Agenda Report
Agenda Item No. D.6
To: Mayor and City Council For meeting of: June 9, 2026 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services Gisel Rubio-Lopez, Housing & Grants Analyst
Subject: CONSIDERATION OF AWARD OF YOUTH WORKFORCE GRANT SUBRECIPIENT
AGREEMENT TO SKILLSETGIVES
BACKGROUND/DISCUSSION
The City of La Puente pursued funding through the Governor’s CaliforniansForAll Youth Workforce Initiative to expand its Youth Workforce Development Program. The program is designed to provide employment opportunities, job training, and supportive services to local youth while addressing key community priorities such as climate sustainability, food insecurity, public service gaps, and education disparities.
On May 7, 2026, the City released Request for Proposals (RFP No. 26-598) seeking qualified nonprofit organizations to implement workforce development services. Proposals were due on May 21, 2026.
Through this RFP process, the City made available up to $300,000 in grant funding to qualified nonprofit organizations to support program implementation.
The City received proposal(s) from qualified nonprofit organizations. Staff evaluated the proposal(s) based on responsiveness, experience, program design, and cost-effectiveness in accordance with the RFP requirements.
Following review and evaluation, staff recommend awarding a subrecipient agreement to SkillsetGives. SkillsetGives is a nonprofit 501(c)(3) organization with demonstrated experience delivering workforce development programs, including federally and state-funded initiatives such as YouthBuild and Opportunity Young Adult Career Pathway Programs.
SkillsetGives proposes to implement a comprehensive workforce development program serving approximately 30 youth participants (ages 18–30) through a combination of paid work experience, job readiness training, and supportive services.
Key components of the program include:
• Paid work experience aligned with City priorities (public service, beautification, food distribution, and community engagement)
• Job readiness training (resume development, interview preparation, workplace skills, and financial literacy)
• Career pathway development with industry-recognized credentials • Individualized case management and employment planning • Wraparound supportive services (transportation, clothing, food assistance, and referrals) Agenda Report – Consideration of Award of Youth Workforce Grant Subrecipient Agreement For City Council And Successor Agency Meeting of June 9, 2026
• Targeted recruitment of youth facing barriers to employment Staff determined that SkillsetGives proposal is responsive to the RFP requirements and provides a comprehensive, outcomes-driven approach aligned with the City’s workforce development goals.
FISCAL IMPACT
This program will be funded exclusively by a state grant, and there is no impact to the General Fund. The available funding awarded to the City is $2,000,000. The sum of the subrecipient agreements awarded herein is an amount not-to-exceed $300,000.
RECOMMENDATION
It is recommended that the City Council: (1) award the subrecipient agreement to SkillsetGives; and (2) authorize the City Manager to execute all documents necessary to effectuate these agreements.

In the event of conflict or inconsistency between the terms of this Agreement and Exhibit A, the terms of this Agreement shall prevail. (b) City shall have the right to request, in writing, changes to the Services. Any such changes mutually agreed upon by the Parties, and any corresponding increase or decrease in compensation, shall be incorporated by written amendment to this Agreement. (c) Consultant shall perform all Services in a manner reasonably satisfactory to the City and in a manner in conformance with the standards of quality normally observed by an entity providing workforce development, job training, and youth employment services for a municipal agency.
(d) Consultant shall comply with all applicable federal, state, and local laws, regulations and ordinances in the performance of this Agreement, including but not limited to, the conflict of interest provisions of Government Code Section 1090 and the Political Reform Act (Government Code Section 81000 et seq.)). During the term of this Agreement, Consultant shall not perform any work for another person or entity for whom Consultant was not working on the Effective Date if both (i) such work would require Consultant to abstain from a decision under this Agreement pursuant to a conflict of interest statute or law; and (ii) City has not consented in writing to Consultant’s performance of such work. If Consultant was an employee, agent, appointee, or official of the City in the previous twelve (12) months, Consultant warrants that it did not participate in any manner in the forming of this Agreement. All Services shall be performed by Consultant or under its supervision, and all personnel engaged in the Services shall be qualified and licensed to perform such services.
