company accepts the TSA, and the provisions contained therein in their current form and is willing and able to perform under the TSA under the terms of the provision as is. In such event, City shall be under no obligation to entertain post-award modifications, amendments or deletions of any provision of the template TSA. The foregoing notwithstanding, towing company must understand that the City may consider the proposal less favorable, the more a proposal deviates from the baseline requirements of the RFP and the baseline requirements as articulated in the template TSA.
As part of this RFP City staff has developed specifications that take into consideration, among other things; the community’s convenience, the City’s needs, the HPPD's efficiency requirements, and the towing company’s responsiveness to this RFP. City staff have developed baseline requirements which are set forth in the RFP as well as evaluation criteria to be used to determine which proposal(s) offers the best value based on multiple factors set forth under subsection C of this Article.
B. RFP PROCESS
This RFP includes instructions on the preparation and submission of proposals as well as the baseline requirements for each proposal. The RFP packet also includes forms that must be completed by each towing company and submitted along with all other proposal materials, including a completed HPPD Tow Listing Application.
1. SUBMISSION OF PROPOSALS
Proposals must be submitted electronically through PlanetBids. Proposals must be submitted no later than 5:00 p.m. on Wednesday, May 20, 2026, (the “Submission Deadline”). Proposals received after the Submission Deadline will not be considered. The City also reserves the right to extend the Submission Deadline at any time and for any reason, including for the purpose of requesting additional information from towing companies. With respect to timely submitted proposals, the City reserves the right to waive irregularities and waive informalities or defects in any or all responses. Each submitted proposal shall remain valid and binding for a period of 120 days from the Submission Deadline. All proposals and documents submitted will become the property of the City. Proposals submitted by towing companies shall become the property of the City and shall be regarded as public records of the City. Proposals and other materials submitted by a towing company may be disclosed to the public, except where applicable exemptions from disclosure apply as determined by the City or where the towing company has specifically marked a specific document as being confidential and/or proprietary. time as the Advisory Committee presents a list of responsive towing companies to the City Council, which shall be posted on the City’s Internet homepage along with all submitted proposals.
2. EVALUATION OF PROPOSALS
All proposals received will be reviewed and evaluated by an Advisory Committee of qualified personnel. The Advisory Committee shall be appointed by the City Manager and will undertake a preliminary review of all proposals and shall also schedule on-site inspections of each towing company’s facility. Based on the initial round of review, the Advisory Committee may select certain towing companies for interviews so that the Advisory Committee may ask further questions, obtain clarification and if desirable attempt to negotiate modifications or refinements to the proposal that may be in the best interest of the City. The Advisory Committee shall then create a list of responsive towing companies based on its evaluation of all proposals, facility inspections and interviews and submit the list to the City Council for consideration. Towing companies that the Advisory Committee rates as not responsive, (e.g., due to the towing company’s failure to submit all of the required information or due to the towing company’s inability to satisfy the baseline requirements of this proposal), will not be presented to the City Council on the list. The City Council may accept or reject the determinations and/or evaluations of the Advisory Committee as a whole or in part. The City Council may also reject, approve or conditionally approve the award of any one or more contracts to towing companies on the list in the best interests of the City and in an effort to secure one or more towing companies who offer the best value to the City.

PERFORMANCE BOND
We, , as
Principal, and as Surety, Jointly and severally,
firmly bind ourselves, our heirs, representatives, successors and assigns, as set forth herein, to the City of HUNTINGTON PARK (“City”) for payment of the penal sum of one hundred thousand dollars ($100,000). City and Principal have entered into an agreement or are about to enter into the agreement attached hereto and incorporated by reference, primarily for services related to towing and storing vehicles within the jurisdictional boundaries of the City. Surety herein approves of the terms and conditions of said agreement and binds itself to faithfully perform the obligations of Principal therein if Principal fails to so perform. Surety acknowledges that the agreement herein referenced shall be that document as executed by City and Principal.
THE CONDITION OF THIS OBLIGATION IS SUCH that if the principal shall in all things stand to and abide by, and well and truly keep and perform all of the covenants, conditions, and provisions in said agreement, and any alteration thereof made as therein provided, on Principal’s part to be kept and performed at the time and in the manner therein specified, and shall indemnify and save harmless the City and its officials, directors, officers, employees and agents, as therein stipulated, then this obligation shall become null and void; otherwise, it shall be and remain if full force and effect.
Surety agrees that, in the event of the principal’s default and upon notice from the City, it will promptly assume and diligently perform the obligations set forth in the agreement within the specified timeframe. Should Surety fail to do so, it shall, upon demand, deposit with the City an amount reasonably estimated by the City to cover the cost of completing all of the principal’s obligations. Surety’s payment obligation shall remain enforceable regardless of any dispute between the City and the Principal concerning the alleged default. For the purposes of this provision, principal’s failure under the agreement shall be conclusively presumed, thereby triggering the Surety’s responsibility as demanded. Any payment made by the Surety under this clause shall be deemed proper and binding between the Principal and Surety.
Surety agrees that no change, extension of time, alteration, or addition to the terms of the agreement, or the work to be performed there under, or any matters unknown to Surety which may affect Surety’s risk shall in any way affect its obligation on this bond, and it does thereby waive notice thereof.
Principal and Surety agree that if the City is required to engage the services of an attorney in connection with the enforcement of this bond, each shall pay City’s reasonable attorneys’ fees and costs incurred, with or without suit, in addition to the above sum.
