REPORT to the MAYOR and MEMBERS of the CITY COUNCIL
From the CITY MANAGER
DATE: March 10, 2026
SUBJECT: CONSIDERATION OF A 50% COST RECOVERY
REDUCTION POLICY WITH A $40,000 ANNUAL CAP

OR AN ALTERNATIVE POLICY FOR A THREE-YEAR

OKTOBERFEST SPECIAL EVENT PERMIT
ISSUING DEPARTMENT: City Manager’s Office
SUMMARY:

Issue:

Should the City Council consider a 50% cost recovery reduction policy with a $40,000 annual cap or an alternative policy for a three-year Oktoberfest Special Event Permit?
Recommendation:

That the City Council consider a 50% cost recovery reduction policy with a $40,000, annual cap or an alternative policy for a three-year Oktoberfest Special Event Permit.

Fiscal Impact:

The City incurs costs for police services, coordination of traffic control, and various inspections related to the Oktoberfest event. These costs are calculated and invoiced to the applicant each year.

Under the expired three-year permit (2023-2025), the applicant paid $109,913 with the 50% cost recovery reduction. Without the reduction, the total would have been $219,827.

Report to Mayor and Councilmembers
Date: March 10, 2026

BACKGROUND:

In 2017, the La Mesa Village Association (LMVA) contracted with McFarlane Promotions, Inc. (McFarlane), a San Diego-based event management and promotions company, to manage, plan, and operate the Oktoberfest event. To support the event, the City Council approved a 50% cost recovery reduction policy with a $50,000 monetary cap.

Subsequently, the City Council approved the same cost recovery reduction policy for 2018, and again approved the policy for the three-year permits covering the 2019-2021 and 2023-2025 Oktoberfest events.

Pursuant to La Mesa Municipal Code Section 10.50.040(b)(2), upon written request, an applicant can apply for a three-year special event permit and waive the requirements for separate applications if the future dates of the special event are provided and the permit fee for all three years is paid at the time of the application submittal.

DISCUSSION:

The National Center for Community Enhancement, the non-profit division of McFarlane Promotions, has submitted a special event permit application for a three-year permit for the 2026-2028 Oktoberfest events. The application includes a letter to the City Manager requesting a 50% cost recovery reduction with a $40,000 monetary annual cap (Attachment B).

Special event applications are reviewed by City staff and approved by the City Manager.

According to McFarlane, the City’s cost recovery reduction policy has significantly supported their ability to provide a high-quality, family-friendly Oktoberfest venue for La Mesa and San Diego residents. Since 2017, McFarlane and the LMVA have rebranded the event with German-themed activities, music, and a variety of new vendors. McFarlane has confirmed with the La Mesa Police Department (LMPD) that arrests at the event have been on a decline since 2017.

In their request for a 50% cost recovery reduction, McFarlane has outlined the following accomplishments since assuming management of the event:

Sustained Community Investment & Partnerships
 Contributed more than $110,000 in cash and $57,000 in in-kind support to the LMVA to support Holiday in the Village and other community initiatives.  Collaborates with the LMVA to promote Village businesses and integrate them into meaningful event programming.
 Provides complimentary booth space to community organizations such as the Boys Scouts, La Mesa Police Department, La Mesa Fire Department, Helix Charter High School, and the Kiwanis Club to support their fundraising efforts.  Collaborates with local schools, including Monte Vista High School and Helix Charter High School, to offer free, interactive children’s reading activities.  Provided a monetary donation to Parks & Recreation Foundation in 2025.

Support for Small Businesses & Inclusive Economic Opportunity  Implemented an Artisan Market offering significantly discounted or complimentary vendor spaces for small businesses and minority-owned businesses, expanding access and economic participation.
 Partners with LMVA businesses to create pre-event activations and crosspromotional opportunities that drive foot traffic and sales throughout the Village.

Free, Family-Friendly Programming
 Offers numerous complimentary activities each year, including hat making, face painting, interactive dance squares, friendly competitions, dachshund races and contests, and children’s programming.
 Added a pumpkin patch with free decorating activities and low-or no-cost pumpkins for families.

Page 231 of 252 ends

Page: 4 of 5
Regional Promotion & Media Visibility
 Promotes Oktoberfest as a signature La Mesa event and the largest Oktoberfest in San Diego County, generating more than 3.5 million media impressions and over 250,000 website sessions annually.
 Draws more than 50,000 attendees each year, increasing regional visibility and awareness of the La Mesa Village.

