Background and Analysis:

The Irwinale Police Department possesses three Public Safety Answering Point workstations equipped with Call Processing Equipment. When a citizen calls 911, their call is routed to these workstations where a Police Dispatcher answers the call. Two of the workstations are located in the Police Department Communications Center and both of these workstations are routinely used. The third workstation is located in the Corporals and Traffic Office (formerly the Watch Commander's Office) and serves as a backup workstation should either of the two primary workstations experience an outage.

The backup workstation is no longer functional and in need of service. The two primary work stations have experienced occasional outages. The maintenance contract with AT&T has expired. Renewing it will ensure that our equipment can be repaired and maintained.

All three workstations are due to be upgraded to contemporary hardware within the next one to two years. These costs will be borne by the California Office of Emergency Services ("Cal OES".) Until the workstations are upgraded, it is critical that our maintenance contract with AT&T remains active. This Agenda Report seeks City Council approval to renew our maintenance contract with AT&T for a period of up to twenty-four (24) months in order to provide sufficient coverage until such time as the workstations are upgraded by the State.

Cal OES will pay for 100% of the costs associated with the maintenance contract extension. However, Cal OES requires that the City pay for the maintenance contract. Cal OES will then reimburse the City.

Therefore, this Agenda Report seeks City Council approval for the appropriation of $73,355.63 from General Reserves to pay for the maintenance contract. Staff will then submit the proper documents to seek reimbursement from Cal OES.

Fiscal Impact:

Adopting Resolution No. 2026-02-3713 authorizes the Finance Director to amend the Fiscal Year 2025- 2026 adopted budget by appropriating $73,355.63 from the General Fund reserves to pay for a maintenance contract with AT&T and until such time, Cal OES reimburses 100% of the contract cost.

Subject: Customer Premise Equipment (CPE) Fixed Allotment Funding – On Premise Solution
Dear Lieutenant Jose Vargas,
The California 9-1-1 Emergency Communications Branch (CA 9-1-1 Branch) has received your Advance Notification for Call Processing Equipment (CPE) Funding letter of intent to replace the 9-1-1 system at your Public Safety Answering Point (PSAP). Acceptance of CPE Allotment funds from the CA 9-1-1 Branch commits your agency to PSAP operations 24 hours-a-day, seven days-a-week, for a minimum of five years. If PSAP operations are not maintained at that level, the Irwindale Police Department may become financially responsible for all subsequent CPE maintenance and 9-1-1 network service charges. Our evaluation of recent 9-1-1 emergency call volume qualifies the Irwindale Police Department for a Fixed Allotment of $365,000 to be used to purchase an on premise solution. The Fixed Allotment funding will expire upon expiration/cancellation of the current MPA if your CPE approval process has not been initiated.

The CA 9-1-1 Branch has implemented a non-mandatory Master Purchase Agreement (MPA) that enables participating vendors to invoice the CA 9-1-1 Branch directly for the purchase of 9-1-1 systems and services. Price lists are available at:

Item #22.A.

Date: January 14, 2026
To: Honorable Mayor and Members of the City Council
From: Julian A. Miranda, City Manager
Issue: Approval of the Proposed Use of Community Development Block Grant (CDBG) Allocation for Fiscal Year (FY) 2026-2027, along with reallocation of FY 2025-2026 Funding, which was approved on January 8, 2025, including an implementation deferment of FY 2024-2025 amount, which was also approved on October 9, 2024
City Manager's Recommendation:

That the City Council conduct a public hearing to receive public comments on the proposed use of the CDBG allocations for FY 2026-2027 along with reallocation of FY 2025-2026 funding, which also included a deferment amount from FY 2024-2025. The combined funds will be fully expended in Fiscal Year 2026-2027 to comply with federal CDBG expenditure requirements. Following the conclusion of the public hearing, staff recommend that the City Council:

Adopt Resolution No. 2026-01-3712, entitled: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRWINDALE APPROVING THE PROPOSED USE OF THE CITY’S FISCAL YEAR 2026-2027 LOS ANGELES

URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT ALLOCATION AND REALLOCATE FISCAL YEARS 2024-2025 and 2025-2026 FUNDING AS PREVIOUSLY APPROVED”, reading by title only and waving further reading thereof:

Background and Analysis:

The Community Development Block Grant (CDBG) Program is funded directly by the federal government’s Department of Housing and Urban Development (HUD), whose objectives include the development of suitable living environments. The amount of the CDBG grant allocated to each participating city is based upon the population. Consequently, the City of Irwindale’s annual CDBG allocation is relatively low and can only be used for small-scale projects.

