ORIGINATING DEPARTMENT:
Parks & Recreation
EXECUTIVE SUMMARY:
Request approval of the 2026 Military Appreciation Veterans Day special event application and the reservation of Dunes Park on Wednesday, November 11, 2026.
RECOMMENDATION:
Staff recommends the City Council approve the special event application, including a request to serve alcohol and activate Dunes Park as a special event venue for the 2026 Military Appreciation Veterans Day on Wednesday, November 11, 2026. Staff further recommends that City Council approve the associated fee waiver request.
OPTIONS:
Approve the request as presented; or
Modify the proposed event; or
Request additional information and a supplemental report.
BACKGROUND/ANALYSIS:
The Chamber of Commerce, Fleet Reserve Association, Veterans of Foreign Wars, and American Legion partner annually to host the Military Appreciation Day event on Veterans Day at Dunes Park. This free event honors military veterans, active service members, and their families. Held from 12:00 p.m. to 4:00 p.m., the event offers free catered meals, live music from one band, a beer garden, jumper for kids, and allows local organizations to host informational booths.
The Military Appreciation Day event activates the entirety of Dunes Park, including the basketball court and parking lot, from 7:00 a.m. to 6:00 p.m. to accommodate set-up, the event itself, and post-event clean up. Historically, contracts with local vendors for food and beer services have been provided, adhering to all Alcoholic Beverage Control regulations.
The applicant has requested support from City staff for the 2026 event and waiver of eligible fees.
In accordance with the Special Event Fee Waiver and Sponsorship Policy, this event qualifies for a fee waiver under the policy as a local non-profit. The City Council may consider waving the event fees for the event on Wednesday, November 11, 2026. The application fee, direct cost, and staff time are not eligible for a fee waiver or reduction per the Policy. The permit application states that the event would be free for all who attend and that they partner to host annual veteran’s events and resource fairs.
P a g e | 2
Should City Council approve the event and fee waiver, event conditions would include a standard non-disparagement clause and waiver and release agreement. Additionally, a post-event presentation must be provided to the City Council within 60 days, detailing attendees, community benefits, positive economic impact, and a financial overview.
ENVIRONMENTAL DETERMINATION:
Not a project as defined by CEQA.
FISCAL IMPACT:
This event requires special event fees, including staff support fees, to ensure the safety of patrons and to assist with the park closure, parking lot closure, and utility setup support. The fees would be paid directly by the event producer prior to the event and a special event permit being issued.
Any related cost, including staff cost not billed before the event would be invoiced after the event as a “cost recovery” based on actual additional staff time that occurred during the event.
The event series also requests a special event fee waiver. The application fee, direct cost, and staff time are not eligible for a fee waiver or reduction per the Policy.
The fiscal impact associated with this action includes staff support to ensure the safety of patrons and to assist with the park closure, parking lot closure, utility setup support, and medical response should an incident occur. Full cost recovery for staff time would be billed to the applicant according to the current fee schedule.

ITEM TITLE: UPDATE AND DISCUSSION ON TIJUANA RIVER. (0150-40 & 0210-26) ORIGINATING DEPARTMENT:
Environmental & Natural Resources
EXECUTIVE SUMMARY:
The City of Imperial Beach continues to work with federal, state, regional, and binational partners to address the ongoing Tijuana River transboundary pollution crisis. Significant infrastructure investments and policy actions are advancing to improve wastewater treatment and conveyance, reduce polluted transboundary flows, address associated air and water quality impacts, and develop long-term solutions for the Tijuana River watershed. While recent improvements in dryweather conditions demonstrate progress, significant impacts remain, including continued beach closures and ongoing challenges during wet-weather conditions.
This item provides the City Council with a general update on recent Tijuana River activities, infrastructure improvements, regional and state initiatives, and preparations for the upcoming winter storm season. Staff will provide a presentation summarizing recent updates in the Tijuana River, followed by an opportunity for City Council discussion, questions, and direction to staff.
RECOMMENDATION:
Receive a presentation from staff and then open for discussion among council.
OPTIONS:
Receive report and discuss
BACKGROUND/ANALYSIS:
The Tijuana River transboundary pollution crisis continues to affect public health, water quality, recreation, and quality of life in Imperial Beach and surrounding South Bay communities. At the same time, significant federal, binational, state, and regional investments are advancing projects to improve wastewater treatment and conveyance, reduce transboundary pollution, address air and water quality concerns, and provide longer-term protection for affected communities.
Recent improvements in dry-weather conditions demonstrate progress associated with increased wastewater capture and treatment, infrastructure repairs in Mexico, and implementation of projects under International Boundary and Water Commission (IBWC) Minutes 328 and 333.
Work continues to repair and expand the South Bay International Wastewater Treatment Plant, including approximately 10 million gallons per day (MGD) of additional treatment capacity, while Mexico continues improvements to wastewater collection, conveyance, and treatment infrastructure.
P a g e | 2
Additional actions have taken place at the regional and state levels. The County of San Diego recently approved funding to advance a Saturn Boulevard Box Culvert/Bridge project and initiate planning and engineering for a potential U.S.-side Tijuana River diversion and treatment system.
California has also established a dedicated Border Water Quality Protection Unit within the San Diego Regional Water Quality Control Board, supported by four new permanent staff positions focused on cross-border water quality issues. In addition, SB 58, which addresses the State’s hydrogen sulfide air-quality standard, recently passed the Legislature and is awaiting action by the Governor.
Despite the actions noted above, significant impacts remain. The southern portion of the shoreline adjacent to Border Field State Park has remained closed for more than 1,700 consecutive days due to transboundary pollution. Wet-weather river flows also continue to present significant challenges to achieving a long-term solution, particularly for managing sewage, trash, and sediment in the River Valley. Continued population and economic growth throughout the border region will continue to place additional demands on wastewater and stormwater infrastructure, reinforcing the need for infrastructure investment in Mexico to keep pace with future growth. As the United States and Mexico continue discussions regarding the future of the United StatesMexico-Canada Agreement (USMCA), the City continues to advocate for recognition that longterm economic growth and cross-border trade must be accompanied by adequate investment in infrastructure and enforcement of environmental laws that are necessary to protect border communities.
This item provides the City Council with a general update on these activities and other recent developments related to the Tijuana River. Staff will provide a presentation summarizing recent updates in the Tiuana River, followed by an opportunity for City Council discussion, questions, and direction to staff.