Measured Economic Impact
 According to Placer Labs, a leading foot traffic analytics platform, out-of-town visitation increased from 31,400 on a typical day to 42,692 during the 2025 event weekend.
 Local industry spikes during event dates included:
o Hotels & Casinos: +75%
o Superstores: +56%
o Shops & Services: +41%
o Apparel: +33%
o Dining: +35%
Public Safety & Transportation Coordination
 Maintains a strong public safety focus, delivering a well-coordinated and secure event experience for attendees, residents, and businesses.  Collaborates with San Diego Metropolitan Transit System to promote public transit use and encourages ride-share services to support safe and convenient travel.

CONCLUSION:

Staff recommends that the City Council consider a 50% cost recovery reduction policy with a $40,000 monetary cap or an alternative policy for the three-year Oktoberfest Special Event Permit Application for the 2026-2028 Oktoberfest events.

City reserves the right to modify these requirements, including limits, based on the nature of the risk, prior experience, insurer, coverage or other special circumstances.

If at any time during the life of this Permit or any extension, Applicant or any of its subcontractors fail to maintain any required insurance in full force and effect, all work under this Permit shall be discontinued immediately, and all payments due or that become due to Applicant shall be withheld until notice is received by City that the required insurance has been restored to full force and effect and that the premiums therefore have been paid for a period satisfactory to City. Any failure to maintain the required insurance shall be sufficient cause for City to terminate this Permit. No action taken by City hereunder shall in any way relieve Applicant of its responsibilities under this Permit.

The fact that insurance is obtained by Applicant shall not be deemed to release or diminish the liability of Applicant, including, without limitation, liability under the indemnity provisions of this Permit. The duty to indemnify City and its elected officials, officers, officials, employees, agents and volunteers shall apply to all claims and liability regardless of whether any insurance policies are applicable. The policy limits do not act as a limitation upon the amount of indemnification to be provided by Applicant. Approval or purchase of any insurance

If Applicant should subcontract all or any portion of the services to be performed under this Permit, Applicant shall require each subcontractors to provide insurance protection in favor of City, its elected officials, officers, officials, employees, agents and volunteers in accordance with the terms of each of the preceding paragraphs, except that the subcontractors' certificates and endorsements shall be on file with Applicant and City prior to the commencement of any work by the subcontractor.

February 27, 2026
Greg Humora
City Manager
City of La Mesa
La Mesa, CA
Dear Mr. Humora,
On behalf of The National Center for Community Enhancement, producer of the La Mesa Oktoberfest, we respectfully submit this request for consideration of a 50% cost recovery reduction policy with a $40,000 annual monetary cap, or an alternative policy structure, for a three-year Oktoberfest Special Event Permit Application covering 2026 through 2028.

First and foremost, we want to express our sincere gratitude to the City of La Mesa for its partnership over the past three years. The City’s support, including participation in the 50% cost recovery structure, has been instrumental in allowing us to keep this event accessible, family-friendly, and community-centered. We are deeply appreciative of the collaboration between City staff and our team, and we hope to continue building on that partnership in the years ahead.

La Mesa Oktoberfest has been a beloved tradition since 1973 and remains one of Southern California’s largest Oktoberfest celebrations. Hosted in the heart of La Mesa Village, the three-day, free, family-friendly event serves as both a cultural cornerstone and a measurable economic driver for the City.

The impact is significant and well documented:
● More than 50,000 attendees annually
● Over 250,000 website sessions and 3.5 million media impressions ● A measurable increase in out-of-town visitation during event dates, from 31,400 on a typical day to 42,692 during the festival weekend, according to Placer Labs ● Industry spikes during the event including Hotels and Casinos +75%, Superstores +56%, Shops and Services +41%, Apparel +33%, and Dining +25%
The National Center for Community Enhancement

Page 244 of 252 ends

● Over $110,000 in cash and $57,000 in-kind support contributed to the La Mesa Village Association for the Holiday in the Village event to date ● Three to five complimentary booths annually for community organizations including Boy Scouts, La Mesa Police Department, La Mesa Fire Department, and Mt. Helix Charter Beyond the numbers, Oktoberfest delivers meaningful community programming at no cost to families, including children’s story readings, a pumpkin patch with seasonal crafts, artisan vendors, the Dackeldorf Dachshund Village and pet contests, a Ferris wheel, and interactive experiences that deepen community engagement while elevating La Mesa’s profile as a regional destination.