(f) Consultant shall implement a Youth Workforce Development Program serving eligible youth participants, including but not limited to paid work experience, job readiness training, career pathway development, and supportive services. Upon receipt of said notice, the Consultant shall immediately cease all work under this Agreement, unless the notice provides otherwise. If the City suspends or terminates a portion of this Agreement such suspension or termination shall not make void or invalidate the remainder of this Agreement.
(b) In the event this Agreement is terminated pursuant to this Section, the City shall pay to Consultant the actual value of the work performed up to the time of termination, provided that the work performed is of value to the City. Upon termination of the Agreement pursuant to this Section, the Consultant shall submit an invoice to the City pursuant to Section 4 of this Agreement.
6. OWNERSHIP OF DOCUMENTS
(a) Consultant shall maintain complete and accurate records with respect to sales, costs, expenses, receipts, and other such information required by City that relate to the performance of services under this Agreement. With respect to computer files, Consultant shall make available to the City, at the Consultant’s office, and upon reasonable written request by the City, the necessary computer software and hardware for purposes of accessing, compiling, transferring, copying and/or printing computer files. Consultant hereby grants to City all right, title, and interest, including any copyright, in and to the documents, designs, drawings, maps, models, computer files, surveys, notes, and other documents prepared by Consultant in the course of providing the services under this Agreement excluding Consultants standard details, standard specifications and calculations. All reports, documents, or
other written material developed by Consultant in the performance of the Services pursuant to this Agreement, shall be and remain the property of the City. (c) Reporting, Recordkeeping, and Audit:
Consultant shall comply with all programmatic and financial reporting, recordkeeping, monitoring, and audit requirements associated with this Agreement. (1) Reporting Requirements. (3) Record Retention. Consultant shall retain all financial and programmatic records related to this Agreement for a minimum of five (5) years following final payment, or longer if required by applicable federal, state, or local regulations.
(4) Monitoring and Desk Reviews. The City, or its authorized representatives, shall have the right to conduct monitoring activities, including desk reviews and on-site visits, to evaluate Consultant’s performance, compliance with program requirements, and financial management.
Consultant shall cooperate fully and provide access to all requested records, documents, and personnel.
(5) Audit and Inspection. Consultant shall make all records, documents, and accounts related to this Agreement available for inspection, audit, and copying by the City, the State of California, California Volunteers, or any other authorized governmental agency, at any reasonable time.
Consultant agrees to comply with all applicable audit requirements, including the Single Audit Act, if applicable.
(6) Corrective Action and Disallowed Costs. The City reserves the right to withhold payments, disallow costs, or require repayment of funds for any ineligible, unsupported, or noncompliant expenditures.
(7) Compliance with Grant Requirements. Consultant shall comply with all applicable requirements of the funding source, including reporting, documentation, and performance standards established by California Volunteers and any other applicable state or federal agency.
7. INDEMNIFICATION

City shall not be liable for compensation or indemnification to Consultant for injury or sickness arising out of performing services hereunder.
10. LEGAL RESPONSIBILITIES

City retains the right, but has no obligation, to represent Consultant and/or be present at any deposition, hearing, or similar proceeding as allowed by law. Unless City is a party to the lawsuit, arbitration, or administrative proceeding and is adverse to Consultant in such proceeding, Consultant agrees to cooperate fully with the City and to provide the opportunity to review any response to discovery requests provided by Consultant. General liability insurance. Consultant shall maintain commercial general liability insurance with coverage at least as broad as Insurance Services Office form CG 00 01, in an amount not less than $1,000,000.00 per occurrence, $2,000,000.00 general aggregate, for bodily injury, personal injury, and property damage. The policy must include contractual liability that has not been amended. Any endorsement restricting standard ISO “insured contract” language will not be accepted.
Automobile liability insurance. Consultant shall maintain automobile insurance at least as broad as Insurance Services Office form CA 00 01 covering bodily injury and property damage for all activities of the Consultant arising out of or in connection with Work to be performed under this Agreement, including coverage for any owned, hired, non-owned or rented vehicles, in an amount not less than $1,000,000.00 combined single limit for each accident.
Professional liability (errors & omissions) insurance. Consultant shall maintain professional liability insurance that covers the Services to be performed in connection with this Agreement, in the minimum amount of $1,000,000 per claim and in the aggregate. Any policy inception date, continuity date, or retroactive date must be before the effective date of this agreement and Consultant agrees to maintain continuous coverage through a period no less than three years after completion of the services required by this agreement.
