The existing use includes Irwindale City Brewery’s campus, which occupies the Irwindale Brew Yard (formerly Miller Coors). The proposed use of the building addition will include Irwindale City Brewery’s Spares Building, a storage building that will house spare parts, equipment, and machinery for the brewery. The new 20,000 square foot building addition replaces an existing standalone 20,000 square foot building operating under the same use as a Spares Building. The standalone spares building is set to be demolished.

Project Description
The proposed 20,000 square foot addition, known as the Spares Building, will be constructed on the southern side of the existing brewery building. The proposed addition will be a warehouse with bathrooms and janitorial closet. The proposed building is replacing the existing Spares Building, which is a standalone structure located just west of the existing brewery building. The purpose of the proposed addition is to improve the efficiency of facility operations by consolidating operations into one structure. The Spares Building houses spare parts and machinery that are necessary in the event of failure or need for replacement of various parts and machines throughout the campus. Square footage will be unchanged as the existing standalone Spares Building will be demolished and replaced with the proposed Spares Building which is the same square footage of 20,000 square feet. The project is proposing 28,000 square feet of new landscaping and 12,600 square feet of new parking to complement the proposed Spares Building. The Project site is comprised of 75.61 gross acres (75.87 net acres, Assessor’s Parcel Number 8533-009-025). This is the home of the Irwindale City Brewery located at the Irwindale Brew Yard.

The campus was constructed prior to the adoption of the Commercial and Industrial Design Guidelines.
For consistency, the proposed addition will match the architectural style of the main brewery building.
The concrete block structure will have simple parapets and appropriate materials, including light tan and brown colors on railings, doors, doorways, and trash enclosure to match the existing building. The building will incorporate the recommended elements of the Commercial and Industrial Design Guidelines for campuses, such as the clustering of buildings, pedestrian walkways, visual, and physical links between the buildings to create a campus feel. The brewery campus is planned, organized, and
managed to function as a unified whole.
Overall, the proposed improvements will upgrade the efficiency of the campus while highlighting and incorporating the recommended elements for campuses in the Irwindale Commercial and Industrial Design Guidelines.
Landscaping
The proposed landscape plan shows that approximately 12,600 square feet of the project site would be a combination of perimeter landscaping, parking lot shade tree, shrubs, and groundcover. The landscaping will include native plants and non-invasive species.
As required by the Irwindale Municipal Code, all equipment is enclosed within the buildings or screened from the public right of way.
Access and Circulation
Ingress and egress to the site is provided via two (2) driveways on 1st Street and one (1) fire access driveway at the intersection of Avenida Padilla and Jardin De Rosa. Pedestrian access will be provided via new concrete sidewalks from existing sidewalks on 1st Street. Additionally, internal walkways leading to the various entrances of the proposed building will be provided.
Parking
IMC Subsection 17.16.040 provides, “Indoor Warehousing, Storage, and Wholesaling and Distribution” must have one (1) parking space per every 2,000 square feet of floor area.
Based on the proposed square footage, the project requires ten (10) stalls, and twenty (20) stalls are being proposed [two (2) ADA stalls, eighteen (18) standard stalls]. The project proposes no additional truck parking, however it proposes including one (1) loading dock. All parking is surface parking; there are no proposed parking structures or subterranean lots.
Building Height
The building height is approximately 22’-8”.
The Irwindale Municipal Code has a maximum building height restriction in the M-2 (Heavy Manufacturing) zone. Per IMC Subsection 17.06.030-1 Development Standards, the maximum height is fifty (50) feet; sixty (60) feet if abutting freeway, and forty (40) feet if parcel is within two hundred-fifty (250) feet of a Residential Zoned Property.
Signage and Lighting
IMC Section 17.19 “Signs” provides the maximum allowable sign area for freestanding and wall signs.
Based on the approximate square footage of the existing building, the allowable amount of wall signage would equate to a maximum of 100 square feet per one square foot per linear feet of tenant space for signs on the street front or building side. Freestanding signs would be limited to 200 square feet per one-half square foot per linear foot of street property line. There are currently no plans for additional signage on the building addition.
Site lighting would consist of exterior, street light poles; interior lighting; and lighting for the new parking areas. Proposed lighting would limit uplight and glare, and ensure that the site is adequately lit.

