The reserve study recommends increasing annual funding for capital improvements that starts at $474,500 in FY 2023-2024 and increases to $1,118,190 in FY 2052-2053.
However, the reserve study was written by a consultant that traditionally writes these reports for homeowner associations. Homeowner associations have a legal and fiduciary duty to maintain reserve levels at least 70% of the reserve study’s component replacement costs (based on the current replacement cost, age, and useful life remaining). The ideal goal for a homeowner association is 100%. Therefore, this report recommends funding that will eventually result in reserves at or near 100% of the current cost of replacement of known reserve components.
This reserve goal for homeowner associations does not apply and is impracticable for municipalities. Municipalities traditionally have access to other sources of funding, which may include State and Federal grants. If homeowner association recommended reserve methodology were used, there would be very few cities that would have reserves sufficient to meet those standards.
Therefore, City staff developed an alternative “level funding” table which indicates the City should expect to spend an average of approximately $500,000 per year on capital improvement projects at the Community Center over the next 30 years.
During future budgets, City staff recommends allocating approximately $500,000 per year in the City’s budget to address future capital improvements at the Community Center.

Directed Cash Flow Calculation Method; Sorted By Category Mastic material (deck caulking) prevents moisture from seeping through the expansion joints in the concrete deck, which otherwise could result in cracking these surfaces. The mastic material should be carefully monitored for deterioration and replaced as soon as water tight integrity is lost.
We have excluded budgeting for this component as we anticipate it will be replaced on an as-needed basis and the cost would fall below the $20,000 threshold the City has established.

We have budgeted for complete replacement of this concrete on a 40-year cycle. Minor repairs, as needed, should be addressed immediately as a maintenance issue due to safety concerns. The overall condition of the concrete should be monitored through time and the estimates adjusted accordingly.

Most asphalt areas can be expected to last approximately 20 years before it will become necessary for an overlay to be applied. This can double the life of the surface upon application. It will be necessary to adjust manhole and valve covers at the time the overlay is applied. Deflection testing should be conducted by an independent consultant near the end of the estimated useful life to determine the condition of the asphalt and estimated remaining life before the overlay is required.
In addition to this service, a consultant may be obtained to prepare the application specifications, and to work with the contractor during actual installation. It is recommended that the client obtain bids for such a consultation near the end of the estimated useful life. As costs vary, a provision for this consulting has not been included in this cost estimate. Should the client request, this cost can be incorporated into this analysis.
The remaining life of the asphalt overlay has been adjusted to align with the future replacement cycles of the asphalt repairs and seal coating.

Component Detail
Directed Cash Flow Calculation Method; Sorted By Category The remaining life of this component has been extended at the request of the client.
Asphalt surfaces should be seal coated within 3 years of their initial installation. Thereafter, a 3 to 5 year cycle should be observed and adjusted according to the client's particular needs.
We have budgeted for the asphalt to be repaired on the same cycle and in conjunction with the seal coating of the asphalt.
The unit cost includes any restriping that may be necessary.

Directed Cash Flow Calculation Method; Sorted By Category Tile roofs are designed to last the life of a community. However, the underlayment (waterproof membrane underneath the roof tiles) can be subject to deterioration and failure through time. The timing and rate of failure is difficult to predict and can vary significantly from one project to another depending largely on the quality of the original design and construction (materials and installation), exposure to outside influences (climate, foot traffic, etc.) and the level of routine maintenance.
For the purposes of this analysis, we have budgeted for the replacement of the tile underlayment to include removing the existing tiles, replacing the underlayment material and reinstalling the existing tiles with a provision for breakage.
In order to ensure a high quality installation, the client may wish to obtain the services of an independent roofing consultant to work with the client and the roofing contractor providing installation. Consultants are available for the preparation of installation specifications and, if desired, to work with the contractor during the installation process. Fees for these services vary based on the size of the project and detail required by the client, and have not been included in the cost used for this component. Should the client desire, a provision for a consultant can be incorporated into this analysis.