Workers’ compensation insurance. Consultant shall maintain Workers’ Compensation Insurance (Statutory Limits) and Employer’s Liability Insurance (with limits of at least $1,000,000.00).
Consultant shall submit to City, along with the certificate of insurance, a Waiver of Subrogation endorsement in favor of Agency, its officers, agents, employees and volunteers.
Proof of insurance. Consultant shall provide certificates of insurance to City as evidence of the insurance coverage required herein, along with a waiver of subrogation endorsement for workers’ compensation. Insurance certificates and endorsement must be approved by City’s Risk Manager prior to commencement of performance. Current certification of insurance shall be kept on file with City at all times during the term of this contract. City reserves the right to require complete, certified copies of all required insurance policies, at any time.
Duration of coverage. Consultant shall procure and maintain for the duration of the contract insurance against claims for injuries to persons or damages to property, which may arise from or in connection with the performance of the Services hereunder by Consultant, his agents, representatives, employees or subconsultants.
Primary/noncontributing. Coverage provided by Consultant shall be primary and any insurance or self-insurance procured or maintained by City shall not be required to contribute with it. The limits of insurance required herein may be satisfied by a combination of primary and umbrella or excess insurance. Any umbrella or excess insurance shall contain or be endorsed to contain a provision that such coverage shall also apply on a primary and non-contributory basis for the benefit of City before the City’s own insurance or self-insurance shall be called upon to protect it as a named insured.
City’s rights of enforcement. In the event any policy of insurance required under this Agreement does not comply with these specifications or is canceled and not replaced, City has the right but not the duty to obtain the insurance it deems necessary and any premium paid by City will be promptly reimbursed by Consultant, or City will withhold amounts sufficient to pay premium from Consultant payments. In the alternative, City may cancel this Agreement.
Acceptable insurers. All insurance policies shall be issued by an insurance company currently authorized by the Insurance Commissioner to transact business of insurance in the State of California, with an assigned policyholders’ Rating of A- (or higher) and Financial Size Category Class VI (or larger) in accordance with the latest edition of Best’s Key Rating Guide, unless otherwise approved by the City’s Risk Manager.
Waiver of subrogation. All insurance coverage maintained or procured pursuant to this agreement shall be endorsed to waive subrogation against City, its elected or appointed officers, agents, officials, employees and volunteers or shall specifically allow Consultant or others providing insurance evidence in compliance with these specifications to waive their right of recovery prior to a loss. Consultant hereby waives its own right of recovery against City, and shall require similar written express waivers and insurance clauses from each of its subconsultants.
Enforcement of contract provisions (non estoppel). Consultant acknowledges and agrees that any actual or alleged failure on the part of the City to inform Consultant of non-compliance with any requirement imposes no additional obligations on the Agency nor does it waive any rights hereunder.
Requirements not limiting. Requirements of specific coverage features or limits contained in this Section are not intended as a limitation on coverage, limits or other requirements, or a waiver of any coverage normally provided by any insurance. Specific reference to a given coverage feature is for purposes of clarification only as it pertains to a given issue and is not intended by any party or insured to be all inclusive, or to the exclusion of other coverage, or a waiver of any type. If the Consultant maintains higher limits than the minimums shown above, the City requires and shall be entitled to coverage for the higher limits maintained by the Consultant. Any available insurance proceeds in excess of the specified minimum limits of insurance and coverage shall be available to the City.
Notice of cancellation. Consultant agrees to oblige its insurance agent or broker and insurers to provide to City with a thirty (30) day notice of cancellation (except for nonpayment for which a ten (10) day notice is required) or nonrenewal of coverage for each required coverage.
Additional insured status. General liability policies shall provide or be endorsed to provide that City and its officers, officials, employees, and agents, and volunteers shall be additional insureds under such policies. This provision shall also apply to any excess liability policies.
Prohibition of undisclosed coverage limitations. None of the coverages required herein will be in compliance with these requirements if they include any limiting endorsement of any kind that has not been first submitted to City and approved of in writing.
Separation of Insureds. A severability of interests provision must apply for all additional insureds ensuring that Consultant’s insurance shall apply separately to each insured against whom claim is made or suit is brought, except with respect to the insurer’s limits of liability. The policy(ies) shall not contain any cross-liability exclusions.
