Imperial Beach Coastal Area Parking Study 34
Permit Parking Districts
Permit Parking Districts provide preferential parking to permit holders during designated time periods within a defined geographical area or district. They are often used to manage limited parking supply in high-demand areas or to prevent parking spillover from new developments into existing neighborhoods.
As indicated by the parking surveys conducted in September / October 2021 for the coastal study area, much of the parking in the residential neighborhoods between Seacoast Drive and 3rd Street is occupied during peak periods of weekend beach activity. The City could consider posting 4-hour time restricted parking on some residential streets within two blocks of the beach to increase turnover for beachgoers, while offering permits to area residents that would allow them to park in excess of the time restriction.
Conversion of Parallel Parking to Angle Parking
One way to increase parking supply, often without having to acquire additional right of way, is to look for opportunities to convert parallel parking to angle parking. The conversion typically yields one new space for every two to three existing spaces, depending on the contiguous length of curb and angle of the parking stalls. Unfortunately, all of the east-west residential streets within the coastal study area are too narrow to convert one side of the street from parallel parking to angle parking, even if some of them were converted to one-way streets. Imperial Beach Boulevard does not have sufficient right of way for angle parking, as Class II bike lanes were installed. Palm Avenue should also be reserved for future bike lanes.
This leaves Seacoast Drive and 2nd Street, which could be redesigned as a one-way couplet with parallel parking on one side and angle parking on the other. The conversions could be accomplished within the existing roadway curb-to-curb cross sections, or in the case of Seacoast Drive, excess right of way could be repurposed for protected bike facilities or wider sidewalks. A feasibility study would be needed to evaluate design concepts and associated costs, benefits and impacts.
Transportation Demand Management
As previously discussed, TDM can be effective in reducing single occupancy vehicle use and parking demand by supporting alternative modes of transportation. Section 3.2 of this document provides a list of TDM strategies for new development. Local agencies can also encourage mode shift by providing bike facilities such as striped or protected bike lanes, bike racks and storage lockers; transit amenities such as benches, shelters, USB charging ports and free wireless internet; and conversion of parking spaces for designated use by rideshare services, vanpools, shuttle service, Neighborhood Electric Vehicles (NEVs), micro-mobility devices such as e-scooters, or bike corrals. The City has opportunities to designate parking areas along Seacoast Drive, for example, to accommodate alternative modes of transportation.

5 SUMMARY OF FINDINGS AND RECOMMENDATIONS
The City of Imperial Beach has established a vision for the coastal area that includes smart growth, mixeduse development along its commercial corridors, preservation of existing residential neighborhoods and community character, a multimodal transportation network with access to the beach, parks, shopping, dining and entertainment, and a balanced approach to parking management. The results of the parking surveys conducted in September / October 2021 confirm high demand for parking within 2 to 3 blocks of the beach during peak periods of weekend beach activity, with overnight parking generally available during the week to accommodate area residents as they return home from work. Furthermore, potential impacts to off-site parking related to planned land development projects should be minimal based on the number, size, type and intensity of projects pending approvals.
Therefore, this study concludes the provisions for parking reductions or waivers for mixed-use projects in designated coastal area zones established in IBMC Chapter 19.48 Off-Street Parking are appropriate, however minor refinements to process and requirements for evaluating requests should be considered.
See Attachment A for proposed Off-Street Parking Waiver Request Form, which can be used to evaluate eligible mixed-use projects located within 1,000 feet of a shared parking or off-site parking facility.
Figure 5-1 illustrates recommendations for management of public parking in the coastal study area.
Section 5.1 and 5.2 provide a summary of Near-Term and Long-Term Parking Management Strategies based on the existing conditions assessment, review of planned land development projects, case studies of nearby beach communities, and review of best practices and applicability to the coastal study area.
The City should routinely monitor parking conditions, particularly as new development projects come online and/or changes are made to parking supply or management.
5.1 Near-Term Parking Management Strategies
The following cost-effective parking management strategies could be initiated within the next 6 to 12 months. Outreach to local businesses along Seacoast Drive and Palm Avenue is recommended. • Convert segments of unrestricted parking on Seacoast Drive and Palm Avenue to 2-hour time restricted parking (as shown in Figure 5-1) to increase parking turnover for local businesses. • Consult with individual business to determine whether existing 20-minute time restricted parking should be maintained or converted to 2-hour time restricted parking. • Convert unrestricted parking on the west side of Seacoast Drive south of Donax Avenue to a passenger loading zone with signage for rideshare pick-up/drop-off. • Continue to require new development projects in the coastal area to implement TDM strategies to support alternative modes of transportation and reduce parking demand. • Collaborate with existing businesses and perspective developers on opportunities for joint-use of existing parking facilities and potential to construct new facilities. • Consider charging a fee to park in the Seacoast & Palm Lot and Elkwood Lot on the weekends and/or implement time-restricted parking (such as 4-hour) to manage demand and increase parking turnover during peak periods of beach activity.
Imperial Beach Coastal Area Parking Study 36
5.2 Long-Term Parking Management Strategies
The following parking management strategies could be implemented over time, as conditions warrant. • Perform a feasibility study to evaluate design concepts and associated costs, benefits and impacts of converting Seacoast Drive and 2nd Street into a one-way couplet with parallel parking on one side of the street and angle parking on the other; the study should also explore options for protected bike facilities and/or wider sidewalks on Seacoast Drive. • Seek funding opportunities, such as the San Diego Unified Port District’s CIP or public-private partnerships, to construct a two-to-three story parking structure along Seacoast Drive or at other strategic locations in proximity to the beach.
• Establish an In-Lieu Fee Program for new development to support new parking, on-going maintenance costs, and/or enforcement of time restrictions, pay or permit parking within the coastal area.
• Implement a weekend shuttle service from the Palm Ave Trolley/Transit Station just east of I-5, or the large shopping center just west of I-5, to primary destinations off Seacoast Drive such as Dunes Park at Daisy Avenue and the Imperial Beach Pier at Evergreen Avenue. • Consider posting 4-hour time restricted parking on some residential streets within two blocks of the beach to increase turnover for beachgoers, while offering permits to area residents that would allow them to park in excess of the time restriction.
• Consider implementing parking meters on Seacoast Drive and Palm Avenue to increase parking turnover for local businesses, while providing more flexibility for customers.
