Executive Summary
Compass365 will deliver a unified Power Platform solution that consolidates two of the City of Laguna Woods’ most paper-intensive constituent processes onto a single, governed Microsoft Dataverse foundation. The Business Registration module will modernize how local businesses register and renew with the City, replacing manual intake with a mobilefriendly public portal and a staff-facing Model-Driven Application. The Senior Mobility module will modernize the re-enrollment workflow for the City’s taxi voucher program, which currently relies on paper forms and manual data exchange with California Yellow Cab.

By delivering both workstreams under a shared platform, the City benefits from consistent security, common data services, a single user experience for Planning Division and Senior Mobility staff, and reduced long-term operational cost. The solution preserves the City’s ability to operate in a hybrid fashion (in-person and online) to accommodate constituents who are not comfortable with self-service technology, while creating a foundation for future digital citizen services.

Objective
The primary objectives of this engagement are to:
 Modernize and consolidate business registration and senior mobility re-enrollment on a single Microsoft Power Platform foundation.
 Reduce manual effort for Planning Division staff and Senior Mobility staff by automating data capture, validation, notifications, and document exchange.  Improve data quality and reporting accuracy through structured Dataverse entities and validated public-facing forms.
 Support the City’s hybrid service model with both in-person staff intake and a mobile-friendly public portal for tech-comfortable constituents.  Streamline operations between the City and California Yellow Cab through an automated daily enrollment export.
 Replace paper signatures with Adobe Acrobat Sign for senior mobility re-enrollment forms, with signed documents stored in a structured SharePoint library.  Establish a scalable, governed foundation that the City can extend to additional constituent-facing services over time.

Scope of Services
The scope is organized into three contracted phases. Phases may be delivered sequentially or in parallel where dependencies allow, on a schedule mutually agreed during project initiation.

Phase 2: Senior Mobility Re-Enrollment Solution
Phase 2 delivers the Senior Mobility module, modernizing the City’s taxi voucher reenrollment process for the approximately 8,000 senior enrollees in the program. The City currently operates two-year enrollment cycles starting July 1 (current cycle: 2025 to 2027), with a fully paper-based renewal process. Phase 2 will replace that process with a Power Platform solution that supports both in-person staff intake and an online re-enrollment portal for tech-comfortable seniors, with electronic signature via Adobe Acrobat Sign and automated data exchange with California Yellow Cab.

Project Initiation, Environment, and Design
 Logistics, kickoff, and project setup.

 Age verification (60+) enforced at the form level.
 Inline validation, contact-information updates, and special-requirements capture.  Submission triggers the electronic signature workflow.

Electronic Signature and Document Generation
 Power Automate workflows generate the re-enrollment form as a PDF from current senior data.
 Adobe Acrobat Sign integration for electronic signature on the generated form.  Signed PDF stored in a SharePoint document library with a folder per senior.  Status of signed and pending documents surfaced in the internal application.

Daily Taxi Company Spreadsheet
 Automated daily export to California Yellow Cab containing the agreed field set:
senior ID, name, address, phone, special requirements, and active cycle.  Delta logic so the export includes records that have changed since the prior day.  Operational notifications to staff on successful and failed export runs.

Notifications
 Re-enrollment confirmation emails to seniors on successful submission.  Reminder communications during the re-enrollment window.  Internal notifications for staff queues and supervisor review.

Data Migration
 Migration of active 2025 to 2027 senior mobility enrollee data into the new Dataverse tables.

Document and confirm key design decisions before configuration proceeds.

3. Configure and
Build
Configure the solution using Power Platform out-of-the-box capabilities, including Power Pages portals, Dataverse, Model-Driven Apps, Power Automate, SharePoint, and Adobe Acrobat Sign integration, in alignment with the approved design.

4. Validate and
Refine
Conduct Compass365 functional testing before supporting the City through user acceptance testing. Stakeholder
feedback is reviewed, prioritized, and addressed within approved scope using three to four refinement cycles per phase.

5. Train and Deploy
Provide Train-the-Trainer sessions and administrator
documentation for Planning Division, Senior Mobility, and Information Services. Manage production deployment,
including final environment validation, security verification, and integration cutover.

6. Support Adoption
Provide a defined post-go-live hypercare period to support adoption, address questions, and resolve minor in-scope adjustments. New features, workflow changes, additional reports, and expanded migration are addressed through a separate change order or follow-on engagement.
