DATE: January 10, 2023
TO: Mayor and Members of the City Council
FROM: Mayor Mark Arapostathis and Vice Mayor Colin Parent SUBJECT: CONSIDERATION OF APPROVING A CITY DONATION OF A TREE IN MEMORY OF DEXTER LEVY – MAYOR ARAPOSTATHIS AND
VICE MAYOR PARENT
DATE: January 10, 2023
TO: Mayor and Members of the City Council
FROM: Councilmember Patricia Dillard and Vice Mayor Colin Parent SUBJECT: ONBOARDING FOR NEW ELECTED OFFICIALS IN LA MESA Periodically, the citizens of La Mesa elect new people to represent them as the Mayor, City Councilmembers, and the City Treasurer.
It is in the public interest for new elected officials to be quickly brought up to speed, so they can conduct the City of La Mesa’s business ethically, with appropriate resources.
We are asking the Council to direct staff to prepare or revise a comprehensive policy, schedule, and checklist for what actions should be taken by which staff to onboard new elected officials going forward. The City Manager should be responsible for executing or delegating the implementation of his policy.
We are asking that staff report back to the Council with a draft policy for consideration and adoption no later than the second meeting of February, 2023, or another date decided upon by the Council.
That new policy should speak to at least the issues listed below:
Assuming office Form 700, and annual filings
Periodic ethics trainings (AB 1234, etc.)
Securing official portraits, biographies, and business cards Setting up IT resources, email, phone, and building access Providing digital copies of councilmember letterhead and council-initiated agenda item templates
Providing copies of city policies related to reimbursements, travel, human resources, etc.
Conducting onboarding for payroll and benefits
Identifying property interests to avoid potential conflicts Introductions and meetings with relevant staff leaders (City Manager, Department Directors, Chiefs of Heartland and LMPD, etc.) and mission-critical vendors (MBS Securities, SDG&E, EDCO, etc.)
Participation at the new-elected orientations hosted by the League of Cities Logins to appropriate City accounts and written explanations of the purpose of such accounts
Updates to any delegation of authority documents
Periodic public explanations from the City Attorney of relevant rules for special hearings (like quasi-judicial decisions)
