4 Capital Improvement Project Description
1. Introduction
Downtown Kingsburg is a unique destination for both residents of the City as well as travelers passing through the area. The Swedish-themed architecture and atmosphere is a cultural attraction for many visitors. Although the downtown area is occupied by several successful businesses as well as City Hall, there are opportunities to incorporate new and revitalized development within this area. In order to capture the opportunity to pursue economically robust, pedestrian friendly, bicycle friendly, transit oriented development, the City of Kingsburg has prepared a Strategic Plan to guide staff and developers towards these goals.
The downtown area is located in the central commercial district core of the city. The land uses surrounding the downtown area are a mixture of residential and commercial developments which gradually transitions to mostly residential development further away from the downtown area. The downtown district is adjacent to the Union Pacific Railroad tracks and its history and development is directly tied to historic railroad operations. The historic Kingsburg Train Depot recently was completely renovated and currently has a vibrant visitor base and active historical society managing the facility and events. The City is currently experiencing significant interest in developing mixed use project within the downtown area including the recent completion of the Apotek mixed use project which constructed approximately 5,000 square feet of residential units above 5,500 square feet of commercial space, and the proposed Stone Plaza which proposes 10 residential units above 8,500 square feet of commercial space.
As more development is directed downtown, the need to provide mobility through alternate transportation modes becomes essential. The Strategic Plan identified several improvements that will support transit and other alternate modes of transportation including:
Pedestrian and bicycle facilities improvements such as sidewalk improvements, curb extensions, bike lanes, bike amenities such as racks, lockers, etc., Transit improvements including addition of new bus stops, expansion of the City’s trolly service, and addition of a weekend downtown local bus/trolly route.
Shared mobility improvements such as a ride-share hub and the introduction of shared mobility opportunities such as e-bike and e-scooter service. New ride-share lot for use in car pooling to downtown.
The project proposes to construct the first phase of the infrastructure improvement 5 described in the Strategic Plan. These improvements consist of converting very wide intersections along Lewis Street to more pedestrian friendly facilities by constructing curb extensions (bulb-outs) which will decrease the crossing distance, improve safety and increase pedestrian activity in the downtown area. Additionally, the project proposes to construct a bike lane on Draper Street from California Street to Sierra Street. This will bisect the downtown area and connect facilities such as the Kingsburg Depot, Police Station and Civic Center with Kingsburg High School and 18th Avenue a major north-south corridor which currently includes bike lane facilities.
These new infrastructure facilities will support pedestrian and bicycle mobility within the downtown area which will result in increased transit use as well as other travel modes such as trolly and ride share services. Conceptual sketches of these improvements are presented in Figures 3-1 and 3-2.
2. Nexus to Transit Oriented Development
Downtown Kingsburg has recently had the opportunity to advance mixed use and other progressive projects in the downtown area. As these developments have been proposed, staff has recognized the importance of addressing the needs of residents by providing multi-modal, walkable, and transit oriented development improvements.
The City realizes that the attractiveness of these types of mixed use projects is increased when diverse transportation opportunities are provided. The proposed improvements identified in the City’s Downtown Strategic Plan implement strategies and policy changes that will support these sustainable transportation strategies within the downtown area in the form of infrastructure improvements. Specifically, the proposed project will allow residents to easily traverse the downtown area by walking and biking after accessing the downtown area via transit or ride share modes of travel.
Based on multiple public presentations of the Strategic Plan, citizen feedback provided a high level of support for these improvements and conveyed a higher likelihood of accessing the downtown area via transit once the improvements are completed.
3. Land Use Characteristics of the Project Area
According to the California Department of Finance, Kingsburg has an approximate population of 12,101. The median household income for the city is $58,565 and sixty seven percent of Kingsburg housing is owner occupied.
In the downtown area residential housing currently is less than 10 percent of existing building area. The City’s goal is to increase that percentage to approximately 25 precent.
Kingsburg possesses a robust downtown including major employment centers such as Kingsburg City Hall, RPS Real Estate, Kingsburg Insurance, Van Beurden Insurance, and Payality Payroll Services. There are also numerous vibrant restaurants and boutique shops that support the Swedish Village tourist industry. There are not currently any industrial oriented businesses or affordable housing developments in the downtown area.
6 4. Transportation Characteristics of the Project Area Employers, employees, residents and visitors have traditionally relied upon passenger car related transportation to access the downtown area. The City recognizes the multiple benefits of transitioning to a more robust multi-model transportation model including access, health, climate, and numerous social benefits. The City’s Strategic Plan identified deficiencies in the downtown infrastructure that can serve as a barrier to accessing alternate transportation modes. Due to the unusually wide streets in the downtown area, the construction of curb extensions and crosswalk improvements will greatly increase the willingness of visitors and residents to travel utilizing pedestrian facilities.
Additionally, according to robust public interactions during the facilities within the downtown area bicycle use will increase dramatically with the construction of a bike lane on Draper Street between California Street and Sierra Street.
Currently, there are bike lanes on Lewis Street which are utilized by bicyclist, however, due to perceived safety concerns, bicyclists generally avoid Draper Street which serves as the major downtown corridor and is the location of the majority of businesses in downtown Kingsburg.