Our ability to provide complimentary access, zero-cost activities, and nominally priced experiences is directly tied to maintaining manageable overall event costs. The 50% cost recovery reduction has been a key factor in making this possible. Without that support, we would be forced to evaluate increasing admission fees or activity pricing, which would fundamentally shift the accessibility and community-first spirit of the event. The cost recovery structure allows us to reinvest in free programming, subsidized vendor participation, and enhanced safety and operations, rather than passing those expenses directly on to families.

As the City evaluates long-term special event sustainability, we believe a structured cost recovery reduction with a defined annual cap provides a balanced and fiscally responsible solution. A three-year permit framework would create operational stability, allow for more strategic sponsorship development, and ensure continued reinvestment into public safety coordination, visitor experience, and economic return to the City.

We respectfully request consideration of a 50% cost recovery reduction policy with a $40,000 annual cap, or an alternative structure that achieves comparable predictability and support for the 2026 to 2028 permit cycle. With the City’s continued partnership, we can preserve the event’s accessibility, keep activities at zero to nominal cost, and continue enhancing the experience for residents, businesses, and visitors alike.

La Mesa Oktoberfest is more than an event. It is a regional draw, an economic engine, and a unifying celebration that amplifies the City’s charm while driving measurable fiscal return. We are grateful for the City’s ongoing collaboration and respectfully request the opportunity to continue this successful partnership for the benefit of the entire community.

We appreciate your consideration and welcome the opportunity to meet to further discuss this request.

Respectfully,
Laurel McFarlane

On June 24, 2025, the City Council directed Staff to propose a temporary speed hump program as part of La Mesa’s Neighborhood Traffic Management Program (NTMP). This initiative was designed to evaluate a more agile, cost-effective method for addressing

residential speeding on 25 mph streets before potentially incorporating temporary speed humps it into the City's traffic-calming policy.

To date, the following actions have been completed:
 Trial Installation: Staff implemented a demonstration speed hump on Date Avenue (in front of City Hall) to serve as a primary test site for durability and installation feasibility. Police and Fire Departments tested two types of humps installed on Date Avenue and prefer the 25mph hump as it has better rideability at 25mph (the minimum speed for their vehicles when responding to a call for service) than the 20mph hump.
 Public Survey Results: Data from the Date Avenue trial installation indicates that 74% of the 129 respondents as of March 3rd observed a reduction in vehicle speeds, and 57% felt the installation improved overall pedestrian and road safety.  Recommendations for Expansion: Based on the performance of the hardware and the initial public response, Staff recommends proceeding with a pilot program on select residential streets that will participate in the evaluation phase. This will allow for a broader analysis of the program's effectiveness across various neighborhood profiles.

DISCUSSION:

Staff recommends moving from the initial testing phase to a broader pilot by procuring 20 temporary speed humps. Ten humps will be divided among Lois Street and Dugan Avenue with the remaining humps kept on-hand in case replacements are needed during the pilot program period.

As part of the pilot program, 20 temporary humps will be purchased from Traffic Logix for a total cost of $86,549.30. Staff recommends that pursuant to Municipal Code 2.40.070, the competitive bidding requirements be waived based on a review of the market and a determination that this is the only product currently available that meets the pilot program's objective.

To evaluate the program's success, staff will conduct before-and-after speed tests and site inspections to gather objective data, while continuing to collect resident feedback on the devices. Success will be determined by three primary metrics:
 Measurable reduction in vehicle speeds.
 Resident feedback.
 Hardware durability throughout the pilot period.

If the program is deemed successful, at the conclusion of the pilot, staff will develop

strategies for ongoing deployment and maintenance and present recommendations to amend the NTMP to include temporary speed humps in the traffic calming toolbox and outline a formal policy for their future use.

On March 4, 2026, the Mobility Commission was presented with this proposed Temporary Speed Hump Pilot Program and approved its recommendation to the City Council.

CONCLUSION:

The Mobility Commission and Staff recommend that the City Council authorize staff to implement the Temporary Speed Hump Pilot Program and approve the procurement of 20 temporary speed humps, as outlined above, to initiate installations on Lois Street and Dugan Avenue.