REQUEST
The Applicant is requesting a Site Plan and Design Review (DA) No. 02-2025 for the demolition of a 20,000 square foot building and the construction of a new 20,000 square foot building addition to the existing brewery building at the Irwindale Brew Yard, located at 15801 East 1st Street.
BACKGROUND/HISTORY
The site is part of the Irwindale Brew Yard (formerly Miller Coors), located at 15801 East 1st Street, and is developed with a brewery campus on approximately 75.87 acres. The building addition is proposed on the south side of the brewery campus. The existing buildings were constructed in 1980 by Miller Brewing Company and in 2021 the Irwindale Brew Yard began occupying the site. The Irwindale Brew Yard is an existing campus consisting of approximately 990,219 square feet of office, production, and warehouse uses, which have all been constructed in a utilitarian industrial style.
On July 6, 2006, Conditional Use Permit No. 9-06 was approved for an integrated wastewater treatment plant and cogeneration facility within the parking area of the Miller Brewing Company.
On October 20, 2021, Conditional Use Permit No. 08-2021 was approved for the expanded operation of an existing brewery, including beverage operations (Type 1 beer manufacturer, Type 9 beer and wine importer) and rectifying (Type 2 winegrower, Type 12 distilled spirits importer, Type 24 distilled spirits rectifier’s general).
On October 27, 2021, Site Plan and Design Review (DA) No. 04-2021 and Conditional Use Permit No. 05-2021 were approved for the construction of a 9,907 square foot filtration building and for the storage of cleaning chemicals.
On February 23, 2022, Lot Line Adjustment No. 01-2021 was approved.
On April 1, 2025, Site Plan and Design Review (AA) No. 01-2025 was approved for the demolition of a 3,763 square foot storage building, relocation of 271 trailer parking stalls at the reconfigured west dock and east lot areas, reconfigured main gate access and new guardhouse to supplement the existing, reconfigured eastern access drive and auxiliary guard house, parking and landscape modifications, and a by-pass road at the northern portion of the site.
SITE PLAN AND DESIGN REVIEW
Pursuant to the provisions of Chapter 17.27.020 (Site Plan and Design Review) of the Irwindale Municipal Code (IMC), “Site Plan and Design Review is required in specific areas of the City covered by design guidelines adopted by the City Council and is required for all new construction and other activities as identified in the applicable design guidelines”. Subsection 17.27.030(A) states that the Planning Commission shall act as

Square footage will be unchanged as the existing Spares Building will be demolished and replaced with the proposed Spares Building which is the same square footage of 20,000 square feet. There is proposed 28,000 square feet of new landscaping and 12,600 square feet of new parking to complement the proposed Spares Building.

DESIGN
The campus was constructed prior to the adoption of the Commercial and Industrial Design Guidelines. For consistency, the proposed addition will match the architectural style of the main brewery building. The concrete block structure will have simple parapets and appropriate materials, including light tan and brown colors on railings, doors, doorways, and trash enclosure to match the existing building. The building will incorporate the recommended elements of the Commercial and Industrial Design Guidelines for campuses, such as the clustering of buildings, pedestrian walkways, visual, and physical links between the buildings to create a campus feel. The brewery campus is planned, organized, and managed to function as a unified whole.
PARKING
Based on the IMC Chapter 17.16, the minimum required additional parking spaces needed is ten (10) spaces and twenty (20) spaces will be provided. There are six hundred (600) parking spaces currently onsite and once completed, there will be a total of six hundred and twenty (620) spaces provided.

ANALYSIS
Site Plan & Design Review Analysis
Before Site Plan and Design Review applications are approved, the applicant must show, to the satisfaction of the Planning Commission and the City Council, the existence of the following findings of fact. Staff has determined that the findings can be made based on the analysis below.
1. Promotes excellence in site planning and design and the harmonious appearance of buildings and sites;
The proposed Project shall harmonize the appearance of the building in relation to the existing brewery building; adding to the campus-like feel. The proposed project incorporates several of the desired design elements from the Commercial and Industrial Design Guidelines including but not limited to: simple parapets and a
Planning Commission Meeting July 30, 2025
Site Plan & Design Review (DA) No. 02-2025
multi-color palette. In addition, the site design includes new layered landscaping and parking.
2. Ensure that new and modified uses and development will be compatible with the existing and potential development of the surrounding area; and The Subject Property is zoned M-2 (Heavy Manufacturing) and has a General Plan land designation of Industrial/Business Park, which are consistent designations.
The operations of the new addition will remain the same as the building it is replacing, consolidating operations into one structure. The Spares Building houses spare parts and machinery that are necessary in the event of failure or need for replacement of various parts and machines throughout the campus. There will be no adverse impact on the surrounding area. The new addition improves building operations and logistics because of its new location and updated improvements.
3. Supplement other City regulations and standards to ensure control of aspects of site planning and design that are not otherwise addressed.
This Project’s Conditions of Approval attached hereto as Exhibit “A” supplement and ensure compliance with all applicable City regulations and standards, including conditions not explicitly stated elsewhere.
CONCLUSION/RECOMMENDATION
Staff recommends that the Planning Commission take the following action:
1. Adopt Resolution No. 862(25) recommending that the City Council approve Site Plan & Design Review (DA) No. 02-2025 subject to the proposed Conditions of Approval to permit the proposed construction as presented herein, and find the project exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, section 15302.
Alternative Actions:
2. Request that Staff prepare a resolution of denial based on recommended findings of fact to be brought back at the next regularly scheduled Planning Commission meeting for adoption; OR
3. Request that the Applicant revise the project and continue the hearing to a date certain.