The proposed project will allow residents to easily traverse the downtown area by walking and biking after accessing the area via transit or ride share modes of travel. The proposed project is expected to significantly increase pedestrian, bicycle and transit modes of travel within the downtown Kingsburg area and will allow residents to adopt a lifestyle relying upon alternate modes of travel which will have health, climate and other benefits.
There is not currently bus rapid transit service in Kingsburg.

The City has adopted a Form Based Code for development in the downtown core area of the city. The Form Based Code includes policies which emphasizes alternative modes of travel, including transit. The parking requirements were developed to encourage residents and visitors to the downtown area to travel within the downtown area absent the access to a passenger car. Some of the infrastructure characteristics include wide sidewalks, bus stops, pedestrian friendly intersections, and relaxed parking requirements.
The City’s recently adopted the Downtown Kingsburg Strategic Plan which includes additional facilities to support transit oriented developments such as:
Pedestrian and bicycle facilities improvements such as sidewalk improvements, curb extensions, bike lanes, bike amenities such as racks, lockers, etc., Transit improvements including addition of new bus stops, expansion of the City’s trolly service, and addition of a weekend downtown local bus/trolly route.
7 Shared mobility improvements such as a ride-share hub and the introduction of shared mobility opportunities such as e-bike and e-scooter service. New ride-share lot for use in carpooling to downtown.
The proposed project improvements will continue the momentum of converting downtown Kingsburg into a more walkable, bicycle friendly transit oriented development area. It is expected that the project improvements will increase visitor traffic into the downtown area enhancing the already robust downtown activities, attracting new multi-use and transit oriented developments and highlighting already popular attractions such as the Historic Train Depot and numerous Swedish Village activities and events.
The improvements will allow for the deferment of additional parking facilities within the downtown area and allow for redirection of those funds towards transit oriented infrastructure.
6. Green Building
The project improvements will minimize reliance on passenger car travel and will instead promote walking, bicycling and use of transit and other alternate modes of travel.
7. Quality of Project and Additional Information
The City’s Strategic Plan was presented to numerous groups including the following:
Kingsburg City Council
Kingsburg Planning Commission
Kingsburg Economic Development Committee
Chamber of Commerce
Business Improvement District
Friends of the Kingsburg Depot
After formally presenting the plans in public meetings, there was resounding community support for the project by both visitors and business owners. There was a consensus from the public that implementing the improvements described in the plan will increase visitors into the downtown area and would be a valuable attractant for new businesses and mixed development projects. As the City has met with perspective developers, they have strongly agreed that upgrading and providing alternative modes of travel in the downtown area would provide significant advantages to delivering successful commercial and retail projects in downtown Kingsburg.
8 Several letters of support for the proposed project are attached to this application.
There are not currently any identifiable obstacles to this project.

RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference & Expo – September 7-9, 2022 Cal Cities 2022 Annual Conference & Expo is scheduled for September 7-9, 2022 in Long Beach. An important part of the Annual Conference is the Annual Business Meeting (during General Assembly) on Friday, September 9. At this meeting, Cal Cities membership considers and acts on resolutions that establish Cal Cities policy.
In order to vote at the Annual Business Meeting, your city council must designate a voting delegate. Your city may also appoint up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity.
Please complete the attached Voting Delegate form and return it to Cal Cities office no later than Friday, September 2. This will allow us time to establish voting delegate/alternate records prior to the conference.
Please view Cal Cities’ event and meeting policy in advance of the conference. • Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council.
When completing the attached Voting Delegate form, please attach either a copy of the council resolution that reflects the council action taken, or have your city clerk or mayor sign the form affirming that the names provided are those selected by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone. • Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration will open by June 1 on the Cal Cities website. In order to cast a vote, at least one voter must be present at the Business Meeting and in possession of the voting delegate card. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the Voting Delegate Desk. This will enable them to receive the special sticker on their name badges that will admit them into the voting area during the Business Meeting.
Council Action Advised by August 31, 2022
• Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the Business Meeting, they may not transfer the voting card to another city official. • Seating Protocol during General Assembly. At the Business Meeting, individuals with the voting card will sit in a separate area. Admission to this area will be limited to those individuals with a special sticker on their name badge identifying them as a voting delegate or alternate. If the voting delegate and alternates wish to sit together, they must sign in at the Voting Delegate Desk and obtain the special sticker on their badges.
The Voting Delegate Desk, located in the conference registration area of the Long Beach Convention Center, will be open at the following times: Wednesday, September 7, 8:00 a.m. – 6:00 p.m.; Thursday, September 8, 7:00 a.m. – 4:00 p.m.; and Friday, September 9, 7:30 a.m.–12:30 p.m. The Voting Delegate Desk will also be open at the Business Meeting on Friday, but will be closed during roll calls and voting.
The voting procedures that will be used at the conference are attached to this memo.
Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city’s voting delegate and alternates.
Once again, thank you for completing the voting delegate and alternate form and returning it to Cal Cities office by Friday, September 2. If you have questions, please call Darla Yacub at (916) 658-8254.
