Background and Analysis:

The City of Irwindale is home to 50% of the Rose Parade float builders, making Irwindale the Rose Float Building Capital. Each year, the Rose Parade Floats travel through Irwindale en route to the Pasadena Tournament of Roses Parade. The convoy event draws large crowds of spectators to Irwindale, filling the streets along the path as they get a sneak peek at what the world will see on New Year’s Day 2026.

The floats travel through Irwindale on a scheduled basis, leaving as early as October 28, 2025, and returning to Irwindale by January 3, 2026.

The Pasadena Tournament of Roses is an established 501(c)(3) non-profit charitable organization requesting a fee waiver for the 2026 float convoy event. The event will require 34 transportation permits plus 12 contingency permits, which cover travel to the Rose Parade and the return trip to Irwindale for 44 floats and one return trip only for two floats. Each transportation permit costs $16, totaling $1,440.00 in fees for the 90 permits.

The City has waived these fees in the past due to the benefits to the community. The benefits include the outstanding partnerships the float builders supply to our residents and businesses. Some benefits include the pre-parade event, which allows the city’s community to get up close and personal with the rose floats. This consists of the community engagement generated through the pre-parade events that the various float builders host for our community. Additionally, the surrounding businesses benefit from increased revenues due to the large crowds of spectators the event attracts, who visit these businesses the week leading up to and including New Year’s Eve.

According to the City of Irwindale's Fee Adjustment Policy, the applicant’s request to waive transportation permit fees meets the criteria for consideration of a fee waiver. The City’s Fee Adjustment Policy offers cost reductions to non-profit organization applicants who invest in community events. The Policy encourages investment in community events, which create civic and community enjoyment and benefit the surrounding businesses from increased revenues due to the large crowds of spectators.

This event qualifies for, and Staff recommends that the City Council grant a transportation/oversized vehicle fee waiver of $1,440.00 according to the approved “City of Irwindale Fee Adjustment Policy” section II(2)(a) insofar as it provides a benefit of investment in the community.

Fiscal Impact:

The approval of this item will result in a fee waiver of $1,440.00. This fee would have otherwise been collected as revenue to the General Fund.

"The city council shall elect one of its members to be mayor and one of its members to be mayor pro tempore as specified below:
a. In even-numbered years, at the regular council meeting at which the canvass of the results of

the general municipal election shall be conducted;
b. In odd-numbered years, at the first regular meeting of the council held in November; c. At such other times as a majority of the council shall so order." In 2019 the reorganization was placed on the November 13th agenda for Council consideration. There was consensus to table the reorganization to the December 11, 2019, meeting. In 2021 and 2023, the reorganization took place at the December 8th and December 13th meetings, respectively.

Staff now seeks Council direction to 1) place the re-organization on the November 12, 2025 agenda, in accordance with Section 2.04.050(b) of the IMC, or 2) place the re-organization on the December 10, 2025 agenda, in accordance with Section 2.04.050(c) of the IMC, or 3) provide other direction.

The City of Irwindale has three active commissions and one non-profit Board: Parks & Recreation, Planning, Senior Citizen, and the Irwindale Community Foundation, respectively. Each commission and board consists of five (5) members, appointed by, and serving at the pleasure of, the Mayor and City Council.

The City Council values broad community engagement and recognizes the diversity of perspectives enhances the quality and responsiveness of decision-making and wishes to provide opportunities for the greatest number of residents to participate in commission service. Concurrent service on appointed boards or commissions may limit the opportunities for wider participation and could create potential conflicts in duties or interests.

Staff is recommending that the City Council consider adopting Resolution No. 2025-99-3687, which would specify that no individual may concurrently serve as a member of more than one City board or commission, at any given time. Further, the resolution would state that if a commissioner applies for and is appointed to a different board or Commission, that appointment shall automatically vacate the individual's prior position, effective upon the date of the new appointment. The intent of this resolution is to promote diversity of representation, equitable access to civic service, and transparency in local government.