B. RESOLUTION.
NOW, THEREFORE, it is hereby found, determined and resolved by the Planning Commission of the City of Irwindale as follows:
1. The Planning Commission hereby specifically finds that all of the facts set forth in Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Planning Commission during the public hearing conducted with regard to the Application, including written staff reports, verbal testimony, site plans and Conditions of Approval attached hereto as Exhibit “A,” this Planning Commission hereby specifically finds as follows:
A. Promotes excellence in site planning and design and the harmonious appearance of buildings and sites;
The proposed Project shall harmonize the appearance of the building in relation to the existing brewery building; adding to the campus-like feel. The proposed project incorporates several of the desired design elements from the Commercial and Industrial Design Guidelines including but not limited to: simple parapets and a multi-color palette. In addition, the site design includes new layered landscaping and parking.
The Spares Building houses spare parts and machinery that are necessary in the event of failure or need for

replacement of various parts and machines throughout the campus. There will be no adverse impact on the surrounding area. The new addition improves building operations and logistics because of its new location and updated improvements.
3. The Planning Commission hereby specifically finds and determines that the Project, as proposed, is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15302 (Class 2; Replacement or Reconstruction), which exempts the replacement or reconstruction of existing structures and facilities when the new structure is located on the same site and has substantially the same purpose and capacity, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Planning Commission therefore recommends that the City Council find the Project exempt from further CEQA review.
4. Based upon the substantial evidence and conclusions set forth herein above, this Planning Commission hereby recommends that the City Council approve Site Plan and Design Review (DA) No. 02-2025 and find the Project exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, section 15302, subject to the conditions set forth in Exhibit “A” attached hereto and by this reference incorporated herein, which conditions are deemed necessary to protect the public health, safety and general welfare and are reasonable and proper in accordance with the intent and purposes of Title 17 of the Irwindale Municipal Code.
5. The Secretary shall:
a. Certify to the adoption of this Resolution; and
b. Forthwith transmit a certified copy of this Resolution, by certified mail, to the Applicant at the address of record set forth in the Application.

CALIFORNIA, ADOPTING ADJUSTED FEES FOR CERTAIN CITY SERVICES IN THE COMMUNITY DEVELOPMENT AND PUBLIC WORKS – ENGINEERING DEPARTMENTS’ SECTIONS, AND TO AUTHORIZING
THE INTEGRATION OF THESE FEES INTO THE CITYWIDE COMPREHENSIVE SCHEDULE OF FEES AND CHARGES ADOPTED ON JULY 9, 2025 VIA RESOLUTION NO. 2025-64-3652”.

Julian A. Miranda, City Manager
Background and Analysis:
On July 9, 2025, the City Council adopted Resolution No. 2025-64-3652, formally adopting a Comprehensive Schedule of Fees and Charges, which approved the latest user fees charged by all departments in the city for services they provide to the public. This resolution also allowed the City to periodically review and adjust fees as needed. The schedule is now being adjusted again for FY 2025- 2026.
Chapter 3.02.010 of the Irwindale Municipal Code (IMC) provides for establishing a comprehensive fee resolution by the City Council of the City of Irwindale for establishing all fees and charges of the City of Irwindale (City) subject to legal requirements and allows for fees and charges to be amended by resolution.
State law allows public agencies to collect fees and charges for services from persons receiving such services in order to recover a portion of the costs of staff time, direct and indirect operating support costs, and other related expenses incurred by the City in providing these services. Current service fee amounts do not fully recover the City's costs of providing all the services, which means a significant portion of these costs are being paid from the City's general fund and, therefore, by the public.
The City is authorized to collect fees and charges sufficient to recover up to 100% but not exceed the estimated reasonable costs of providing the service to which the fees and charges apply. As such, fees are typically determined based upon studies that calculate the full cost of providing specific discretionary services, including direct, indirect, and support costs.
The fees that are now being adjusted are highlighted in yellow in Exhibit A to the Resolution for both the Community Development and Public Works – Engineering Departments’ sections:
• Community Development
▪ No. 37 – “Minor Use Permit (MUP)”, although highlighted, this was previously adopted on July 9, 2025.
▪ No. 39 – “Deposit (Legal)”, although this line item previously existed, the words “Legal” and “(per hearing”) are now added.
▪ No. 40 – “Deposit (Consultant)”. This is a new line item. ▪ No. 41 – “All Costs (Contractors, Notices, etc.)”, although this line item previously existed, the word “Contractors” is now added.
Public Works – Engineering
• No. 21 – 25 - although highlighted, these were previously adopted on July 28, 2021. However, when submitted to the Council, these lines were inadvertently not printed and/or included in the Comprehensive Schedule of Fees and Charges attached to the agenda on July 9, 2025.
These lines are now being added to be included.
• No. 25 – “Inspections – Contracted Inspector”, the fee is being adjusted to match the current contract rate charged.
Upon adoption of these fee adjustments, the changes will be integrated into the respective department’s section of the Citywide Comprehensive Schedule of Fees and Charges Previously Adopted on July 9, 2025, Resolution No. 2025-64-3652. The effective date for those adopted adjustments remains in effect on September 15, 2025.
The proposed highlighted fee adjustments for both the Community Development and Public Works – Engineering will go into effect on October 27, 2025.
Fiscal Impact:
These adjustments will offset some of the costs incurred by the City in providing the related services to the public. The remainder of the costs will be subsidized by the City’s General Fund.