Pass Through Clause. Consultant agrees to ensure that its subconsultants, subcontractors, and any other party involved with the project who is brought onto or involved in the project by Consultant, provide the same minimum insurance coverage and endorsements required of Consultant. Consultant agrees to monitor and review all such coverage and assumes all responsibility for ensuring that such coverage is provided in conformity with the requirements of this section. Consultant agrees that upon request, all agreements with consultants, subcontractors, and others engaged in the project will be submitted to City for review.
City’s right to revise specifications. The City reserves the right at any time during the term of the contract to change the amounts and types of insurance required by giving the Consultant ninety (90) days advance written notice of such change. If such change results in substantial additional cost to the Consultant, the City and Consultant may renegotiate Consultant’s compensation.
Self-insured retentions. Any self-insured retentions must be declared to and approved by the City. The City reserves the right to require that self-insured retentions be eliminated, lowered, or replaced by a deductible. Self-insurance will not be considered to comply with these specifications unless approved by the City.
Timely notice of claims. Consultant shall give the City prompt and timely notice of claims made or suits instituted that arise out of or result from Consultant’s performance under this Agreement, and that involve or may involve coverage under any of the required liability policies.
Additional insurance. Consultant shall also procure and maintain, at its own cost and expense, any additional kinds of insurance, which in its own judgment may be necessary for its proper protection and prosecution of the work.

Agenda Report
Agenda Item No. E.1
To: Mayor and City Council For meeting of: June 9, 2026 From: Bob Lindsey, City Manager
By: Martha Torres, MPA, CMC, City Clerk
Subject: PRESENTATION OF SENATE BILL 707 (BROWN ACT AMENDMENTS); CONSIDERATION OF A RESOLUTION APPROVING CITY COUNCIL POLICY CC-11.1, CITY COUNCIL MEETING TECHNOLOGY DISRUPTION POLICY; AND DISCUSSION
AND DIRECTION REGARDING OUTREACH EFFORTS
BACKGROUND/DISCUSSION
On October 3, 2025, Governor Gavin Newsom signed Senate Bill 707 (“SB 707”) into law. SB 707 makes significant amendments to the Ralph M. Brown Act (Government Code Section 54950 et seq.), which governs open meetings of local legislative bodies. Legislative bodies for the City of La Puente include the City Council, the Planning Commission, and the La Puente Community Foundation.
The following summarizes the major provisions of SB 707 and associated City actions:
Mandatory Hybrid Meetings
By July 1, 2026, “eligible legislative bodies” must provide the public with the ability to attend and participate in all open and public meetings via a two-way telephonic service or two-way audiovisual platform. Members of the public providing remote public comments must be given the same time allotment as a person attending the meeting in person.
Additionally, if a two-way audiovisual platform is used, the eligible legislative body shall publicly post and provide a call-in option and enable automatic captioning if included on the two-way audiovisual platform.
This section shall remain in effect only until January 1, 2030, and as of that date, is repealed.
Applicability to the City: The City Council qualifies as an “eligible legislative body”, which includes city councils of cities with populations of 30,000 or more. The Planning Commission and the La Puente Community Foundation are not required to offer hybrid participation under this provision.
City Action: The City will utilize Zoom Webinar to provide two-way telephonic and audiovisual access, including remote public comment, captioning (when available), and translation integration through Wordly.
The City will continue to provide live streaming through CivicPlus.
Technology Service Disruptions
By July 1, 2026, eligible legislative bodies must adopt a policy addressing disruptions to telephonic or internet Agenda Report – Senate Bill 707 (Brown Act Amendments)
For City Council And Successor Agency Meeting of June 9, 2026
service during meetings. The policy must establish procedures for recessing and reconvening a meeting in the event of disruption and outline efforts to restore service.
If a disruption prevents the public from attending or observing the meeting via the two-way telephonic or twoway audiovisual platform, the legislative body must recess the open session of the meeting and engage in a good faith attempt to restore service. The open session of the meeting must remain in recess for at least one hour or until service is restored, whichever occurs first. The legislative body may meet in closed session during this period.