The City Council previously approved the use of CDBG funds from prior fiscal years for sidewalks and ADA access improvements; however, implementation of the project was deferred to allow for the accumulation of additional funding and more efficient project delivery.

Staff now propose combining CDBG allocations from Fiscal Years 2024-2025, 2025-2026, and 2026-2027 and fully expending the combined funds in Fiscal Year 2026-2027, consistent with federal CDBG expenditure time limits. The estimated CDBG allocation for FY 2026–2027 is approximately $6,195, which will be combined with prior-year CDBG funds previously approved by City Council.

Public Works is proposing to use the CDBG funds for sidewalks and access improvements to comply with the Americans with Disabilities Act (ADA). These improvements will provide adequate access for people with disabilities, including those dependent upon wheelchair transportation, and support the national objectives of the CDBG Program.

Specific project locations and scope will be determined by Public Works and Engineering based on ADA priority needs and the requirement to fully expend the combined CDBG funds within the allowable expenditure period.

Fiscal Impact:

Approval of the proposed action will authorize the use of Community Development Block Grant (CDBG) funds from Fiscal Years 2024-2025, 2025-2026, and 2026-2027 for sidewalks and ADA access improvements.

Based on prior approvals and current estimates, the combined CDBG funding across the three fiscal years is approximately twenty-one thousand two hundred thirty-eight dollars ($21,238) consisting of approximately $8,243 from FY 2024-2025, $6,800 from FY 2025-2026, and an estimated $6,195 for FY 2026-2027. These funds will be appropriated as part of the FY 2026-2027 annual budget process and fully expended during that fiscal year in accordance with federal CDBG expenditure requirements.

Use of CDBG funds will eliminate the need to utilize General Fund monies for these required public improvements.

Background and Analysis:

BACKGROUND/HISTORY
These City-initiated proposals will revise the Zoning Map to reconcile inconsistencies and make appropriate changes to support the highest and best uses.

The Irwindale General Plan serves as the blueprint for future planning and development in the City. It indicates the City‘s vision for the future through the policies and plans that are designed to shape the physical development of the community. This General Plan acknowledges the City’s previous planning efforts, the established land use patterns in the community, and adopted development policy. The Zoning Code, Map, and related zoning designations are required to be consistent with the General Plan. Staff proposes to update the Zoning Map for consistency between the appropriate classifications.

This issue was discovered during a zoning map “clean-up” in November 2018. Since then, Planning Staff has received multiple applications that require General Plan Amendments. Zoning is one of the primary means of implementing the General Plan. The success of a General Plan rests upon the effectiveness of the Zoning Code and Map. Additionally, there should be consistency between the General Plan and Zoning as a common-sense approach to planning and transparency.

TIMELINE
On October 5, 2025, Staff initiated applications to rezone Irwindale City Hall and Irwindale Community & Senior Centers.

On October 16, 2025, the property owners within 500 feet of the subject properties were notified by mail. The public notice was also published in the newspaper the day prior. This timing met the minimum public notification requirement of 10 days prior to the meeting.

On October 29, 2025, Staff recommended that the Planning Commission adopt Resolution No. 869(25) recommending that the City Council approve Zone Change No. 10-2025 and Resolution No. 870(25)

Page 169 of 206 ends

recommending that the City Council approve Zone Change No. 11-2025.

PLANNING COMMISSION ACTION
On October 29, 2025, the Planning Commission heard the proposed Zone Change items and unanimously approved the items, recommending that the City Council approve Zone Change No. 10- 2025 and Zone Change No. 11-2025.

