Subject: Statement of Qualifications to provide On-Call Economic Development Services [P2021-12205] Dear Erica Roess:
Please accept PlaceWorks' Statement of Qualifications (SOQ) in response to the above referenced project. We are enthusiastic about working with communities like Laguna Niguel that appreciate the importance of getting the non- residential uses right and, even more, that are planning ahead of the curve as communities, local economies, and how we live our lives transitioning into a new normal.
Change is Certain
This is a challenging time to undertake economic development activities. The economic and social disruptions resulting from the COVID-19 pandemic caused or accelerated changes in how and where we get goods and services, how and where we partake in entertainment and recreation, and how and where we work. Until the virus is under control, the pandemic phase is over, and life settles into whatever the new normal will be, we will not know the full nature and extent of these long-lasting changes.
Yet even with these challenges, this is also an exciting time to support local economic development. The expected region- wide retrenchment in commercial and office space will create winners and losers, which will have different implications for each community. Just this past holiday season, top tier shopping malls experienced their busiest seasons ever while mid-and lower-tier malls saw continued declines. Nevertheless, developer interest in the City Center project and the Gateway Specific Plan area, coupled with opportunities such as the expected disposition of the Chet Holifield Federal Building, demonstrate the City's appeal and its potential. Throughout all of the market uncertainty, it is existing businesses that face the brunt of the impact and that best understand what is needed. Outreach to and engagement with these businesses is a necessary foundation to an effective economic development program in the new normal.
Economic Development Assistance
As described in more detail in PlaceWorks' proposals for the Market Study and the Fiscal Study, PlaceWorks is well positioned to provide ongoing assistance for subsequent or more detailed assessments. This includes simple follow-up qualitative advice as the nature and extent of the pandemic-induced changes become more evident.
Our Chief Economist, Steve Gunnells, was an Economic Development Fellow at the International Economic Development Council before joining PlaceWorks. He brings extensive experience in economic development planning, funding and financing, and progress evaluation, as well as business retention, expansion, attraction, and start-ups. Our team is familiar with the major economic development partners that can assist the City's efforts, including the Orange County Workforce Development Board and the Orange County Small Business Development Center.
There are three additional practice areas at PlaceWorks that can help support Laguna Niguel's economic development efforts. In addition to the outreach to developers that we do regularly on many of our planning projects, PlaceWorks has an extensive practice of working with developers. We bring this understanding of the developer's perspective to many of our public sector clients. Outreach and engagement has and will continue to grow in importance in all of our work, and PlaceWorks has a robust suite of outreach services. Whether assisting the City with a one-time outreach effort or 3 MacArthur Place, Suite 1100 | Santa Ana, California 92707 | 714.966.9220 | PlaceWorks.com 83 PLACEWORKS
supporting an ongoing business visitation outreach program, PlaceWorks has staff that work in public engagement daily.
Finally, we have in-house graphic design experts who can assist with printed and digital marketing collateral.
One Stop for Economic Development Assistance
Our Chief Economist, Steve Gunnells, will be the Project Manager and the City's point of contact for economic development assistance. Brian Judd, Principal-in-Charge for this project, will ensure that the firm's full resources are available as needed to assist the City with economic development. Finally, Lynnete Guzman will be Assistant Project Manager, providing an additional point of contact. As the City requests specific assistance under this project, we will put together the right team of professionals for the City's needs.
As a Principal at PlaceWorks, Brian Judd is authorized to bind the team to the contents of this submittal and to negotiate contracts on behalf of PlaceWorks. If you have any questions, please let Steve Gunnells know. His complete contact information is:

revenues to support public facilities and services. The third category is funding and financing mechanisms. This covers a range of value lift and special districts that generate revenues to repay capital costs and pay for ongoing operations and maintenance.
Employment
Too often in California, the term economic development is used to refer to real estate development. Our practice targets economic and employment growth that drive the demand for all types of real estate development. Without growth in jobs and income there is little need for real estate development.
A key example of our approach is the economic development element we prepared for the El Monte General Plan and the subsequent Economic Development Feasibility Study that we conducted for El Monte's Flair Park and Northwest Industrial Area on behalf of the California Community Foundation.
Flair Park has the lengthiest office frontage along the I-10 freeway between downtown LA and Ontario, making it a desirable location for high-profile corporate offices to display their corporate name and logo, with visibility to hundreds of thousands of commuters every day. The General Plan envisioned Flair Park as a premier mixed-use mid/high rise business park with 20,000 employees and over five million square feet of building space.