If service is not restored upon reconvening, the legislative body may proceed only after adopting findings, by roll call vote, that:
1. Good faith efforts to restore the telephonic or internet service have been made in accordance with the adopted policy; and
2. The public interest in continuing the meeting outweighs the public interest in remote public access.
These provisions remain in effect until January 1, 2030.
Applicability to the City: The City Council qualifies as an “eligible legislative body”. The Planning Commission and the La Puente Community Foundation are not subject to this provision.
City Action: City Staff have drafted a policy addressing service disruptions (Attachment A).
Translation
By July 1, 2026, eligible legislative bodies must translate meeting agendas, meeting participation instructions, and public meeting webpages into all “applicable languages,” which means languages, according to data from the most recent American Community Survey, spoken jointly by twenty percent (20%) or more of the applicable population, provided that twenty percent (20%) or more of the population that speaks that language in the City speaks English less than “very well”.
The agenda for each meeting of an eligible legislative body and instructions describing how to join and participate in the meeting shall be translated and posted into all applicable languages. The requirement applies to the agenda itself and does not include the entire agenda packet.
SB 707 states that digital translation tools may be used to satisfy the requirement, and the eligible legislative body is not responsible for the content or accuracy of any translation provided pursuant to this section.
Additionally, the eligible legislative body must provide a physical location that is freely accessible to the public in reasonable proximity to the physical location in which the agenda and translations are posted and shall allow members of the public to post additional translations of the agenda in that location. The eligible legislative body is not responsible for the content or accuracy of any translation provided pursuant to this subdivision. No action shall be commenced or maintained against an eligible legislative body arising from the content, accuracy, posting, or removal of any translation provided by the eligible legislative body or posted by any person pursuant to this subdivision.
Agenda Report – Senate Bill 707 (Brown Act Amendments)
For City Council And Successor Agency Meeting of June 9, 2026
These provisions remain in effect until January 1, 2030.
Applicability to the City: The City Council qualifies as an “eligible legislative body”. The Planning Commission and the La Puente Community Foundation are not subject to this provision.
City Action: Based on U.S. Census data, staff calculated that Spanish is the applicable language for the City of La Puente.
The City will utilize digital translation tools, with review by bilingual staff where feasible. The City will continue to provide participation instructions in English and Spanish on the agenda and the City’s website.
A public bulletin board will be installed outside of City Hall to allow for posting of translated agendas. A disclaimer will be added to note that the bulletin board is only for use of translated agendas.
Interpretation (Gov. Code Section 54953.4(b)(2))
By July 1, 2026, eligible legislative bodies must reasonably assist members of the public who wish to interpret a public meeting into any language or wish to receive interpretation provided by another member of the public, so long as the interpretation is not disruptive to the meeting. Eligible legislative bodies must publicize instructions on how to request assistance under this subdivision. Assistance may include:
1. Providing space for interpreters;
2. Allowing extra time for interpretation to occur;
3. Permitting the use of personal equipment or reasonable access to facilities for participants to access commercially available interpretation services.
This section does not require the City to provide interpretation services, and the City is not responsible for the content or accuracy of any interpretation facilitated, assisted with, or provided under this section.
Applicability to the City: The City Council qualifies as an “eligible legislative body”. The Planning Commission and the La Puente Community Foundation are not subject to this provision.
City Action: The City currently provides interpretation services at City Council meetings through AI-based interpretation services and will continue to do so consistent with SB 707.
Public Outreach
Eligible legislative bodies must take a series of actions to encourage public participation, including:
1. Provide an electronic system that accepts and fulfills requests for meeting agendas and documents electronically through email or an agenda management platform;
2. Maintain an accessible internet webpage dedicated to public meetings that includes: a general explanation of the public meeting process; an explanation of the procedures for a member of the public to provide in-person or remote public comment; a calendar of public meeting dates that includes the date, time, and location of each public meeting; and the agenda posted online; and
3. Engage in reasonable efforts to invite groups that do not traditionally participate in public meetings.
Agenda Report – Senate Bill 707 (Brown Act Amendments)
For City Council And Successor Agency Meeting of June 9, 2026
These groups may include, but are not limited to the following:
a. Media organizations that provide news coverage in the jurisdiction of the eligible legislative body, including media organizations that serve non-English-speaking communities. b. Good government, civil rights, civic engagement, neighborhood, and community group organizations, or similar organizations that are active in the jurisdiction of the eligible legislative body, including organizations active in non-English-speaking communities. c. Legislative bodies shall have broad discretion in the choice of reasonable efforts they make under this subparagraph. No action shall be commenced or maintained against an eligible legislative body arising from failing to provide public meeting information to any specific group pursuant to this subparagraph.