RESOLUTION NO. 2025-87-3675
A RESOLUTION OF THE CITY OF IRWINDALE, CALIFORNIA, ADOPTING
ADJUSTED FEES FOR CERTAIN CITY SERVICES IN THE COMMUNITY DEVELOPMENT AND PUBLIC WORKS – ENGINEERING DEPARTMENTS’
SECTIONS, AND TO AUTHORIZING THE INTEGRATION OF THESE FEES IN THE
CITYWIDE COMPREHENSIVE SCHEDULE OF FEES AND CHARGES ADOPTED ON JULY 9, 2025 VIA RESOLUTION NO. 2025-64-3652
WHEREAS, Chapter 3.02.010 of the Irwindale Municipal Code (IMC) provides for establishing a comprehensive fee resolution by the City Council of the City of Irwindale for establishing all fees and charges of the City of Irwindale (City) subject to legal requirements, and allows for fees and charges to be amended by resolution; and WHEREAS, as permitted by State law, the City currently collects fees and charges for services from persons receiving such services in order to recover a portion of the costs of staff time, direct and indirect operating support costs, and other related expenses incurred by the City in providing these services. Current service fee amounts do not fully recover the City's costs of providing all of the services, which means a significant portion of these costs are being subsidized from the City's general fund; and WHEREAS, the establishment and adjustment of user fees is statutorily exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080(b)(8) and Section 15273 of the CEQA Guidelines, because CEQA does not apply to local agency decisions involving rates, tolls or other charges, including fees and charges proposed to be adopted by this Resolution; and WHEREAS, City Staff in both Community Development and Public Works - Engineering Departments conducted an extensive review of all fees charged and the adjustments needed; and
WHEREAS, the Schedule of Fees and Charges proposed for both Community Development and Public Works - Engineering Departments are to be adopted herein, and listed in Exhibit A attached hereto, are based upon the recommendation of the departments; and
WHEREAS, the City recognizes that future increases in operating costs for providing services to the public will cause the City to fall short of its desired cost recovery levels as established in the current User Fee Schedule. Therefore, the City Council authorizes City staff to periodically review the established fees and charges, and adjust them as needed based on Los Angeles County Building Code (LACBC) and Permit Fee Schedule for the Building and Safety Permit Fees, Consumer Price Index (CPI), or Cost of Living Adjustments, or a Comprehensive Fee Study for all other fees listed in the User Fee Schedule to ensure the City is at the desired and reasonable recovery rate; and
Resolution No. 2025-87-3675
01005.0001 2033490.1
WHEREAS, when adjustment of Schedule of Fees for both Community Development and Public Works – Engineering Departments’ Sections are approved and adopted, they will be integrated in the Citywide Comprehensive Schedule of Fees and Charges adopted on July 9, 2025, Resolution No. 2025-64-3652.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF IRWINDALE, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby finds all recitals listed above in this resolution pertaining to the City’s fees and charges are true and correct.
SECTION 2. The City Council hereby approves and adopts the adjustment of Schedule of Fees & Charges for both Community Development and Public Works – Engineering Departments’ Sections, as set forth in Exhibit “A” attached hereto and incorporated herein by this reference.
SECTION 4. The City Council hereby approves the integration of Schedule of Fees for both Community Development and Public Works – Engineering Departments’ Sections into the Citywide Comprehensive Schedule of Fees and Charges adopted on July 9, 2025, Resolution No. 2025-64-3652.
SECTION 5. The City Council hereby authorizes the periodic adjustment of fees based on any one or combination of appropriate Consumer Price Index (CPI), California Construction Cost Index (CCCI), or Building Cost Index (BCI), or Cost of Living Adjustment, or a Comprehensive Fee Study conducted.
SECTION 6. That the Chief Deputy City Clerk shall certify the passage and adoption of this resolution and the same shall take effect and be in force.
