ITEM TITLE: CONSIDER APPROVAL OF SPECIAL EVENT PERMIT APPLICATION FOR USE OF PIER PLAZA FOR THE ANNUAL POW WOW BY THE SEA EVENT. (1040-10) ORIGINATING DEPARTMENT:

EXECUTIVE SUMMARY:
As part of the Special Event Policies and Procedures, the City Council may approve special events under the condition that a complete application is submitted by the applicant and reviewed and deemed complete by the City of Imperial Beach staff. All permissions and other agency permits must also be obtained before a Special Event Permit is issued. Staff is bringing forward an application from One World Bridge to hold its annual Pow Wow by the Sea event at Pier Plaza on Saturday, December 20, and Sunday, December 21 for City Council consideration.
RECOMMENDATION:
Staff recommends the City Council consider approving a Special Event Permit requested by One World Bridge to activate Pier Plaza as an event venue for the 2025 Christmas Pow Wow by the Sea event on Saturday, December 20, and Sunday, December 21, 2025.

Imperial Beach is Classic Southern California, and a natural tourist destination for visitors coming to enjoy our parks and beach. The City of Imperial Beach strives to attract events to our community for both residents and visitors to enjoy year-round. The City strives to host events that align with our mission to enhance and maintain Imperial Beach as a beach-oriented community with a safe, small town, family atmosphere, rich in natural and cultural resources.
One World Bridge has hosted the Pow Wow by the Sea event at Pier Plaza for several years.
Traditionally, the event takes place during Father’s Day weekend; however, this year, the organizers propose moving it closer to the holidays and rebranding it as the Christmas Pow Wow by the Sea.
The proposed event will be held at Pier Plaza, on Saturday, December 20, and Sunday, December 21, 2025, from 12:00 a.m. – 6:00 p.m., with set up beginning at 7:00 a.m. The event organizer is proposing approximately 38 vendors, amplified sound, and has requested staff

assistance with electrical connections, and moving sand for a sand sculpture. Alcohol is not proposed for this event.
The applicant has requested support from City staff for the 2025 event and waiver of eligible fees.
In accordance with the Special Event Fee Waiver and Sponsorship Policy, this event qualifies for a fee under the policy as a local non-profit. The City Council may consider waving the event fees for the event on Saturday, December 20, and Sunday, December 21, 2025. The application fee, direct cost, and staff time are not eligible for a fee waiver or reduction per the Policy. The permit application states that the event will be free for all who attend and that they partner to host annual veteran’s events and resource fairs.
Should City Council approve the event and fee waiver, event conditions would include a standard non-disparagement clause and waiver and release agreement. Additionally, a post-event presentation must be provided to the City Council within 60 days, detailing attendees, community benefits, positive economic impact, and a financial overview.
ENVIRONMENTAL DETERMINATION:
Not a project as defined by CEQA.
FISCAL IMPACT:
This event requires special event fees, including staff support fees, to ensure the safety of patrons and to assist with the park closure, parking lot closure, and utility setup support. The fees would be paid directly by the event producer prior to the event and a special event permit being issued.
Any related cost, including staff cost not billed before the event would be invoiced after the event as a “cost recovery” based on actual additional staff time that occurred during the event.
The event series also requests a special event fee waiver for the event totaling $2,028.00. The application fee, direct cost, and staff time are not eligible for a fee waiver or reduction per the Policy.
The fiscal impact associated with this action includes staff support to ensure the safety of patrons and to assist with the park closure, parking lot closure, utility setup support, and medical response should an incident occur. Full cost recovery for staff time would be billed to the applicant according to the current fee schedule.

Applicants are responsible for leaving the venue clean with no trash, or empty boxes left behind. A fee will be incurred if the area is not left in good condition. You are required to provide portable restrooms at your event unless you can substantiate the sufficient availability of ADA accessible and non-accessible facilities in the immediate area of the event which will be available to the public during the event.

Medical Plan
Events that involve competitions/fitness, high risk activity, or with an estimated attendance of 1000 or more people as indicated above must provide licensed medical services at the event. If you plan to use City public safety resources (FireRescue or Lifeguards) additional fees will apply.

City public safety is required to maintain a high level of service to the community at all times. Events that require services beyond what the City can provide while still maintaining a high level of service to the community will need to contract with other public safety agencies.
Electricity
If you plan to use electricity, please use a licensed electrician to ensure the correct equipment is being utilized. We will not provide electricity to events if it is raining for the safety of participants and attendees. The City of Imperial Beach does not guarantee the reliability of electrical power in public spaces, therefore it is recommended applicants provide alternative sources should failure occur.
Alcohol
We strive to keep events in our community in line with our mission of a family friendly, classic southern California beach atmosphere, and do not permit designated alcohol areas for events in Pier Plaza. We bring events into the community that support our local businesses, so if you wish to have alcohol as part of your event please use one of our local establishments. If you desire to apply for approval, please submit an ABC 221 form for review by San Diego County Sheriff and the City Manager. If approved, licensed security and a San Diego County Sheriff contract are required.