Due to the nature and size of the expense, funding for the gutters and downspouts has been excluded. It is anticipated that any expenditures can be effectively budgeted for on an as-needed basis by the client's operating and/or reserve contingency funds. A trough measuring approximately 165' in length runs along the wall behind the "falls" emptying into a large pond. This feature is constructed of concrete, and decorative mosaic and ceramic tiles.
We have budgeted for a major rehab of this water feature on a 30-year cycle to include fountain repairs/replacements, replastering the base pools, tile replacement, lighting, equipment, etc. The actual condition of the fountain should be monitored through time and the estimates adjusted accordingly.

City Manager
ISSUE: Update on Comprehensive Review of City Council Policies and Administrative Orders
RECOMMENDATION: That the City Council review the City Council Policies and Administrative Orders and provide direction to staff.
SUMMARY:
The City’s Administrative Orders and City Council Policy Manual were first adopted in 1992 and 1994, respectively, with the goal of implementing best practices for the internal operation of the City, promoting organizational efficiencies, and providing consistency in the delivery of City programs and services. These policies and procedures cover a broad range of topics from those established by and for the City Council, to general administration, to specific departmental operations. Over the years, new orders, policies and procedures have been established, and existing orders, policies and procedures have been amended to reflect the organization's most current goals and actual practices.
In 2024, the City will conduct a comprehensive review of our organization's policies and procedures. The proposed comprehensive update is meant to align with current and actual organizational practices and are intended to further improve efficiencies, reflect best management practices, as well as reinforce the council-manager form of government.
During the January 23, 2023, City Council meeting, Mayor Wheeler requested that Council Members receive and review the approved City Council Policies and

Administrative Orders, create a priority list of items that should be removed or updated, and return at the February 27, 2024, meeting for further direction. This report serves as a follow-up to that direction.
After the January 23, 2024, meeting, the City Manager circulated the policies, gathered input from City Council Members, and worked with the Mayor to develop a list of recommendations (Attachment A), which will be presented to the City Council at the March 12th meeting.

Studying No Overnight Parking in North Laguna Hills and the Urban Village Specific Area
RECOMMENDATION: That the City Council provide direction to the City Attorney and City staff on this issue.
SUMMARY:
At the January 17, 2024, Traffic Commission meeting, the Traffic Commission voted to approve the recommendation: “That the Traffic Commission: 1) Receive a presentation from Vice Chair Patel; and 2) Direct City staff to present a staff report to the City Council allowing the Traffic Commission to look into overnight parking restrictions within specific areas in North Laguna Hills and the Urban Village Specific Plan Areas.” City staff is interpreting “to look into” as “to research the feasibility of.” Based upon the Traffic Commission’s recommendation, City staff recommends that the City Council provide direction on this request, specifically, if the Traffic Commission and the City staff may research overnight parking restrictions within specific areas in North Laguna Hills and the Urban Village Specific Plan Areas. If City staff is to research overnight parking restrictions, City staff would also recommend that the City Council provide direction to the City Attorney to engage in this effort, especially because this part of the request affects mostly proposed, privately-controlled streets and the City Engineer has no knowledge of any applicable laws that would allow for overnight parking controls on privately-controlled streets.

