Staff Report
Date: September 8, 2026
To: Mayor and Council Members
From: Joe Ames, Assistant City Manager
Issue: Discussion of Parking on the North Side of Laguna Hills Drive between Indian Hill Lane and Paseo de Valencia
Recommendation: That the City Council provide direction to City staff.
Background:
During the August 25, 2026, City Council meeting, the City Council requested that City staff return to the September 8, 2026, City Council meeting with an evaluation of the efficacy of providing additional unrestricted parking on the north side of Laguna Hills Drive between the westerly limit of Indian Hill Lane and the easterly limit near Paseo de Valencia.
Presumably, this request is related to, and extension of, the recently approved unrestricted parking on the south side of Laguna Hills Drive that was approved by City Council Resolution at the June 23, 2026 meeting. At the June 23, 2026, City Council meeting, the City Engineer proposed that the only equitable comprehensive parking management strategy involves identifying where the demand exists and increasing supply in proximity to the demand. The City Engineer further recommended allowing parking on Laguna Hills Drive to provide parking for nearby apartment complexes and to lessen the impact of displaced vehicles parking near Beckenham Park, Camberwell Street, Beckenham Street, and in the Sunset Place neighborhood.
Currently, an 800 ft. portion of the north side of Laguna Hills Drive is reserved for "daytime" parking by permit only. Resolution No. 2005-07-12-2 established a Permit Parking Only Zone and No Overnight Parking from 10:00 p.m. to 6:00 a.m. on the northerly side of Laguna Hills Drive from 200 feet to 1,000 feet westerly of Paseo de Valencia (a length of 800 feet). Thus, only permit parking is
Item No. 5.2.2
allowed 6:01 a.m. to 9:59 p.m., and no parking is allowed 10:00 p.m. to 6:00 a.m. According to a June 15, 2005, City Council agenda report, unrestricted parking on the north side of Laguna Hills Drive was temporarily authorized at that time to allow for overflow student parking during a construction project at Laguna Hills High School that temporarily reduced available parking on-site.
However, at the conclusion of the construction project, the adjoining medical office building requested permit parking for their staff as they found on-street parking useful during that period of time. City Council granted the request.
The remaining portion of the north side of Laguna Hills Drive between Indian Hill Lane and the permit parking zone is signed as "No Parking Anytime." Due to the presence of a speed feedback sign, City staff recommends that if parking is allowed on the north side of Laguna Hills Drive, that the parking zone start 650 feet east of Indian Hill Lane to the signed permit parking zone limit, approximately 1,400 feet east of Indian Hill Lane. City staff estimates that 30 parking stalls could be striped within this segment.
In addition, based on City staff observations and historical aerial and street view photographs, it was discovered that the existing permit parking zone is actually signed as being 1,000 feet in length and that the entire permit parking zone is rarely utilized fully. Therefore, it is City staff's opinion that the portion of north Laguna Hills Drive reserved for permit parking only can be reduced from a length of 1,000 feet to a length of 600 feet thereby creating approximately 16 additional unrestricted parking stalls for a total of approximately 46 parking stalls.
City staff recommends that City Council provide direction to City staff. The direction may include directing City staff to return to the next City Council meeting with a resolution rescinding the existing No Parking Anytime zone, modifying the limits of the existing permit parking zone to 200 feet to 800 feet west of Paseo de Valencia (resulting in a 600 ft. permit parking zone length), and implementing no parking during the days and hours of street sweeping.
Fiscal Impact:
If parking is allowed on the north side of Laguna Hills Drive as described in the staff report above, the estiated cost of signing and striping is $12,000. There is sufficient budget within the Public Works operating budget for this work.