These provisions remain in effect until January 1, 2030.
Applicability to the City: The City Council qualifies as an “eligible legislative body”. The Planning Commission and the La Puente Community Foundation are not subject to this provision.
City Action: The City utilizes CivicPlus for Agenda and Live Meeting management, which allows users to subscribe to agenda notifications. The City maintains a dedicated meetings webpage that includes agendas, minutes, a meeting calendar, and meeting participation instructions in English and Spanish. The City website also includes translation functionality. The City’s existing webpage and notification systems meet and will continue to support compliance with SB 707 requirements.
City Staff is requesting City Council direction regarding additional outreach strategies.
Public Disruptions
The City may remove or restrict participation by individuals engaging in disruptive behavior during teleconferenced or hybrid meetings, ensuring that the orderly conduct of public meetings is maintained even in virtual settings. Presiding officers will have the authority to remove disruptive individuals from both in-person and teleconferenced meetings.
Teleconference for Officials and Board Members and Accessibility SB 707 adjusts the rules for legislative body members participating remotely. This includes the extension of “just cause” remote participation, extending the temporary ruling allowing board members to participate remotely for specific “just cause” reasons, such as caregiving, illness, or military service, until January 1, 2030.
SB 707 expands accessibility accommodations by allowing members of a legislative body with disabilities to participate in meetings remotely as reasonable accommodation. Participation by members under these circumstances is deemed equivalent to in-person attendance for all legal purposes, including the quorum requirements.
Mandatory Brown Act Distribution
SB 707 requires local agencies to provide a copy of the Brown Act to any person who is elected or appointed to Agenda Report – Senate Bill 707 (Brown Act Amendments)
For City Council And Successor Agency Meeting of June 9, 2026
serve as a member of a legislative body of the agency.
City Action: A copy of the Brown Act has been emailed to all members of the City Council, Planning Commission, and La Puente Community Foundation.
Meeting Location List
SB 707 requires local agencies to identify and make available to legislative bodies a list of one or more meeting locations that may be available for use by legislative bodies to conduct their meetings.
Pursuant to Section 2.04.010 of the La Puente Municipal Code, all City Council meetings are held in the Council Chambers at La Puente City Hall, located at 15900 E. Main Street, La Puente, CA, unless an alternative location is indicated in the notice of a regular or special meeting. Additionally, the Council Chambers serves as the meeting location for the Planning Commission and the La Puente Community Foundation.
City Action: A list of locations was emailed to all members of the City’s legislative bodies.
Social Media
SB 707 repeals the expiration date of Government Code Section 54952.2, thereby permanently allowing members of a legislative body to use internet-based social media platforms to engage with the public on matters within their jurisdiction, so long as they do not deliberate or discuss business among themselves on such platforms in violation of the Brown Act. Members of a legislative body are still prohibited from responding directly to any communication on an internet-based social media platform regarding a matter within their jurisdiction that is made, posted, or shared by any other member of the legislative body.
Reporting of Compensation
SB 707 requires each legislative body to orally report a summary of final action on salary, salary schedules, or compensation paid in the form of fringe benefits for executives of a local agency to include all department heads and similar officers. Although this information is typically presented during the budget process, it is now expressly mandated by statute, whereas it was not previously required.
FISCAL IMPACT
The City will continue to utilize CivicPlus and translation services, which are already budgeted in the General Fund (100) and PEG Access Fund (275), respectively. Additional costs include Zoom Webinar subscription and the purchase of a public bulletin board will be included in the PEG Access Fund (275) in the FY 2026- 2027 Operating Budget.

It is recommended that the City Council: (1) receive and file the Presentation of Senate Bill 707 (Brown Act Amendments); (2) approve Resolution No. 26-6003 approving City Council Policy CC-11.1, City Council Meeting Technology Disruption Policy; and (3) discuss outreach efforts pursuant to SB 707 and provide direction to Staff.