The Northwest Industrial Area was one of the early industrial growth areas as Southern California began to grow out of Los Angeles. But it is starting to show its age, and infrastructure has become a constraint to revitalization. The General Plan envisioned the area's modernization and improved circulation to better connect the area to the freeway system and to the San Gabriel Valley workforce.
In preparing the Economic Development Feasibility Study, we:
• Analyzed confidential employment data to understand the specific economic sectors in Flair Park and the NW Industrial Area.
• Analyzed each area's role in the local and regional economies, identifying competitive advantages and challenges.
•Assessed the quality and availability of agencies and organizations providing economic development services, such as workforce training, business development, and business finance.
• Interviewed existing businesses to understand the quality and constraints of facilities and infrastructure, the perceived business climate, the adequacy of public services, and labor force qualifications.
• Analyzed labor force qualifications and capacity to improve education and skills. 4 CITY OF LAGUNA NIGUEL | ON-CALL ECONOMIC DEVELOPMENT SERVICES Bockground Information
The Economic Development Feasibility Study provided recommendations and strategies for El Monte to pursue in order to realize the vision for these two areas that drive the local economy. The study also set the stage for a future strategic advisors roundtable and the preparation of a strategic action plan.
Local-Serving Economic Sectors
Not every community needs to provide jobs for every single resident, but most communities would still like to have a range of shopping, dining, and entertainment options available nearby. Our work in local-serving economic sectors builds on our detailed market analysis work and focuses on fostering places that serve local needs and create destinations that attract visitors and spending from a larger trade area.
A key example of our approach to local-serving economic sectors is the Strategic Update to the Downtown Carlsbad Master Plan. We collaborated with the Carlsbad Village Association to provide recommendations and strategies as a quick fix in lieu of a full rethinking of the master plan for the downtown area. We conducted a market analysis to identify the types of businesses that the Village Association could easily target to fill vacancies and to drive new development. We also recommended changes to parking standards and conditional use permits to attract business and desired redevelopment.
Some communities face challenges far greater than simply marketing to the right businesses. As an outgrowth of our work on the El Monte General Plan, we assisted the California Community Foundation with a Strategic Plan for its Community Building Initiative. The CBI is a 10-year $10M plan by CCF to invest in three impoverished neighborhoods in El Monte to strengthen civic engagement in community problem solving and decision making, improve the physical environment, increase the quality of human services, and reduce the outmigration of individual and community assets. We prepared the Strategic Plan to guide investments in the physical environment, human services, and community life. The Strategic Plan focuses on specific strategies to improve the three neighborhoods, giving equal importance to education, health care, employment services, arts and culture, and public safety services.
Funding and Financing Mechanisms
Any plan is only as good as the implementation tools it provides. From day one on our projects, PlaceWorks has an eye on effective implementation. Our projects have included a broad spectrum of tools, such as assessment districts, community facilities districts, and business improvement districts. We also incorporate strategic action plans that provide each action with accountability, resources needs, and outcome-based measure of success.
A key example of our approach to implementation measures is the Streetscape Plan Book we prepared for the Buena Park Entertainment District. Buena Park has a number of successful entertainment and shopping destinations, but each operates STATEMENT OF QUALIFICATIONS | PLACEWORKS 5

as an individual island with little relation to the others. We prepared a streetscape improvement plan to create overall identity that tied all its elements into a cohesive package. As a part of the project, we provided a financing mechanism overview, describing how the city might employ a variety of financing and funding districts.
Our report recommended a lighting and landscape maintenance district. We quantified the overall project costs and how those costs might be allocated to each parcel in the district. The final report indicated the yearly levy on each property to enable city staff to sit down with individual property owners and get their buy-in for the plan.
We also prepared the CollegeTown Specific Plan for Cal State Fullerton, Hope International University, and the City of Fullerton. The plan creates a main street mixed-use shopping district, an open plaza for festivals and events, a variety of housing opportunities at densities up to 100 units per acre, and several parking structures. In preparing the plan, we worked with the clients and property owners to set the framework for a property-based business improvement district and a parking management district.
GIS Mapping Services
In all of our projects, we provide extensive GIS. We use GIS to analyze the geographic distribution of jobs, employees, businesses, and market trade areas.