No Overnight Parking in North Laguna Hills
March 12, 2024
BACKGROUND:
Sometimes, City staff receives requests from Traffic Commissioners to place items on the agenda for discussion at the next scheduled Traffic Commission meeting. Vice Chair Patel requested that City staff place on the January 17, 2024, agenda: “Studying the Implementation of Overnight Parking Restrictions within North Laguna Hills and the Urban Village Specific Plan Areas.”
Based upon the meeting discussion, Vice Chair Patel is specifically interested in studying implementation of overnight parking restrictions within the commercial areas of North Laguna Hills and the future Village at Laguna Hills development. In the past, at the September 20, 2023, Traffic Commission meeting, Vice Chair Patel has also suggested that the City should implement a citywide overnight parking restriction similar to the City of Brea. However, at that time, a recommendation to study overnight parking citywide was not approved by the Traffic Commission.
One part of the latest recommended action, studying the implementation of overnight parking restrictions within the Urban Village Specific Plan, would require assistance from the City Attorney’s office because this part of the request affects mostly proposed, privately-controlled streets and the City Engineer has no knowledge of any laws that would allow for overnight parking controls on privately-controlled streets.
Chapter 9-44, Access & Parking, within Title 9, Zoning, of the Municipal Code states:
9-44.010 Purpose and intent.
Access and parking regulations are intended to ensure that all land uses provide safe access and on-site circulation with adequate off-street parking and loading facilities. These regulations also ensure that the use of land does not impact the safety, use, or vehicular circulation within the public right-of-way. (Ord. 98-8 § 2 (part): prior code § 9-26.010)
Therefore, City staff is usually concerned with ensuring that enough parking is available on-site to not impact public streets, and consequently, not with controlling the time(s) that private parking may be used on-site.
The only public streets in the Urban Village Specific Plan are Paseo de Valencia, Los Alisos Boulevard, Avenida de la Carlota, and El Toro Road. Of these four public streets, the only street that allows for overnight street parking is Los Alisos Boulevard next to

the SoFi Apartments. That street is also posted as No Parking on Tuesdays for street sweeping. Otherwise, the interior streets within the Urban Village Specific Plan are privately-owned and privately-controlled. This area includes the proposed Village at Laguna Hills development.
Regarding overnight parking restrictions in North Laguna Hills commercial areas, the City has a few commercially zoned area streets east of Moulton Parkway signed as No Parking Anytime such as Alcalde, Peralta, and most of La Cadena. The City also has other commercially zoned area streets signed for No Parking 9PM to 6AM such as Vista Grande. All of the streets east of Moulton in this area have no parking on street sweeping day for a four (4) hour window.

Studying a Change to the Residential Permit Parking Program that Would Reduce Guest Permit Parking Passes from Four Permits to One Permit Per Household
RECOMMENDATION: That the City Council provide direction to the City Attorney and City staff on this issue.
SUMMARY:
At the January 17, 2024, Traffic Commission meeting, the Traffic Commission voted to approve the recommendation: “That the Traffic Commission: 1) Receive a presentation from Vice Chair Patel; and 2) Direct City staff to ask the City Attorney the feasibility of reducing existing and future permit parking guest passes, implementing new time and use restrictions on guest passes and for City staff to report back to the Traffic Commission with the City Attorney’s determination.” Vice Chair Patel was particularly interested in reducing the number of guest permit parking passes from four permits to one permit per household. Based upon the Traffic Commission recommendation, City staff recommends that the City Council provide direction to the City Attorney and City staff on this request.
BACKGROUND:
Sometimes, City staff receives requests from Traffic Commissioners to place items on the agenda for discussion at the next scheduled Traffic Commission meeting. Vice Chair Patel requested that City staff place on the January 17, 2024 agenda: “Studying a Change to the Residential Permit Parking Program that Would Reduce Guest Permit

Parking Passes from Four Permits to One Permit per Household.” Based upon the meeting discussion, Vice Chair Patel is specifically interested in limiting the number of permits per household because, in his view, the number of issued permits does not appreciably reduce the number of vehicles parked overnight on streets enrolled in the Residential Permit Parking Program. Therefore, Vice Chair Patel suggested that limiting the number of parking permits and guest passes would be beneficial. He also suggested that any changes to the Residential Permit Parking Program should apply retroactively to already approved permit parking areas.
City staff recommends that the City Council provide direction to the City Attorney on this request as the work may require significant research, especially the request to research the feasibility of retroactively applying program changes to the already approved permit parking areas. A concern is that the petitions signed by the residents included a list of programmatic elements of the Residential Permit Parking Program, which may have influenced residents’ decisions to enroll in the permit parking program.