On December 18, 2025, the property owners within 500 feet of the subject properties were notified by mail of the City Council hearing. The public notice was posted in the four (4) designated public places (City Hall, Community Development Department, Library, and Post Office) on December 18, 2025 and published in the newspaper on January 2, 2026. This timing met the minimum public notification requirement of 10 days prior to the meeting

LOCATIONS AND SITE HISTORY
proposed Zone Change No. 10-2025 to 1) Rezone two Parcels from r-1 (residential low density) Zone to P/sp (public/semi-public) zone LOCATED AT:

IRWINDALE CITY HALL, 5050 N. Irwindale Avenue (APNs: 8417-030-901, 8417-031-900).

The property listed is currently developed as the Irwindale City Hall, Police Department, Library, Recreation Center, Aquatic Center, Maintenance Yard, and Irwindale Park, and the General Plan designates this property as part Public/Institutional and as Park. However, the City’s Zoning Map was not updated for consistency. The proposed Zone Change from R-1 (Residential Low Density) to P/SP (Public/Semi-Public) would be consistent with current uses and the existing General Plan designations of Public/Institutional and Park.

Page 170 of 206 ends

proposed Zone Change No. 11-2025 to Rezone two Parcels from c-2 (general commercial) Zone and two parcels from c-3 (commercial/residential) zone to p/sp (public/semi-public) zone LOCATED AT:

IRWINDALE COMMUNITY & SENIOR CENTERS, 16102 and 16116 Arrow Highway (APNs: 8417-029- 910, 8417-029-911, 8417-029-912, 8417-029-913).

The property listed is currently developed as the Irwindale Community Center, Senior Center, Community Development Department, Engineering Department, and Building & Safety Departments; and the General Plan designates this property as Public/Institutional. However, the City’s Zoning Map was not updated for consistency. The proposed Zone Change from C-2 (General Commercial) and C-3 (Commercial/Residential) to P/SP (Public/Semi-Public) would be consistent with current uses and the existing General Plan designation of Public/Institutional.

GENERAL PLAN AND ZONING
The proposed changes to the Zoning Map will remedy the existing inconsistencies and nonconformities. The maps will be updated to reflect the proposed changes.

ENVIRONMENTAL REVIEW
Pursuant to the authority and criteria contained in the California Environmental Quality Act (CEQA) of 1970, as amended, and the City of Irwindale environmental guidelines, the Project has been determined to qualify for a general rule exemption pursuant to CEQA Section 15061(b)(3) in that it can be seen with certainty that there is no possibility that the Zone Changes, by themselves, will have a significant effect on the environment. However, any proposed physical development will undergo its own CEQA review when the entitlement is considered.

CONCLUSION/RECOMMENDATION
Staff recommends that the City Council take the following action:

1. Adopt Resolution No. 2025-111-3699 approving Zone Change No. 10-2025 and find the project

Page 171 of 206 ends

exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, section 15061(b)(3).

2. Adopt Resolution No. 2025-112-3700 approving Zone Change No. 11-2025 and find the project exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, section 15061(b)(3).

Fiscal Impact:

There is no cost with the City Council approval of the Zone Changes.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF IRWINDALE, HEREBY RESOLVES, DETERMINES AND ORDERS AS FOLLOWS:

1. The City Council hereby specifically finds that all of the facts set forth in Recitals, Part A, of this Resolution are true and correct and incorporated herein by this reference.

proposed Zone Change from R-1 (Residential Low Density) to P/SP (Public/Semi-Public) would be consistent with current use and the existing Public/Institutional and Parks General Plan designations. c. The proposed Zone Change will not be detrimental to the public interest, health safety, convenience, or welfare of the City. The purpose of the proposed Zone Change is to properly rezone existing parcels to appropriate zoning designations and remedying inconsistencies with previously adopted ordinances and

PLANNING COMMISSION STAFF REPORT

COMMUNITY DEVELOPMENT DEPARTMENT

PLANNING DIVISION
Date: October 29, 2025 Agenda Item No. 4-C
To: Honorable Chair and Members of the Planning Commission From: Marilyn Simpson, AICP, Community Development Director Project Planner: Jarrod Palmer, Assistant Planner
Project: Zone Change No. 10-2025
Rezoning of two (2) parcels from R-1 (Residential Low Density) zone to P/SP (Public/Semi-Public).

Applicant: City of Irwindale
Property Owner: City of Irwindale
Project Location: IRWINDALE CITY HALL, 5050 N. Irwindale Avenue (APNs: 8417- 030-901, 8417-031-900).

