Project Title: MCA No. 26-02
Project Location (Specific): Citywide
Project Location (City): City of La Puente Project Location (County): Los Angeles Description of Nature, Purpose, and Beneficiaries of Project: The project consists of the adoption of Municipal Code Amendment No. 26-02 (Ordinance No. 26-997), which amends Chapter 10.10 (Residential Zones) by adding Section 10.10.060(D) and Chapter 10.12 (Commercial Zones) by adding Section

10.12.040(G) of the La Puente Municipal Code to establish objective design standards for multifamily and mixed-use residential development projects in accordance with State law. The ordinance establishes clear, objective, and measurable design standards applicable to qualifying residential development projects on a citywide basis.

Name of Public Agency Approving Project: City of La Puente Name of Person or Agency Carrying Out Project: Juan Galvan, Senior Planner Exempt Status: (Check One)
Ministerial (14 Calif. Admin. Code §15268)

Emergency Project (14 Cal. Admin. Code §15269(b) & (c)) Statutory Exemption. (14 Cal. Admin. Code §§15260 et seq.) CEQA Guidelines Section 15061(b)(3) – Common Sense Exemption.

Reasons why project is exempt: The adoption of citywide objective design standards for multifamily and mixed-use residential development is a regulatory action that establishes clear, objective, and measurable design criteria. The ordinance does not alter allowable land use designations, densities, or development intensities, nor does it approve or authorize any specific development project. Therefore, it can be seen with certainty that there is no possibility that adoption of the ordinance may have a significant effect on the environment. Accordingly, the project is exempt from the California Environmental Quality Act pursuant to Section 15061(b)(3) of the CEQA Guidelines.

WORK AT THE LA PUENTE DOG PARK

BACKGROUND/DISCUSSION
On November 12, 2025, the City Council awarded a construction contract to Savi Construction Inc. in the amount of $148,714.97 to construct concrete curbing and flat work throughout the La Puente Dog Park and Kennel facility located at 16550 Old Valley Boulevard.

On March 10, 2026, Savi Construction, Inc. commenced concrete work on curbing and those areas designed with flat work. On June 29, 2026 City staff inspected and accepted the completed work, which consisted of installation of concrete flat work for paths and the drive entrance, as well as all the necessary curbing to separate drive areas from planters and the dog park fields.

The contractor’s original bid price for this project was $148,714.97. There was one change order on the project to include the construction of concrete ramps and steps for the buildings totaling $14,871.53. The total construction cost for this project was $163,586.50.

FISCAL IMPACT
The bid schedule for construction of this project totals $148.714.97. With a 10 percent (10%) project contingency of $14,871.53, the total construction project budget is $163,586.50. Funding for this project was appropriated in the Fiscal Year 2025-26 Capital Improvement Program Budget (Fund 283 – Measure A).

The cost for construction of $163,586.50 included no associated costs for project management, construction observation and material testing. City Staff covered the project management and observation since it was an isolated project with very minimal oversite.

RECOMMENDATION
It is recommended that the City Council: (1) accept the project as complete; and (2) authorize the City Clerk to execute the Notice of Completion.

ELECTRICAL CONTRACT WORK AT THE LA PUENTE DOG PARK

BACKGROUND/DISCUSSION
On December 9, 2025, the City Council awarded a construction contract to FEC Electric, Inc. in the amount of $87,330.58 to install and connect all electrical components, fixtures, facilities and equipment at the La Puente Dog Park and Kennel located at 16550 Old Valley Boulevard. This component of the multi-prime project was necessary to have power ready for distribution throughout the park’s facilities prior to Southern California Edison energizing.

On February 25, 2026, FEC Electric, Inc. commenced the electrical work and completed said work by June 15, 2026. The improvements and scope of work consisted of labor, materials, equipment, and incidentals required to complete electrical connections to each structure and lighting pursuant to the approved city plans and any changes deemed necessary during construction.

The awarded contractor’s bid price for this project was $87,330.58. However, two (2) change orders were necessary to complete the work that totaled $32,152. Since the first change order in the amount of $24,383 exceeded the City Manager’s 10% contingency over the contractor’s bid price, the change order required City Council approval which occurred on May 26, 2026. The second change order in the amount of $7,769 was approved under the City Manager’s 10% contingency.

The additional work requiring the change orders was necessary to supply and install additional circuit breakers, as well as for size and length changes of conductors pursuant to the new panel specifications, and to install an additional panel on the main office building. With the two change orders applied, the resulting construction cost for the electrical work totaled $119,482.58 for this project component.

FISCAL IMPACT
The construction cost for this project component totaling $119,482.58 was paid from the City’s Capital Improvement Program Budget Fund 283 (Measure A).

There are no additional associated costs for project management, construction observation and material testing.

City Staff covered the project management and observation.