PlaceWorks is providing SPG Management, LCC (SPG) Site Feasibility Analysis and Strategic Planning services in support of the development of 24 new Sonic Drive-In restaurants over a five-year period. The project area encompasses all of San Diego County, portions Western Riverside County, and central and southern portions of Orange County.
Leveraging geo-spatial tools in conjunction with socioeconomic data, PlaceWorks is assisting SPG with the identification of areas with the highest potential for growth and properties within these areas that meet the discreet characteristics established by SPG Management. Based on these analysis criteria, a weighted overlay was conducted to produce a "heatmap" analysis layer identifying the locations best suited for the development of new restaurants.

PlaceWorks analyzed the financial feasibility of 12 types of missing-middle housing-detached and attached single-family housing and multifamily housing, with densities from 10.2 to 30 units per acre. The most affordable types were courtyard clusters (22.4 du/ac); courtyard condos (30 du/ac); mixed townhouse/flats (20.9 du/ac); and small-lot/small detached houses (12.7 du/ac), which would be affordable to 50.2 percent of middle-income households. SAN JOAQUIN VALLEY DEMOGRAPHIC FORECASTS
Fresno Council of Governments
The eight countywide Metropolitan Planning Organizations (MPOs) in the San Client Contact: Joaquin Valley needed comprehensive socioeconomic forecasts to support regional Kathy Chung | Senior Regional planning, including:
Planner
FRESNO COG • Determining the impact of various development densities on the fiscal health of 559.233.4148 cities and counties
• Identifying market demand for higher density residential housing projects associated with the San Joaquin Valley Regional Blueprint • Establishing a common traffic model being developed for the MPOs • Formulating Sustainable Community Strategies required under SB 375 • Informing the Regional Housing Needs Allocation
In 2012 PlaceWorks developed spreadsheet forecast models for the entire San Joaquin Valley and for each individual county. Each model provides forecasts for:
• Number of households • Average household size
• Total and household population/ • Age of head of household • Housing units • Household income
• Age distribution • Household type
• Housing units by type • Race and ethnicity
One of the key challenges facing long-range demographic forecasts at the time wass that the 2010 Census was conducted in the midst of an economic crisis, with record numbers of foreclosures, high unemployment, retrenchment in wages and spending, and depressed household formation. One cannot be certain which demographic characteristics will return to long-term trends and which represent a new normal. To address this problem, PlaceWorks delivered dynamic forecast models: each year, the MPOs can update the spreadsheets as new demographic data are published by state and federal agencies. Over time, the forecasts will overcome the effects of the timing of the 2010 Census.
The projections from the California Department of Finance, with the 2000 Census as a benchmark, suggested that the San Joaquin Valley population would increase by 5.2 million people from 2010 to 2050, growing at an annual rate of 2 percent per year. Using the 2010 Census as a benchmark, PlaceWorks formulated new forecasts indicating a more modest level of growth, which is more consistent with the Valley's past trends: 2.78 million new residents from 2010 to 2050 and an annual growth rate of 1.3 percent.

• The scale and intensity needed to make redevelopment financially feasible with and without redevelopment agency participation.
• The density, parking, and open space standards that would facilitate such redevelopment.
• The affordability of housing in such redevelopment in regard to the city's housing element.
• The types of housing products best suited to satisfy market demand and achieve financial feasibility.
• What these redevelopment projects would look like and how they would fit into existing neighborhoods.
PlaceWorks prepared an economic and market analysis that quantified the market demand for residential development by type, tenure, and price point, and that quantified market demand for retail development, finding excess retail in two of the three areas. The project analyzed the redevelopment potential of individual parcels, identified six opportunity sites, and created alternative development scenarios for each site. At the direction of the city, PlaceWorks prepared a site plan for the preferred alternative for each site and analyzed the financial feasibility of each site plan with a development pro forma.
PlaceWorks also prepared a development scenarios guidebook. For each opportunity site, the guidebook provides an illustrated site plan, architectural depictions of the product types, photos of similar existing developments, a narrative description of the redevelopment project, photos of the existing site with photo simulations of the proposed project, results of the financial analysis, and summary statistics. The guidebook is intended to assist city staff as they engage with elected officials to determine how to move forward the implementation of the General Plan and how to engage the community in discussing redevelopment and Measure M.