Staff Recommendation: That the Planning Commission adopt Resolution No. 869(25) recommending that the City Council adopt Zone Change No. 10-2025, to rezone two (2) parcels at 5050 N. Irwindale Avenue, from R-1 (Residential Low Density) zone to P/SP (Public/Semi-Public).

REQUEST
The City-initiated proposal will revise the Zoning Map to reconcile inconsistencies and make appropriate changes to support the highest and best uses.

BACKGROUND/HISTORY
The Irwindale General Plan serves as the blueprint for future planning and development in the City. It indicates the City‘s vision for the future through the policies and plans that are designed to shape the physical development of the community. This General Plan acknowledges the City’s previous planning efforts, the established land use patterns in the community, and adopted development policy.

Planning Commission Meeting October 29, 2025
Zone Change No. 10-2025
Zoning is one of the primary means of implementing the General Plan. The success of a General Plan rests upon the effectiveness of the Zoning Code and Zoning Map.

Additionally, there should be consistency between the General Plan and Zoning as a common-sense approach to planning and transparency.

By this agenda item, staff proposes to update the Zoning Map for consistency between the appropriate classifications at 5050 N. Irwindale Avenue, from R-1 (Residential Low Density) zone to P/SP (Public/Semi-Public).This issue was discovered during a zoning map “clean-up” in November 2018.

TIMELINE
On October 5, 2025, Staff opened an application to rezone two (2) parcels at 5050 N.

Irwindale Avenue. Known as the location of the Irwindale City Hall, Police Department, Library, Recreation Center, Aquatic Center, Maintenance Yard, and Irwindale Park.

On October 16, 2025, the property owners and property owners within 500 feet of the subject property were notified by mail. The public notice was also published in the newspaper the following day. This timing met the minimum public notification requirement of 10 days prior to the meeting.

LOCATIONS AND SITE HISTORY
PROPOSED ZONE CHANGE NO. 10-2025 TO REZONE TWO (2) SELECT PARCELS FROM R-1 (RESIDENTIAL LOW DENSITY) ZONE TO P/SP (PUBLIC/SEMI-PUBLIC) ZONE LOCATED AT:

Irwindale City Hall, 5050 N. Irwindale Avenue (APNs: 8417-030-901, 8417-031-900).

The property listed is currently developed as the Irwindale City Hall, Police Department, Library, Recreation Center, Aquatic Center, Maintenance Yard, and Irwindale Park, and the General Plan designates this property as part Public/Institutional and as Park.

Page 184 of 206 ends

ATTACHMENT “C”
Planning Commission Meeting October 29, 2025
Zone Change No. 10-2025
However, the City’s Zoning Map was not updated for consistency. The proposed Zone Change from R-1 (Residential Low Density) to P/SP (Public/Semi-Public) would be consistent with current uses and the existing General Plan designations of Public/Institutional and Park.

ZONING
Chapter 17.35 (Amendments to the General Plan, General Plan Map, Zoning Code and Zoning Map) of the Irwindale Municipal Code allows for changes to the classification of property whenever the public necessity, convenience, general welfare, or good practice justify such amendment, consistent with the General Plan. The proposed change to the Zoning Map will remedy the existing inconsistency. The map will be updated to reflect the proposed changes.

ENVIRONMENTAL REVIEW
Pursuant to the authority and criteria contained in the California Environmental Quality Act (CEQA) of 1970, as amended, and the City of Irwindale environmental guidelines, the Project has been determined to qualify for a general rule exemption pursuant to CEQA Section 15061(b)(3) in that it can be seen with certainty that there is no possibility that the Zone Change, by itself, will have a significant effect on the environment. However, any proposed physical development will undergo its own CEQA review when the entitlement is considered.

CONCLUSION/RECOMMENDATION
Staff recommends that the Planning Commission take the following action:

1. Adopt Resolution No. 869(25) recommending that the City Council approve Zone Change No. 10-2025
Alternative Actions:

2. Request that Staff prepare a resolution of denial based on recommended findings of fact to be brought back at the next regularly Planning Commission meeting for adoption; OR

3. Request that Staff revise the project and continue the hearing to a date certain.
