Reserve Policies
The City maintains fund or working capital balances to preserve the City's credit worthiness and to adequately provide for:
• Economic uncertainties, local disasters or catastrophic events, and other financial hardships or downturns in the local or national economy. • Contingencies for unforeseen operating or capital needs. • Future debt or capital obligations.
• Cash flow requirements.
• Legal requirements.
Budgetary Reserves
A. A Contingency account, managed by the City Manager, may be budgeted each year to provide for unanticipated expenditures of a nonrecurring nature and/or to meet unexpected increases in costs.
B. A General Fund Rainy Day Reserve account will be budgeted every two years, and appropriated annually to avoid the need for service level reductions in the event an economic downturn or other event causes revenues to come in lower than budget or expenditures to increase beyond our control. Examples of other events that could trigger the use of reserves include State takeaways, spikes in utility costs, and catastrophic events such as earthquakes or fires. As this reserve is a one-time funding source to act as a buffer, it should only be looked upon as a short-term solution to any ongoing structural problem to buy time for changes to be made to bring revenues and expenditures into alignment. The target reserve amount is 15% of budgeted General Fund operating expenses.
C. A Wastewater Fund Reserve account will be budgeted every two years, and appropriated annually to allow for the continuation of service levels in the event revenues come in lower than budget or expenditures increase beyond our control. The target reserve amount is 75 days of Wastewater Fund operating expenses.
Fund Balance Reserves
A. A cash flow reserve will be maintained in the General Fund to provide cash flow funding to even out the differences in timing between revenues and expenditures. This reserve is to be used to cover cash flow shortages during the first half of the fiscal year. This reserve is to be restored each year as revenue collections “catch up” during the second half of the fiscal year. Based on an analysis of cash flow needs, a target of 25% of 1-1
budgeted General Fund operating expenses has been established. Investment interest earnings on the reserve balance provide revenue to support ongoing services.
B. An Equipment Replacement Reserve will be maintained in the Equipment Replacement Fund to fund replacement costs of existing equipment, vehicles, computers and office furnishings as they reach the end of their useful lives. The City will strive to maintain a minimum fund balance in the Equipment Replacement Fund of at least the average annual replacement cost of the current items accounted for in this fund. The annual contribution to this fund will generally be based on the annual use allowance which is determined based on the estimated life of the vehicle or equipment and its original purchase cost. Interest earnings and sales of surplus equipment as well as any related damage and insurance recoveries will be credited to the Equipment Replacement Fund.
This reserve acts as a buffer in the event economic hardship makes annual contributions difficult or impossible or a catastrophic event causes equipment to need replacement prior to the end of its useful life.
C. Worker’s Compensation Fund and Liability Risk Finance Fund Reserves will be maintained for the purpose of setting aside resources for potential costs not covered by the City’s insurance programs, such as claim costs within the City’s deductibles, self-insured retentions, and/or major costs associated with disasters and other events which will not be reimbursable from insurance or from the Federal or State government. The target reserve amount is two times annual estimated claims payments at the 65% confidence level.
D. Reserves for Encumbrances and Continuing Appropriations are established at the end of every fiscal year to reserve fund balance in the amount equal to the City's unpaid obligations and unfinished projects at year-end.
E. Reserve levels for Debt Service Funds shall be established as prescribed by the bond covenants adopted at the time of the issuance of debt.
F. Other reserves, such as for cash flow or capital needs, will be established each fiscal year as needed.
Use of and Replenishment of Rainy Day Reserve
The Rainy Day Reserve account is intended to act as a buffer to protect service levels during difficult fiscal times. During these times, the reserve level would decline below the 15% target.
Once the difficult fiscal times pass, the Rainy Day Reserve account should be restored to its target level as funding permits. Appropriate funding sources include one-time revenues and other sources not necessary to support ongoing services.
